Villar violated our Constitution – Joker
In a privilege speech on August 17, 1998, then Congressman Joker Arroyo declared that former Speaker and now presidential candidate Manny Villar violated our Constitution and laws on graft and corruption. According to Joker, Villar violated Section 16, Article XI (Accountability of Public Officers) of our Constitution, which provides: “No loan, guaranty, or other form of financial accommodation for any business purpose may be granted, directly or indirectly, by any government or controlled bank or financial institution to the President, the Vice-President, the Members of the Cabinet, the Congress, the Supreme Court, and the Constitutional Commission, the Ombudsman or to any firm or entity in which they have controlling interest, during their term.” The business of Villar is housing and subdivision development. His family owns Camella and Palmera Homes, Household Development Corporation, Palmera Communities Philippines, Capitol Bank and Manuela Corporation, which are the largest low-cost housing developers in the country. He is the President, Chairman or owner of controlling interest in the said companies or corporations. His wife, Cong. Cynthia Villar is the CEO of Manuela Corporation. Despite the said constitutional provision, Villar, during his term as Congressman, from 1992 to 1998, obtained loans, guarantees and financial accommodations for said companies, from government banks or financial institutions, like, PAG-IBIG and the National Home Mortgage and Finance Corporation. Capitol received loans from Bangko Sentral ng Pilipinas and Manuela applied for and was granted a loan of P3 Billion by SSS and GSIS. According to Joker, Manuela owes Capitol P150 million, and, out of the said P3 billion, P150 million was used to pay Manuela’s loan of same amount to Capitol, a clear financial accommodation given by the government to Capitol. Joker stated that Villar influenced the grant of the said loans, guarantees and financial accommodations in favor of his companies and corporations, without divesting himself of interests in the same, a violation of R.A. 6713, (Code of Conduct and Ethical Standards for Public Officials), which requires public officials to resign from and divest themselves of interests in companies which do business with the government. Joker also assailed Villar for authoring or sponsoring, R.A. 7835, the Comprehensive and Integrated Shelter Finance Act, House Bill No. 11005, the recapitalization of the NHMFC, and HB No. 6145, the amendment to the AgriAqua Law, which provides that funds for agricultural and agrarian credit could be channeled to housing, which is Villar’s business and contrary to Section 6 of RA 3019 (Anti-Graft and Corrupt Practices Act), which states that, it is unlawful for members of Congress, during their term of office, to author, sponsor or recommend any law or resolution that would benefit or favor him, his family and relatives, up to the fourth degree of consanguinity or affinity, including, bilas, inso or balae. In sum, Joker stated, all of Villar ’s legislation from 1992 to 1998 were designed to benefit his businesses, a violation of our anti-graft laws. Just like the C-5 Road Extension Project, which through his illegal maneuvers, was made to pass his subdivisions in Las Pinas, Taguig and Paranaque, and quadrupled their real estate value, it is clear that Villar, to the damage and prejudice of the government, used the powers and influence of his office, for his own interest and benefit. And, just like in the Senate, Villar refused to be questioned by Arroyo and peers, proof that he violated the said constitutional precept and laws on graft and corruption, for if he is not guilty, as his propagandists say, he will readily and bravely answer the accusations against him, to prove he is clean and innocent, the traits of a person who could be trusted. The real issue in the coming elections is graft and corruption, and no other. Let us not elect candidates whose names are tainted with graft and corruption. No power outage until June – DOE
THE 620-megawatt (MW) Limay combined-cycle power plant in Bataan was put on stream yesterday, eliminating fears of power interruptions in Metro Manila and other parts covered by the Luzon Grid. Energy Secretary Angelo T. Reyes said the operation of the Limay plant would dispel fears of rotating brownouts in the metropolis after two major power plants in the country failed to operate due to fuel supply insufficiency. The Luzon Grid was placed on a yellow alert status because of the failure of the Limay and Malaya plant to generate sufficient power supply last Friday. Reyes said San Miguel Energy Corp., operator of the Limay plant, has finally signed an agreement with Alstom Philippines to maintain and operate the plant yesterday, Tuesday.

BINAY SON WAGES WAR VS MERCADO
MAYORAL bet and Councilor Jejomar “Jun-jun” Binay Jr. yesterday denounced his ouster as the council’s majority floor leader and blamed Vice Mayor Ernesto Mercado for “ignoring the rule of law.” Binay Jr. was ousted yesterday as the nine councilors hastily approved a draft resolution to determine the new majority and minority blocs. Mercado, a former ally of Makati Mayor Jojo Binay, is running against the younger Binay. Councilor Elias Tolentino has been elected as the new majority floor leader. “Mercado has totally ignored the law in advancing his vindictive and self-serving agenda,” said Binay. Mercado and the Binays severed their alliance and friendship when the elder Binay reneged on his promise to Mercado that he would support his mayoralty bid. Instead, Binay fielded his son against Mercado.

