Ang mga bonus ng mga MWSS boss at employees!
NARARAPAT lamang na imbestigahan ng Committee on Finance na pinangungunahan ni Senator Franklin Drilon sa senado ang napakaraming bonus na nakuha ng mga opisyal at empleyado ng Manila Waterworks and Sewerage System (MWSS) noong mga nakalipas na taon. Lumalabas kasi sa nakalap na impormasyon ng komite ni Drilon na umaabot sa 25 bonuses ang nakukuha ng mga opisyal at empleyado ng MWSS na umano’y isa sa nagiging dahilan sa pagkalugi ng naturang Government-Owned and Controlled Corporation (GOCC). Sa hindi mabilang na nakukuha ng mga boss at empleyado ng MWSS ay nakapagbiro pa nga si Drilon sa ginanap na committee hearing sa senado na kung mayroon din daw national heroes day bonus ang mga kawani ng nasabing ahensiya. Katwiran pa nga ni Drilon, masyadong maraming bonus ang nakukuha ng mga kawani ng MWSS dahil ayon din sa ulat ng nabanggit na GOCC ay ling may kamalian ang mga opisyal at empleyado ng MWSS ay posibleng may managot dito. Isa lamang ang MWSS sa mga sinasabing GOCC na may ganitong nakuhang sobrang benipisyo para sa kanilang mga kawani kaya’t umaasa ang lahat na tutukuyin din ng senado ang iba pang korporasyon na hawak ng gobyerno. Hiling lang ng mga Pilipino na sana ay madaliin ni Drilon ang paglalabas ng committee report tungkol sa sobrang benepisyong ito para naman hindi maghintay ng matagal ang masang naghihintay. Sana rin ay may kahinatnan ang imbestigasyon na ito, hindi katulad ng mga naunang imbestigasyon na nauwi lamang sa limot ng taumbayan ang isang isyu.

Diwalwal mining: Big firms threaten to displace thousands
Last part Manila-based environment group Kalikasan said on June 9 that of the four prequalified bidders, the Philex Mining Corp. would most likely win. Philex is the country’s largest mining firm which figured in a mining disaster in Northern Luzon where it operates Benguet mines. Other firms prequalified to bid included the APC Group Inc./ South China Resources Inc., the Carrascal Nickel Corporation and the construction firm FF Cruz & Co. Inc. The winning bidder will tap the area underneath the 729hectare populated gold-rush site which largely remained untapped at present. But to Elijorde’s wife, Dailen, 43, the project site sits right below where her family’s and the villagers’ houses stand. It is also below the designated area for small-scale miners who have made a living here since the early 80s. Daileen’s family has lived and worked here for 25 years. She is worried that they would have nowhere else to go once a largescale mining company operates here. “We will be forced to vacate our homes and our livelihood because it would already be very unsafe for us,” Dailen told Davao Today. On the PMDC’s May 13 bid bulletin, the government washed its hands off any responsibility or “liability” on the winning bidder’s mining operations. The government has placed the accountability of what will happen to the site solely on the winning bidder. In a village assembly before the first PMDC-scheduled bidding on May 14, Mt. Diwata villagers opposed the plan to bid the area out to large mining firms, citing the grave hazards that could result. They also rejected the annual 20 million pesos social development projects dangled to them from the winning bidders. “All we want is our safety and our livelihood,” Dailen said. ‘Better Option’ “The government and the existing minders should develop the area,” village councilor Ismael Herbolingo said in an April news conference. Small-scale miners had been “straight-jacketed” to mine only the designated 729-hectare gold rush site in the above 600meter above-sea-level elevation. The small-scale mining area being managed by another government-controlled agency, the Natural Resource Development Corporation, has been almost completely mined-out. “We’re already lucky if we get one gram of gold ore per sack. It was so unlike before when we get high-grade or about five grams of gold ore per sack,” Velasco said. In the bidding process, small-time miners have no match against big-time bidders. Environment group Panalipdan said Diwalwal’s problems would not go away if government would not reverse its policy of exporting minerals. “Government should take over the control of the industry, regulate and plan its usage,” said Francis Morales, spokesperson of Panalipdan in Southern Mindanao. ”This extractive policy only benefits the big capitalist nations such as US, China, Canada and Australia and the corporations that have anchored their economic profits and industrial mineral needs on our own resources.” Bulatlat.com

