Tampok sa family day ang pagdaraos ng family development sessions (FDS) kung saan ang mga pamilyang benepisyaryo ay tinuruan ng ilang mga pamamaraan upang maging matibay ang kanilang pagsasamahan. Kabilang sa mga paksang tinalakay sa FDS ay ang pag-unawa sa mga karapatan ng mga bata, tamang pagbabadyet ng pera, relasyon ng mag-asawa, paano mag-uusap ng tama ang mag-asawa at pag-unawa sa pagkakaiba ng babae sa lalaki. Aquino III has declared July 23, which falls on a Tuesday, as a special (non-working) day in Gingoog City in the province of Misamis Oriental in celebration of its 53rd Charter Day. The Chief Executive issued the declaration through Proclamation No. 578 signed by Executive Secretary Paquito N. Ochoa Jr. on May 15 to give the people of Gingoog City the full opportunity to celebrate and participate in the occasion with appropriate ceremonies. President Benigno S. Aquino III has cited the Food and Nutrition Research Institute (FNRI) for seeking methodologies that can help alleviate hunger, malnutrition, and poverty in the country. "As an active working arm of the Department of Science and Technology, the FNRI, along with your partner organizations, remains committed to seeking methodologies to improve the food and nutrition sector," the Chief Executive said in his message to FNRI on the occasion of the 39th FNRI Seminar Series on Food and Nutrition Researches and S&T (Science and Technology) Activities. In cooperation with the Food and Nutrition Employees Association Inc., the FNRI, which is under the DOST, opened on Thursday the two-day seminar at the FNRI Auditorium of the DOST Compound in Bicutan, Taguig. The event will end on Friday. "A healthy mind and a strong body makes a productive citizen; this is why we count food security and proper nutrition as fundamental in empowering our people,‖ the President said. The President underscored the need to integrate science and technology in order to meet the global challenges. Malacanang said on Thursday that it was closely monitoring the events unfolding in Egypt as it underscored the importance of ensuring the safety of overseas Filipino workers in the Middle Eastern country. Presidential Spokesperson Edwin Lacierda said in a press briefing in Malacanang that the Department of Foreign Affairs is reminding all OFWs in Egypt to take every precaution necessary and to remain out of harm‘s way. ―Ang concern po natin at ang priority po ng ating pamahalaan ay ang kapakanan po ng ating mga Pilipino doon (in Egypt). Sinabi na po ng ating DFA na nire-request ang ating mga Pilipino doon na mag-ingat at saka huwag lumapit doon sa mga areas na may kaunting kaguluhan. We are monitoring the situation in Egypt right now as well as the safety of our fellow citizens abroad,‖ Lacierda said. Egypt is in a state of unrest after massive protests called for the resignation of the country‘s 5th president Mohamed Morsi. Morsi, who was born on August 8, 1951 is an Egyptian politician who assumed office on June 30, 2012 but was declared unseated by Egyptian defense minister Abdul Fatah Khalil Al-Sisi in a coup d'état on Wednesday (July 3).

Malacanang said Sultan Kiram of the Sulu Sultanate should coordinate with the local crisis management committee of Sulu if he is really serious in helping for the release of the Bansil sisters who were kidnapped by Muslim extremists in the south. Sultan Kiram offered to help the government in negotiating for the freedom of the Bansil sisters. The sultan should have to talk to Governor Mujiv Hataman of the Autonomous Region in Muslim Mindanao (ARMM) or to Governor Sakur Tan of Sulu because they are the ones in charge, Presidential Spokesman Edwin Lacierda said in a press conference in Malacanang on Thursday. ―Governor Sakur Tan is the local crisis action committee head and Governor Hataman is also assisting in his capacity as ARMM governor [is] also helping out in that area. So he would have to discuss it with Governor Abdusakur Tan and Governor Hataman,‖ Lacierda said. It isn‘t necessary to offer the help to the Palace and the sultan should go directly to the local crisis committee it he‘s willing to help free the hostages, Lacierda said. Governor Sakur Tan is on top of the situation and the national government is getting regular updates from the local level, the Palace official said. Nadjoua Bansil, 39, and younger sister Linda, 36, were abducted in Jolo on June 22 while working on a documentary about its impoverished residents, Lacierda said. "We have 12 legitimately elected senators and those who have won the elections, with the exception of a few that are still being questioned in either the COMELEC or in other tribunals, have already taken their oaths. Malacanang welcomed China‘s latest statement on its willingness to hold discussions for the possible crafting of a Code of Conduct in the South China Sea amid continuing tensions in the area. In a press briefing in Malacanang on