  valuable perspective to the board. Bingham helped initiate the STAR employment commission, which identified widespread failures of

 district’s
 HR
 policies
 and
 practices.
  Bingham is keenly aware of human capital challenges and likely solutions. Bingham has been a board member since 2004. Bingham has valuable experience in community and civic leadership. Bingham appreciates the difference between policy-setting

 board’s
 responsibility)

  micromanaging staff.
