Ang under de saya na pulis patola

S

Malalaking tax criminals nakaisa

One big job for three QC fiscals
THE Department of Justice (DoJ) has picked three Quezon City prosecutors to be a part of the revitalized and re-energized Inter-Agency Council Against Trafficking of Persons (IACAT). Lledo will be heading the National Task Force Against Trafficking of Persons while Baylon will be the chief of operations and Ocampo will act as the Ninoy Aquino International Airport (NAIA) Task Force chief of operations. Salazar said the three prosecutors, whose task is to assist the government’s crusade against human traffickers, were chosen based on their qualifications and experience. in a new capacity and for the trust given to them by Salazar. Lledo also expressed gratitude to Chief City Prosecutor Dindo Venturanza for committing his support to them in their fight against traffickers and to insure the success of their new undertaking. Baylon, meanwhile, is a senior lecturer at the Department of Public Relations Science of the University of the Philippines while Ocampo is a retired Makati police homicide investigator and also a former public attorney. Following their appointments, the three QC prosecutors immediately discussed with National Bureau of Investigation Director Magtanggol Gatdula and NAIA General Manager Jose Honrado the concrete steps that should be taken to enforce the law against trafficking and to ensure that the mission of IACAT will be effectively carried out. The IACAT was created under Republic Act 9208 to curb the proliferation of cases involving trafficked persons and organs. The council is tasked to strictly implement the provisions of the law through apprehension, prosecution and convictions of offenders and provide adequate support for the protection of the victims. At present, the country is on the watchlist of the international community and is presently placed at level or tier 2. It shares the spot with other nations known for cases of trafficking.

3 MMDA revokes today all number coding exemptions
METROPOLITAN Manila Development Authority (MMDA) Chairman Francis Tolentino yesterday said that all exemptions to the Unified Vehicular Volume Reduction Program (UVVRP) or number coding scheme have been ordered revoked effective today. Tolentino signed the Memorandum Circular No. 04 or the cancellation of the exemption which is the agency’s response to address the perennial traffic problem in the metropolis. The agency has so far issued around 8,900 exemptions for the third quarter of the year, from July 1 to September 30. seventy-five percent of the total figure or 6,393 were found to have been issued to government officials and employees for their private vehicles. According to Tolentino, the cancellation of the number coding exemption is in accordance with President Aquino’s policy of equality for everyone. As per the memorandum, the following are considered automatically exempted from the UVVRP: cargo trucks, ambulances, fire trucks, police patrol cars, military vehicles, diplomatic vehicles with diplomatic plates, government vehicles with government plates or appropriate markings or stickers from the Land Transportation Office, duly enfranchised school buses, company shuttle service vehicles, official media vehicles with markings, duly accredited tow trucks, vehicles delivering perishable goods, and vehicles used by medical practitioners. However, the MMDA chairman may grant additional temporary exemptions which are in accordance with existing regulations and based on highly exceptional circumstances.

Bishop to Kris: Immerse in God’s light not showbiz’s
being in the limelight but by being in the spotlight lighting the face of Jesus. At that time, Kris was keen on listening and nodding as she has been absorbing the message for her by Villegas. Kris has been considered as among the most controversial figures in showbiz. On Sunday, the country commemorated the 1st death anniversary of the “Mother of Philippine Democracy.” Meanwhile, Kris said “Mom, I know you are at peace and happy now.” Kris said her mother was happy and at peace because her children keep their promise to love and support each other. She said she and her siblings are trying their best to become useful for the country. Kris also appealed to the public to express their minds and hearts to President Benigno Aquino III whenever the president do good for the country and the Filipinos. “Kapag nakita ninyo na maganda ang trabaho, pakiusap ipagsigawan ninyo, iparamdam ninyo sa kanya na hindi siya nagiisa, dahil kayo ang may-ari ng puso niya,” she said. According to the actress, her brother decided not to marry yet so he can fully serve the Filipinos and his country. She said they appealed to the public of their outpouring support for the president. She also thanked the people for the unceasing love and support they have given to their family. With a report from Angelie

INGAYEN-Dagupan Archbishop Socrates Villegas reminded controversial actress and presidential sister Kris Aquino that fame and beauty is temporary during yesterday’s memorial Mass for the 1st death anniversary of former President Cory Aquino in La Salle Greenhills in Mandaluyong City. Villegas, during his homily, said everything will pass and everything is temporary. “Kris, as you continue to stay in the limelight of show business and go up higher on your career on television, remember all of these will pass. Your beauty and talent are not yours, they are God's,” Villegas said. The archbishop, a very close friend of the Aquino family, said Kris will find her real happiness as her mother Cory did, not on

