OPRAH WINFREY SPENDS
CHRISTMAS IN FIJI
WESTPAC HANDY CARDS FOR WELFARE
RECIPIENTS
Fresh off an Australian tour with her
frenzied talk-show fans, Oprah Winfrey is
taking a respite in the South Pacifc island
nation of Fiji, where the military regime
wished her “a great time.”
Fiji’s tourism minister said Winfrey was
spending the Christmas holiday there and
that oIfcials wanted to respect her privacy.
Local media reported she arrived last week
and that she and longtime beau Stedman
Graham were to stay until December 26.
“We know she is here for a holiday and
respect that. and the government obviously
wants WinIrey to have a great time.¨ Aiyaz
Sayed-Khaiyum, the tourism minister,
said.
Tourism on Fiii is active. though relations
with other countries have been strained by
the lack of democracy since a December
2006 military coup. Australia and New
Zealand imposed travel bans on Fiii
leaders, and international trade sanctions
have been imposed. but elections have
only been pushed back.
The U.S. State Department has warned
Americans to carefully consider the risks
oI travel to Fiii and to be vigilant while
there. During a visit to Australia last month.
Secretary of State Hillary Rodham Clinton
called for democracy to be restored in Fiji
and Ior political Ireedoms to advance.
The islands have been a Irequent celebrity
destination in the past. Rolling Stone Keith
Richards famously fell from a tree at the
exclusive Wakaya Club in 2006 and was
rushed to New Zealand for brain surgery.
The country is serious about maintaining
its image as a destination for stars who
want to get away from it all in a hidden
paradise, said Sayed-Khaiyum.
“Fiji is one of those destinations where we
like people to come and have their own
private time. and we`re here to ensure that
happens,” he said. “We don’t want Fiji to
become a playground for the paparazzi.”
WinIrey launched the 25th and fnal
season of The Oprah Winfrey Show by
surprising her audience with an eight-day
trip to Australia. The lucky chosen fans
snorkelled the Great Barrier Reef surfed
at Bondi Beach and explored the rugged
Outback before Tuesday’s grand send-off:
two star-studded shows taped on the steps
of the Sydney Opera House.
WinIrey lavished praise on her Australian
hosts, the scenery and the citizens, and
countered criticism about the government
footing the $5 million bill by saying the
publicity will reap millions more.
“It is immeasurable what four hours of a
love Iestival about your country broadcast
in 145 countries around the world can do,”
Winfrey told reporters.
RECIPIENTS of the Social Welfare family,
care and protection assistance would be
issued their Westpac handy cards next month
to allow them to access funds.
Permanent Secretary Social WelIare. Govind
Sami said Westpac Banking Corporation
won the tender to distribute cash grants to
family assistance and care and protection
recipients last month.
Mr Sami said the electronic banking system
would be introduced to 17,000 recipients
around the country.
'Under the new progressive electronic mode
of transfer the family assistance care and
protection funds will now be deposited into
the recipients’ accounts at Westpac. From
January 2011, the recipients will withdraw
their cash allowance using their Westpac
handy cards through electronic channels
around Fiji,” said Mr Sami.
He said the recipients would not be charged
any service Iees by the bank.
The electronic banking system is expected
to ensure timely delivery oI social welIare
assistance to the recipients.
Mr Sami said recipients would be able to
collect their Westpac handy cards from
locations which would be advertised in the
local media.
Westpac Head oI Micro Finance Olive
Whippy said about 5000 clients in the rural
and remote areas would continue to be served
by Post Fiii until Westpac identifed agents to
service the remote areas.
Meanwhile, Mr Sami said the new
arrangements would not affect the food
voucher program.
He said with support Irom the Pacifc
Financial Inclusion Program, Australian aid
program, Westpac and the Ministry, a booklet
was being compiled for the recipients.
He said the booklet written in Fijian, Hindi
and English would contain information on
how to use the bank cards, tips to minimise
fees and areas the recipients could perform
the transactions.

UNIFORM
SELECTED staff of the ANZ Bank
Fiji took to the catwalk to showcase
their newest corporate wardrobe at its
headquarters in Suva.
This as ANZ Fiji joined in the global
launch of the new corporate uniform aimed
to bring a consistent look to staff across
32 countries where the commercial bank
operates.
"For the frst time in ANZ's history. our
staff here in Fiji will be dressed in the same
way as any of our staff across the rest of the
Pacifc and the broader region." ANZ Fiii
chieI executive Norman Wilson said.
"For customers, it means that no matter
which country they choose to visit us
in, they can recognize ANZ employees
instantly," Mr Wilson said.
The staff said they felt good about the
new uniform with the trendy corporate
touch and a comfortable feel, particularly
given the tropical climatic condition in the
country.
The new ANZ wardrobe comprises more
than 65 separate pieces, allowing staff to
personalise their uniform.
Creating the new wardrobe pieces for
13.000 ANZ staII globally involved more
than 185,000 metres of fabric, 38,000 zips
and almost one million buttons.
The new wardrobe follows the launch of
ANZ's global brand last year.

SUVA`S special administrator has vowed
there will not be any increase in rate costs
for 2011 despite the increase in Value
Added Tax.
Chandu Umaria said since the
announcement of a VAT increase from
12.5 to 15 per cent in November. people
should expect the cost of goods and
services to increase accordingly.
But he assured ratepayers of the capital
city they would not have to dig deeper Ior
increased rates next month.
'Anyone doing business will have to
increase their charges and Iees - they have
no choice but to take this measure because
of the increase in VAT.
“But despite the hardships we are
experiencing, we do not intend to increase
rates. We will consider other ways of
absorbing the VAT increase instead of
passing it to our ratepayers,” he said.
Mr Umaria said they would impose strict
controls on their operational expenditure
budget for 2011.
'We understand the hardship everyone is
experiencing during these times. We will
not resort to measures such as laying off
staff. But we will cut down on operational
costs by controlling electricity and water
use, wages and only recruit people for
vacant positions when urgently needed.¨
he said.
Mr Umaria said they wanted ratepayers to
appreciate the council’s work.
“Capital projects are still underway
and we don’t intend to do less in the
new year. Road repairs are a constant
operation because of the rainy weather
we Irequently experience in Suva which
affects road conditions.
'We have also constructed a lot oI new
sidewalks for the public,” he said.
New Zealand threatened Prime Minister
Commodore Voreqe Bainimarama
and his wife with the loss of access to
their grandchildren if he staged a coup,
WikiLeaks cables revealed.
Commodore Bainimarama and his
wife Mary came to New Zealand in
November 2006 to attend a grand-
daughter’s first Holy Communion in
Wellington.
As he passed through Auckland, he told
Fairfax Media that when he returned to
Fiji he would stage a coup on December
4 to overthrow the government oI
Laisenia Qarase. This prompted then
Foreign Minister Winston Peters and
the Ministry of Foreign Affairs to set up
urgent meetings with Bainimarama and,
later, Mr Qarase who was flown down
on an RNZAF flight.
The surprising part of the approaches
is revealed by the US Ambassador Bill
McCormick who advised Washington
on what was to be said to Commodore
Bainimarama. He revealed that Winston
Peters was 'on travel in Auckland¨
and was too busy to see Commodore
Bainimarama.
Unusually, New Zealand’s “talking
points” were then put to Commodore
Bainimarama by the British Defence
Attache based in Wellington, Nigel
Lloyd, at a lunch.
The sharp tone of the “talking points”
and the open threat over grandchildren
probably explains Commodore
Bainimarama’s now abiding hostility
toward New Zealand.

SRI LANKA PROVIDES LEGAL

Sri Lanka will provide legal expertise
to Fiii. the President`s OIfce has
confrmed.
The decision had been undertaken
during a discussion with President
Mahinda Raiapaksa and visiting ChieI
Justice of Fiji Islands Anthony Harold
Gates at Temple Trees, the President’s
OIfce said in a statement.
President Raiapaksa told the visiting
CJ that it was important to have a group
of legal experts led by the Sri Lankan
CJ and the Attorney-General for the
purpose through which both countries
would beneft. the statement said.
Fiji’s CJ Gates had said that already
a group of Sri Lankan lawyers were
working in Fiji and some, including
women, were holding high posts in
Fiji.
The General Orders, an important document
that lays down the terms and conditions of
employment Ior civil servants as well as
the systems and processes as it applies to
the civil service. is under review.
Public Service Commission Permanent
Secretary Mr Parmesh Chand said the last
review oI the General Orders was done in
1993.
“So a fair bit of time has lapsed since the
last review till now. a lot oI changes have
happened in terms and conditions of staff
as well as the type of allowances paid to
civil servants. the orientation oI work and
the reporting mechanisms and procedures,”
Mr Chand said.
“Those changes will need to be capsulated
in the review. which is underway.
'We have done the work and it is now in
the oIfce oI the Solicitor General.
“The examples, which feature in it are
things like mileage allowances, relocation
allowances, the housing allowance,
entitlement oI oIfcers. there have been
a lot oI changes in those areas. leave
conditions as well as some elements of
code oI conduct have been strengthened.¨
Mr Chand said.
'All these need to be clearly refected in
the General Orders.”
According to Mr Chand, the General
Orders document is like a working bible
Ior civil servants.
'It tells us how civil servants. which
comprises of about 27,000 needs to
behave. act and go about doing their iobs
by following this manual,” Mr Chand said.
“It also articulates what your obligations
are and how you should respond
accordingly.”
The price of petroleum will increase next
Monday.
In a press statement, Attorney-General
and Minster for Commerce Aiyaz Sayed-
Khaiyum said. 'The approval Ior changes
in prices has been based on a submission
by the Commerce Commission.
“The prices of motor spirit and kerosene
have increased by three cents per liter
while the price of diesel and outboard fuel
has gone up by Iour and fve cents per liter
respectively.
'The movement in world prices has
been a result of inter alia the higher than
expected demand growth in the emerging
economies,” Mr Sayed-Khaiyum said.
He said the focus of the market attention
had been on China’s surging year-end
demand for diesel and gas oil.
However. he said. the appreciation oI the
Fiii dollar by iust over 0.7 per cent against
the US dollar during November cushioned
some of the impacts of the increase in local
prices.
The new price of motor spirit is now $2.16
per liter, premix outboard fuel is $2.09,
diesel is $1.91 while kerosene is $1.57.

