Ang unang SONA ni P.Noy

OONG Lunes ay ginanap ang kauna-unahang State of the Nation Address (SONA) ni Pangulong Benigno “ Noynoy” Aquino III kung saan ay tahasan nitong ibinulgar ang mga katiwalian sa nakalipas na administrasyon. Bagama’t alam na ng nakakarami ang mga naganap na katiwalian sa nagdaang administrasyon ay nakasilip naman ng pag-asa ang sambayanang Pilipino dahil na rin sa mga sinabi ni Pangulong Aquino. Sa nilalaman kasi ng SONA ng pangulo, lumalabas na lalabanan nito ang mga katiwalian at hindi na nito papayagan na muling may maganap na korapsiyon sa ilalim ng kanyang pamamahala. Dahil dito ay nakasilip ng pag-asa ang mga Pilipino. Umaasa ang mga Pinoy na sa panunungkulan ni Pangulong Aquino, tiyak na mapupunta sa mga totoo at magagandang proyekto ang pera sa kaban ng bayan hindi sa

bulsa ng iilan lamang. Ang hinihintay na lamang ng taumbayan ngayon ay ang mapatunayang nagkasala ang mga taong may kinalaman sa naganap na katiwalian.Bukod pa sa umaasa rin ang mga Pilipino na makulong ang mga may kagagawan sa nakalipas na pagnanakaw. Umaasa rin ang mga Pilipino na sa pagkakatatag ng Truth Commission na pinamumunuan ni dating Supreme Court (SC) Justice Hilario Davide, Jr., may patutunguhan ang mga gaganaping imbestigasyon sa naganap na katiwalian. Kapag tuluyang naipakulong ang mga taong may kinalaman sa umano’y

katiwalian, malamang na hindi na tularan ang mga ito dahil magkakaroon na ng takot ang mga manunungkulan sa pamahalaan at hindi na ang mga ito gagawa ng kalokohan habang nasa posisyon. Hanggang hindi kasi naipakukulong ang mga taong may alam sa umano’y naganap na katiwalian ay tiyak na pamamarisan pa rin ang mga ito. Sana lang ay walang sinuhin ang Truth Commission nang sa gayon ay tuluyang maparusahan ang mga nagnasamantala at nagnakaw sa kaban ng bayan. Siguradong aabangan ng taumbayan ang gagawing imbestigasyon ni Davide at umaasa rin ang mga ito na maparusahan ang mga nagnakaw na naging dahilan kung bakit lalong nalugmok sa kumunoy ng kahirapan ang ating Inang Bayan. “WE reiterate our call for a just and lasting peace. The Aquino government should address the root causes of armed conflict and resume peace talks,” said Sr. Mau Catabyan of Ecumenical Voice. National Sovereignty and Protection of the Environment Given the “total sell-out of the country’s patrimony under the Arroyo regime,” the progressive groups called for the review and abrogation of bilateral agreements signed by the previous administrations such as the Visiting Forces Agreement (VFA) and the Japan-Philippines Economic Partnership (JPEPA). According to Reyes, it is now a big challenge for Aquino to review or abrogate these bilateral deals which he himself as a senator had rejected. Last year, the Senate also unanimously signed a resolution seeking to review or abrogate VFA. “We call on the Aquino government to investigate the mysterious deaths of Gregan Cardeno and Capt. Javier Ignacio, who were probably killed by American soldiers deployed in Mindanao,” Reyes added. Cardeno died allegedly due to suicide. His body was found inside Camp Ranao of the Armed Forces of the Philippines in Marawi City. About two months later, Ignacio, a police and family friend who helped Cardeno get the job and later helped his relatives with the case, was himself gunned down. To protect the environment, the progressive groups sought the cancellation of the Bio-fuels Act of 2007 and Mining Revitalization Program. They pressed the Aquino government to honor local government laws against largescale mining like those in Rapu-Rapu in Albay and Oceana Golds in Nueva Ecija. “These projects greatly affect the environment as well as the people who live within the vicinity,” said Kalikasan-People’s Network for the Environment (PNE) national coordinator Clemente Bautista, Jr. He asked the government to nullify the midnight deals such as that covering the right to mine in Mt. Diwalwal in Davao Oriental and instead,develop and nationalize the country’s natural resources such as geothermal and hydro-energy. Bautista suggested having a comprehensive plan on climate change and on mitigating disasters brought about by natural calamities. Kalikasan-PNE pressed for justice for 27 environmental activists killed under the Arroyo regime. The National Federation of Indigenous Peoples in the Philippines, meanwhile, asked Aquino to put a stop to the plunder of their ancestral lands, which has been causing the displacement of indigenous peoples. The group also asked Aquino to stop the constructions of mega-dams like Laiban dam and nullify the commercialization of ancestral lands. To be continued 10. Leopoldo Bataoil said he is very much willing to be the first congressman to take the test. “When I was in the Philippine National Police, ako pa ang nanguna sa drug test because it was our campaign to clean our ranks from drug issue,” Bataoil stressed. Oral argument on Luisita case reset
THE oral arguments on the land dispute case on the Aquino family’s ancestral sugar estate in Tarlac have been rescheduled on August 18, according to the Supreme Court (SC). SC administrator Jose Midas Marquez said resetting the oral arguments was reached during the full-court session last Tuesday. According to Marquez, the oral argument was reset to August 18 subject to the submission of the list of current stockholders. “Hopefully the court will be able to receive the list from petitioners before the oral arguments,” he said. He added that the guidelines on what issues would be discussed by the parties during the oral arguments as well as the time allotted the counsels to argue their cases would be released by the High Tribunal before August 18. Last week, a resolution was issued by the SC requiring petitioner Hacienda Luisita, Inc. to submit within 15 days its list of shareholders and their corresponding shares of stock in the sugar estate. The new requirement to submit the list prompted the Court to temporarily defer the oral arguments on the case originally scheduled on August 3.