De Lima tells Lacson to surrender
JUstiCE Secretary Leila de Lima has called on elusive lawmaker sen. Panfilo Lacson to yield and face charges of allegedly masterminding the deaths of publicist Salvador “Bubby” Dacer and his driver Emmanuel Corbito. De Lima, on the other hand, assured Lacson of fair share if he decides to turn himself to the government. “Sen. Lacson cannot hide forever. Government agencies, especially the National Bureau of Investigation (NBI), are under instruction to conduct intensified hunt against him even before the court denied his motion to cancel his warrant of arrest,” de Lima said. Lacson is facing two counts of murder after being tagged as the mastermind which he described offenses, so he better confront the charges; he should present his evidence. “He should be able to substantiate whatever defenses he has in connection with that double-murder case,” De Lima explained. Earlier, De Lima divulged she had discussed with the Department of Foreign Affairs (DFA) regarding the cancellation of Lacson's passport. This came after Judge Thelma Bunyi-Medina, of the Manila Regional Trial Court threw the ball to the secretary of Department of Foreign Affairs (DFA) whether to cancel or not Lacson's passport. Also, Medina junked Lacson's motion for reconsideration seeking the recall of the warrant against him. Ampie Galpo

Police nab Maguindanao massacre suspect
POLICE arrested one of the suspects in the grisly killing of 57 persons, including 32 journalists, in Maguindanao province while recuperating in a hospital in Shariff Aguak town over the weekend. Philippine National Police (PNP) spokesperson Sr. Supt. Agrimero Cruz, Jr. said Edris Kasan, former militiaman with P250,000 bounty for his arrest, was arrested Sunday. Kasan was rushed to a hospital after being wounded in an ambush in Barangay Labo-Labo in Datu Hoffer town last Friday. The suspect and a companion identified as Yamani Baga Utto were shot by five armed men. Local police and members of the PNP-Criminal Investigation and Detection Group (CIDG) had earlier swooped down on Kasan’s house but failed to arrest him. Follow-up investigations and tips from informants led them to the hospital where the suspect was confined. Cruz said Kasan’s companion, who was also admitted in the same hospital, was not involved in the massacre case. It could be recalled that 57 persons, 32 of them journalist, were killed on November 23, 2009 in Maguindanao. Close to 200 suspects, including members of the influential Ampatuan clan in Mindanao, are facing multiple murder charges for the carnage. John Romero

AS part of their corporate social responsibility (CSR), Ayala Group of Companies is now in its first leg of selecting students from different colleges and universities for its 13th Ayala Youth Leaders Congress. The ATLC Caravan had its lecture at Our Lady of Fatima University (OLFU) San Lorenzo Multi-Purpose Hall in Valenzuela last July 19, 2010. OLFU students from different organizations attended the AYLC seminar to know the qualifications and guidelines to join the AYLC summit on 2011. Guest speakers were Ayala Young Leader 2010 participants Archer Urbano and Kinna Kwan from Polytechnic University of the Philippines (PUP) and University of Asia and the Pacific respectively. OLFU students were all ears as they talked about the privileges of joining the four-day summit. It will be participated by 80 student leaders from different colleges and universities all over the country. Moreover, student participants will have the chance to encounter lectures from respected government officials and those in the field of journalism, arts and literature, and civil society. Aside from lectures, chosen participants will have outdoor activities and small workshops. AYLC will be a good opportunity for OLFU students to hone their leadership skills as they prepare for a bigger world after graduation. “OLFU students are more than qualified to join the Congress. Their credentials prove that they have the qualities of being a good leader,” Kwan said during her lecture. AYLC was launched in 1998 as part of the Ayala Group of Companies’ advocacy in shaping the youth to be competent and dignified leaders in the future. The 13th Ayala Young Leaders Congress will be held on February 8-11, 2011. OLFU gained its Autonomous Status by the Commission on Higher Education (CHEd) and has been producing topnotchers in the area of Medicine, Nursing, Physical Therapy, and Medical Laboratory Science.