Porke mahirap ang mga Pilipino tulad ng katayuan ngayon ng mga tigaZamboanga City at tiga-Maguindanao ay hindi dapat nila ituloy ang pagbabago at pag-angat ng kalidad ng edukasyon sa Pilipinas. Porke mahirap ay hindi dapat asikasuhin ang kinabukasan ng mga batang Pilipino. Kung ganyan ang rason natin tiyak hindi uunlad ang Pilipinas. Hindi susulong. Hindi aangat ang Pilipinas. Sa madaling salita, mananatiling mahirap. Mananatili ang Pilipinas sa kasalukuyang istatus niya na kabilang sa mga bansang nasa ‘Ikatlong Daigdig.’ Ngayon ko nainintindihan ng lubos kung bakit hanggang ngayon ay mahirap ang Pilipinas. Kung hanggang ngayon ay nasa kategoryang Ikatlong Daigdig at hindi pumapasa sa kategroya ng ‘Unang Daigdig.’ Ang pagiging mahirap ng ating bansa ay siya nang ginagamit na matibay na batayan o dahilan ng mga mambabatas para hindi ito sumulong, umangat, at makarating sa Unang Daigdig. Kaya, malabong-malabo na matunton ng Pilipinas ang istatus ng ‘Unang Daigdig’ kasi ang nangunguna sa pagtutol at pagharang ay mismong mga mambabatas. Hindi ako nagtataka kung bakit ubod ng hirap ng Zamboanga City at Maguindanao at iba pang lugar na ang mga mambabatas ay kaparis nina Deputy Speaker Climaco at Rep. Datumanong kung mag-isip. Tutol sa pagbabago dahil maraming mahirap na mga mamamayan. Tutol sa pagbabago sapagkat hindi kaya ng bulsa ng mga mamamayan. Ang totoo, hindi pa man ipinapanganak sina Climaco at Datumanong ay mahirap na ang Zamboanga City at Maguindanao. Nang maging mga mambabatas ang dalawang ito ay lalong hindi sumulong, umangat at umunlad ang naturang dalawang lalawigan sapagkat dahil ayon sa kanila ang kahirapan ay siyang dahilan kung bakit hindi sumusulong tungo sa kaunlaran atprogreso ang Zamboanga City at Maguindanao. Kung ganyan ang namamayaning ideya, tiyak na hindi susulong, aangat, at uunlad ang Zamboanga City at Maguindanao hanggang ang mga tulad nina Climaco at Datumanong ang mga representante sa Kamara del Representantes ng dalawang lokalidad. Para sa akin baliktad ang pananaw na ito ng dalawang mambabatas. Ito’y dahil lubos akong naniniwala na ang kahirapan ay hindi dapat maging batayan para huwag sumulong, umangat at umunlad ang mga tao. Hindi dapat dahilan ang kahirapan upang hindi gumawa ng hakbang ang mga Pilipino para sila ay sumulong, umangat at umunlad. Hindi dapat maging balakid ang kahirapan upang makaparehas ang maraming bansa sa kanilang mataas na pamantayan ng kalidad ng edukasyon. Hindi dapat maging hadlang ang kahirapan upang marating ang kinalalagyang antas ng napakaraming bansa. Dapat huwag nang maging mga mambabatas ang mga tulad nina Climaco at Datumanong sapagkat baliktad ang kanilang ideya sa kahirapan. DOH to help dengue patients
PRESIDENT Aquino ordered the Department of Health (DOH) to support and assist all regional hospitals and health centers and intensify their efforts to attend to the needs of dengueinflicted patients. Health Secretary Enrique Ona, in a press briefing at Malacanang yesterday, said dengue express lanes were reactivated in all government hospitals. The DOH has also networked with the regional and provincial blood centers where patients can access safe and clean blood for transfusion in severe cases. PhilHealth has also committed to assist poor patients. At the same time, Ona explained that the dengue epidemic is still at a manageable level adding that there is no dengue outbreak in the whole country but only in seven identified regions. These regions with most cases of dengue include Western Visayas, Calabarzon, Central Mindanao, Eastern Visayas, National Capital Region, Southern Mindanao and Northern Mindanao.