Makati seniors to receive mid-year cash gifts
THOUSANDS of senior citizens registered as BLU Card members from June 2002 to May 30 will receive their mid-year cash gifts amounting to P45,001,000. Mayor Jejomar Erwin S. Binay, Jr. said the city continues to prioritize giving the said allowance to BLU Card holders twice a year to help them cope with the rising costs of consumer goods, especially food and medicine. “Through the mid-year and year-end cash gifts amounting to P2,000, we hope to somehow provide relief to the beneficiaries especially since they are greatly affected by the rising costs of medicines,” Binay said. The total amount released for the mid-year bonus–P44,197,000–was given last June to the first batch of senior citizens whose applications for the BLU Card program were filed on or before March 30, 2010. He said the distribution of the remaining P804,000 is ongoing for those who belong to the second batch who filed their applications for BLU Card membership from April 1 to May 30, 2010. He said the rest of eligible senior citizens, particularly those who applied after the cutoff date of May 30, 2010 shall be entitled only to the year-end cash gift this December. The city has allocated a total of P90 million to cover the cash gift for the entire year. Meanwhile, Marjorie De Veyra, chief of the Makati Social Welfare Department, said that a total of 5,785 senior citizens have failed to claim their cash gift on the first scheduled distribution. “We have given them reasonably ample time–that is five weeks–to claim their cash gift, but still they failed to do so. Solons not exempted from number coding–MMDA
NEWLY appointed Metropolitan Manila Development Authority (MMDA) Chairman Francis Tolentino yesterday bared that vehicles owned by lawmakers with vanity plates 7 and 8 are not exempted from the number coding scheme. Tolentino said the vanity plates showed the position of the owners of the vehicles but the Land Transportation Office (LTO) has issued official registered plates which will be used for the purpose of number coding requirement. According to Tolentino, he has ordered MMDA traffic enforcers to disregard the vanity plates and instead check the registered license plates which should be attached at the back of the lawmakers’ vehicles. The former mayor of Tagaytay said instead of the usual flagging down of vehicles, the MMDA will impose camera ticketing system which includes “non-contact traffic apprehension” scheme, where traffic enforcers will take pictures of the traffic violators. The traffic violation fine will be applied when the violators register his or her vehicle with the LTO. The “apprehension” of lawmakers who will be violating the number coding scheme is in line with President Aquino’s inaugural promise that the road-bullying days of public officials are over. The MMDA chair added that private vehicles of medical practitioners confirmed by the Philippine Medical Association, and media practitioners, are the only ones exempted from the number coding scheme.

