Pagbabago Nasa Kamay Mo
TUTOONG maraming uri ng pagbabago, nariyan ang pagbabagong anyo gaya ng Belo type make-over, meaning, pagbabagong hanggang balat o panlabas lamang. May pagbabagong ugali, ibig sabihin ay pagbabagong taliwas sa kinaugalian, yun bang dating konserbatibo ngayo’y makabago. At lahat ng ito’y walang masamang epekto sa atin, ang tutoo nga n’yan ay imbes na makasama dagdag pogi points pa. Nguni’t iba ang kahulugan at epekto nito pagdating sa pulitika. Bakit ‘kanyo? Lahat kasi ng namumulitika ito ang bukambibig, tuloy nawawalan na ito ng saysay at halaga. Imbes na magwalang-bahala gaya ng nakagawian na, let’s get involve, makipag-ugnayan sa isa’t-isa at makipagpalitan ng kuro-kuro hinggil sa credentials and character ng mga kandidato at busisiing mabuti ang background. Wag magpadala sa matatamis na pangako at lalong wag masisilaw sa kinang ng salapi. Iwasan ang pulitikang pasa-pasa at mana-mana – ‘yun bang matapos mapaso ang termino ay ipapasa sa asawa o kamag-anak o kaya’y ipapamana sa anak ang poder. Ang importante, maganda ang plata porma de gobyerno para sa mga paglilingkurang tao. Tigilan na ng mga politiko ang kanilang batuhan ng baho. Tigilan na ang pagsasabi ng hindi totoo at higit sa lahat, tigilan na ang pagbili ng boto. Hindi ito ang magiging daan upang makabangon ang bansa mula sa pagkakalugmok sa kahirapan. Kung inaakala ng mga politiko na sila ang makapagahon sa mahihirap mula sa kanilang kinakasadlakan, mali ang paniwala ng mga ito. Mismong ang mahihirap lang ang makatutulong sa kanilang sarili upang makaahon sa dagat ng kahirapan. Languyin nila ang kasipagan at tiyaga upang magkaroon ng nilaga na magiging daan sa kanilang tagumpay sa paglaban sa kahirapan sa pakikibaka sa buhay.

Roman candle explodes, 6 injured
THE Easter Sunday celebration was marred with freak incident after a giant Roman candle exploded early yesterday morning in front of a church in Sampaloc, Manila wounding six persons. Injured were Marcelino Mallari, 57, of San Del Monte, Quezon City; Daniel Christian Uy; 27, Eric de Pedro; Teresa Garcia and siblings Mitchie and Momo Zamora. They were taken to Mary Chile's Hospital after sustaining burns. SPO1 Arnold Clavo, of the Manila Police District (MPD)-Station 4 (Sampaloc), said the explosion occurred shortly after midnight in front of Our Lady of Loreto Parish Church on J. LAKAS -Kampi-CMD standard bearer Gilberto “Gibo” Teodoro vowed to continue his fight and pursue his goal of winning the May election’s presidential race. Teodoro, who resigned as chairman of the administration party, said he would not withdraw from the race as he denied the rumors circulating during the Holy Week that he would call a press conference this week to announce his withdrawal from the presidential race. He said the rumors only reinforced his determination to make a stand and continue the fight. “I will settle for no less than victory. Our people deserve no less. Mabuhay ang Pilipinas!” he stressed. No tuition, no exam violates students’ rights-- soSCHOOL owners or administrators may lon be charged in court for not allowing students
who failed to pay tuition fee on time take their exams. Rep. Marcelino R. Teodoro (1st District, Marikina City), author of House Bill 7200, said the students have the right to take periodic or final examinations even with unpaid financial obligations. “This bill shall facilitate students in their pursuit for knowledge by declaring it unlawful for any public or private school, to disallow any student from taking any periodic or final exam for mere failure to pay tuition fees on time, while providing penalties for violation of such policy,” he said. According to Teodoro, the bill also recognizes the rights and obligations of the school authorities over their students with unsettled financial obligations. “The school authorities can refuse issuance of school clearance to students with unsettled account,” Teodoro said. Earlier this year, CHED issued a memorandum against the “no permit, no exam” policy of schools, allowing students with unpaid accounts to take exams. The bill imposes a fine of not more than P50,000 and suspension or cancellation of the permits of the offending schools. Maricel Cruz