Twice’: 5 Year-end Tax Tips for Small
Business Owners
BMO Bank of Montreal is encouraging
small business owners to be proactive
and make use of a few simple year-
end tax tips and strategies that can pay
dividends come tax time.
“While the year started off with a few
economic storm clouds on the horizon,
many small business owners are now
expressing a growing optimism and an
increased level oI confdence about their
ability to fnish out 2010 strongly.¨ said
Cathy Pin, Vice President Commercial
Banking, BMO Bank of Montreal.
“Before the holiday rush, now is the time
to do a quick fnancial check-up with a
banking advisor and your accountant to
consider some straightforward tips and
strategies to help minimize the amount
of 2010 income tax payable.”
For small business owners in Canada
(most commonly a sole proprietorship
or partnership), there are a number of
year-end strategies that can be applied
to reduce the amount of income tax
payable, including:
· Do a Financial Check-Up: A
business banking advisor. accountant.
and investment advisor can help
owners make sure they have a clear
understanding oI their current fnancial
situation. These professionals can
also help develop or adiust existing
plans based on new needs or changing
circumstances.
· DeIer Income: Depending on a
number of factors (e.g. future tax rates,
proiected proft or loss Ior 2010. cash
fow). small business owners may be
able to reduce the current taxes they
will be paying by deferring some of
the income they expect to receive in
December, instead into January, 2011.
· Gather Business Receipts and
Increase Expenses: Maximize income
tax deductions by ensuring all
allowable receipts for business-related
expenses (e.g. gas, stamps, customer
lunches. coIIee Ior the oIfce) are kept
and accounted Ior. Over the course oI a
year, those receipts for the little things
can add up. Business owners should
consult the guidelines available Irom
the Canada Revenue Agency. or speak
to their proIessional tax advisor about
eligible business expenses.
If it makes sense for their current
business situation, businesses can also
increase some expenditures now on
things they plan to need early in 2011,
in order to maximize 2010 deductions.
For example, small business owners
can consider accelerating the purchase
oI new equipment or other depreciable
assets before the end of the year to
potentially beneft Irom a claim Ior tax
depreciation in the current year.
· Consider Inventory Write-oIIs: A
drop in the value oI inventory may
also provide an opportunity Ior an
additional income tax deduction for the
current year. It is important to speak to
a banking advisor and your accountant
about the tax rules that apply to your
particular situation.
· Set-up a New RRSP or make that

For unincorporated small business
owners, income earned by the business
becomes personal income when fling
taxes using the T1 Iorm. However.
many small business owners fail to take
Iull advantage oI the best income tax
deduction available to Canadians - the
Registered Retirement Savings Plan
(RRSP).
RRSP contributions are deducted
from annual income, thereby lowering
income tax payable at the individual`s
marginal tax rate. Now is a great
time to set-up a new RRSP or make
a contribution to an existing plan for
2010 to beneft Irom the tax-deIerred
growth right away. The process is
simple. quick and can be done at any
bank branch.

New Guinea Ior the redevelopment oI

Superannuation Fund Limited
(NASFUND) and Lamana Group of
Companies is expected to enhance
Suva`s destination presence as a

It had been confrmed that design work
is being fnalised by Lamana Group in
coniunction with several consultants
with construction targeted to begin in
the third quarter oI next year.
FNPF chieI executive oIfcer Aisake
Taito said the investment was a maior
step in ensuring good returns for the
280,000 plus members.
“The Fund is committed to the
redevelopment oI the GPH as this is in
line with the FNPF`s reIorm obiectives.
specifcally. the rehabilitation oI non-
perIorming investments.¨ Mr Taito said.
He said the project was expected to add
slightly over 1 per cent to the country`s

Fiji’s Tourism minister Aiyaz Sayed-Khaiyum
has emphasized the need to continue to work
towards improving tourist arrivals to our
shores.
While announcing a 5.8 per cent increase in
visitor arrivals for the month of September,
Sayed-Khaiyum said the focus needs to be
continuously targeted.
“There’s quite a bit of work to be done in terms
of how we market Fiji, who we use to market
Fiji and what are the returns on the investment
that we are making as a country vis a vis
Tourism Fiji.
“... and how we need to get that tourism dollar
to be spent more amongst the local businesses,
the local entrepreneurs, the people selling food
by the roadside or organizing lovo visits to the
village.
“That’s when you know that the tourism dollar
is really hitting the mark,” Sayed-Khaiyum
said.
Fiji needs to continuously develop its
segmentation in the tourism market and
already tourism stakeholders are doing that in a
very concerted manner.
“Of course it does help when you have stars
like Oprah Winfrey coming to Fiji because
apart from the fact that it does put Fiji into
that segment, it creates that segment where we
want celebrities to come to Fiji and know that
they will not be hounded by the paparazzi.
“They see Fiji as a place to get away and we
need to create and develop that segment in the
market.
“Similarly, as we want to develop Fiji in
the segment of adventure tourism, wedding
tourism, environmental aspects of it so there
are numerous aspects to tourism,” Sayed-
Khaiyum said.
As well, he emphasized the need for Fiji to
focus on emerging markets..
“We need to be very strategic about it apart
from growing the numbers. We need to see
where the numbers are coming from. So all
the numbers need to grow but we need to get
higher percentage from the emerging markets.”
Sayed-Khaiyum is hopeful that Fiji will
achieve the target of 600,000 tourists by the
end of the year.
A disgruntled real estate owner who was
rescued in Savusavu after their boat sank
said the rescue attempt from the boat
owner was atrocious and pathetic.
Aren Nunnink said the owner of the Blue
Dolphin did little to try and rescue them
from the sinking boat despite the fact that
his 14-year-old son was with them on the
trip.
According to Nunnink, the boat owner
known only as Bogi, did not dispatch a
rescue boat immediately after they had sent
out a distress call to Savusavu Bay.
“We lost 15 valuable minutes waiting for
him or trying to fnd out whether he was
going to send someone to come and get us.
He never made any serious attempt to save
us, not even to call for other help,” he said.
He was also surprised to fnd that the boat
did not have rescue gear on board.
'The boat had no radio. no fares. and
not enough life-vests for the people on-
board and no bailer to bail out the water.”
Nunnink said.
The group which included an elderly
couple. was fnally rescued at around 6pm
after various calls were made by Nunnick’s
wife, Kim.
Kim was not getting an answer from her
husband’s mobile phone after which she
alerted Greg Webster.
Webster and his wife, Sally later rescued
them a few meters away from a nearby
island which the group was swimming
towards.
“A big thank you to my wife Kim for her
persistence in calling for a rescue boat, and
to Greg and Sally Webster, and also to Jeff
Mather for coming out to look for us,” said
a relieved Nunnink.
The Fiji Islands Maritime Safety
Administration is investigating the
sinking.
President Ratu Epeli Nailatikau received
the credentials of French Ambassador
Gilles Montagnier at Government House
in Suva.
Mr Montagnier will replace his predecessor
Michel Monnier, who has been recalled
and will assume the role of Ambassador
Extraordinary and Plenipotentiary.
Mr Montagnier has had a colorful career
in foreign diplomacy having served as
Consular General in various countries
including, Mexico, (Madrid) Spain,
(Washington) USA, and Buenos Aires
(Argentina).
A teacher by profession, he has taught
in Bolvia, France and New Caledonia
beIore taking up his frst posting in the
Ministry of Foreign Affairs in France via
admittance by entrance examination as
deputy secretary.
Mr Montagnier has also been a vice-
consul. and a frst secretary and charge`
d’affairs and deputy director for Human
Resources in Nantes.
He also has a Master of Public Law.

A total of 1040 pair of safety boots valued
at $125,000 were donated to the Ministry
of Provincial Development, Multi-Ethnic
Affairs, National Disaster Management
& Sugar by Nittiasia Private Limited
(Singapore) in conjunction with local
distributor for the past four years Payless
Shoes.
Sugar ministry permanent secretary, Mr
Manasa Vaniqi said the footwear would
assist more than 100 carpenters deployed
for the reconstruction and rehabilitation
work after natural disasters.
“We got more than 100 carpenters, who are
deployed outside to do the reconstruction
of houses after natural disasters in
Vanuabalavu, Lau, Vanua Levu and
Lomaiviti,” Mr Vaniqi said.
“This donation, particularly safety boots
and shoes will really help the team.”
He said carpenters have completed the frst
phase of the reconstruction work.
“They have now completed more than 300
houses and the next phase will start from
January,” Mr Vaniqi said.
“The footwear will be stocked at the
ministry and distributed to appropriate
places where they are needed.
On behalf of the Government, he thanked
Mr Sanjay Parmar from Payless Shoes, who
facilitated the handover of the donation to
the Ministry.
A message from the Minister for
Education
As the festive season looms upon us, the
Minister for Education, National Heritage,
Culture & Arts and Youth & Sports, Mr
Filipe Bole is urging students of Fiji to
make this Christmas a memorable one.
“Let it be a sensible Christmas. Don’t
make it memorable in your involvement
in negative and unconstructive things. Do
something to refect the spirit oI love and
the spirit of harmony,” Mr Bole said.
“Stop concentrating on yourself and try to
look outward by helping another young
person who has not been receiving the good
things you have always been getting.”
At the same time, Mr Bole’s message to
all teachers is to continue their role in their
respective communities.
“It doesn’t mean that you totally take a
break from teaching when you are on
holidays. Your noble role as an educator
continues and the Ministry of Education

people in your community this Christmas,”
Mr Bole said.
“Use your creativity to organise meaningful
activities for those students out there
during this festive season. Lift the spirit of
the unfortunate individuals to let them feel
a difference this Christmas.”
The minister said that one does not have
to have money in order to buy gifts for
Christmas.
“There are expensive gifts that cannot be
bought by money that only you can give,”
the minister said.
“May the 2010 Christmas star be your
guide as you end the year as well as enter
the dawn of 2011. May the bells of
Christmas echo blessings to all students
and teachers of Fiji.”
A 7.4 magnitude earthquake which
occurred in Bonin Island South-East
of Japan (06.20am Fiji time) does not
have any immediate threat of wide
spread Pacifc tsunami to other Pacifc
Island countries like Fiji.
This was confrmed by the Ministry
of Lands and Mineral Resources.
The Pacifc Tsunami Warning Center
in Hawaii (PTWC) issued tsunami
information statement to the nearby
coastlines only.

Public Utilities Colonel Timoci
Natuva launched the government
plates.
“The introduction of the newly
designed government number
plates is another new addition that
brings into the foray a new vision,
perception and ownership along
with identity,” Mr Natuva said.
“This initiative is in line with
the People’s Charter in bringing
changes to traditional approaches
and not necessarily for mere
change, but due to specific needs of
the changing environment.”