Seth revives ‘The Green Hornet’ in Comic-Con
HOllYWOOD actor Seth Rogen is a superhero who wields a blowtorch and has a Chrysler equipped with hood-mounted machine guns in “The green Hornet.” The film doesn’t open until next year, but Rogen showed a brief clip Friday to about 6,000 fans at ComicCon. ‘Cats’ donates P2.3M to Red Cross

The Philippine Red Cross (PRC) was awarded a P 2,380,000-million check donation from the ticket sales of the Broadway-hit musical “Cats.” For every ticket purchase of “Cats” from November 4 to December 31, 2009, P 250 went to the blood program of PRC. PRC Governor Rosa Rosal received the check donation during the press preview of “Cats” at the Cultural Center of the Philippines on July 23. Robredo of the Department of the Interior and Local Government (DILG) yesterday said that the DILG is coming up with a scheme that would institutionalize partnerships among local government units, civil society organizations and the private sector at the local level in undertaking development projects. Robredo said that one of his top priorities as DILG secretary is to tap the active involvement and participation of non-government organizations (NGOs) and the private sector in order to implement responsive development projects at the local level. “We should continuously harness the role that the people and the different sectors can play in governance,” he stressed, during a speech at a conference on leadership development held at the Asian Institute of Management in Makati City. Saying that leadership is a shared responsibility, the DILG Chief cited his experience as mayor in Naga City where there is a strong public-private partnership with the establishment of the Naga City People’s Council. He also said that under his leadership, the Naga City Governance Institute was also created to share the city’s experiences in leadership and governance and to sustain excellent local government innovations. He said that the Constitution and the local Government Code has long recognized and pushed for the participation of NGOs as partners of the local government in the pursuit of local autonomy.

HE Armed Forces of the Philippines (AFP) yesterday gave provisional liberty to Marine Col. Ariel Querubin, one of the leaders of the alleged plan to overthrow the administration of former President Arroyo four years ago. Querubin was released from his detention cell at the Intelligence Service of the AFP in Camp Aguinaldo noontime and was subsequently placed under the custodial care of Brig. Gen. Reynaldo Ordońez, chief of the AFP’s Philippine Defense Reform office. The release of Querubin, a recipient of the highest military decoration Medal of Valor, came 59 days after former Scout Ranger chief Brig. Gen. Danilo Lim, another leader of the plot, was released to Ordonez. Lim was released from detention after he wrote a letter-request to then AFP chief Gen. Delfin Bangit. More than a week later, nine Scout Ranger officers were also released from detention after making a similar request to Bangit. WAS excited about going to the baseball park to watch the Detroit Tigers play the Chicago White Sox. I proudly put on my Tigers T-shirt that morning before going to the opposing team’s stadium. But I had to wear a sweatshirt over my team’s shirt because it was cool outside. So I was disappointed that no one at U.S. Cellular Field could see which team I was there to cheer for. No one knew I was a Tigers’ fan. After a threehour rain delay, the game finally started and I could cheer for my team and get my loyalty out in the open. The apostle Paul had a loyalty that was most definitely out in the open—a loyalty to Jesus Christ. He wrote to the believers in Rome, “I am not ashamed of the gospel of Christ” (Rom. 1:16). He knew that the gospel was “the power of God to salvation for everyone who believes” because Jesus had dramatically changed his life and its direction. In his preaching and witnessing, he proclaimed Jesus, the One to whom he had given his whole life (Acts 9). The believers in Rome were also known for their allegiance to Christ. Paul said of them: “Your faith is spoken of throughout the whole world” (Rom. 1:8). Is your loyalty to Jesus out in the open? AFP frees renegade Marine Col. Querubin

