Sino kaya ang oposisyon?
MARAMI ang nagtalunan sa Liberal Party galing sa iba’t ibang partido nang mag-umpisang sumikat si Noynoy Aquino. Mas marami pa siguro ang lumipat nang manalo si Noynoy na Pangulo. Kahit ang bagung-bagong pulitiko na si Congressman Manny Pacquiao na dating matinding tagapagtanngol at suporter ni Pangulong Arroyo, na naging supporter din ni Manny Villar noong kasagsagan ng eleksyon ay lumipat na rin sa LP na partido ni Noynoy Aquino. Bagito sa pagiging Kongresista si Pacman pero beterano na kung umasta sa pulitika. Sa Amerika hindi normal ang mga naglilipat ng partido. Ang pinakahuling kontrobersya dito ay ang paglipat ni Senator Arlen Specter mula sa pagiging Republican papunta sa pagiging Democrat. Kahit pa matibay ang ibinigay na rason ni Specter sa kanyang ginawang paglipat at ito ay dahil hindi na siya sumasang-ayon sa mga posisyon ng kanyang dating partido tungkol sa mahahalagang pambansang isyu katulad ng economic stimulus plan, umani pa rin ng mga matinding batikos ang Senador. Ilan sa itinawag sa kanya ay ‘turncoat’ o balimbing at ‘spineless’ o walang buto at walang paninindigan. Binansagan din syang Specter the Defector o ang taksil. Masakit pakinggan iyon para sa kanila. Dito sa atin sa Pilipinas normal na ang magpatalon-talon ng partido, kahit walang malinaw na rason basta kung saan mas pabor sa pulitiko at saan mas may mahihita siya, doon siya sasaling partido. Kaya sa papasok na administrasyon ni Pangulong Aquino, sa dami ng mga tumalon sa LP galing sa iba’t ibang partido, hindi mo na alam tuloy ngayon kung sino ang naiwan para magsilbing oposisyon. Hindi na natin maaasahan ang mga dati ay kalabang partido ni P.Noy dahil karamihan sa kanila ay bumalimbing na. Marami sa mga dating kontra sa administrasyon ni PGMA, ang mga maiingay bumira kay Pangulong Gloria, ay magiging parte ng parating na adminstrasyon ni Aquino. Sila na ang administrasyon ngayon. Kaya pa ba nila maging oposisyon? Mahalaga ang oposisyon sa isang gobyerno dahil sila ang magbabantay at sisita sa trabaho ng nakaupong kapangyarihan. Hindi pwede na walang oposisyon dahil hindi lahat ng gagawin ng pamahalaan ni Aquino ay tama para sa bayan. Kailangan may magbantay, hindi para manira kundi para siguraduhin na ang mga opisyal ng gobyerno ay hindi basta na lang tatango at susunod sa gusto ni Pangulong Aquino lalo kung hindi naman makakabuti sa tao. Kailangan natin ng isang mapagkakatiwalaan at tunay na nagtatrabahong oposisyon para mapangalagaan ang kapakanan ng bayan at mabigyang boses sa pamahalaan ang lahat ng Pilipino. Tingnan natin kung sino sa mga pulitiko ang magiging matinong oposisyon na hindi manggugulo lang kundi sisiguro na mananatiling buhay ang demokrasya sa ating bansa. Maids work to teach, teachers work as maids
First of a series TEACHERS who are supposed to supply the brain – so to speak – for the country’s youth are themselves part of the brain drain. The country produces enough of these professionals to arrest the worsening teaching shortage but more and more of them go abroad – or stay in the country – to work as housemaids. In the Philippines, Teacher Education is the second most popular college program. Every school year, more than 400,000 college hopefuls aspire to become teachers. Yet the education sector suffers from a severe shortage of teachers. This year alone, the country lacked some 38,535 teachers. And the figure is projected to reach 49,699 in the coming year. Practically, almost all tertiary or college level institutions in the country offer a degree in Teacher Education. From school years 1994-1995 to 20012002, enrolment for Education and Teacher Training went up by 46.20 percent – numbering 439,549 in 2001. However, records of the Professional Regulation Commission (PRC) show that only a fraction among the thousands who flock to Teacher Education are able to attain their dream profession. Specifically, only a little more than a 100,000 education students reach the fourth year. And of the more than 100,000 who graduate, only a few pass the licensure exams. The 2003 Licensure Examinations for Teachers (LET) only registered a 26 percent passing rate – or conservatively, 26,000 - in both elementary and secondary education. This is a far cry from the number of those who enroll every year (at least 400,000); it represents only 25 percent of those who graduate. Bigger pains But this is where the bigger frustration arises: Many of those who manage to pass the LET do not actually teach in the

LRT, MRT give free ride today
IN time for the inauguration of President-elect Benigno “Noynoy” Aquino III, commuters of Light Rail Transit (LRT) and Metro Rail Transit (MRT) will be given free rides today. LRT and MRT officials said the free rides start at 7 a.m. until 4 p.m. In LRT Line 1, it is from Baclaran to Balintawak; in LRT Line 2 it is from Recto to Santolan and in MRT Line 3 from North Edsa to Taft Avenue. Aquino names his official family