Josefa Vosanibola says around
3,000 government vehicles will
need to make the change from the
white number plate to the new blue.
“When the vehicles come in for their
normal annual inspection we’ll ask
the drivers to surrender the white
plate and we’ll replace with the blue
one,” Mr Vosanibola said.
The first vehicle to have the plate
change is Mr Natuva’s official ride.
“With the new Government plate
initiative we are working in line
with Government’s policies in terms
of the Charter, the changed image,”
he said.
“We noticed that Government in
terms of their control of vehicles
on the road, its easy to identify with
these new number plates.
“Government is monitoring the
movement of their government
vehicles so with the new blue plate
on white reflective numbers it’s easy
to identify vehicles on our roads.
“And history really is repeating
itself here because many years back
Government vehicles used to have
these blue plates.”
Mr Vosanibola says all Government
vehicles are expected to make the
change by December 2011.

agriculture, he said Fiji had improved
growth with a bet on its garment
industry that had been successful
enough to drive interest from number
of investor countries, particularly
Australia.
He said Fiji was all set up for estimated
exports of near $100 million, this year.
“We are fully committed to focus on
service. We focus on flexibility. We
focus on small, customised orders,”
Mr Solanki said.
“We practice high degree of social
responsibility. We speak clear and
fluent English, and most of all, we
deliver quality,” he said.
“For any international company that
needs superior quality at competitive
prices with great service, clear
communications and that requires
social accountability concerning how
their products were manufactured,
then I say that you need to make it in
Fiji,” he added.
Mr Solanki also acknowledged the
“financial support and assistance
of AusAID, an industry structural
adjustment and support program
established to redefine, regenerate
and retool Fiji’s garment industry
from bottom up”.

NEW ZEALAND HELP REQUIRED
FIRE SAFETY CHECK
The New Zealand Report of the Foreign
Affairs, Defence and Trade Committee on
an inquiry into New Zealand’s relationships
with South Pacifc countries has made
several recommendations including the
need for more assistance to neighbouring
countries.
The report presented to New Zealand
House of Representatives this month
included the recommendation that there is
a need to expand NZ relations with Pacifc
parliamentarians.
They call for the need to establish an annual
programme Ior Pacifc parliamentarians to
discuss issues of democracy, governance
and collective interest.
The committee recommends that NZ
continue efforts to reduce the costs of
transferring funds from New Zealand to
the Pacifc islands. and to ensure that there
is a competitive market for the transfer of
remittances.
The committee recommended that a
business development fund of up to $100
million be established to encourage and
support innovative and sustainable ventures
in the Pacifc through the existing banking
system. The fund could also underwrite
risks and compensate for a lack of local
capital, with the objective of encouraging
entrepreneurial activity.
Committee members believe that New
Zealand should investigate natural disaster
insurance Ior Pacifc islands. to mitigate the
risks associated with new business ventures
and provide reassurance to investors, while
encouraging Pacifc countries to ensure
that their legislative and judicial regimes
offer integrity of process to investors from
overseas.
They encourage a much greater use of
the fshing expertise oI New Zealand
companies. to help Pacifc communities
harvest, process, and market their rich
fsheries resources.
“This might involve joint ventures, and
we would support the use of aid funds to
mitigate risks where sound business cases
had been established.
'The emphasis should be on helping Pacifc
people to secure sustainable employment
and income from their resources,” the report
said.
It also recommends that New Zealand’s
Iunding Ior surveillance fights over the
region be increased to ensure more effective
coverage.
The inquiry was frst initiated in 2006.

Fiji recorded the sharpest rise in tourist arrivals
this year compared to other Pacifc countries.
This is according to the recent ADB Pacifc
Economic Monitor.
It said Fiji recorded a 49 per cent rise in
tourist numbers with most of the arrivals from
Australia.
“Visitors to the Cook Islands also increased
about 27 per cent over this period,” it said.
“However, as expected, Australian tourist to
Samoa, Tonga and Vanuatu has declined as Fiji
continues to regain its previous market share.”
Departures Irom New Zealand to the Pacifc
increased by nine per cent in the frst fve
months of 2010.
This growth, ADB indicated, was driven by a
22 per cent (year on year) rise in tourism to Fiji
over January to May this year.
The number of Japanese tourists into the
Pacifc has also increased.
“Japanese tourism to Oceania and to the
Northern Pacifc is showing some improvement
after persistent decline over the past two years,”
the report said.
“US tourism to Oceania has also sustained year
- on -year growth since the second half of 2009,
refecting the overall increase in American
outbound travel.
Tourism and agriculture have been considered
as the key drivers of the country’s economy.
“Import substitution and export promotion
remains central for Government,” the report
said.
“The outlook for the macroeconomic
Iramework remains optimistic and the defcit
target remains at 3.5 per cent of Gross Domestic
Product.”
Meanwhile, a senior country specialist for the
ADB, Emma Veve, told Radio New Zealand
the bank was not approving grants or loans
for new activities to Fiji for the time being.
She said Fiji continued to spend more than it
earned.
“So there’s some real need for structural
reform within Fiji to address the issues the
sugar industry is facing, to look at what the
right size of Government is and to address the
civil service issues, as well as to look at State-
owned enterprise reform and to continue to on
with that,” Ms Veve said.
“So these are all things that Fiji really does
need to urgently focus on.” Ms Veve said
Government had indicated it would reduce
debt levels in the new year and bring in more
revenue by increasing Value Added Tax (VAT)
to 15 per cent from early January.
“We are sincerely grateful and congratulate

and she encouraged other police oIfcers to
take up sports as a means to healthier living.
“I am thankful to the Fiji Police Force,
my senior oIfcers and my coaches Ior
encouraging and mentoring me,” PC Irram
said.
'I encourage all oIfcers to take up some
form of sports because it not only helps you
physically, but mentally and spiritually as
well.”
PC Irram said she was looking forward
to represent Fiii again in the 2011 Pacifc
Games.
Government has cleared the air and
stated that Saturday, December 25 is not
a working day.
This is in response to concerns that
have been raised that some employers
may insist that their workers clock in
on Saturday which is Christmas Day
because of the public holiday that follows
on Monday, the week after.
Concerns raised have noted that if people
work on Saturday then the meaning of
Christmas is thoroughly watered down
and the day loses its signifcance.
Permanent Secretary in the Prime
Minister`s OIfce Colonel Pio Tikoduadua
in clarifying the matter has reminded all
employers that this Saturday is not a
working day.
Colonel Tikoduadua further stated
that employees must not face any
discrimination if they don’t work on
Saturday.
He further added that Christmas is a time
for family and a day for worship.
Other years when Christmas Day fell on
a Saturday were 1993, 1999 and 2004.

The durable life of food products is
defned by the Canadian Food and Drug
Regulations as the amount of time,
starting on the day a food is packaged,
that the unopened food will retain its
normal wholesomeness, palatability and
nutritional value, when stored under
appropriate conditions. Manufacturers
and retailers must determine the durable
life of foods they manufacture and sell.
Dating information indicates quality not
food safety.
Any pre-packaged food product having
a durable life of 90 days or less must
have a durable life date on the label
and instructions for proper storage if
different than room temperature. The
durable life date is expressed on food
labels as the 'best beIore¨ date. To fnd
the durable life information on a food
product look for the statement “best
before” coupled with the month and
date, for example, best before OC 15.
It may not say “best before” if there is
an explanation oI the signifcance oI the
durable life date somewhere else on the
label. If the year is required for clarity,
the durable life date must be given with
the year frst (at least the last two digits).
followed by the month and then the
day. “Best before” labelling is enforced
by the federal government’s Canadian
Food Inspection Agency (CFIA) and
its inspectors, who review food labels
for accuracy, investigate complaints
and charge offenders. Manufacturers of
foods with a durable life of more than

Products packaged at the retail store
have a “packaged on” date which must
be accompanied by the durable life of

For drugs and natural health products,
an “expiry date” is used to indicate the
shelf life and the stability of the product.
Expiry date is not a term used with food
in Canada. The only exception is infant
formula which does carry an expiration
date.
Manufacturer’s Codes
A series of numbers or letters or a
combination on a food package are
production codes using a system set up
by the food manufacturer. They are not
meant to be interpreted by consumers.
If the food label includes a toll free
consumer line, contact the manufacturer
for an interpretation of the code.
Products Sold Past the “Best Before”
Date
Products can be sold after their best
before date provided that:
1) The product is not labeled, packaged,
treated, processed or advertised in a
manner that is false, misleading or
deceptive.
2) The product is ft Ior human
consumption:
a) does not contain any poisonous or
harmful substances,
b) does not consist in whole or in part
any flthy. putrid. disgusting. rotten.
decomposed or diseased animal or
vegetable substance
c) is not adulterated
d) was not manufactured, prepared,
preserved, packaged or stored under
unsanitary conditions.
Consuming Food past the “Best
Before” Date
The durable life date is valid only for
unopened product. Once opened, the
product should be consumed rapidly.
Foods susceptible to spoilage should not
be consumed if the “best before” date is
passed. Even if a food shows no signs
of spoilage, it can harbour pathogenic
microorganisms that can cause foodborne
illness. Foods that are not susceptible to
spoilage can usually be consumed past
their “best before” date; these foods may
have lost some oI their original favour
and nutritional value. Use your senses
(sight, smell) and common sense to
decide if it is appropriate to eat it. When
in doubt, throw it out.

A CANADIAN ñight attendant who
smuggled £250.000 ($392.000) worth of
cocaine into Britain because Canadian
ñight crew was ignored by UK customs
ofücers has been jailed for eight years.
Mandeep Shahi, 27, from Mississauga in
Ontario, Canada, took advantage of her
job with Air Canada to take four kilograms
oI the Class A drug in her bag on a fight
to London.
She passed easily through security at
Heathrow in March and delivered the blue
Air Canada bag containing the drugs to
Briton Simon Howard-Harwood, 28, at a
hotel in London’s Regent’s Park.
The bag was then passed to a retired cab
driver Ghulem Malik, 53, of Southall,
West London, who had a kilogram of
cocaine when stopped by police, London’s
Southwark Crown Court was told.
A raid on Howard-Harwood found another
three kilograms of the drug.
After delivering the cocaine, Shahi bought
a £200 handbag and returned to Canada
but was arrested in August when she next
few to Britain. having been identifed
from hotel security surveillance of the
drop.
Judge Michael Gledhill said the deal had
been set up by Shahi’s then fance and
now husband Bhupinder Sanghera and
Sanghera’s 28-year-old cousin Baljinder
Nijjar, of Southall.
Gledhill told Shahi: “You knew from
your seven or eight previous visits as air
crew that the chances of you in person or
luggage being searched was nil.”
Shahi was acquitted of the conspiracy
charge but found guilty of possession of
Class A drugs with intent to supply. She
wept as she was jailed for eight years.
Howard-Harwood, of Hampshire,
Southern England, was sentenced to nine
years and Nijjar was jailed for 12 years.
They had admitted conspiracy to supply
prohibited drugs.
Malik was acquitted of the conspiracy
charge but found guilty of possession of
Class A drugs with intent to supply and
was also convicted of possession of Class
C drugs with intent. He was jailed for
three years.
A POLICEMAN shot dead a
family’s dog in its yard because it
would not stop barking.
A Clayton County police oIfcer. in
Atlanta, was on foot patrol when the
Golden Retriever jumped off a porch
and started barking and running
toward the oIfcer. Captain Tina
Daniel said.
The oIfcer ordered the dog to stop
and when it didn’t, shot and killed the
animal, the media reported.
Boomer’s owner, Lawrence King,
said the seven-year-old Retriever,
who was not on a leash, always
barked but had never bitten anyone.
The oIfcer. whose name was not
released, was responding to a report
that someone was selling meat from
the back of a white pickup truck, Mr
King said.
“My neighbour saw the whole thing.
He was shocked how quickly the
oIfcer pulled his gun.” he added.
THE UK Government has insisted it was
closing a loophole that could see Queen
Elizabeth II’s head removed from British
stamps if the Royal Mail national postal
service is sold to a Ioreign frm.