Senate wants Palace to suspend fat bonuses of GOCCs, GFIs
THE Senate formally approved yesterday a resolution urging President Aquino to immediately order a suspension on the unusually large and apparent excessive allowances, bonuses, incentives and other perks of members of the boards of the government-owned and controlled corporations (GOCCs) and government financial institutions (GFIs). Introduced by Senate finance committee chair Senator Franklin Drilon, Senate Resolution No. 17 was unanimously approved, asking that the “directors’ fees, bonuses, stock options, allowances and other benefits of the representatives of the GOCCs and GFIs in the governing boards and subsidiaries where the said GOCCs and GFIs have investments or outstanding loans be turned over to the concerned GOCCs and GFIs.” Senate President Juan Ponce Enrile said all senators present were named co-authors of the resolution. In his resolution, Drilon said the Senate Committee on Finance and the Committee on Government Corporations and Public Enterprises have been conducting a joint inquiry, in aid of legislation, into the “alleged excessive and unwarranted salaries, allowances, bonuses, other emoluments and perks of top officials and board members” of GOCCs and GFIs. In the course of the inquiry, Drilon noted the committees have found that officials and governing boards of various GOCCs and GFIs, such as the Metropolitan Water and Sewerage System (MWSS), Government Service Insurance System, Social Security System (SSS), the Development Bank of the Philippines and Clark Development Authority, among others, “have been granting themselves unwarranted allowances, bonuses, incentives, stock options and other benefits.”

House sees merit to impeach Ombudsman
THE committee on justice of the House of Representatives, in its first hearing yesterday on the two impeachment complaints against Ombudsman Merceditas Gutierrez, found both complaints sufficient in form. The committee, chaired by Iloilo Rep. Niel Tupas, has yet to decide when to consolidate the two complaints -- filed on July 22 by former Akbayan party-list Rep. Risa Hontiveros, retired general Danilo Lim, and Felipe and Evelyn Pestano; and by Renato Reyes of Bagong Alyansang Makabayan (Bayan), Sister Mary John Mananzan of PAGBABAGO, Danilo Ramos of KMP, Attorney Edre Olalia of the National Union of People’s Lawyers, Ferdinand Gaite of COURAGE, and James Terry Ridon of the League of Filipino Students. The first complaint alleged that the Ombudsman was culpable of violating the Constitution and betraying public trust over her inaction on the alleged murder case of Navy Ensign Philip Pestano, the arrest of Hontiveros in 2006 in a rally, and the botched national broadband network agreement with Chinese firm ZTE Corporation. The second complaint, on the other hand, alleged there was “failure and omission to act promptly... on the anomalous disbursement of funds and other anomalous transactions” in the case of the P729-million fertilizer fund scam despite Senate Report no. 54, Commission on Audit (CoA) findings, and cases filed by the Kilusang Magbubukid ng Pilipinas (KMP) and other concerned citizens detailing the anomalies and graft-ridden irregularities in the transactions. Tupas said the committee will decide in their next hearing if the complaints are sufficient in substance. Meanwhile, Hontiveros said that “now is the time to rectify mistakes of monumental proportions in the government’s anti-corruption initiative and to realize the new administration’s promise of change.”

PNP orders increased police visibility
PHILIPPINE National Police (PNP) chief Director General Jesus Verzosa announced the 130,000strong police organization will be increasing its visibility, particularly in urban areas throughout the country starting yesterday. During a chance interview in Camp Crame following the kick-off ceremonies for the 16th National Crime Prevention Month, Verzosa said more policemen would be deployed nationwide to prevent the traditional rise of common street crimes during the “ber” months. “We will be fielding additional mobile patrol groups to secure various institutions, places that are frequented by the people, especially in urban areas,” said Verzosa. Earlier, the National Capital Region Police Office (NCRPO) ordered the deployment of 1,000 policemen throughout Metro Manila to prevent criminal elements from preying on innocent civilians. Among the priority areas for the increased visibility are Divisoria in Manila and Baclaran in Paranaque City, where people traditionally troop for early Christmas shopping; the university belt on Recto Avenue, Manila; Cubao commercial center and Commonwealth Avenue in Quezon City.

DO you know that Gum Disease is linked to heart Disease, Stroke, Pneumonia, and Diabetes? An Overview of Gum Disease Gum Disease or Periodontitis is an inflammation of the gums that destroy bones and other tissues that support the teeth. The disease develops when a sticky film of bacteria called plaque builds up on the teeth. Plaque constantly forms on the teeth but with proper cleaning, most plaque can be removed before the gums are damaged. The early stage of gum disease is known as Gingivitis characterized by red swollen gums that bleed. If ignored gums can separate from the teeth and deep spaces called pockets can form where bacteria and their toxic wastes can further inflame the gums. If left untreated, the inflammation can destroy the bones that support the teeth and eventually the teeth fall out. People with diabetes are more likely to have gum disease than people without diabetes because diabetics are susceptible to contracting infections. Studies reported in the 1997 Journal of Periodontology involving 113 people with both gum disease and diabetes showed that when periodontal infection is controlled there was a marked improvement in diabetes.