Ivler pleads not guilty
ROAD rage murder suspect Jason Ivler pleaded not guilty yesterday to the charges filed against him for the 2009 killing of Renato Victor Ebarle Jr. before the jampacked Quezon City Regional Trial Court. Appearing on a stretcher Tuesday afternoon, Ivler is accompanied by his lawyer and relatives during the court proceeding. The late Ebarle Jr. is the son of Presidential Management Staff Undersecretary Renato Ebarle Sr. He was allegedly shot by Ivler last November 18, 2009 during a traffic altercation in Barangay Valencia, Quezon City. Ivler is also facing separate charges of attempted murder, frustrated murder and illegal possession of firearms. Ebarle Sr. said in a statement they still have faith in the country’s justice system. “We thank the police authorities, especially the National Bureau of Investigation (NBI) which tracked down and arrested the murderer at the risk of their agents’ personal safety,” Ebarle Sr. said in a statement.

Court bars Luis ‘Baby’ Asistio from running for Caloocan mayor
FORMER congressman Luis “Baby” Asistio can no longer vie for the position of Caloocan City mayor in the coming May 2010 elections. Caloocan City Regional Trial Court (RTC) has junked Asistio’s appeal in the disqualification case filed against him by the incumbent mayor, Lawyer Enrico “Recom” Echiverri, on the issue of non-residency. Based on the two-page decision, Judge Thelma Canlas Trinidad-Pe Aquirre of RTC Branch 129 saw it fit to dismiss Asistio’s appeal after the latter failed to pay the case’s docket fee in time. The RTC’s clerk of court received Asistio’s docket fee only last February 11, 2010, or six days after the former congressman got hold of the Metropolitan Trial Court (MTC) decision regarding his non-residency allegation last February 5, 2010. Law states that the docket fee must be paid within five days. Asistio’s troubles began after Echiverri’s counsel discovered that the aspiring mayor did not actually reside at the address he provided on his Certificate of Candidacy (COC), which is No. 123 Interior P. RP auto parts makers target ASEAN
THE Philippine automotive manufacturers will participate for the first time in the Thailand Auto Parts and Accessories (TAPA) fair, the largest auto parts and accessories trade fair in Thailand, reported the Center for International Trade Expositions and Missions (CITEM), an attached agency of the Philippine Department of Trade and Industry (DTI). The Philippine participation is in line with the goal of heightening the profile of the Philippine automotive industry globally, said Deputy Executive Director and CITEM officer in charge Ma. Lourdes Mediran. The auto show is identified as an important sourcing event for international players in the Association of Southeast Asian Nations (ASEAN) market. Industry reports say that the ASEAN region has a promising global market for the automotive industry with sales of two million vehicles in 2008. ASEAN countries are attracting major investments in vehicle production.

GMA signs new senior citizens law
PRESIDENT Arroyo has signed into law the bill exempting the country’s about 4.6 million senior citizens from paying the 12 percent expanded value added tax (E-VAT) on basic purchases and other essential goods and services, Deputy Presidential Spokesman Gary Olivar said yesterday. The Expanded Senior Citizens Act of 2010 (Republic Act 9994), enables senior citizens to enjoy fully the 20-percent discount on consumer goods and services provided under a 2003 legislation known as RA 7342, otherwise known as “An Act to Maximize the Contributions of Senior Citizens to Nation Building, Grant Benefits and Special Privileges, and for Other Purposes.” The EVAT exemption for the senior citizens, or those who are 60 years old and above, applies to purchases of medicines and essential medical supplies, accessories and equipment; fees of attending physicians; medical, dental fees and diagnostic and laboratory fees; fares for buses, jeepneys, taxis, AUVs, shuttle services, public railways, domestic air and sea transport craft.

AS millions of Catholics prepare to fast for the season of Lent, Manila’s Catholic Church is giving the sacred observance a new meaning and appeal. With its program, “Fast… Feed,” the Archdiocese of Manila, fights poverty by asking people to fast and pray, while donating what they would have spent on food to create change through charities. In a pastoral letter for Ash Wednesday, the beginning of Lent, Manila archbishop Gaudencio Cardinal Rosales said the advocacy gives people an opportunity to make a difference. Fast… Feed is actually a program being promoted by “Hapagasa,” a church-led initiative to combat hunger and malnutrition among children. Rosales appealed to the faithful “to support HAPAG-ASA in its efforts to care for hungry and malnourished children of our parishes.”

