Steve called the meeting to order at 11:38 a.m. Kim announced that Visit Oakland has partnered with the Oakland Athletics, the Oakland Chamber of Commerce, the City of Oakland and the districts to host Oakland A’s spirit week from April 1st through the 7th to promote the opening week of the 2013 Oakland A’s season. The committee reviewed the minutes of February 28, 2013.

Chris moved and Andrea seconded the motion to approve the minutes of February 28, 2013. Ke abstained and the motion was approved.

Discussion of Art & Soul sponsorship, solicitation of proposal from City and review of past DISI-sponsored events

Steve explained that in past years the districts have sponsored Art & Soul in substantial amounts, but this year our budget is smaller than previous years and no money is set aside specifically for this event. Tori noted that if we do choose to sponsor Art & Soul, we do not want to wait for Samee to submit a request. The committee agreed to sponsor the event in the amount of $1,500 per district.

Staff explained that we are required to go to bid every three years on all contracts worth more than $5,000 and noted that we entered into contract with Gallen.Neilly in April of 2010. The committee reviewed the RFP, which has been approved by the board presidents and committee chairs. Staff will solicit Gallen.Neilly and a few other firms in the district including Full Court Press, in addition to posting the RFP on our website and the California Downtown Association website. Staff presented the draft of the Spring Newsletter to the committee. Tori explained that we will be changing the cover photo to something more colorful, and noted the extensive list of new businesses in the districts. Steve discussed other planned marketing materials that staff is planning on using at the Annual Breakfast. Nancy discussed the work that Gallen.Neilly has done to promote the Great Wall Cat Video Festival and the Ambassador card program. Steve discussed a pop-up project he is planning with Cynthia Lee and Pro Arts who has several vacant spaces in the districts. Andrew discussed the various projects that are going to be completed this Spring and will be featured at the Spring Unveiling. Steve discussed the development and activities of HUB Oakland. Andrew discussed the city’s plans for Latham Square and how our plans have changed. Steve introduced Pro Arts, and Margo gave an overview of the Downtown Oakland Arts (DTO Arts) program and activities. There was discussion of an advertisement in the Pro Arts Gallery Guide and possible funding opportunities.

Chris moved and Andrea seconded the motion to purchase a ¼ page advertisement in the Pro Arts Gallery Guide for $450 per district from the Marketing line item. The motion was approved unanimously.

Introductions were made and the meeting was called to order. CJ Hirschfield informed the committee that the Annual Head Start Day at Fairyland was held on Friday, April 19 with 2400 people in attendance. The Fairyland adult only annual fundraiser, complete with an Oz theme, will be held on June 6th. Costumes are encouraged! She also announced a partnership with BART to install Fairyland billboards and marketing at the 19th Street station. Steve informed the group that he and Andrew would be attending the Airport Area Business Association retail Forum at the Lake Chalet on May 8th and that staff would be attending the Visit Oakland Stakeholder Summit on May 9th. Sara May explained to the group that the Jack London Improvement District was in the last week of its petition phase and that they were making a final push to outreach to property owners to secure the required 30%, and requested assistance. The Annual Breakfast meeting will be held on June 13th!

Approval of the minutes of March 28, 2013 Meeting Public Relations RFP response review and recommendation to the boards

Approval of the minutes was tabled until the May 23rd meeting as no one in attendance was at the previous meeting. Three responses to our PR RFP were received and distributed for consideration by the committee-Gallen Neilly, Rethink Multimedia and Glass House Communications. While members of the committee and staff were impressed with the proposal from Rethink, they lacked industry specific experience. The consensus of the group was to continue contracting with Gallen Neilly for the remainder of 2013. It was proposed that at some point the districts may consider dividing the PR contract between two vendors-one to handle ORG specific issues and one to work more directly with DISI on social media marketing with a more Oakland-centric approach. Tori presented the graphic identity program, as proposed by Aspire Visual Communications, to the group. The concept played off of the current newsletter masthead that combines Uptown and Downtown in one cohesive brand. The proposal included redesign of district letterhead, banners, presentation folders and business cards. The program includes an updated color palette and suggested font styles. The identity program was well received by the group and would be taken to the board for review in May. Renee Rivera with EBBC presented a proposal for funding of the June 9, 2013 WOBO sponsored Oaklavia event at Lake Merritt. They requested a total of $3,000, $1500 from each district. It was determined the event route would only touch the LMUDA boundaries, so DOA could not fund it. In lieu of financial sponsorship from DOA, in kind services, such as ambassador support and the creation of signage alerting participants to open businesses in the area, would be provided.

No action taken.