Muntinlupa belies claims of former employees
The Muntinlupa City government belied claims by disgruntled former employees that they were forced to work without pay from July to August 11. Omar Acosta, head of the Public Information Office, said all casual and contractual employees were given notice that their employment contracts with the city government would expire on June 30. All contracts of casual and contractual employees are renewed every six months. he said these former employees still reported to various city government offices from July 1 to August 11 despite that having received said notice that their contracts had already expired. “They volunteered to regularly visit their respective offices in the hope that they would be rehired as employees,” Acosta said. They might have thought that by being visible at the city hall increases their chances of being rehired.” he said these former employees were actually advised not to report for work while a Senior Management Performance Appraisal Committee (SMPAC) evaluates the performance of the employees concerned to determine who among them deserved to be reappointed. “In the selection process, the SMPAC was guided by two criteria: service efficiency and cost effectiveness,” Acosta said. The city government challenged these employees to show valid proof that they were indeed forced to report for work so they can paid for the alleged work done. The contracts of some former employees were not renewed so that savings can be generated by having a lean yet effective workforce.

Pacquiao: It’s going to be a war
POUND-for-pound king Manny Pacquiao will be returning to the Cowboys Stadium in Arlington, Texas on November 13 as he faces Antonio Margarito for the vacant World Boxing Council (WBC) junior middleweight title. While some are trying to turn this into a morality play, the reality is that this is the boxing business. The reason why this bout has been made is very simple—there is a lot of money to be made from it. While some boxing scribes are trying to play the role of moral arbiter (but will still be there at ringside to cover this fight, regardless), the brutal underlying truth is that boxing is a series of individual transactions that are designed to benefit the aficionados and its participants (Pacquiao and Margarito). No matter how loudly and vehemently some will scream atop their soapbox, there’s no doubt about it; this fight will do very well, both at the gate and on pay-per-view. And putting all that aside, based on the history and temperament of both boxers, we should have an entertaining—if onesided—scrap on our hands. “It’s a fight, man,” said Top Rank big boss Bob Arum, whose company is promoting this event. “One thing you know about it, it’s a fight. It’s not a boxing contest; neither guy is going to box much. It’s a fight. It’s going to be very, very entertaining for the public. One guy has the advantage in speed and the other guy has the advantage in size and strength. It’s an interesting fight.” As for the critics of this match-up, Arum, who has steadfastly defended Margarito from the beginning, told Maxboxing: “They write about it; they don’t write about it; what really irritates me is the fact that there is not one fact, at all, to indicate that Margarito knew that there was anything wrong with the hand wraps. As long as that’s the case, you cannot gloss over that by saying, ‘He must’ve known.’ What do you mean, he must’ve known?! AIR21 has signed up their two prized catch two days after the Philippine Basketball Association (PBA) rookie draft. SAN Beda splashed its way to another tidal wavelike performance at the pool as it emerged the champion in the 86th NCAA swimming competition for an impressive ninth straight year at the Rizal Memorial Aquatics Center. Keeping their proud tradition alive, the Sea Lions outclassed and simply dominated the opposition by amassing 1,248 points, or a whopping 878.5 points ahead of the St. Benilde Blazers, who wound up with 369.5 points. The Mapua Cardinals, whose school hosted the sport, ended up third with 320.5 points that capped an action-packed, four-day swim competition of the season. “This is overwhelming,” said an ecstatic San Beda coach Dondon Roxas. “I can’t say anything more, my swimmers really wanted to win it and honor our seniors.” McGyver Reyes came through with a splashing effort as he garnered a total of 212 points to emerge as the Most Valuable Player of the swim meet. The 20-year-old Reyes capped his amazing feat with golden swims in the 200-meter backstroke in two minutes and 19.08 seconds and 400m individual medley in 5:03.6, in the fourth and last day of the event, which returned to the historic Rizal Memorial Complex after it was held at the Trace Aquatics Center last year.