Coca-Cola, Yellow Cab raise funds to send kids to school
THE Coca-Cola Foundation Philippines, in partnership with Yellow Cab Pizza Company, launched “Open a Coca-Cola, and help send a child to school today,” a campaign targeted at collecting aluminum pull tabs from CocaCola beverages consumed in all Yellow Cab Pizza restaurants nationwide. When consumers purchase any Coca-Cola beverage sold in aluminum cans, they are asked to remove the aluminum pull tabs, and to drop these in the specially marked Coke 1.5L bottles found in all Yellow Cab Pizza Co. stores. Once the bottles are full, the tabs will be collected and donated to the Philippine Christian Foundation (PCF), an NGO partner of CocaCola Foundation which caters to over 400 children in Tondo, Manila, an urban poor community located across the former “Smokey Mountain”. According to data from the Philippine Christian Foundation, waste picking and recycling remain the main sources of income for the over 6,000 people living in treacherous conditions in the area. Here, methane spontaneously combusts, health indicators focus on TB, pneumonia, child malnutrition, and life expectancy is estimated at only 45-50 years old. Extreme levels of poverty are seen among families where children start working as scavengers as early as 3 years old. Yet combined, families earn a mere PHP 100-200 per day. Globe, GK Bayan-Anihan celebrate successful harvest in Tarlac
AS part of the common goals of ensuring food security for hunger-prone families, Globe in partnership with Gawad Kalinga BayanAnihan recently celebrated the first harvest of the Globe GK Bayan-Anihan Farm in Concepcion Tarlac. GK residents were able to harvest around 600 kilos of assorted vegetables in the Globe GK Bayan-Anihan farm located in the vicinity of GK Amalia, GK HOLD International, and GK Ninoy Aquino in Concepcion, Tarlac. The harvest is estimated to feed around 60 families for a month. The Globe GK Bayan-Anihan Farm is one of 420 farms nationwide organized by GK in support of its pioneering food sufficiency program. Backed by a multi-sectoral partnership led by GK and the Department of Agriculture (DA), Bayan-Anihan aims to eradicate hunger by empowering poor families in being self-reliant and producing their own food through organic backyard farming. Globe fully supports Bayan-Anihan through Bangon Pinoy, an integrated program that helps rebuild communities severely affected by the calamities that hit the country. Last October, the three GK villages along with the rest of the town of Concepcion were submerged in flood waters caused by typhoon Pepeng. A group of 50 Globe employee-volunteers was organized to help build fences, paint plot markers, and install compost sheds in the Bayan-Anihan farms. Globe also donated farm tools used by the volunteers to the GK families as part of the rehabilitation assistance package. Since its launch last year, GK BayanAnihan targets to open a total of 2,500 farms in GK communities and other areas all over the country within the next three years. At present, there 107 farms in Luzon that has harvested more than 66 metric tons of vegetables and fed over 17,000 Filipinos for life. Globe adopted 35 GK Bayan-Anihan farms nationwide under this program targeting food sufficiency for 500,000 families. The program requires at least 60% of the community signing up to participate in the project which is around 30 families. Ten square meters of land were given to each family to plant vegetables, the seedlings were provided by the DA. During the Harvest Day event organized by GK Village “kapitbahayan” association, Globe and GK officials participated in a ceremonial harvest. After which, the GK residents came together to share a simple meal, recognize good performers, and share inspiring stories. Jun Dizon, resident of GK Amalia Village in his testimonial, narrated how the vegetable farm helped them in managing their finances.”Malaking tulong ang farm kasi low income kami at di namin napapagkasya ang aming budget. WWF condemns whale shark poachers, calls for enhanced enforcement
AN 18-foot long whale shark (Rhincodon typus), de-finned and fighting for life, was found floating belly-up amidst the rough waters of Bahay Kambing, a sheltered cove in the municipality of Tingloy. Its twin pairs of dorsal and pectoral fins were neatly sliced off – the soft, white flesh glistening in the morning rays. Knife-marks were evident all over its tail – mercifully too think to cut through. “Scuba divers from Mabini’s Acacia Resort first discovered the mutilated shark on the morning of 15 February,” recounts Casita Isabel resort owner Linda Reyes-Romualdez. “The shark was towed to nearby Caban cove, whose waters were more placid. Together with a Bantay Dagat unit, volunteers splinted the shark by flanking it with bamboo poles and installing a net underneath to minimize further injuries. We wanted to ease its pain.” Sadly, its wounds were too great – and the shark, nicknamed Tingloy Baby, died the next day. The incident came right after the conclusion of the third Convention on Migratory Species for Sharks, held in Manila from 8 to 12 February. The talks were held to safeguard shark populations in the Indo-Pacific region. Tingloy Baby was laid to rest in Caban cove. It did not die alone nor in vain. Batangas Fishers Possible Culprits Bantay Dagat units from Mabini reported that for several days, fishing vessels equipped with powerful strobe lights have been operating in Mabini waters, sometimes as close as 300 meters from shore. Responding to complaints from local resorts, the Bantay Dagat and local police asked the fishers – reportedly from Lemery, Batangas – to leave.