PRESIDENT-elect Benigno Aquino III yesterday announced he would temporarily take over the Department of the Interior and Local Government as he announced the members of his Cabinet. Aquino has decided to directly take on the DILG post after its supposed appointed secretary suddenly backed out due to some other commitments. The incoming president said he is still thinking who will best fit for the DILG portfolio. The president-elect, who is to take his oath of office today at the Quirino Grandstand in Rizal Park in Manila , said that his longtime lawyer Paquito “Jojo” Ochoa, Jr. will be the incoming Executive Secretary. Ochoa is the city administrator of the Quezon City government. He also also re-appointed Foreign Affairs Secretary Alberto Romulo as head of the Department of Foreign Affairs (DFA). Aquino also named Cesar Purisima as Secretary of the Department of Finance (DoF); Commission on Human Rights head Leila de Lima as Justice Secretary; retired Lt. Gen. Voltaire Gazmin as Secretary of National Defense; De La Salle University president Brother Armin Luisitro as Education Secretary and Florencio “Butch” Abad as Secretary of the Department of Budget and Management (DBM). He also named Cayetano Paderanga as director-general of the National Economic Development Authority (NEDA), Rosalinda Baldoz as Labor and Employement Secretary, Dr. Enrique Ona as Health (DOH) Secretary, Gregory Domingo as Trade and Industry (DTI) Secretary, Corazon “Dinky” Soliman as Social Welfare and Development secretary, Dr. Mario Montejo as Science and Technology Secretary, Jose Rene Almendras as Energy Secretary. Bakers vow to sell cheaper loaf bread
BAKERS yesterday vowed to sell cheaper loaf bread at prices between P37 and P38 per 600 grams from the current P55 per loaf starting July. This development came as ex-mill prices of flour have gone down to P700 per 25kilogram bag while delivered flour is priced at P735 to P740. Philippine Federation of Bakers Association vicepresident Luisito Chavez said that some big bakers were also planning to reduce the prices of their bread by using only the very basic ingredients. Chavez said that “generic” bread or not branded bread would only contain less sugar, milk and eggs to reduce cost. The small bakers will start selling the generic loaf bread starting next month while the big bakers by August. Cuenca bakers, a group of Batangas bakers, have already reduced loaf bread prices to P37 to P42 per loaf from the previous price of P55. Ric Pinca, executive director of the Philippine Association of Flour Millers, said that bakers could actually sell P40 per 600 loaf bread because the capital for every loaf was only P35 to P36. Sugar also accounts between 16 to 20 percent of bread production for sweet dough.

Caloocan exec calls for energy conservation
CALOOCAN City Mayor Enrico “Recom” Echiverri has ordered the strict implementation of energy conservation measures in all local offices in order to help the city government save on electricity bills. Echiverri said the directive is aimed at saving precious resources such as electricity, which in turn helps in easing the effects of global warming in the country. “Bukod sa makakatipid na tayo sa binabayaran ng lokal na pamahalaan sa kuryente ay makatutulong din tayo sa paglutas ng lumalala nating problema sa patuloy na pag-init ng ating klima,” Echiverri stressed. Under the mayor ’s directive, employees of local government offices are only allowed to turn on their air-conditioning units between 8 a.m. and 12 p.m., and then resume its use between 1 p.m. and 5 p.m. Aside from this, city hall workers are also barred from using office computers if it does not concern their official duties. Specifically prohibited when using office computers are leisurely activities such as social networking through Facebook, chatting through Yahoo Messenger and playing different online games. Gabriela urges Noy to support family planning
A WOMEN’S partylist group yesterday urged President-elect Benigno Aquino III to fund both natural and artificial family planning programs. Gabriela Rep. Luzviminda Ilagan, a proponent of the controversial Reproductive Health bill, underscored the need for the people to be given freedom of choice in using birth control. “It is important that the people, especially the poorest of the poor, be given access to natural and artificial methods of family planning as a matter of choice,” the lawmaker said. She said the government should provide a choice for the people to avert problems brought by the bloating population. “Both are options that people can take. The spirit of reproductive health rights is for men and women to have the educated or informed choice, so both types should be supported with adequate funds,” Ilagan said. Annette Vergel

It is a rainy inauguration day, Pagasa says
THE Philippine Atmospheric Geophysical and Astronomical Services Administration (Pagasa) yesterday said that an approaching low pressure area (LPA) may cause downpour at the time of Presidentelect Benigno Aquino III’s inauguration today. The weather bureau said a weather system called Intertropical Convergence Zone (ITCZ) is the dominant weather system to affect most parts of the country, which will move northward due to the expected approach of an LPA to the Visayas last night. Pagasa also said the LPA, which was spotted in Eastern Samar, will affect Central and Southern Luzon, Visayas and Mindanao. Scattered rain showers will be experienced in Luzon and Visayas today while the weather will improve in Mindanao in the afternoon. Liquor ban at P. Noy’s QMC street party