The current standard stamps, drawn up

Mail to be sold off failed explicitly to
guarantee the Queen’s head would remain
on the stamps.
The bill gives Queen Elizabeth a veto over
any use of her image but does not insist
that her head is shown, as per tradition.
Postal services minister Ed Davey found
the loophole but said he was sure a solution
could be found before the law passes

services have been cancelled across
Europe because of snow and ice,

BOSSES at a luxury hotel in the United
Arab Emirates have apologised after
“overloading” a Christmas tree with
$11 million worth of precious gems and
jewellery.
A statement released by the Emirates
Palace Hotel said it regretted “attempts
to overload the tradition ... with meanings
and connotations that do not fall in line
with the professional standards which the
Emirates Palace Hotel keenly respects
and complies with.”
“Putting the Christmas tree is not a
novelty, rather it is a tradition meant to
share in celebrating occasions guests
hold while they are away from their home
countries and families, which is within
the framework of the UAE’s [United Arab
Emirates’] policy, which is based on the
values of openness and tolerance,” the
hotel added.
The hotel had earlier boasted the “most
expensive Christmas tree ever” at its
inauguration.
The 13-metre faux evergreen, located
in the gold leaf-bedecked rotunda of the
hotel, was decorated with silver and gold
bows, ball-shaped ornaments and small
white lights.
But the necklaces, earrings and other
jewelry draped around the tree’s branches
were what gave it a record value.
It holds a total of 181 diamonds, pearls,
emeralds, sapphires and other precious
stones, said Khalifa Khouri, owner
of Style Gallery, which provided the
jewellery.
“The tree itself is about $10,000,” Olbertz
said. “The jewelry has a value of over $11
million.”
The hotel, which bills itself as seven-star
accommodation, in February introduced a
package for a seven-day stay priced at $1
million.
Takers of the package have a private
butler and a chauffeur-driven Maybach
luxury car at their disposal during their
stay, as well as a private jet available for

launched an investigation after a
pornographic ülm was aired on a large
display screen at the country’s main
airport. a magistrate said.
Hundreds of travellers and waiting friends
and relatives at the main terminal of
the Shahjalal International Airport were
shocked as the flm was aired Ior fve
minutes on Friday morning, magistrate
Siddiqa Akhter told the reporter.
The display screen usually shows recorded
documentaries about the culture and
geography of Bangladesh, a conervative

“The operator has been jailed instantly for
two months. We have also summoned the

A STRONG earthquake has hit waters
off central Indonesia. sending hundreds
of residents ñeeing their homes. but there
are no reports of injuries or damage.
The US Geological Survey says Tuesday’s
5.8-magnitude quake was centered 140km
from Yogyakarta, a bustling city still
traumatised by a 2006 quake that killed
5700 people.
In recent weeks, the city has been
showered by ash from the nearby Mount
Merapi volcano, which has claimed at
least 386 lives since bursting back to life
October 26.
Resident Simon Sudarman said many
people fed their homes.
Indonesia is prone to seismic upheaval
due to its location on the Pacifc “Ring of

A ROW over snow clearing has ended in
death after a man smashed his neighbour
over the head with a shovel, killing him
instantly.
Following what police described as
“years of arguing”, the two neighbours,
aged 45 and 49, got into a heated
discussion over who was responsible for
removing snow from the joint entrance to
their properties, authorities said.
The 45-year-old then whacked his older
neighbour over the head with the shovel.
“He was so badly injured that he died
on the spot,” Lutz Flassnoecker, a police
spokesman said.
The attack took place in the tiny town of
Schnellenbach, in western Germany.
Police declined to give out the names
but the media named the 45-year-old
as father-of-eight Abdulbah I. and the
49-year-old victim as Wolfgang K.
The media cited another Schnellenbach
resident as saying that K had “frequently
provoked” I. The paper said the row
stemmed from the fact that K had built
his house too close to his neighbour’s,
depriving him of his view.
Wolfgang K leaves behind a son Marco,
17, and a daughter Jenny, 13, who last
year also lost their mother to a heart
attack.
Police investigation is continuing.

Lord Tu’ivakano (58) is Tonga’s new Prime
Minister Designate, after winning over 50%
of a secret ballot in a Special Meeting of the
Legislature to Elect a Prime Minister.
The name of the new Prime Minister was
announced by the Interim Speaker Lord
Tupou at noon aIter he had frst delivered
the outcome of the ballot to HM King
George Tupou.
Lord Tu’ivakano received 14 votes and
nominee ‘Akilisi Pohiva received 12 votes.
The decision made by the 26 members
of Tonga’s frst democratically elected
parliament was received with clapping from
a full House, where observers included
foreign diplomats, wives of members and
other oIfcials and media representatives.
Tongan’s heard the name of their new Prime
Minister announced on a live broadcast on
Radio Tonga.
A Tongatapu noble, Lord Tu’ivakano is a
former Speaker of the Legislative Assembly
(2002-04), and currently the Minister
raining, Education, Youth and Sports in the
interim government, a position he has held
since 2006. He was Minister of Works in
2005.
Lord Tu’ivakano was appointed to his noble
title Tu’ivakano in 1986.
In his early years he attended Tonga High
School in Nuku’alofa from 1960-63, before
going to New Zealand where he attended
Wesley Collge in 1964 and Ardmore
Teachers College in 1975.
He returned to Tonga in 1975 to lead the
Physical Education Department in the
Ministry of Education.
In 1978-91 he attended Flinders University
in South Australia where he graduated with
a Honours degree in Political Science.
From 1992-96 he became a senior civil
servant in the Ministry of Youth, Sports and
Education.
Lord Tu’ivakano entered the Tonga
Legislative Assembly in 1996 as a Nobles’
Representative for Tongatapu.

Development Coordinator
for Niue Tourism.

She has been actively involved with
Niue Tourism for a number of years and
volunteers for a marine mammal conservation
organisation, a climate change awareness
group and for the Niue Island Fishermen’s
Association.

Hayden Porter meeting with the travel industry
and the New Zealand based team who are
entrusted with the tourism future for this tiny
island nation.

projects we have on the go from construction to
marketing and web development’ says Porter.
Porter also stressed the importance of having a
talented Niuean involved in the change process
to they can continue after he has gone.

out the following tips to make your
event a gala affair.
Menu Planning: While planning a
menu-combine into your menu a rice
dish, an entree (main dish) & a salad
or raita. You may include parathas too.
A good menu should generally cater to
the sweet and spicy tastes, say when
your main dish is spicy, choose a raita
that is sweet. this way you can ensure
that your guests don`t end up eating
only spicy or only sweet food. Also
never make just one dish. If that one
dish fails to appease your guests taste
buds, they`ll go home hungry.
Keeping Greens Fresh: Leafy
vegetables die within a couple of days
even when kept in refrigerator. To keep
them fresh for a longer period of time,
clean & wrap them in paper. Refrigerate
this bundle and the vegetables will
remain fresh for a longer time.
Prepare a list of the things you need
to do and prioritize. This will include
shopping for ingredients and special
items.
Keeping the work area clean: Work
in a clean and uncluttered space. This
will help you organize your thoughts
better. It may mean clearing up the
counter and table top space but it will
be worth it.
Reading cooking steps ahead of time:
Many a times reading the recipe and
familiarizing yourself with the cooking
method is a great way of starting out.
Following the recipe to the T: Try a
recipe once, the way it is recommended
the frst time. Make changes as you see
ft the next time. this way you can taste
the recipe as it was meant to be cooked.
Pre-tasting a recipe: Try to taste the
recipe in a restaurant as you will have
some idea of how it should taste.
Jotting down “Unusual items”: Make
a list of the “special” or “unusual”
items to your regular grocery list. Keep
this list on your refrigerator as you plan
your menu.
Shopping ahead: Shop for all
ingredients and items needed the week
before.
Fermentation of Dosa batter: If you
live in a centrally air conditioned fat
and want to make dosas, keep the dosa
batter overnight in the microwave
(switched off, of course), as the interior
of the microwave will be warmer than
the rest of the house. Also, a pinch of
sugar into the batter gives a lovely
brown color to the dosa.
PRE-PREPARATION
Decorative Biryani Rice: While
making Veg/Non-Veg Biryani, you
can cook rice earlier, cool it and
divide it into 3 portions - make each
of a different color e.g Indian tricolor
- coriander or palak rice can be bottom
layer, then the biryani gravy with some
nuts, middle layer white rice, then
again biryani gravy with some nuts and
the top layer can be kesar rice which
will give the saffron color. It really
looks very decorative and adds favor
to the dish.
To make soft tomatoes regain their
hardness, put them in cold water to
which a litre of salt is added. The
tomatoes will turn hard in 10 mins.
Ginger Garlic Paste Freshness: Mix a
pinch of salt to the Ginger/Garlic paste
and refrigerate it for a fresh cooking
. Paste will last longer and fresh for
months.
Pre-prepare Ginger & Garlic paste:
When you have free time, use it to
prepare a bottle of ginger garlic paste,
which can be used to be used later
while cooking.
Making tasty Dosa: To make tasty
dosas and idlis add a tsp of methi
(fenugreek)seeds with the rice and dal
when soaking.
Freezing Fresh Ginger: Then you
buy fresh ginger, freeze it. When you
need to use it use a cheese grater to get
required amount u need, put rest back
in freezer.
Pre-Preparing Masalas: Pre-Prepare
most of your “masalas” ahead of time.
Defrosting First: First things frst....
DeIrost the Irozen Ioods frst. then go
on to doing the other cooking.
Safe Defrosting: Defrost sealed frozen
food in the refrigerator on a plate
instead of on your kitchen counter to
prevent bacteria.
Prepare portions of a meal in
advance: If there is a masala or paste
or chopping of nuts that you can do a
day ahead, do so as it will reduce the
cooking time.
Methi pre-prepare for future use: If
you are a fan of fresh methi (fenugreek
leaves) then on a weekend you can
clean them up and place the methi in
a freezer ziploc bag and freeze it. It
can be stored for months. You can
use this to make a quick methi aloo
accompanied with some sweet raita at
time of emergency .
COOKING
Crispy Samosas:To make crispy
samosas add 1 tsp oI rice four to 1 cup
of maida.
Crispy Pakoras: For crispy pakoras
add little hot oil in the batter before
frying.
Browning Onions: Add a little salt,
onions become brown faster.
Quickly cooking half cooked rice:
When you fnd that the rice which you
are going to serve is not fully cooked,
and you cannot add water again then ...
add a small quantity of milk to it and
steam it for some time the rice becomes
soft without becoming smudgy.
Frying Fish: Put in a pinch of salt in
the oil beIore Irying a fsh. The fsh will
not get stuck to the frying pan.
Frying: Always fry on a low or medium
fame Ior even cooking.
Double or triple the recipe: if you are
making an exclusive dish. This way
you can divide it up and save some for
another meal.
Cook a day ahead: Many Indian dishes
can be made ahead of time. Store the
food in Ziploc bags or your serving
containers. In fact some of the dishes
taste better the next day. For Example:
Biryani. Use the double-bag ziploc
freezer bags as they are frost resistant.
Store extra servings: Use Ziploc
freezer boxes and bags.
Storing leftover rice: Rice is best
stored in containers that can be re-
heated.
Handy Dishtowel: Pull a dishtowel or
rag partially through the belt loop on
your jeans/sari. The towel is handy to
wipe your hands on at any time, and
you don`t have to keep looking for one
when you need it most.
Ingredient Readiness: While cooking
a dish, have all the ingredients on the
counter top so that you don`t miss out
on any of the ingredients.