Nevertheless, he said that this is a “welcome move,” adding “it’s a step closer to the justice that we are all wanting.” Querubin revealed that last July 17, the military was supposed to release him from detention on the premise that he requested for it. “The other Saturday, they gave a release order. But I did not accept it because it was stated there that I requested for it,” said Querubin. He also revealed that during Bangit’s term as AFP chief, the military had sent words to him, through Ordońez, that he would be released provided that he will submit a letter-request to Bangit. Querubin said he rejected it, adding he would rather wait for the resolution of his case. “The only thing left with me is my dignity and pride. I don’t want to write (the request), I don’t want to beg. If you believe that I have not committed a crime, then release me...This is a good development because they are open to reconciliation and my meeting with the chief of staff last Thursday was very cordial,” added Querubin. Meanwhile, AFP spokesman Brig. Gen. Jose Mabanta announced that former Marine commandant Maj. Gen. Renato Miranda, another leader of the plot, was already given a provisional liberty during the later period of the Arroyo administration. “(General) Danny Lim and general Miranda have requested that they be given provisional liberty but in the case of Col. Querubin, this was the own initiative of the Armed Forces of the Philippines,” said Mabanta, adding that the release order of Querubin was signed by David on Tuesday night. A handful of Marine officers remain in detention while on trial, specifically Medal of Valor awardee Lt. Col. Custodio Parcon, Col. Orlando de Leon, Lt. Col. Achilles Segumalian, and 1Lt. Belinda Ferrer. Asked why the military initiative did not include the remaining detained officers, Mabanta said: “This will be the start of further study, it may start with Col. Fuel prices rise by P0.50/liter
NEARLY all of the oil players in the country have increased their pump prices by as much as P0.50 a liter, which is their second price increase in as many weeks. Oil giants Petron Corp. and Chevron Philippines (formerly Caltex) at 6 a.m. Wednesday jacked up their prices of premium gas by P0.25 a liter and prices of regular gasoline, diesel and kerosene by P0.50 a liter. The small players composed of Seaoil Philippines raised theirs also at 6 a.m.. Seaoil spokesperson Rey Jimenez, who was the first among the oil firm executives to announce an adjustment late Tuesday night, said the fuel hike was made to reflect movements in the world market. Fernando Martinez, Eastern Petroleum Philippines president, said that the independent firm would match its rivals’ price adjustment. “Eastern will adjust prices with the same rate at midnight (12 a.m. Thursday),” said Martinez, who is also chairman of the Independent Philippine Petroleum Companies Association.

MMDA chairman to go after corrupt agency officials
CHAIRMAN Francis Tolentino of the Metropolitan Manila Development Authority (MMDA) yesterday told reporters that he will not tolerate abuses and anomalies by personnel under his administration in line with President Aquino’s call for a corrupt-free government. Tolentino specifically cited the information he received about some officials who receive grease money from colorum bus operators for unhampered operations along the metropolis’ major thoroughfares. He said that he will have them investigated. Aside from this, information about the quota imposed on traffic enforcers who collect protection money from vendors and traffic violators. Although Tolentino said that he has no plan of reshuffling the current set of officers occupying sensitive positions in the agency, time will come they will be replaced once the evidence on their corruption were established.

CPP ready to talk peace with government
THE Communist Party of the Philippines (CPP) yesterday said it was willing to return to the negotiating table with the new administration under President Aquino but this should not be premised on a ceasefire agreement. In a statement, the CPP said there should be no preconditions on the resumption of the stalled talks, referring to the statement of Aquino in his State of the Nation Address that his administration will resume talks if the communists agree to a long-term ceasefire. The CPP asked Aquino to commence the negotiations within the Hague Joint Declaration of 1992 which details the framework, principles, agenda and sequence of the peace talks. The party urged Aquino to “clear the hurdles to the resumption of formal negotiations” and “let the matter of ceasefire fall in its proper place--that is, in the process of solid gains in agreements in the remaining substantive agenda.” Peace talks between the two sides bogged down in 2004 after the communist pulled out from the talks in protest of the inclusion of the CPP and the New People’s Army in the United States’ list of foreign terrorist organizations. “For the armed revolutionary forces, engaging in peace talks while their weapons are tied up, is violative of revolutionary principles and virtually holds us hostage... It would be foolish for us to expect to talk on fair and equal terms regarding lifeand-death questions with the other side, when we have our arms dropped while the forces on other side have the barrels of their guns pointed at our heads.” The CPP said Aquino should know better for insisting that there should be a ceasefire first prior to the resumption of the talks, noting that during the time of his mother, former President Corazon Aquino, a threemonth truce was forged but this went unsuccessful.