Our Daily Bread
Where we were working was hot, dirty, and it smelled bad. We had traveled thousands of miles to do some work projects, and on this day we were painting the back of a classroom building at a school for the deaf. The only people who would ever see this part of the building would be the guy who cut the grass and any unfortunate person who would have to work on the septic pit. Yet, as the young adults diligently painted away, one of the girls, Melissa, put it in perspective by saying, “Nobody will ever come back here to see this, but God will see it. So let’s make it look nice.” And so we did. Sometimes we sit at our desk and think no one sees our work. Or we stand at a line assembling item after endless item. Perhaps we take care of crying babies in the church nursery. Or we live the best Christian life we can—without anyone noticing. Often our work is “behind the building.” But if that is what God has called us to do, we need to work with all our heart. As part of our calling to love others deeply (1 Peter 4:8), offer hospitality (v.9), and use our gifts to serve others (v.10), our task is to work with God’s strength to bring praise and glory to God, not ourselves. AUSTRALIAN scientists revealed they had found that gene variants known to increase a woman’s risk of breast cancer also played a determining role in the density of her breast. Professor John Hopper, of the University of Melbourne’s School of Population Health, said the discovery points to new “pathways” for the development of breast cancer, and it opens a new avenue for research into targeted treatment. “Previous twin studies have suggested there is a genetic link between mammographic density and breast cancer,” he said. “For the first time, we have been able to identify some of the breast cancer genetic variants

Scientists then looked for any link between women who had lots of “light areas” - high-density breast tissue - on their mammogram scans and a range of 12 gene variations known to increase the breast cancer risk. “We aimed to determine if these genetic variants associated with breast cancer risk also influenced mammographic density ... and we found at least two of the variants were linked,” said Dr. Jennifer Stone, who led the research into mammographic density.

‘Morong 43’ plotted to sow violence in March, says Army
THE New People’s Army (NPA) suffered a big blow with the arrest of 43 of its members by the combined elements of the Philippine Army and the Philippine National Police (PNP) in Morong, Rizal last February 6 and thwarted their plans to carry out attacks during the NPA anniversary on March 29. “The arrest also prevented the NPA’s attempt to disrupt the ongoing election campaign and the coming elections in May,” said Army spokesman Lt. Col. Arnulfo Marcelo Burgos. Burgos said the operation on February 6 in Morong, Rizal by the Army troops and the police is a product of a thorough and deliberate planning, extensive intelligence work and accurate surveillance. Burgos said “the detainees belong to a super body of NPA medics and combatants from various provinces.”

San Beda rises in men’s and juniors’ table tennis
SAN Beda and Letran flexed their muscles in different fronts by topping their respective events Sunday in the 85th NCAA table tennis and lawn tennis competitions at the Emilio Aguinaldo College Gym and Rizal Memorial Tennis Center, respectively.
The Kurt de Guzman-mentored Lions drew strength from eventual Most Valuable Player (MVP) Japheth Adasa in edging last year ’s titlist College of St. Benilde (CSB) to rule the men’s division while Karl Angelo Bolado crowned himself high school MVP after he paced the Cubs to the juniors crown over San Sebastian to complete a back-to-back romp. The Lady Blazers, in contrast, made up for their failure by dominating the women’s side to reign supreme for the fifth straight season. The Knights, for their part, edged the Blazers, last year ’s champions, 21, to emerge the lawn tennis title holders this year. Dave Regencio teamed up with Elnathan Abella in trouncing Larry Antigua and Daniel Bautista, 7-5, 3-6, 6-2, and then turned back a well-rested Martin Ramos in the deciding singles duel, 6-3. 7-6, to eke out the come-frombehind win. Lim opens Palarong Panrehiyon