Thursday, Presidential Spokesman Edwin Lacierda said he can not speculate on China‘s intention to spearhead low-level discussions to resolve the dispute but he said it is a welcome development. ―It‘s a forward step with China agreeing to at least discuss the Code of Conduct with us. We already drafted the Code of Conduct, and now we have asked them to discuss it with us, and China has already said that they are discussing with us. And so this is a step in the right direction,‖ Lacierda said. After years of rejecting efforts to start talks for a Code of Conduct with the 10-member Association of Southeast Asian Nations (Asean), China has agreed to host talks between senior officials this coming September. But the code would not touch on the territorial claims but would set rules for actions by ships, aimed at minimizing the risk of missteps that could lead to hostilities. The discussions, to be held in China, was described as ―consultations‖ rather than ―negotiations‖. Asean and China ministers met in Brunei this week for a security forum that tackled the tension in the West Philippine Sea. The US, an ally of the Philippines and Vietnam said it is not taking sides on the issue but said that its strategic interest is the freedom of navigation in the West Philippine Sea. Pagkaraan ng paulit-ulit na pagtanggi sa pagsisikap na simulan ang usapan tungkol sa Code of Conduct sa 10 bansang kasapi ng Association of Southeast AsianNations (ASEAN), pumayag na ang Tsina na maging punungabala sa pag-uusap ng mga senior officials sa darating na Setyembre. Subali‘t hindi wala sa code ang paghahabol sa teritoryo subali‘t magtatakda din ng mga tuntunin sa mga kilos ng mga bapor sa hangaring mabawasan ang panganib na ang ano mang maling hakbang ay magbunga ng karahasan. Ang pag-uusap ay gaganapin sa Tsina at sinasabing ito ay ―konsultasyon‖ at hindi ―negosasyon.‖ Nagpulong ang mga ministro ng ASEAN at Tsina sa Brunei ngayong linggong ito para sa kapanatagan at kabilang sa tinalakay ang tensiyon sa West Philippine Sea. Ang Estados Unidos na kapanalig ng Pilipinas at Vietnam ay hindi pumapanig kanino man tungkol sa isyung ito, nguni‘t sinabing mayroon itong strategic interest sa kalayaan sa pagla -layag o nabigasyon sa West Philippine Sea. Baldoz rolls out new measures for the operation of Bahay Kalinga Source: http://www.dole.gov.ph With the aim of further enhancing and strengthening the operations of the Philippine Overseas Labor Offices (POLOs) and the Migrant Workers and Other Overseas Filipino Resource Center (MWOFRC), otherwise known as Bahay Kalinga, Labor and Employment Secretary Rosalinda Dimapilis-Baldoz yesterday issued Administrative Order No. 262, Series of 2013, or the new and reinforced measure to be observed in the said overseas government offices. ―POLOs and Bahay Kalinga should reflect the ideal standards of how workers should be treated, served, and cared for. These places are the closest each OFW has for a home and therefore, should feel like a home for them while, at the same time, continue to observe the highest form of professionalism,‖ Baldoz said. Under AO 262, distressed workers shall be prohibited from engaging in any work or employment, whether full time or part time, while under the custody of Bahay Kalinga. Likewise, they shall not be allowed to work in the households of Embassy and POLO officers and staff. In the same manner, no war shall be allowed or permitted to perform volunteer work in the offices of the Embassy, the POLO, and the OWWA. Accordingly, only the designated female Center Supervisor shall be allowed to live or reside at the Center. Any member of her family is excluded. Baldoz also tasked the Head of the POLO to conduct weekly dialogues with the Bahay Kalinga wards for the purposes of case updating, and to address their needs and other concerns. "I am very pleased to announce the conclusion of the Joint Committee meeting between the Philippines and Saudi Arabia. This meeting, agreed during my official visit to Jeddah, KSA in May affirms the mounting and continued goodwill between the two countries on the matter of employment of our countrymen, notably our household service workers, in Saudi Arabia," said Baldoz. "This meeting was held to put into action the provisions of the bilateral agreement that seek to enhance protective mechanisms for domestic workers while affording more efficient migration management in the Kingdom," Baldoz added. For assistance to runaway domestic workers, both sides agreed: (a) to reach out to employers and recruitment companies through conciliation proceedings, to resolve issues surrounding the repatriation of runaway domestic workers; (b) to monitor the so-called "mega" recruitment companies, which commit to provide protection services to domestic workers, such as shelter and accommodation, as well as assistance, to distressed domestic workers; and (c) to engage relevant Saudi offices, such as immigration