2 tbsp. Cooking oil
1 Large onion, cut into wedges
2 lbs. Chicken thighs, skin removed
4 Garlic cloves, thinly sliced
1 Piece of gingerroot peeled

1/2 cup Water
1/4 cup Liquid honey
1 tbsp. Fish sauce
2 tbsp. Soy sauce
2 tbsp. Oyster sauce
1/8 tsp. Pepper
Directions
Heat wok. Add cooking oil. Add onion.
Stir-fry for 5 to 7 minutes until onion is
soft and golden.
Add chicken. Cook for about 10 minutes
until all sides are browned.
Add garlic and ginger. Heat and stir until
fragrant.
Combine remaining 6 ingredients in
small bowl.
Add to chicken mixture.
Stir until well coated.
Reduce heat to medium.
Cook for about 20 minutes until no pink
remains in chicken.
Ingredients
1 kg (2.2 lbs) leg of lamb
1/4 cup of olive oil
2.5 tsp of sea salt
6 cloves of garlic, cut into slivers
Several sprigs of fresh rosemary
8 potatoes
2 large sweet potatoes
2 white onions
Mint Sauce
Serves 4
Directions
Preheat the oven to 290F.
Cut the potatoes and sweet potatoes
into inch-thick slices. Cut the onions
in half and then place vegetables into
a baking tray.
Drizzle the vegetables with olive oil
and sprinkle on some salt. Place tray
in the oven on the bottom rack and
roast.
Cover the lamb in olive oil and then
sprinkle with sea salt.
Use the point of a sharp knife to make
small incisions all over the lamb.

BELL PAYS $1.3M PENALTY FOR ‘DO NOT CALL’ VIOLATION
STUDENT DOCTORS GO TO SCHOOL OF HARD KNOCKS
AIR CANADA RESUMES LONDON FLIGHTS
Telecommunications giant Bell Canada
is being hit with a record $1.3-million
administrative penalty for breaching Canada’s
Do Not Call List.
The CRTC is levying the penalty for
unauthorized telemarketing practices.
Between January and October of this year,
third-party telemarketers hired by Bell Canada,
which is in talks to buy CTV, called Canadians
whose numbers were on the National Do Not
Call List or Bell’s internal list, the Canadian
Radio-television and Telecommunications
Commission (CRTC) said in a press release.
The unsolicited calls were intended to promote
and sell Bell Canada’s television, telephone,
wireless and Internet services.
No violations were committed by Bell-
operated call centres, the company said in a
statement.
Bell Canada and the CRTC agreed to a
settlement announced Monday.
“All telemarketers must respect the wishes
of Canadians who have registered their
telephone number on the National DNCL or
requested that a telemarketer include their
number on its internal do not call list,” Andrea
Rosen, the CRTC’s chief telecommunications
enIorcement oIfcer. said in a statement.
“Even though the calls in this instance were
made by third parties, Bell Canada must
ultimately ensure that the rules are followed.
We appreciate Bell Canada’s willingness to
work with us to address our concerns.”
Bell, the country’s largest communications
company, reacted swiftly by cancelling
contracts with two telemarketers who didn’t
follow the rules and suspending several others.
The company said it has also implemented
remedial measures to make sure its independent
telemarketers don’t call Canadians who don’t
want to be bothered by telemarketers.
Bell said it co-operated with the CRTC’s
investigation and takes the Unsolicited
Telecommunications Rules and the National
Do Not Call List seriously.
Meanwhile, Bell Canada was also accused
of using automated calling devices without
consent.
The automated calling devices called prepaid
mobile phone customers without their prior
consent, the CRTC stated.
Customers received automated calls as
their prepaid minutes were set to expire to
encourage them to buy more airtime.
Bell hasn’t admitted fault but, after learning
of the CRTC’s concerns, voluntarily ended the
calls and took steps to $266,000 to Concordia
University’s Institute for Information and
Systems Engineering.
The CRTC has received about 300,000
complaints of alleged Do Not Call List
violations and conducted more than 100
investigations since the registry was
implemented in September 2008.
Earlier this year, Bell Canada’s parent
company, BCE Inc., agreed to buy the 85 per
cent of CTV Inc. it didn’t already own for a
price of $1.3 billion.
New class teaches students unique health
challenges facing inner-city residents
A course at the University of Alberta is
giving medical students insight into the life of
patients in Edmonton’s inner-city.
The class is offered to residents in emergency
medicine, internal medicine, family medicine
and psychiatry.
“I think it’s really important for physicians to
understand where their patients come from,”
said Kathryn Dong, assistant professor in
emergency medicine. “The further you are
from that someone sitting in front of you, the
harder it is to understand where they’re at and
what kind of services they need.”
Doctors need a better working relationship
with inner-city residents who typically get
a lower level of health care, said Dong who
started the course in July.
Need to understand impact of poverty
Doctors must understand the impact of
poverty, homelessness, mental illness and
addictions on the health of those people, she
said.
The goals of the class will be to improve the
doctor-patient relationship, create realistic
health-care strategies and become familiar
with inner-city resources, Dong said.
Students work in shelters, inner-city clinics
and the remand centre alongside a mentor with
experience working with inner-city patients.
“It made me realize that a lot of the people
here are very similar to us,” said resident
Natalie Choo. one oI the frst medical students
to take the course.
“Just as you use an interpreter for someone
who speaks a different language, you just need
to fgure out a way to elicit the inIormation
you need to help these people.”
The course will help Choo, an emergency-
medicine resident, work with patients who
have addictions or mental health problems.
They feel judged`
“They feel scared for whatever reason to come
to emergency,” Choo said. “They feel judged.”
“I try to say to every client I become involved
with that’s really not the case.”
Residents are fnding the course eye-opening
for other reasons as well, said Dong.
“They’re seeing a whole different side to this
population to what we traditionally see in
acute-care medical services.”
“We usually see patients in crisis, particularly
in the emergency department, and down here
we see a happy group of people who really
look out for each other.”
Heathrow Airport has given Air Canada
permission to resume its Iull schedule oI fights
heading to London, beginning Tuesday evening,
after turning away aircraft due to snow-clogged
runways.
The carrier said it may take more than a week to
move all passengers who were booked to travel to
and from London, “due to capacity restrictions at
Heathrow,” and because its aircraft were already
heavily booked prior to the holiday season.
Passengers are urged to consult the company
website Ior fight schedule updates beIore going
to the airport. They can also call Air Canada’s
automated fight inIormation system at 1-888-
422-7533.
Due to the high number oI cancelled fights
out of Heathrow, Air Canada said it will not
be able to check passengers and baggage with
connecting fights in London on other airlines
through to their fnal destination.
The carrier said these passengers will need to
retrieve their baggage upon arrival in London
and proceed to check in with the carrier operating
their connecting fight.
Earlier Tuesday, Air Canada spokesman Peter
Fitzpatrick said the airline was only able to
operate about one-third oI its normal fight
schedule to London for the past two days
because of the snowy conditions.
While some Canadians have trouble believing
just 10 centimetres of snow can affect so many
fights. David Learmount. an editor with the
industry publication Flightglobal, said a rare
combination of circumstances is to blame, not
the airport.
It’s unusual to have snow at Heathrow at
Christmas, he said. Plus, the snow is wet and
heavy, and is sitting on a thin layer of ice on the
tarmac. Learmount said planes can’t land on that.
He noted Heathrow doesn’t have enough
equipment to quickly melt the snow because it
isn’t usually a problem.
Learmount does, however, fault the airport for
its communication plan. He said it should have
relayed information to people sooner about
delays and cancellations.
Flight cancellations and delays have been
frequent since last Friday night, when snow
began clogging runways in several European
countries, including Germany, the Netherlands,
Switzerland, France and the U.K.
Germany’s largest airport in Frankfurt was close
to running a normal schedule oI fights again
on Monday. but then had to cancel 300 fights
early Tuesday after a new blizzard generated 40
centimetres of snow.
There were further disruptions at Paris’s two
main airports, Orly and Charles de Gaulle.

midfelders in the sport who have both received
the district and the country`s praise.
And one such unique midfelder was Andrew
Singh 19. a player with rare quality who could
thread a ball through an eye oI a needle. 'You
had to be good to crack the starting line-up at
the time¨. noted Singh.
The Rife Range youngsters dream to represent
the district came early aIter his stellar years
with U19.
'My playing career turned 360 deg. aIter
ioining Service Club that boasted most oI
district players at the time.¨ Singh said.
He pounced at frst opportunity to become a
regular in 1984 playing alongside Sam Work.

