The Phoenix City
Atlanta
Georgia
Known as the “Phoenix City” because of its rise after the Civil
War, Atlanta is the capital of Georgia and the cultural, economic, and
educational center of the New South. Recent years have been more
than good to this sizeable city. Because of its unique blend of southern elegance, low crime rates, and boom time economics, Places Rated
Almanac recently ranked Atlanta seventh among America’s best cities.
Home to such corporate giants as CNN, Coca-Cola, and Turner
Broadcasting, Atlanta is one of
the hottest cities in the United
States for business relocations,
Fortune 500 companies, and new
minority-owned businesses.
Ladies Home Journal ranked the
city in it’s top 100 Best Cities
for Women because of the
high numbers of femaleowned businesses.
Not only are jobs outside
of the home increasing, but
this technology-friendly city
has enjoyed a boom in telecommuting. Yahoo! Internet Life magazine ranked Atlanta second only
to San Francisco in providing the
best access to the Internet, and its
telephone networks are second to
none.
Positioned on the edge of the Appalachian Mountains and only a few
hours from the sea, the recreational possibilities in this city are endless.
Atlanta’s climate, without the extremes of either the far south or extreme
north, encourages a healthy, outdoors-oriented lifestyle. More than 100
public and private golf courses offer residents over 300 golf days per year.
Add to this a vibrant arts scene and a rich cultural life and it’s easy to see
why Forbes magazine recently ranked Atlanta in its top five Cities For
Singles. Not only do dozens of trendy clubs cater to singles, but local museums and the Botanical Gardens promote cocktail parties and art

Climate
Located on the northern edge
of the Sun Belt, Atlanta’s mild climate is influenced by its proximity
to the mountains and the ocean.
Summers are warm but comfortable,
with temperatures averaging
around 76 degrees. The 1,100foot elevation and proximity to
the mountains limit the number of 90-degree days to one
out of five. The sun shines on
Atlanta for all or part of 200
days during the year.
Atlanta can see cold snaps where
the temperature drops below freezing, but sub-zero temperatures are
almost unheard-of. The scant two
inches of annual snowfall disappears

Arts & Culture
Much of Atlanta’s new-found
cultural life can be traced to the
Midtown Atlanta urban renewal
project, an aggressive campaign
to revitalize the downtown area.
The project has given Atlanta’s
arts scene a boost and provided a
home for the Atlanta Symphony
Orchestra, Atlanta Ballet, and Atlanta
Opera. Atlanta has recently been stepping up on its art and culture programs,
and has committed more funding to the
Chastain Art Gallery, as well as a variety
of other galleries and museums in town.

a summer maximum of 88%, can seem

Festivals include the award-winning
Georgia Shakespeare Festival at Atlanta’s
Oglethorpe University, which features contemporary productions of the bard’s great
works and selected plays from other
greats. Another is Midtown Atlanta’s First
Night Celebration. This New Year’s Eve
event brings in an array of performers and
entertainers to kick off the year.
Zoo Atlanta has undergone a multi-million dollar redevelopment to provide the
animals with environments simulating
their native habitats. The zoo offers an
impressive array of exhibits, including the

Ford African Rain Forest, an extensive
reptile collection, bird collection, rare red
pandas, and the Publix Petting Zoo.
Atlanta is rich with socio-political history. Martin Luther King’s memory is honored at the MLK National Historic Site
and Preservation District, and the Jimmy
Carter Presidential Center preserves the
legacy of Georgia’s former governor, U.S.
president, and worldwide diplomat.
Literary buffs will want to take a trip to
the home of Margaret Mitchell, who
wrote the Pulitzer Prize-winning Gone
With the Wind.

Education
A few hundred public and private K-12
schools and a huge selection of post-secondary institutions offer Atlanta families
quality access to excellent education. Over
one-third of the adult metro population
has completed college, a figure that is well
above average for a city of this size. With
this well-educated population, it’s easy to
see why Atlanta backs education with so
many public and private initiatives.

Recreation
Atlanta is situated in one of the best
parts of Georgia’s landscape. Locals have
equal access to the Atlantic Ocean, the
Gulf of Mexico, and the Smoky
Mountains.
Atlanta’s position on the southern edge
of the Smoky Mountains makes it a
hotbed for outdoor recreation. The nearby
national forest and the thousands of acres
of state parks provide ample opportunities
for hiking, camping, or canoeing. For the
most adventurous rock climbers and
explorers, Stone Mountain, southern terminus of the famous Appalachian Trail, is
less than an hours’ drive out of the city.
Atlanta’s abundant sunshine and moisture make locals justifiably proud of their
private and public gardens. The Botanical
Gardens bring dazzling color to Atlanta
every spring and fall, and exhibits from all
over the world grace the grounds all year.
Golfers love Atlanta’s weather, too.
With more than 1,000 holes available on
local links, enthusiasts can find tee times
throughout the year. And it’s always a
beautiful day for fun at Six Flags theme
park, a popular attraction for the whole
family.

sun, both the Gulf of Mexico and
Atlantic Ocean lie within 250 miles of
Atlanta. Excellent resort areas like Hilton
Head, South Carolina, and the magnificent Intracoastal Waterway offer miles of
sandy beaches for exploration.
Atlanta takes its sports seriously. The
Georgia Tech Yellow Jackets and the
NFL’s Atlanta Falcons provide gridiron
thrills on warm autumn afternoons.
Actually, Georgia Tech has one of the
finest all-around college sports traditions
in the country, and various Yellow Jacket
teams thrill fans in more than a dozen
intercollegiate sports.
The Atlanta Braves, one of professional
baseball’s most successful franchises,
excites fans during the summer. In the
winter months, it’s the NBA’s Atlanta
Hawks competing for the playoffs. The
capstone of Georgia’s sports season is the
Master’s Golf Tournament, held annually
in nearby Augusta. As host to the 1996
Summer Olympics, Atlanta constructed a
number of other fine sports venues, providing even more sport and recreational
facilities for Atlanta residents.