Sara moved and CJ seconded the motion to recommend the selection of Gallen Neilly as the district PR consultant through December 31, 2013. The motion was approved unanimously.

District Identity Program review

No action taken.

Funding request from WOBO for Oaklavia

CJ moved and Lucinda seconded the motion to authorize a $1,500 sponsorship from LMUDA for Oaklavia, contingent upon the receipt of a final route map and clarification of marketing opportunities for the district. In kind services were also offered from DOA on the day of the event. The motion was approved unanimously.

Media Inquiries/Pitches:
 Received a phone call from ABC 7 reporter Ron Lopez re: the shooting on April 23. Gallen.Neilly consulted with Ted Tarver and then returned the reporter’s call with information on the Ambassadors serving as witnesses only by reviewing surveillance footage from local merchants. Once the reporter found out that the Ambassadors do not hold their own investigations, he seemed to lose interest… but then we informed him of the other duties of the Ambassadors and Districts and the reporter then asked to be added to our newsletter & media lists. Coordinated & attended interviews between Louise Couvelaire (LeMonde Magazine), CBD staff, hospitality & maintenance ambassadors and shop owners in Oakland regarding the districts ambassador program on 4/16… toured the districts with CBD staff & Louise. o Also coordinated a photo shoot on 4/25 with the LeMonde photographer. Prepped/planned with Ted Tarver, Ambassador Nick & Andrew Jones for the photo shoot via phone. “Lake Merritt/Uptown & Downtown Oakland District Ambassadors celebrate A's Spirit Week w/ Mayor Quan” distributed to the media on 4/4/13 Arranged interviews for Deborah Boyer, Michelle Lane, and Andrew Jones with Julie at BisNow SF regarding recent activity and future activities in the Downtown and Uptown/Lake Merritt District Associations. Coverage resulted (please see below under the “Recent Clips” section) o Snapped photo’s in and around Oakland of Deborah Boyer, Michelle Lane, Andrew Jones, and Ambassadors in Oakland a day before the interviews. o Sent photos, with captions, to Julie for use with her story. Received a phone call from Laura McCamy at Oakland Local requesting a brief interview with Steve Snider regarding Pop-up Hood and business development improvements within the districts. Arrangements were made 4/15 - monitoring media for coverage. Received a phone call from Jim Brown at the Piedmonter/Montclarion (Bay Area News Group Publication) regarding the impact the new theater has had within the districts. Andrew Jones spoke to him 4/10/13 – monitoring media for coverage. Worked with Issabella on next month’s First Friday Cat Festival and took a part in placing a front-page cover story in the San Francisco Bay Guardian on 4/9/13 with joint team effort with the Great Wall & Issabella (please see below under the “Recent Clips” section). o Sent other recent clips to Issabella regarding the First Friday Cat Festival, per her request. Sent exclusive on leasing to Natalie Dolce (GlobeSt)- clip resulted on 3/17 (please see below under the “Recent Clips” section). Coordinated with Mike Mibach of KTVU for Ambassador Card pitch- Mike could not get the pitch approved in his morning planning meeting

       IDA Feature opportunity for Oakland – Gallen.Neilly has coordinated with the IDA to have the districts featured as their “Downtown of the Month” for the upcoming month. Gallen.Neilly provided a suggested quote to Steve Snider, on behalf of the Districts, for a request re: Jack London Improvement Districts. Oakland A’s Spirit Week – Gallen.Neilly suggested possibly having Ambassadors wear A’s T-Shirts/Hats for that week for media photo opp. o Pitched to Visit Oakland/A’s on KGO Radio o Tweeted and Facebooked the tie in with the Ambassadors wearing the hats and a contest that Visit Oakland promoted for A’s Spirit Week. What is Oakland Art Murmur?
Oakland Art Murmur, Inc. (“Oakland Art Murmur” or“ OAM”) is a constantly evolving organization. Over the past six years, it has been perceived at various times as a gallery collective, a gallery walk, a gallery district, a craft fair, a community event, and a First Friday street party. Today Oakland Art Murmur is something else completely: a non-profit organization run by a part-time Executive Director and a volunteer board of seven Directors, who work in various ways to forward Oakland Art Murmur’s longstanding mission of increasing awareness of, and participation in, the visual arts in Oakland.

2013 Goals
Our goals for 2013 are to: • Increase foot traffic to affiliated gallery exhibitions in general, and especially on days other than First Friday, including weekday hours, Thursday evenings, and Saturday afternoons; • Increase the quality of traffic to affiliated gallery exhibitions (e.g. attracting an audience who is truly eager to engage, as well as more curators, critics, and collectors); • • • •
Draw new visitors from around the Bay Area to affiliated galleries; Draw visitors from other cities, states, and countries to affiliated galleries; Provide a positive and engaging experience to all visitors; and, Raise Oakland’s profile as a respected contemporary art destination, on a par with other comparable gallery communities and markets such as Brooklyn, Los Angeles, and San Francisco.