Choy and Niko Lilo to name a Iew.
'I would be lying iI I say I was not emulating
in the Iootsteps oI star midfelder Kelemendi
Vosuga Cheetah`.¨ he said.
Singh admits who wouldn`t want to be like
Cheetah`. adding he was the master creator and
an excellent visionary player.
It was a ioy to anchor the midfeld with his
caliber Singh said. 'I still adore him to this day.¨
adding he is the one who elevated his game.
At 19. under coach John Adshead`s tenure
Singh won his frst ever IDC championship.
A remarkable Ieat. he says considering many
to this day have not laid their hands on the
coveted Lloyd Fare Brothers Trophy. a prized
possession oI every soccer players dream. Most
have retired waiting in vain.
'It was iust a memorable achievement.¨ and
that to beat Ba at home. couldn`t have been any
better. it was sweet.
'It had our name written all over it Irom the
frst whistle. they (Ba) had Bale (Raniga) Ba
goalkeeper at the time to Meli Vuilabasa. Vimal
Sami and the rest.¨ Joseph recalls.
He said they were not settling Ior anything less
than an IDC crown.
Singh said the 2-0 fnal win Ielt like an eternity.
'It was my frst taste oI a maior win. I am
ecstatic even today.¨ he said. 'It had to be the
best memory oI my soccer career.¨
Later in 1985 he was again in the line up
with the dominants Lautoka who Ieatured in
the BOG fnals in Suva. playing dual central
midfeld with Cheetah`. out side links Miteli
Inoke and Semi Talawadua.
'We deIeated Rewa 3-0 in the fnal to win the
BOG.¨ reminisces Singh.
Singh`s migration to Canada in 1985 put his
dream to represent his country on hold. he says
it`s one thing he would want badly but like they
say it`s only a dream`. The same year Lautoka
won back-to-back IDC championships he
recounts.
He says it was an honor playing with some oI
the country`s best recognized players oI the era.
He adds hard work and dedication is what made
him a complete athlete. this was the dream team
oI 84-85 winning 3 championships. 2 IDC and
a BOG.
Lautoka`s style much in the early 70`s and 80`s
is attributed to their midfeld players who were
the architects oI one -two and tic-tac toe plays
the district is Iamous Ior. This caused maior
problems to the opponents.
'We learnt Irom the early years that Lautoka
played tactical and controlled soccer. the more
skills you possessed the more chances you will
get called to district level¨. said Singh.
Lautoka is renowed Ior its constructive style
oI Iootball Irom the early years when great
midfelders like Veremo Devourua. Chandar
Bhan Singh. Vilitate Lee. Onnie Wong. Yee
Cock. Mike Tuilawa and Gopal Krishna (Faisal
Khan) craIted them the status as country`s
leading playmakers.
Singh played Ior Club Tanoa F.C in Vancouver
in his prime years and helped Tailevu Naitasiri
premier side win the 1989 IDC. He plays
occasionally Ior Ba Masters in the Masters
Division oI Fiiian Soccer League.
FORMER Lautoka soccer president Raymond
Singh yesterday hit back at the Fiii Football
Association. saying he was ready to serve the
parent body 'Ior Iree¨ to prove his point that
there was enormous potential Ior growth in the
game.
Fiii FA president Dr Shamsu-dean Sahu Khan
had said that Singh`s criticism oI Fiii Football`s
latest Iall in the world rankings refected his
'ignorance oI Iootball administration¨.
Dr Sahu Khan queried in the other daily
that iI Singh knew so much about 'Iootball
administration¨ why he did not stay and serve
with the Blues Ior a longer period.

had viewed their concern aIter Fiii dropped to
152 in the recent FIFA world ranking.

'hundreds oI thousands on club. provincial and
sevens rugby. taking on Dr Khan`s challenge is
no problem¨.
'It`s all about marketing strategies rather than
iust enioying the perks and privileges that
comes with the iob.¨ Singh said.
'I am the true sports Ianatic and have no
intention oI ioining the Fiii FA under Doc`s
leadership.
'However. I have stated beIore and I am saying
it again that iI and when i do get into Fiii FA. I
will serve Ior Iree.
'I was very impressed with the current
Government and its clean-up campaign as
you can see the rewards we all have reaped. in
terms oI development in all areas despite the
limited resources.
'And I hope that someday the State will have
a closer look at the Fiii FA. to help with the
growth oI the game.¨
Singh called on the Fiii FA to reveal as to when
was the national squad Ior the Pacifc Games
announced.
Singh said Ior someone holding high oIfce
like Dr Khan to brand Iormer Fiii skipper
Tagi Vonolagi`s comments as 'idiotic¨ was
'unacceptable and appalling¨.
Another Iormer Fiii and Ba captain Taito Bula
backed Singh.
'Singh has always helped players. even those
like me who played many years Ior Ba. He has
done it in the past and continues to care about
the welIare oI players now. so I am sure he
knows what he is talking about.
'Not many oIfcials have a heart as big as Singh
because they worry about you only during your
playing days.¨
THE Nadi Sports Club has taken a proactive
approach by setting the dates Ior the annual Sunny
West Carnival early in a bid to attract more overseas
bowlers.
The tournament will begin with the Iours event on
May 27 Iollowed by the pairs event a Iew days later.
NSC bowls chairman Mohammad Shorab Khan
said this year`s Sunny West Carnival attracted 20
overseas bowlers.
He said they had set the dates early so overseas
players could plan their trip to Fiii.
'Next year`s Sunny West Carnival will be bigger
and better.¨ Khan said.
'We hope to attract more overseas bowlers to make
the tournament lively. Those players who travelled
this year enioyed our beautiIul weather. local
hospitality and have promised to return next year.¨
The local players Iared well in this year`s Sunny
West Carnival.
The Iours event was won by Ratish Lal. Abdul
Kalim. Santok Singh and Som Padayachi
Khan and Caucau Turagabeci the pairs title.
The NSC will be hosting coaching clinics Ior its

Khan said the idea was to increase the number oI
bowlers.
'We will be targeting school students.¨ Khan said.
'This year`s ANZ businesshouse tournament was
one oI the best in recent years. There was great
rivalry among the teams.¨

working as a hospital registrar
on Queensland`s Gold Coast.
was wrongly accused oI being
involved in the botched 2007
terrorist attack at Glasgow in
Scotland.
He was detained Ior more than three weeks
then had his working visa cancelled. but
an independent inquiry later cleared him
oI any wrongdoing.
His lawyer Rod Hodgson says details oI
the settlement will remain confdential.
'Today`s momentous outcome has been a
long time coming Ior Dr HaneeI.¨ he said.
'The mediation closes the book on an
incident that was a stain on Australia`s
reputation as a Iair place to work and
live.¨
Mr Hodgson says Iormer immigration
minister Kevin Andrews is also oII the

'My wrongIul arrest and detention in

and my Iamily. It has impacted on all

Police are investigating the theIt oI around

two daughters between 1973 and 1981

Another group oI asylum seekers has
been Ierried ashore at Christmas Island.
Three boats have now been intercepted
since last week`s shipwreck that claimed
up to 50 lives.
Navy patrol boat HMAS Glenelg
intercepted the latest vessel north-east oI
Christmas Island.
Authorities say the boat was carrying 68
passengers and two crew.
Barges were used to bring the asylum
seekers ashore at Flying Fish Cove.
They were loaded onto buses and taken
to a detention Iacility Ior health and
identity checks.
On Monday 55 asylum seekers Irom
a boat Iound at Ashmore ReeI last
Wednesday were unloaded onto the
island.
A third boat carrying asylum seekers was
intercepted on Ashmore ReeI with 56
passengers and Iour crew onboard.
It is expected to arrive on the island
within days.
As they perIormed they own security
patrols. they have called Ior a greater
police presence and warned would-be
thieves to stay out oI town. Iollowing a
Iresh wave oI looting.
Chad Coombe said three Iridges. a
Ireezer. a washing machine. a clothes
dryer and two televisions were stolen
Irom his property by a man posing as
a council worker late last week. On
Monday night thieves stole his tools.
He said he had spoken to at least three
neighbours who had also been robbed
Iollowing fooding in the small Iarming
community. 80km north oI Adelaide.
'It`s iust low. you can`t get any lower.¨
Mr Coombe said.
'We`ve already lost pretty much
everything and they`re coming in to take

investigated the damage in the new year.
While most other companies have
starting paying out the claims oI aIIected
residents. Mr Coombe and at least two
other households would spend Christmas
not knowing whether they were covered.

of six Australian bird types now believed to
be extinct.
Australia is known Ior its rich bird liIe but
the cost oI colonisation on the country`s
birds is becoming clearer.
A new study has Iound that one species oI
bird and fve sub-species that were listed as
critically endangered a decade ago. actually
vanished between 20 and 70 years ago.
Every decade. experts review the status oI
Australia`s birds based on the observations
oI birdwatchers around the country.
There has been no sign oI the six types oI
birds in trouble.
'We were worried about these birds when
we last reviewed their status 10 years ago.¨

Darwin University said.
'Sadly. no sign oI them has turned up in the
last decade.
'A number have been targeted searches Ior
them in iust the right habitat Ior quite long
periods oI time but have still not Iound
them.¨

'It`s about a 25 per cent increase in the
number oI types oI birds that have gone
extinct since European settlement in
Australia.¨ ProIessor Garnett said.
The researchers will recommend the birds
be internationally listed as extinct.

Do not think wrong! No, they are
not defaming their fathers in any
way! Anil Ambani’s son Anshul,
and Suniel Shetty son Ahan have
pretty much done what their fathers
could not, and in all probability
could not! What?..
The two teenagers have formed a
musical band of their own and are
ready to go for the kill. The two musical
champs, whose names incidentally
starts with the alphabet ‘A’ have an
un-named group with two other boys,
whose names also start with ‘A’!
While Anshul drums, Ahan sings
and plays the guitar. The duo and
their pals practice at (where else but
the) Ambani residence! And they
are already raring to go. They have
already put up a small gathering
performance for their parents and
close buddies. And sooner than later

Now we know they will have no

Fixation!

Work issues play a central role in Black
Swan, a devastating and provocative new
thriller from consummate director Darren
Aronofsky setting off sparks at the Fifth
Avenue Cinemas, Empire Studio 12,
Colossus and Famous Players Silver

highlights this tense tale that grabs you
and never lets up for its full 107 minute
course.
Fresh off his triumphant stewardship of
last year’s much heralded The Wrestler
Aronofsky one ups himself this year.
Ballet is a beautiful experience for
dancers and spectators alike. One New
York woman takes that work ethic a
bit too much to heart as Black Swan so
vividly demonstrates.
Born into a dancing family, quintessential
learner Nina Sayers has ballet ingrained
on her psyche. My oh my has Natalie
Portman grown from her appearances
in the recent Star Wars sagas to take on
serious and signifcant roles in grown
up adult dramas. Under Aronofksy’s
sublet tutorship Ms. Portman may have
reached her pinnacle here. Watch and
learn as this dancer gives her all to be the
consummate professional. Always at her
side is a doting mother who herself once
upon a time dreamt the big time in this
very competitive world served up well by
veteran actress Barbara Hershey (Hannah
and Her Sisters).
Not all is well, however in paradise.
While trying out to get the role of a
lifetime Nina comes into contact with
new girl on the block Lily. Known as the
black swan Lily is portrayed by the sexy
Mila Kunis (Date Night). To put it mildly
let’s just say these two don’t really like
each other and leave it at that.
Trying to keep these two women apart is
troupe director known as The Gentleman.
Man of all seasons French acting ace
Vincent Cassel (Mesrine) shows poise
and sharpness as the determined director
out to fnd his best dancers. Into this mix
comes both Nina and Lily. Knives come
out early as these two young women vie
for the top job in the production. Think
Nancy Kerigan and Tonya Harding from
the skating world and you can imagine
the struggle, torment and nastiness that’s
about to unfold.
Right from the start you’ll be engulfed
by the look of Black Swan. Superb
choreography unfolds as you’re swept
into the world oI ballet. Dance flms
have been done in the past in different
genres and here the whole experience is
Iulflling. Where the sparks really fy is
the way each of the two women interact
with one another and change over time.
And that music, so essential to this story,
will haunt you long after you leave the
theatre. Tchaikovsky fans will admire
the use oI this mesmerizing fow though
much of the movie. Feast your eyes
on the scrumptious costumes and set
designs, get caught up in the frenzied
competition where madness seems the
order of the day and top it all off with a
magical score that perfectly complements
all the danger circling one determined
young dancer who’s halo may be a touch
fragile and fading.
Made for an adult audience, Black Swan
is a sizzling thriller full of sophisticated
performances with egos to match the
power of this story. Hot sensuality ramps
up the intensity of this one of a kind
experience that will make many think
long and hard about signing up for any
dance school. Here the stakes are way
too high and the rewards truly feeting.
When Salman Khan is in the
mood to have fun, expect a blast.
The dashing star welcomed his ex
girlfriend Katrina Kaif on the show
Bigg Boss 4, and together the duo
brought the house down.
Surprisingly, there was no
awkwardness between Salman and
Katrina. Dressed in a jazzy red sari,
Katrina appeared on the show to
promote her upcoming flm Tees
Maar Khan.
Salman, who’s the show’s host,
teased Katrina, made her laugh,
made her dance and the lady seemed
to enjoy every moment of it. At
one instant he posed her a tricky

Pour all ingredients into a coffee cup.
Stir well. Finish with whipped cream.