Atlanta Public Schools (APS) was the
first metro area school system outside
California to receive assistance from
Oracle to provide low-cost access to the
Internet for economically disadvantaged
children. In addition, APS forged a partnership with the U.S. Department of
Transportation to donate surplus computers to metro Atlanta’s Economic
Empowerment Zone.
The State of Georgia solidly backs higher
education through the HOPE Scholarship
program. Funds raised through the Georgia
lottery allow any student, regardless of
income, who earns a B or better average to
qualify for a scholarship to any state-supported university or technical school. The
Hope Program also provides funds for students attending private colleges.
Post-secondary institutions in the area
include Emory University, the Georgia
Institute of Technology, and Georgia State
University. Each offers a broad selection
of undergraduate and graduate programs.
In nearby Augusta, the Medical College of
Georgia is one of the top medical schools
in the country.

The Gulf of Mexico, the
Atlantic Ocean and the
Smoky Mountains are all
accessible playgrounds for
Atlanta residents.

Housing and Cost
of Living
The overall cost of living
in Atlanta is surprisingly
slightly below the national
average, and the city’s property
tax rate is among the lowest of
any large metropolitan area. With
sales tax rates and maximum
income rates less than 10%,
Atlanta’s tax structure benefits businesses and individuals alike.
With a metro population of
over four million, Atlanta
offers everything from quiet,
established neighborhoods to
bustling downtown condos.
Building of larger new homes in
the area is partly responsible for
recent average home costs. Still,
compared to many desirable metropolitan areas, Atlanta prices remain
reasonable. Citywide, the average
home price is about $286,000. Over
half of Atlanta’s citizens rent their residences, and rental rates are even
more reasonable at $600 per
month.
Average child care costs in
Georgia are around $5,000 per
child, per year, and access is limited in the state. However, Atlanta
residents shouldn’t worry too
much. In addition to dozens of
centers, within ten miles of Atlanta,
there are ten, government subsidized
Head Start programs.

Crime and Safety

Earning A Living

Atlanta’s crime rate is above the national
average—not surprising for a major metropolitan city. The city government, however,
has implemented numerous programs to
both prevent crime and attack its causes.
Atlanta is aggressively practicing the new
law enforcement philosophy of
Community Policing, in which officers take
an active role in the neighborhood in
which they work. In addition, Atlanta
receives federal aid through the “Weed and
Seed” program, which eliminates crime in
problem neighborhoods through increased
police activity. The targeted neighborhoods
are then “seeded” with a myriad of human
services. This program has proved successful in helping to give hope to traditionally
problem neighborhoods and to provide a
path towards improvement.

Ranking behind only New York,
Chicago, and Houston in hosting Fortune
500 companies, Atlanta combines a large
corporate presence with a favorable
atmosphere for small business startups.
Entrepreneur magazine ranked Atlanta
fourth in the nation among the best cities
for small business, thanks to the mixture
of service industry and high-tech enterprise. More than 1,200 firms either relocated to or expanded their presence in
Atlanta recently, helping the city earn its
number one ranking for job growth in
Places Rated Almanac.

Health Care
The city of Atlanta boasts over 25 hospitals and a high ratio of physicians to residents. Treatment costs are in line with
national averages, making quality health
care readily available. There are ten major
medical and surgical hospitals with 100
beds or more in Atlanta, as well as a host
of special hospitals for children. U.S. News
and World Report has ranked Atlanta’s
Emory University Hospital as one of the
best hospitals in the nation. Emory is
renowned for its specialties in cardiology
and ophthalmology. Other renowned facilities in Atlanta include the Shepherd
Center, an institute for the treatment of
spinal cord injuries and multiple sclerosis,
and The Northside Hospital Sleep
Disorders Center.
Senior care is plentiful with nearly 100
facilities offering every kind of care imaginable. Prices vary widely with high end
centers costing thousands, and government-subsidized housing costing less than
$1,000 per month.

Of eastern cities only
New York, Chicago, and
Houston boast more
Fortune 500 corporations.
Many nationwide publications have
marked Atlanta as one of the nation’s best
cities for business. PC World and Money
magazine both recognized Atlanta as a
telecommuting mecca. Many chose to take
up working from home during the 1996
Olympic Games to avoid congestion and
traffic, and have kept up the habit ever
since. The local phone system is high-tech
and inexpensive, making the telecommute
an increasingly attractive option.
The fertile economic climate makes the
region a place of opportunity for entrepreneurs as well. Atlanta has the highest percentage of businesses owned by minorities
and women among major cities. In addition, the cost of office space is quite reasonable, often only a fraction of the cost
of space in comparable world-class cities.