POLICE are set to enforce a liquor ban at the street party of President-elect Benigno Aquino III at the Quezon Memorial Circle (QMC) in Quezon City today. Chief Supt. Benjardi Mantele, Quezon City Police District (QCPD) director, said partygoers are reminded that liquor will not be allowed in the premises of the QMC. Mantele said some 2,200 policemen from the District Mobile Group, QCPD Stations 2 and 10 will be deployed at the QMC. He said security will be tight as security personnel will be checking participants for potential weapons such as blades and firearms. They will also be on the lookout for possible trouble makers. Aside from QMC, Mantele said he also ordered the deployment of 1,000 policemen to residential areas to thwart burglars and troublemakers who may take advantage of the occasion. Palace holds last media briefing
PALACE spokespersons for the last time faced the Malacanang Press Corps for their media briefing yesterday. Executive Secretary Leandro Mendoza said that in his nine years of service under President Gloria Macapagal-Arroyo, he found out that there was no room for “lazy people” in the Arroyo administration. “Bawal ang tamad. Ito ang natutunan ko sa siyam na taong pananatili sa Arroyo government,” Mendoza told Palace reporters. He also said that sometimes, Mrs. Arroyo “raised her voice” but it did not mean that she was personally angry to the official but she only wanted to ensure that her projects could be finished on time. TO make household helpers more productive and better members of society, a lawmaker is pushing for a measure that will provide free school tuition for qualified and deserving household helps. Rep. Ronald Singson, of Ilocos Sur’s First District, is also proposing to have discount privileges for their other needs aside scholarship grants for household helps in the pursuit of their education. PNP to develop memorial park for fallen cops
A MEMORIAL park for fallen members of the Philippine National Police (PNP) will soon rise in Baras, Rizal. Patterned after the Libingan ng mga Bayani for fallen soldiers, the Himlayan ng mga Bayaning Pulis will be in memory of fallen heroes of the PNP. The Himlayan ng mga Bayaning Pulis sits on a sprawling 7.3-hectare slope in Barangay Pinugay, Baras, Rizal , some 35 kilometers east of Metro Manila via Antipolo City. PNP chief Dir. Gen. Jesus Verzosa and Rizal Gov. Casimiro Ynares III led the formal ground breaking ceremonies yesterday. Verzosa said the estimated cost of the Himlayan ng mga Bayaning Pulis is about P1.2 billion and it will be administered by the PNP Program Management Office (PMO) in cooperation with the Rizal Provincial Government and the PNP Badge of Honor Foundation, Inc. The 7.3-hectare lot is a property of the Rizal Provincial Government to be donated to the PNP through a Memorandum of Understanding and Deed of Donation. Police Director Luizo Ticman, PMO Executive Director, said the development of the Himlayan “aims to promote the general welfare of all PNP personnel by providing a decent final resting place for those who have rendered honorable service to God and country in the field of law enforcement and public safety. Ticman said the project also intends to establish landmark tourist destination that would enshrine the very essence of the police service and boost the local economy; and to preserve and maintain the customs and traditions of the service like burial rites and ceremonies.”

A South African man surprised nine men robbing his home. Seven of the robbers ran away, but the homeowner managed to shove two into his backyard pool. After realizing that one of the robbers couldn’t swim, the homeowner jumped in to save him. The Cape Times reports that once out of the pool, the wet thief called to his friends to come back. Then he pulled a knife and threatened the man who had just rescued him. The homeowner said, “We were still standing near the pool, and when I saw the knife I just threw him back in. But he was gasping for air and was drowning. So I rescued him again.” In his letter to the Colossians, the apostle Paul wrote of another rescue:God the Father had saved them from the domain of darkness. This rescue occurred at the death of Christ, but also at the Colossians’ conversion. The imagery Paul used (1:12-13) suggests that believers have been rescued from the dark reign of Satan by being transferred as free people into the peaceable rule of Christ. 8 NCAA suspends EAC’s junior cager
THE National Collegiate Athletic Association (NCAA) spared the players involved in the bench clearing and near brawl incidents in a MapuaPerpetual game but cracked the whip on an Emilio Aguinaldo high school cager for deliberately punching a player during their game versus Arellano U last Sunday at The Arena in San Juan City. NCAA Management Committee chair Frank Gusi of host San Sebastian yesterday suspended Aldrin Guinita for a single game for throwing a punch against an Arellano player. “He’s (Guinita) suspended for one game,” said Gusi. Mapua’s Ray Cabrera and Narr Garay, for their part, will not be sacked for a game for bench clearing that led to their ejection in a game they won over the Altas, 79-65. League commissioner Aric del Rosario also issued stern warnings to Perpetual Help’s Arnold Danganan, Chrisper Elopre and Mark Sumera and Mapua’s Jason Pascual and Michael Parala for their unsportsmanlike conduct. Danganan was slapped a flagrant foul he committed against Mapua’s Andretti Stevens while Elopre, Sumera, Pascual and Parala a technical foul apiece for pushing and shoving. “They were all reprimanded,” said del Rosario. Del Rosario warned Danganan though that another flagrant in future games will mean automatic onegame suspension. Another three more will mean the offending player will be banned for the rest of the season.