Ingredients
1 (10-pound) salmon
1/2 teaspoon lemon pepper
2 lemons, thinly sliced
1 onion, peeled and sliced
1/4 cup butter, melted
Directions
1. Preheat oven to 350°F.
2. Wash salmon; pat dry and sprinkle the
cavity with lemon pepper. Season to taste
with salt. Place lemons and onion inside
cavity. Place salmon on a large sheet of
aluminum foil and drizzle with melted
butter; seal the foil.
3. Bake 1 1/2 hours. or until salmon fakes
easily. Serve hot.
Ingredients
oil for deep frying
1/4 cup butter
1/4 cup hot sauce
1 dash ground black pepper
1 dash garlic powder
1/2 cup all-purpose four
1/4 teaspoon paprika
1/4 teaspoon cayenne pepper
1/4 teaspoon salt
10 chicken wings
Directions
Heat oil in a deep fryer to 375 degrees F
(190 degrees C). The oil should be just
enough to cover wings entirely, an inch
or so deep. Combine the butter, hot sauce,
pepper and garlic powder in a small
saucepan over low heat. Stir together and
heat until butter is melted and mixture
is well blended. Remove from heat and
reserve for serving.
In a small bowl mix together the four.
paprika, cayenne pepper and salt. Place
chicken wings in a large nonporous glass
dish or bowl and sprinkle four mixture
over them until they are evenly coated.
Cover dish or bowl and refrigerate for 60
to 90 minutes.
Fry coated wings in hot oil for 10 to 15
minutes, or until parts of wings begin
to turn brown. Remove from heat, place
wings in serving bowl, add hot sauce
mixture and stir together. Serve.

Ingredients
1-1/2 cups four
1 stick butter
3/4 cup sugar
Directions
1. Leave the butter out of the fridge to soften
a little.
2. Cut pieces into the four and rub the butter
into the four with your fngertips. The result
should be like fne breadcrumbs.
3. Then mix in the sugar.
4. Grease the bottom and sides of an 8x8-
inch round or square baking pan with butter
and sprinkle with four.
5. Press the mixture very hard into the bottom
of the baking pan (use lots of pressure, that’s
what makes the shortbread hold together),
and bake at 350 degrees for 30 minutes.
6. Cut with a sharp knife into desired shapes
while it is still warm and sprinkle the top with
addtional sugar.
7. Let it cool in the pan - if you take it out too
soon, it falls apart.

IT SHOULD be Ho! Ho! Ho! but for
many of us Christmas is more Oh No! as
disaster strikes.
A lot of people will end up in hospital
on Christmas Day after festive mishaps.
And that’s not counting the toll of
soaring stress levels and family rows.
Here are some the top dangers, with tips
from the experts to make sure you really
do have a Happy Christmas.
You booze, you lose
ALCOHOL combined with high spirits
over the holidays is a potentially disastrous
mix.
If one of your guests overdoes it with the
sherry, you need to take charge.
You can’t control your family, but you
can change how you respond. If a family
member always has too much to drink and
starts a fght. all you can do is decide iI
you’re prepared to accept it.
Early on, tell them, ‘I love you and I want
you here, but I’m worried.’ Make it clear
that if they start niggling, they have to
leave - or you will! That shock can make
people behave.
Damage limitation
Be realistic about your own limits with
drink. Spot it coming and you’re halfway
there. It is recommended exercise and
lining your stomach with food before
having a tipple.
Exercising speeds up your metabolism, so
you’ll process alcohol and toxins quicker.
Try a brisk 30-minute walk or cycle.
Then, 30 minutes before you start drinking,
eat a wholemeal tuna sandwich washed
down with a pint of semi-skimmed milk.
Complex carbohydrates in the bread
provide steady energy, while tuna contains
liver booster taurine and protein to further
stabilise energy levels. The fat in the milk
is the perfect stomach liner.
Hangover healers
Dehydration and fuctuating blood sugar
levels are a main cause of hangovers.
Alcohol blocks the hormone vasopressin,
which helps the body conserve water,
so you wee more. It also causes a sugar
rush and the body responds by producing
insulin, leading blood sugar levels to
plunge, resulting in headaches, shakiness
and hunger.
To replace fuids. drink a pint oI water with
a sachet of diarrhoea treatment Dioralyte
before you go to bed and when you wake
up.
Some people swear by a fry-up for
hangovers, but fat can irritate the stomach.
Instead, have porridge or grilled bacon
on wholemeal bread for a steady energy
release.
Avoid aspirin, which can cause nausea and
indigestion.
Rows, moody kids... and bossy in-laws
A QUARTER oI us fnd Christmas more
stressful than getting married, with cooking
the dinner top of our anxiety list, according
to a recent survey.
To combat panic. fnd a quiet space. even
if it means locking yourself in the loo, and
doing the following exercise.
Lie on the foor with your hands resting
on the bottom of your rib cage. Breathe
in deeply for three seconds, moving your
hands up and down your body. Take ten to
12 deep breaths, feeling the air coursing
through your body.
It gets lots of oxygen to the brain to make
you mentally alert and gives you time to
reassess your priorities away from all the
noise.
If stressed-out guests are a problem, try to
create areas of calm around the house. Put
magazines in visitors’ rooms and leave out
DVDs or maps for walks they might enjoy.
For tensions over gifts, confronting the
issue - tactfully - may be your best bet. Mike
says: “If someone gives you a present you
don’t like, thank them for their kindness
but tell them it’s something you can’t use
or don’t wear and apologise for giving them
the wrong impression of yourself. Take
responsibility for their choice but thank
them for the thought.”
Over-excited kids can also send stress levels
soaring. Fresh air is the best thing, so send
them off to a local park or even just the shops
for some milk. Time outside will help them
burn off all those sugary treats, stabilising
their blood levels for reduced mood swings.
Another tip for happy kids is to stagger
present-opening throughout the day.
It makes them savour each one, which helps
calm them down, as well as giving you a
bargaining tool if tempers fray.
If a controlling mother-in-law is getting you
down, use a psychological technique called
defection. So. iI she or someone else has
a go because you’ve used gravy granules
instead of making your own, just agree.
Smile and say ‘Yes, that might have tasted
better.’ It’s a polite way of saying ‘bog off’
while making them feel like they’ve had
their say, to avoid arguments.
And fnally. iI a visitor is staying Ior more
than four days - book them a hotel room.

whether it’s for a
headache after over-
indulging, or shoulder pain from shovelling
snow.
A supply large enough for house guests is a
good idea too.
It’s also useful to have some antihistamines
on hand in case of any allergies (which
natural Christmas trees can bring on).
And make sure you have a good selection
of plasters on hand, especially if you have
kids.
A decent thermometer is a must. A digital
one to use under a child’s arm. It can also be
used in the mouth for adults or older kids.
Don’t bother with strips for the forehead.
They measure skin temperature, not core, so
they’re inaccurate.
Children’s tylehnol and gravol are good to
keep in stock. You might also like to have
some rehydration sachets in case of attacks
of food poisoning or gastroenteritis.
And if you’re on regular medication, make
sure you have enough to last the holidays.
It could be hard to get another prescription
from your doctor at short notice and then
fnd a drug store that`s open nearby.
If you have asthma, stock up on your usual
inhalers because it’s all too easy to lose one
of them. Or you may need a few more puffs
if you develop a cold.
Those with high blood pressure or heart
conditions need to ensure they don’t run
out of medication, especially if spending
Christmas with others.
Antidepressants should be taken without a
break to keep up the effect, particularly for
those who are worse in winter.
Take care with toys
MORE than 35,000 kids under 15 end up
in the hospital after an accident involving
a toy each year.
Always get age-appropriate toys from a
reputable manufacturer.
Throw away plastic wrapping and at the
frst sign oI any damage. put the toy out oI
reach. Breaks often expose sharp edges.”
FOLLOW these guidelines when putting
lights on your tree.
NEVER use electric lights on a fake
metallic tree. If faulty, the tree can
become charged, causing a shock.
NEVER leave lights on overnight.
ALWAYS check labels to be sure they
can be used outdoors. Moisture and cold
can cause indoor ones to short-circuit.
NEVER use nails or tacks to string
lights - use laminated hooks or insulated
staples.
First aid tips you need to know
Here are some frst-aid tips to keep you
safe.
BURNS: Hold affected area under cold
water for at least ten minutes. Remove
jewellery and clothes from the area
unless sticking to skin. Cover with clean,
non-fuIIy material to stop inIection. A
clean plastic bag or cling flm make good
dressings.
If the burn area is bigger than a postage
stamp, seek medical help.
Do not apply any lotions, creams or
sticky plasters and never burst blisters. If
clothing is on fre. drop the person to the
ground and wrap the fames tightly in a
coat or blanket. Roll the person along the
ground until fames are put out.
BLEEDING: For severe bleeding, apply
pressure to wound and raise injured
limb. Do not remove any large object
embedded in a cut, apply pressure either
side of it and seek medical help.
For nosebleeds, sit the person down,
ask them to tilt their head forward, then
pinch the end of their nose. Do this for
ten minutes and repeat for another ten if
bleeding continues.
CHOKING: Give fve hard slaps to the
back between the shoulder blades with
the heel of your hand. If it doesn’t work,
stand behind them and place your arms
around them. Put a clenched fst iust
above the belly button, with the other
hand on top. Pull inward and upward fve
times. Repeat the cycle three times. If it
doesn’t work, call 911.
For babies, lie them on your forearm, head
Iacing down. Give fve back blows. II this
fails, turn the baby on their back and give
fve chest thrusts. using two fngers in the
middle of the chest pushing upward and
inward. If this fails, call 911.

