About Cover Oregon Cover Oregon is part of the broad effort under way in Oregon to improve the health of Oregonians, increase the quality, reliability, and availability of care, and lower or contain the cost of care. For its part, Cover Oregon will help improve access to health coverage by providing a central marketplace where individuals and small employers can shop for health insurance plans and access financial assistance to help them pay for coverage. Senate Bill 99 in 2011 established the Oregon Health Insurance Exchange Corporation which later became branded as Cover Oregon. It was set up as a public corporation, governed by a board of directors who are appointed by the Governor and confirmed by the Oregon Senate. The board is supported by a Consumer Advisory Committee that provides the board with diverse perspectives from consumers, small employers, advocates and agents . There is no state funding for Cover Oregon. Startup funding comes from federal grants, and Cover Oregon must be financially self-sustaining by 2015. Senate Bill 99 permits Cover Oregon to raise the self-sustaining funds by charging an administrative fee to commercial carriers that offer Qualified Health Plans in Cover Oregon and to the Oregon Health Authority for services provided to the Oregon Health Plan. Cover Oregon serves two major customer groups: ! Individuals who do not have access to affordable coverage through an employer sponsored plan; and ! Small employers with 50 or fewer employers, which can use Cover Oregon to provide expanded choices of health plans to their employees. Under a defined contribution model, employers could contribute a set amount to premiums and allow their employees the choice of all plans offered through Cover Oregon. The plans offered through Cover Oregon will meet specific requirements and will be graded in areas such as quality, care coordination, and network adequacy. About the Position Under the direction of Cover Oregon’s Board of Directors, the Executive Director oversees the Oregon Health Insurance Exchange Corporation’s activities, working closely with the organization’s senior managers, staff and Board of Directors to define and execute its mission in light of its statutory responsibilities and the health insurance

This entails overseeing public and private health insurance programs currently providing coverage to 225,000 individuals, policy decisions that set coverage requirements for adults and employers across Oregon and statewide enrollment and outreach initiatives. These activities have expanded to encompass new wellness initiatives for small employers which purchase coverage through Cover Oregon, network and payment innovations designed to contain health care costs, and new membership and shopping features stemming from enactment of national health care reform. Additionally, the Executive Director has the following responsibilities: • Principal responsibility for setting strategic priorities for Cover Oregon with respect to all components of its mission, in consultation with its staff and Board of Directors. The Executive Director must be finely attuned to rapidly evolving health insurance market and health care delivery system trends and opportunities, as well as state and national legislative and political dynamics, to provide









effective strategic leadership for the organization. Provides leadership that emphasizes employee productivity and responsiveness to customer needs. Develops strategies and programs to continuously improve work processes. Sets standards and develops tools to measure service delivery, such as customer surveys, focus groups, and retention statistics. Directs annual budget development and reviews for appropriateness and sufficiency. Assembling and retaining a high-performing leadership team whose members have the experience and ability to run the day-to-day operations of a public corporation that includes a complex IT system at its core. Develops a highly skilled, diversified workforce capable of using Cover Oregon resources to their best advantage in fulfilling the strategic plan, determining scope of staff responsibilities, facilitating staff cooperation on crossagency policy and operational initiatives and providing guidance and feedback.

achieves its short- and long-term strategic priorities with maximum effectiveness and efficiency. Building and managing external relationships that are essential to success, including with state and federal government officials, health care industry leaders, key vendors and current and potential customers. Proactively seeking opportunities to educate policymakers and the public about health care and to promote health care reform. Serve as principal “face” of Cover Oregon for state and national media and at public forums and meetings on health care reform. Ensuring that the Board of Directors has the information it needs to provide oversight to Cover Oregon and its activities, including close coordination with the Board Chair and engagement of Board members. Includes planning for productive Board meetings and retreats individual meetings and conversations with Board members, and ensuring robust information flow. Communicates Cover Oregon’s mission, vision, priorities and strategies in clear, compelling terms. Implements management systems to ensure integrity and transparency as a public corporation, financial stability, accuracy, operational efficiency, appropriate use of resources, and compliance with corporate policies. Manages results to ensure compatibility with the corporate direction, philosophy, and policies set by the board.

Skills: Excellent leadership, project management, oral and written communication, interpersonal, collaboration, analytical, problem-solving, and decision-making skills. Exceptional business management, administration, coaching, team building, listening, consensus building, and organization skills. Excellent public relations, persuasion, negotiation, relationship management and presentation skills. Cultural competency that enhances effective working relationships in in Oregon’s growing diverse communities. Abilities: Proven ability to work closely with a board of directors who have responsibility to set direction and formulate the overall policies of Cover Oregon; communicate Cover Oregon’s goals and objectives in a clear, compelling manner; persuade, gain support, obtain commitment, and mobilize others to action; develop, implement, and evaluate programs, set performance goals, allocate resources, and continuously measure progress. Ensure the organization is a leader in operational integrity, cost effectiveness, and service quality. Ability to make effective presentations; and establish and maintain positive, professional, internal and external work relationships with the Board of Directors, public, legislators, the Governor’s Office, and interest groups. Desirable Qualifications Education: A bachelor’s degree. An advanced degree is preferred. Experience: Ten years increasingly responsible business management experience that includes five years executive-level experience managing a large, critical business function in a mid-sized company or government agency. Preferred candidates will have a successful track record of complex information technology project management. Experience demonstrating creative policy-making and problem-solving skills is essential.

Ideal Candidate The board seeks a credible and unifying leader who has the necessary talents and expertise, is energetic, visionary, and effective. Candidates should bring strengths in overseeing large, complex rollouts of high profile projects, experience in both external relations and highlevel internal management, and an ability to balance the two. The knowledge, skills, and abilities of this position are: Knowledge: Advanced working knowledge of business management principles and practices, financial concepts, build and rollout of complex IT projects, and key drivers of operational performance. A broad knowledge of health care practices, issues, and trends. Familiarity with the political environment and how the legislative, executive, and judicial branches of government influence the health care system and the operation of public entities.