Programs and Activities
Oakland Art Murmur has several programs in place to support these goals, including: A New and Improved Website listing locations, exhibitions, and special events at affiliated venues. • 130,224 unique visitors in 2012 • Up to 7,000 unique visitors on First Fridays alone • An average of 700 maps downloaded each First Friday. (Member galleries may post content relevant to their
gallery, subject to terms below.) Print Guides showing locations of affiliated galleries printed several times a year. • 17,000 First Friday and Saturday Stroll postcards printed in 2012 • 30,000 Gallery Guides printed in 2012, distributed via SFAQ, affiliated galleries, Visit Oakland offices,
Community Benefit Districts (CBD) offices, Oakland Airport Information Desks, and East Bay and San
Francisco Hotel Concierges Facebook presence • 7,335 followers on our Facebook page • 2,326 followers on Facebook group • Affiliates can post updates and create events Monthly Walking Tours - Gallery Directors and other members of the art community volunteer to lead monthly walking tours on the third Saturday of the month. Tours focus on a specific district bringing visitors to 4-5 galleries for short introductions to the gallery’s programming and their current show. Friends of Oakland Art Murmur - OAM is building a community of supporters who have a serious commitment to art in Oakland. In exchange for a donation, “Friends” of OAM are invited to special private events at the galleries. Both Friends and affiliates enjoy the opportunity to engage with each other and with Oakland’s art and artists on a more intimate basis than at a typical First Friday Art Murmur event. Cultural Partnerships - New cultural partnerships with the Oakland Museum of California, Oakland Ballet, and the Oakland East Bay Symphony (among others) allow us to cross-market to one another’s members and audiences. Media Partnerships - Partnerships with the East Bay Express, Juxtapoz Magazine, and SFAQ generated tens of thousands of dollars worth of free print advertising for Oakland Art Murmur galleries in 2012. Group Negotiating Power - Our galleries have in the past teamed up to get specially discounted rates on advertising in regional and national art publications and on booths at the San Francisco Art Fairs. Press Team - Executive Director (currently Danielle Fox) and Board President (currently Marshall Lamm, Director of MLPR, a national public relations agency), available to answer press inquiries, distribute press releases, and respond to communication challenges on behalf of the gallery community. Advocacy - Executive Director and Board of Directors maintain relationships with the City of Oakland, Visit Oakland, the Community Benefit Districts and other stakeholders, to represent the interests of the affiliates when policy decisions are being made. Board and Advisory Council - OAM Affiliates are supported by a Board with a wide range of professional expertise. In addition, in 2013 we will be building an Advisory Council as a way to consolidate endorsements and support from prominent members of the art and business communities. Who Benefits?
OAKLAND’S GALLERIES AND VISUAL ART EXHIBITION SPACES benefit from increased attendance, increased quality of visitors, increased potential for sales, and increased publicity.

ARTISTS benefit from having more people see their work, more publicity, and more potential for sales. In 2012, OAM venues showed over 1,200 artists in over 400 exhibitions and collectively paid out over $125,000 to artists, most of whom live or work in Oakland or the East Bay.

NEIGHBORHOODS benefit from seeing empty storefronts and warehouses transformed into galleries, from secondary business generated by galleries, from increased foot traffic in the areas around galleries, and from press about the creativity and vitality of Oakland’s gallery districts.

THE CITY OF OAKLAND benefits from increased business generated by the galleries, from OAM’s ongoing efforts to draw out-of-town visitors to Oakland for the first time, from OAM’s commitment to providing a positive and engaging cultural experience for visitors when they do come, and most of all, from all the positive press that OAM and the visual arts constantly generate about the city’s cultural renaissance and revival.

Anyone who cares about Oakland’s Galleries, Artists, Neighborhoods, and the City itself should be supporting the efforts of the Oakland Art Murmur organization.

Fill out the Sponsorship Profile form. Scan and email the form to [email protected] or mail a hard-copy of the form to: Oakland Art Murmur 473 25th St., Suite E Oakland, CA 94612 Submit your payment, either by check or by credit card. Make checks out to FRACTURED ATLAS with Oakland Art Murmur in the subject line and mail to the address above (Fractured Atlas is our Fiscal Sponsor and handles federal reporting and generation of letters for tax purposes). If you are not a previous sponsor or have not been invited to sponsor Oakland Art Murmur, the sponsorship agreement is subject to approval by the Board of Directors.