friend who is a commercial pilot told me about a flight in which he encountered a serious mechanical issue—a problem with dangerous implications. When the situation occurred, the warning lights in the cockpit informed him of the problem and he monitored it all the way to the destination, ultimately landing safely. Once on the ground, the pilot immediately went to the maintenance staff and reported it. To his surprise, the mechanics responded, “We already know about the problem and are ready to fix it. When you got the cockpit warning, we automatically got an electronic warning as well.” As he shared that incident, I couldn’t help but compare it to Jesus’ words about our heavenly Father: “Your Father knows the things you have need of before you ask Him” (Matt. 6:18). He said this in contrast to people who believe that they must “use vain repetitions....For they think that they will be heard for their many words” (v.7). Jesus presupposes God’s knowledge of and concern for His children. Even though God knows our needs, He still wants us to share our hearts with Him. He stands ready to hear our prayer and to repair our brokenness by His grace. Although God knows our every need, His work He wants to share; He takes us into partnership By calling us to prayer. —D. Captured rebel leads military to arms cache
A cApTurEd new People Army rebel led government troops to a cache of highpowered firearms in Lupi town in camarines Sur on Saturday in what the military said was due to humane treatment extended by the military to him and his two companions. Maj. Harold cabunoc, spokesman of the Army’s 9th Infantry division, said the rebel-tipster was among the three insurgents captured by forces of the 31st Infantry Battalion at Tible following a brief clash last Friday. The three yielded four high-powered firearms. cabunoc said they did not employ any form of mental or physical torture on the three since their capture. “They are thankful to us. They are treated well and we respected their rights, prompting them to voluntarily give information to us,” he said. “Grateful to the Army soldiers’ humane treatment to him,” cabunoc said. The rebel, whose identity was not disclosed for security reasons, led the soldiers to the firearms which were buried at the same village around 10:30 a.m. Saturday. The soldiers, led by 1st Lt. rey canlobo, unearthed from the area five M16 rifles, two cal .45 Thompson sub-machineguns and a cal. 5.56mm ultimax Squad light machinegun. 9th Id chief Maj. Gen. ruperto pabustan said the rebel cooperated to the military because he and his companions were never harmed since their capture. cabunoc said Army forces in the Bicol region have accounted since January this year a total 46 high-powered firearms and 27 low-powered firearms which were either seized following firefights, surrendered or recovered. At present, cabunoc said the number of the NpA’s firearms in the region is now down to 302 high-powered firearms and 31 low-powered firearms. Garbage bins answer to garbage problems–Echiverri
cALOOcAN Mayor Enrico “recom” Echiverri on Sunday announced that he will install more garbage collection bins all over the city as part of his efforts in maintaining the cleanliness of the locality. Echiverri said the local government would place garbage bins in churches, schools, police stations and other places that are frequented by people. He said making garbage bins more visible to the public would serve as a reminder for residents to always segregate their waste. With this, residents may even find earning opportunities in the proper disposal of their trash especially with the local government’s ongoing trash reduction program dubbed as: “reduce, reuse, recycle, let’s segregate.” Echiverri has also directed the city's environmental sanitation services (ESS) chief Al Sta. Maria to spearhead the program of the local government which entails not only the deployment of garbage bins but also teaching constituents how to create cash out of trash. The caloocan government had earlier distributed garbage bins to every barangay hall in the city so that village leaders could serve as examples in the proper disposal of waste.

Lim meets with Mpd cops on ways to fight crimes
MANILA Mayor Alfredo Lim is set to meet today with Manila police district director chief Supt. rodolfo Magtibay and his officials to discuss ways to improve the campaign against all forms of crime in the city. Aside from Magtibay, also to lead Manila police station commanders is district Special project unit chief Sr. Supt. Alex Gutierrez. Lim said the conference with Mpd officials was aimed at making sure that the call of president Aquino to eradicate “tongpats” or collection of grease money from various kinds of illegal operations is heeded. According to the local chief executive, he expects full cooperation from the new Mpd station commanders in ensuring the success of a renewed campaign against illegal exactions which Lim noted usually come from illegal vendors, public utility drivers and their operators. Last Friday, Magtibay ordered a reshuffle of station commanders based on the discussion with Lim. The reshuffle took effect yesterday. Similarly, Lim said a revamp of the different units at the Mpd headquarters might also be underway within the first week of August.

