Dear Chair Galef:
No one disputes that New York City’s property tax system is badly in need of
repair. In their cover article, City & State described it as inconsistent,
indecipherable and intractable. It is a jury-rigged system that fails to equitably
generate revenue for the city. Property tax reform has been on every mayor’s
agenda, and is something we in Albany are constantly trying to effect.
Now that New York City is finally guided by an administration with an interest in
addressing critical questions of equity and fairness in our property tax system, it
is essential that we ensure the State Legislature is included in the conversation.
To that end, we ask that you exercise your authority as Chair of the Assembly
Real Property Tax Committee and convene a public hearing to examine the
current state of the New York City property tax system and solicit feedback from
the New York City Department of Finance and other stakeholders on how to
improve the system.