Symptoms
Following are the signs that indicate the
presence of this ailment:
* Running or blocked nose
* Sneezing
* Sore throat

Causes
The aggravation of the intake of cold
food, drinks and fried stuff etc causes
cough. Seasonal changes is also one of
the reasons for cough Improper digestion
of food transforms into a mucus toxin
and this circulates through the body and
reaches the respiratory system, where it
causes colds and coughs.
Remedies
* The body should be kept warm -
especially the feet, chest, throat and head.
Sweating is very helpful.
* Take half a teaspoon of ginger juice
with half a teaspoon of honey, three
times a day (morning, noon and night).
In winter, warm the mixture by mixing a
teaspoon of warm water in it.
* Mix half a cup of warm water with
one teaspoon of lemon juice and one
teaspoon of honey.
Dosage: Take several times a day.
* In cases of dry cough (especially during
the night), peel a small piece of fresh
ginger. Sprinkle some salt on it and chew.
* Take equal amounts of cardamom,
ginger powder, black pepper and
cinnamon (1 teaspoon each). Add sugar
equal to the total amount of mixture and
grind to make a fne powder.
Dosage: Take half a teaspoon twice daily,
with honey or warm water after meals.
* In cases of sore throat, a clove or
two cardamoms or a few raisins can be
chewed.Gargling with warm salty water
two to three times a day is also benefcial.

* Herbal teas
* Hot milk with a piece of crushed ginger
* Half a teaspoon of turmeric powder
mixed in milk provides relief.

Salt
There’s a place for salt in a healthy eating
plan, but most of us consume two or even
three times the recommended amount, often
without even realizing it. We need small
amounts of salt for healthy functioning,
such as maintaining a proper fuid balance
in the body.
The Heart and Stroke Foundation suggests
that Canadians use no more than 1 tsp (5
mL) of salt a day (2,300 mg), whether it
comes from the salt you shake on your food
or the salt in processed and packaged foods.
The blood pressure connection
About one-third of people are sensitive to
the sodium component of salt. This means
that excess dietary salt can increase the
amount of blood in the arteries, raising
blood pressure and increasing the risk of
heart disease and stroke.
If you can lower your intake little by little
each day, you can reduce blood pressure.
Because our diets are generally so high in
salt, everybody – even those with normal
blood pressure can beneft Irom reducing

Foods with high salt content
About 80% of the salt we consume comes
from processed foods, including fast foods,
prepared meals, processed meats such as hot
dogs and lunchmeats, canned soups, bottled
dressings, packaged sauces, condiments
such as ketchup and pickles, and salty

Steps you can take to lower salt intake
Check the Nutrition Facts table on food
products for sodium or salt. If the daily
value of sodium listed in the table is 10%
or less, the product is considered low in salt.
To help reduce added, unnecessary salt:
* Cut down on prepared and processed
foods.
* Eat more fresh vegetables and fruit.
* Reduce the amount of salt you add while
cooking, baking or at the table.
* Experiment with other seasonings, such as
garlic, lemon juice and fresh or dried herbs.
* Avoid using commercially softened water
for drinking or cooking.
* Look for the Health Check™ symbol on
foods. Health Check is the Heart and Stroke
Foundation’s food information program,

Before Stringing Your Lights
·BeIore stringing your lights. there are
some things you should consider.
Before removing purchased lights from
the box, plug them in to make sure they
work.
Test each set of lights before placing them
on the tree.
Keep the lights plugged in as you string to
help you spot any holes.
Divide the tree into three vertical sections
and string each section separately.
Wrap an extension cord with spaced
outlets around the base of the tree and
attach it with twist ties.
Methods
·How you string your lights is up to you.
However, you may want to consider one
of these three methods:
-Start at the base and work upwards.
-Wrap the lights around every major limb
from the trunk to the tip and then back.
-Continue until the entire tree is covered.
-Weave strings of lights near the base of
the branches and then move to the outer
edges of the branches.
-Wind a short set of lights around the
trunk of the tree. Then, attach a longer set
of lights at the top and spiral it around the
tree. The lights should rest on the tips of
the branches.
Safety Tips
·Whenever using lights. saIety should be
your frst concern. Here are a Iew tips to
ensure you don’t have any problems:
-Replace any lights that have broken or
cracked sockets, frayed or bare wires, or
loose connections.
-Use only indoor lights on your tree.
-Do not use electric lights on a metal tree.
-No more than three light sets should be
plugged into an extension cord.
-Turn off lights and other decorations
before you go to bed and before leaving
the house.
-You can string together three 100-light
strands or six 50-light strands.
Step 4: Add the Topper
·The topper is what sits at the top oI
your Christmas tree. While most people
imagine stars and angels, you are not
limited to these two choices. In fact, if
you keep in mind that more is better, there
really is no wrong choice for a topper.
·Although you might think adding the
topper is one of the last things that you
should do. by adding it frst you can get

tends to be the focus of the tree and one of
the frst things people see. Plus. by adding
it frst. you won`t have to try and reach
over decorations to set it on your tree.

topper using wire on a stick or rod to give
it a vertical perch.
Step 5: Add Garland
·Garland should be added aIter the lights
but before the ornaments. Although
garland is not required, it can be a nice
touch to your tree.
Some things that can be used as garland
include thin strings of beads, thick paper,
Ioil. Ieather boas. fower leis. fsh netting.
wired or mesh ribbon.
There are no wrong or right ways to hang
garland, so long as it doesn’t hang too
tightly.
You will need about two strands of garland
for every foot of tree.
It is best to start at the top of your tree and
work you way down.
Use more garland on the bottom portions
of your tree.
Combine fancy and plain garland to avoid
making your tree look too busy.
Step 6: Add Ornaments and Other
Decorations
·Ornaments are the maior parts oI your
tree’s decoration and will vary from tree
to tree. The best advice you can follow is
to do what you want. After all, it is your
tree and it should refect your personality.
What to Use
Oversized ornaments cost more, but
you need less, and can be more visually
striking than normal sized ornaments.
Crystals will create a sparkle especially
when placed next to the lights.
For brighter lights, add ornaments with
refective surIaces.
Pinecones, leaf sprays, berry branches and
other natural elements are inexpensive
ways to add a natural quality to your tree.
Use specialty shapes to create variety on
your tree.
Other items you can use on your tree
include berries, fruit, leaves dipped in
copper gold or silver, ivy, fern leaves,
magnolia leaves, clip-on birds, icicles and
silk fowers.
How to Hang
·There are two basic theories on hanging
ornaments. One suggests leaving your
favorite or better ornaments for last while
the other suggests starting with them.
Ensure these ornaments are placed in the
most visible spots. Make sure you hang
them at eye level. This will keep them
where they are visible and out of reach
of pets and children. No matter which
method you decide to do use, you may
want to take some of these other tips when
you are decorating your tree:
-Start with your largest ornaments and use
smaller ones to fll in the spaces around
them.
-Place some ornaments toward the inside
of your tree to create depth.
-Use green foral wire or colored ribbon in
place of ornament hangers because they
are less likely to slip off the tree.
-Bend the tips of branches up to help keep
the ornaments on the tree.
-Use fller ornaments such as solid color
balls to coordinate and enhance your
decorating scheme.
-Repeat one type (color or shape) of
ornament to create unity on your tree.
-Gaps in your tree can be flled with silk
fower sprays. bunches oI artifcial leaves.

ICBC AND EMPLOYEES UNITE TO RAISE $1 MILLION - DECEMBER 17, 2010
The Canadian Food Inspection Agency
is warning the public not to eat a brand
of vacuum-packed corn from China that
may contain botulism-causing toxins.
The affected product is Sweet Glutinous
Corn, a single corn cob packed in a plastic
bag and sold under the Yu Yuan brand
across British Columbia.
It weighs approximately 300 grams, has a
manufacture date of March 19, 2010 and is
marked by UPC 6 9224744 188425.
The CFIA says the product could contain
Clostridium botulinum. Food contaminated
with the bacteria may not look or smell
spoiled, but consumption can cause nausea,
vomiting, fatigue, dizziness, headache,
double vision, dry through, respiratory
failure and paralysis and even death in
severe cases.
The product’s importer, Vancouver-based
Yie Ming Ltd., is voluntarily recalling the
product from the marketplace. The CFIA
will monitor the effectiveness of the recall.

ICBC’s 2010 United Way campaign its’ most generous ever
It’s just another way for holiday
shoppers or party goers to get a safe
ride home. Free cab rides are being
handed out in Richmond, but you
have to find them first.
There are 10 Richmond cabs
cruising around from 11 a.m. to 11
p.m. right up until Christmas Day.
Shawn Hall with Telus, the
company behind the free lifts, says
the ride is good anywhere within
50 kilometres. “Whatever you need
the cab ride for, whether you’ve
been out shopping and you have all
sorts of bags and need a quick ride
home, or whether you’ve been out
and have had a few drinks and think
maybe it’s a good idea to grab a ride
home with those new drinking and
driving laws.”
Hall adds the response has been
good and Telus may expand the
project in 2011. The free cabs have
a Telus decal on the side.
Our retail spending has risen for the third
month in a row, but BC’s stores are doing
only slightly better than they were a year
ago when we were in a recession.
Statistics Canada says retail sales in
this province were 2.1 per cent higher in
October on a year-over-year basis, totaling
$4.8 billion.
Compared to the previous month, BC

The annual campaign for United Way is
ICBC`s most signifcant philanthropic
effort. This year, employees donated more
than $800,000 and ICBC gifted $200,000
through the corporation’s new matching
funds program for United Way to support
initiatives for school-aged children (ages 6
to 12) and seniors.
This year’s new matching funds program
has allowed ICBC employees to invest
in programs important to them as parents
and children of aging parents, and given
the corporation an opportunity to support
future and past customers in communities
across the province. Thanks to the program,
more than $500,000 will be invested to help
improve the quality of life for both kids and
seniors in the coming year.
“On behalf of the United Way and our
communities, we thank everyone at ICBC
for reaching this phenomenal record and for
consistently being one of our top workplace
campaigns,” said Michael McKnight,
president and CEO of United Way of the
Lower Mainland. “ICBC and its employees
are true leaders and continue to do so much
to help those in need.”
United Way addresses root causes of key
social issues, provides sustainable solutions,
and generates community impact in the
longer term.
ICBC is a long-time supporter of United
Way and its vision to create a healthy, caring
and inclusive community for all. Their
annual campaign has raised more than $4.5
million since 2005 alone.
ICBC’s campaign is jointly held with its
Union, COPE 378. “Our members are very
proud to take part in this campaign each
year.¨ said Canadian OIfce and ProIessional
Employees Union, local 378 president Andy
Ross. “The result of this year’s campaign is
a wonderful achievement – it allows our
members to give back to the communities
where they live and work.”