Fourth typhoon may hit rp this weekend
THE state weather forecast bureau yesterday said that a possible cyclone may enter the philippine territory this coming weekend. prisco Nilo, philippine Atmospheric, Geophysical and Astronomical Services Administration (pagasa) said mathematical models indicate a possible cyclone coming on Friday to Sunday. He said pagasa is now monitoring weather indicators, and will notify the public once such a cyclone forms. At least three cyclones have passed through philippine territory this year, though it was only “Basyang” which had caused widespread destruction. Nilo said the fourth cyclone to enter the philippine territory will be given the codename “domeng.” Earlier, pagasa said rains are expected to come in the coming weeks and possibly raise water levels in dams such as Angat dam. San Sebastian shoots for solo lead
Games today (The Arena, San Juan City) 10 a.m.- San Sebastian vs CSB (JRS) 12 noon- EAC vs Mapua (JRS) 2 p.m.- San Sebastian vs CSB (SRS) 4 p.m.- EAC vs Mapua (SRS) EFENDING champion San Sebastian hopes to ride the crest of the sustained MVP-like performance of Calvin Abueva as it shoots for the solo lead against an unpredictable St. Benilde today in the 86th NCAA basketball tournament at The Arena in San Juan City. Taking over from where last year’s leader Jimbo Aquino left off, the energetic, seemingly unstoppable Abueva churned out monster numbers of 16 points, 15 rebounds, four steals, two assists and the intangibles in his relentless hustling brought to overpower the Jose Rizal Bombers, 72-59, Friday. Abueva’s efforts propelled the Mendiola-based dribblers to their fifth win in a row and into a share of the lead with bitter rival San Beda. Another win over the Blazers, still struggling to find its true character with a 1-2 (winloss) record, would catapult the former to the top. “he’s really like that, always playing with a lot of energy and we hope to feed again on his energy,” said San Sebastian coach Ato Agustin referring to Abueva. Truly, Abueva is living up to the monicker bestowed upon him by friends and foes—The Beast—as he leads everybody in the race to the most coveted individual plum in the league, the Most Valuable Player trophy. In just five games, Abueva is tops in scoring and rebounding with averages of 16.2 points and 11.4 rebounds. No. 2 in steals with a 1.8 per-game norm and No. 10 in blocks with a swat an outing that made up for his sometimes erratic game with 3.2 turnovers a game, tied for seventh with Jose Rizal’s Joe Etame of Cameroon. Against a struggling St. Benilde, which has dropped two straight games including a 7176 setback to Emilio Aguinaldo Wednesday after opening their campaign with a rousing win over Arellano U last month, Abueva is expected to come up big anew. Meanwhile, the Generals aim to ride the crest of their recent triumph over the Blazers—their first after dropping their first three assignments—as they take on the dangerous Mapua Cardinals in the main game at 4 p.m. “We’re hoping to draw inspiration from our first win and hopefully play with the same energy and focus against Mapua,” said EAC coach Nomar Isla, who also brushed aside rumors he would be replaced after their surprisingly bad start. Beating Mapua is easier said than done since the Murallabased school is also coming off a huge win—an emphatic 66-51 victory—over a skidding, injuryplagued Letran Friday. This kept its stranglehold of the fourth spot. In that win, Mark Acosta shone the brightest by pouring in 20 points that should make him a marked man going into the EAC duel. “It would be hard playing a team that is coming from a win, we just have to play as hard, if not harder, as we did when we beat Letran,” said Mapua coach Chito Victolero, one of the six former pros coaching in the oldest and one of the most prestigious collegiate leagues in the country.

Marquez wins; keeps chasing Pacquiao
MEXICAN Juan Manuel Marquez is eager to get back in the ring against Juan Diaz, and not just because he has been away from boxing for nearly a year. It’s just about the only place he can get away from the nagging dissatisfaction of chasing Manny Pacquiao. Marquez won but fight fans said they were not impressed by the performance on the ring by the Mexican veteran counterpuncher. Marquez and Diaz met yesterday in a lightweight rematch of their acclaimed February 2009 bout. Golden Boy Promotions (GBP) was hoping the MarquezDiaz II will duplicate the first fight between two valiant gladiators, Marquez and Diaz. It would have done wonders for GBP as well as for Marquez and Diaz but alas, it was not meant to be. Marquez and Diaz were supposed to put up a show well worth being considered another fight of the year. however, often times in boxing the results don’t always come out as expected. Sure Marquez won by a wide unanimous decision. It would have been nice if a Ko occurred. But it did not. With such a performance, Marquez’s claim for a spot against Manny Pacquiao did not gain any ground. In fact, it may have lost some grounds. had Marquez end up with a scintillating knock-out over Diaz like the first time they fought, no one can say that he truly deserves a rubber match with Manny Pacquiao. But he did not. With the results yesterday, it would not be surprising if Pacquiao will ignore Marquez’s plea for a third fight.

‘The Filipino Wrecking Machine’ faces Japanese in UFC
FoUR months after FilipinoAmerican Mark Muñoz stopped Kendall Grove in Ultimate Fighting Championship (UFC) 112, the Vallejo native is back in the octagon to face Yushin okami of Japan on Sunday (Monday in Manila). Munoz admitted that the Japanese has the advantage on stand-up action and reach but he is ready to counter okami’s moves. “If I stand in front of him, he is gonna utilize his reach, he is gonna utilize his boxing experience and his kickboxing experience, and that’s not where I want to be so I’m looking to mix it up,” he said. In a report by abs-cbnnews. com, Munoz gave an exclusive sneak peak of his workout a day before the weigh-in.

With or without Kris Aquino. nnn ATENEo bounced back immediately from a stunning loss to La Salle with a big victory last Saturday over NU. They needed that win, very badly. Now, it’s NU on a skid. nnn ThE PBA Fun Run at MoA last Saturday morning was a huge success! It started at five in the morning yet there were so many participants. Congratulations to the organizers.

Apparently, with that big win over UP, they have started to solve the problem. nnn THE Big Dome was filled to the rafters with thousands of PBA fans yesterday. Mostly, fans of Derby Ace and San Miguel Beer. It cannot be denied though, James Yap is still the most popular PBA player today.