Lenten break ends, expect heavy traffic
SOME 30 million state workers and private sector workers nationwide are back for work today after spending a long Holy Week break in many parts of the country. Bus terminals, airports and seaports were filled on Sunday afternoon with many holidaymakers from the provinces, beaches and other places out-of-town. Lenten holidaymakers were seen all sun-tanned as they got off a bus at the Araneta Center in Cubao, Quezon City. They said they got it from the beach down south of Manila. As usual, the North Luzon Expressway (NLEX) Balintawak Toll Plaza in Quezon City and South Luzon Expressway (SLEX) Toll Plaza in Pasay City were filled with motorists coming in from the provinces entering Metro Manila. The Department of Labor and Employment (DoLE) said the workers are expected to report for duty starting at 8 a.m. as all private establishments and government offices resume their operations.

Manila Bay is too dirty for swimming, says DOH
THE Department of Health has warned residents of Manila against swimming in the polluted waters of Manila Bay during the celebration of Easter Sunday. Officials of the health department said those bathe in the murky waters are likely to get diseases like ear infection, dysentery, typhoid fever, viral and bacterial gastroenteritis and hepatitis A. To avoid getting sick, the DOH called on residents who swam in Manila Bay to visit their barangay health center for check-up. Manila’s poor who cannot afford to go to resorts in Laguna and Batangas usually flock to Manila Bay to swim especially during the summer months and Easter Sunday. Ampie Galpo

Two motorboats collided in Batangas
TWO motorboats accidentally collided with each other while about to dock at a Batangas pier on Saturday afternoon, the Philippine Coast Guard (PCG) said on Sunday. No one was reportedly hurt among the passengers and crew of Golden Falcon V which was carrying 52 persons and Blue Penguin 2 with five passengers on board. The collision took place at the Sta. Clara Pier in Batangas City. LTSG Arman Balilo, PCG spokesman, said the Golden Falcon-V, skippered by Capt. Reymundo Pereye, was preparing for a docking maneuver when the boat accidentally rammed against Blue Penguin 2 which was skippered by Capt. Reynaldo Pantoja who then was taking the opposite maneuver. Binay calls for intensified gun ban in Makati
MAKATI mayoralty candidate Jejomar Erwin Binay Jr. has urged the police to intensify the implementation of the gun ban in the city as he condemned the killing of his ward leader in Barangay Guadalupe Viejo last Wedensday. He said there are desperate candidates who are bent on sowing a “climate of fear” in Makati but he would not allow this to happen. “If they think we will be cowed into submission, they are mistaken,” he said. His ward leader Bernardo Olarte, 63, was shot in front of his house at 707 Jasmin St., Guadulupe Viejo, by a lone gunman at past 5 p.m. last Wednesday. Verzosa issues 10 policy guidelines for PNP
PNP Chief, Director General Jesus A Verzosa issued today his 10 policy guidelines to be observed by all members of the Philippine National Police in the forthcoming may 10 national elections. PNP Spokesman, Chief Superintendent Leonardo A Espina said the 10 policy guidelines of the Chief PNP is timely and appropriate with the nationwide observance of the Holy Week and defines the proper conduct and decorum of all police officers during the election period in addition to the guidelines set forth in the PNP-AFP Joint Letter Directive 01-2010, Espina said. Copies of the 10 Policy Guidelines, translated in Filipino, will be circulated in all PNP Units nationwide and will be the echoed down the line in the scheduled meeting of the PNP Command Group with all Chief of Police in Luzon, Visayas and Mindanao starting next week. The Ten Policy Guidelines of the Chief PNP are: 1-Fear God, Love your country and the sanctity of the ballot. 2-Focus only on your solemn oath to serve and protect the people 3-Honor your badge and use your authority to ensure honest, orderly and peaceful elections 4-Remember that election day is sacred. You an your fellowmen have a sacred duty to exercise your right to vote 5-Honor and follow only the PNP established chain of command. 6-Respect human rights, protect the environment and enforce all laws without fear or favor. 7-Love your job as an act of faithfulness to your family 8-Respect and protect the sanctity of your vote and the vote of others 9-Ensure the truthfulness and integrity of all your reports. Do not spread rumors and falsehood. 10-Be content and support whoever gets the mandate of the people. Verzosa issued his 10 policy guidelines as he reminded anew all PNP personnel of the prohibited acts during the election period. Verzosa said these prohibited acts constitute "electioneering" as defined in Memorandum Circular No. 40 Series of 1998 and the Omnibus Rules Implementing Book V of Executive Orders No. 291. "As public servants, PNP personnel are mandated to remain neutral in the conduct of national and local elections and concentrate instead on keeping peace in the polls." Verzosa said in a Memorandum circulated to all PNP Units on Holy Week. The Chief PNP specifically cited Section 8, Rule 13 on Prohibitions as provided in tCivil Service Commission Circular No.40, Series of 1998, to wit:" No officer or employee in the civil service including members of the Armed Forces, shall engage directly or indirectly in any partisan political activity except to vote nor shall he use his official authority or influence to coerce the political activity or any other person or body."

When I have asked suffering people, “Who helped you?” not one person has mentioned a PhD from a prestigious seminary or a famous philosopher. All of us have the same capacity to help those who hurt. No one can package or bottle the “appropriate” response to suffering. If you go to the sufferers themselves, some will recall a friend who cheerily helped distract them from their illness. Others think such an approach insulting. Some want honest, straightforward talk; others find such discussion unbearably depressing. There is no magic cure for a person in pain. Mainly, such a person needs love, for love instinctively detects what is needed. Jean Vanier, who founded the L’Arche movement for the developmentally disabled, says: “Wounded people who have been broken by suffering and sickness ask for only one thing: a heart that loves and commits itself to them, a heart full of hope for them.” Such a love may be painful for us. But real love, the apostle Paul reminds us, “Bears all things, believes all things, hopes all things, endures all things” (1 Cor. 13:7). As is so often His pattern, God uses very ordinary people to bring about His healing. Caloocan job fair gives work to 155 jobless
THE Caloocan local government announced on Sunday that its recently concluded job fair at the covered court in Bagong Barrio or Barangay 152, Caloocan City, has hired 155 individuals. “Job fairs like these show that providing employment is among the top priorities of my administration. Bringing this project closer to the barangays is the local government’s way of making things easier for our constituents,” said Caloocan Mayor Enrico "Recom" Echiverri. The Labor Industrial Relations Office-Public Employment Service Office (LIRO-PESO) said there were 410 job applicants in the one-day job fair held last March 24. A total of 48 companies -- 21 agencies, 24 direct companies and three overseas firms -- participated in the job fair. Darchinyan out to avenge KO vs Donaire
GARY SHAW, promoter of WBC/WBA super-flyweight champion Vic Darchinyan, said he has a signed contract from Darchinyan to fight a rematch with Nonito Donaire Jr. on August 21 at the Home Depot Center in Carson, CA. Shaw said he is waiting to hear from Donaire’s promoter Top Rank “to see if we have a deal.” Darchinyan, 34-2-1 (27 KO), was defeated in five rounds by Donaire in July of 2007 in a performance Ring Magazine called both the “Knockout of the Year” and “Upset of the Year.” Darchinyan has steadfastly demanded a rematch through the media but one obstacle has always prevented the fight from happening. “The only hurdle was me because I felt that Donaire stiffed me by changing promoters,” said Shaw from his NJ-based office. “Obviously he switched and Darchinyan got the belts, all the fame on TV while Donaire has faded into darkness.”