and the police, with respect to clear procedures on the repatriation of domestic workers. The Philippines also welcomed the following innovations from Saudi Arabian government: (a) a 24-hour hotline assistance already in place for distressed domestic workers and other OFWs; (b) an ongoing "correction period" or legalization/correction of status of runaway OFWs who may be transferred to other work, or who may be repatriated without fees, fines, or penalties; (c) development of "protection insurance" scheme that will complement the Philippine compulsory insurance for OFWs; and (d) strengthening dispute resolution through reforms in the Saudi labor court system. "On the "correction period" committed by the Saudi government, the King of the Kingdom of Saudi Arabia just yesterday announced extension of the period of amnesty for overstaying expatriates to 3 November of this year. This is a very welcome development and we thank the King of Saudi Arabia and his government on behalf of all Saudi Arabia-based Filipino workers," said Baldoz. Both sides agreed to improve policies and legislation, with the Philippines offering technical support on the area of conciliation and mediation to the Saudi government's on-going US$26 million labor law project aimed to amend existing issuances using best practices as guide, as well as training of personnel of the Ministry of Labor. The Philippines's offer of technical support on conciliation and mediation is part of the onsite dispute settlement between employers and workers. On streamlining the processes of recruitment and deployment, both sides affirmed the capacity to reduce steps and process cycle times by 52 percent. The processes to be streamlined includes an end to the "decking" or referral system of medical clinics for health examinations. Aside from the Saudi pledge to observe Philippine legal prohibition on "decking", doing away with the pernicious practice leads to a nearly 70 percent improvement in the process. Said Baldoz: "Both sides agreed to maintain close coordination efforts and exchange written communications to effectively address policy and urgent issues involving Filipino household service workers in Saudi Arabia. The members of the Joint Committee also reviewed the processes of household service workers' documentation. They also revisited relevant Philippines and Saudi Arabia policies and regulations to clarify the steps that need to be taken by Saudi recruitment companies, with the Saudi side welcoming the Philippine proposal to have a meeting between "mega" recruitment companies and Philippine recruitment agencies to discuss concrete steps toward resolving issues on recruitment, deployment, and on-site protection of HSWs. They also discussed the implementation of the standard employment contract and such issues as watch-listing and disqualification of foreign principals and return visas issued to domestic workers. Baldoz expressed the hope that the extensive discussion of the issues by both parties will hopefully pave the way for transparent and efficient recruitment processes. The contest, which will run from July 12-26, is open to students of colleges and universities who are taking Fine Arts or its equivalent all over the country. Aside from the opportunity to have the design used as the official logo of a national program of the DSWD, the winning designer will also win PhP 10,000.00. Job applicant arrests recruiter at the POEA premises Source: http://www.poea.gov.ph With the help of relatives and a POEA security personnel, an applicant for overseas job who thought she was being duped, recently arrested her recruiter at the lobby of the POEA Building in Mandaluyong City. Administrator Hans Leo J. Cacdac identified the alleged illegal recruiter as Loreta Bautista Bayotas, a 43 year old native of Malasiqui, Pangasinan. In her affidavit filed at the Anti-illegal Recruitment Branch of POEA, complainant Crescensia Cabatbat Mamangin said that in December 2011, she was enticed and promised a job by Bayotas as a domestic helper in Spain with a monthly salary of 1,000 euros and free board and lodging. Bayotas allegedly asked her to pay Php300,000 as placement fee with an initial cash out of Php60,000 and the rest to be deducted from her salary. Mamangin said she paid Bayotas the Php60,000 down payment and submitted her passport and other required employment related documents. The complainant said Bayotas handed her an employment contract in April 2013 that was verified as fake. A month later, she was instructed to report to POEA for her pre-departure orientation seminar (PDOS) certificate. Mamangin, her relatives, and the POEA security officer apprehended Bayotas when she was about to give her the PDOS certificate. The POEA AIR Branch then brought the suspected illegal recruiter to the CIDG Anti-Transnational Crime Division for further investigation. Found in possession of the suspect were fake travel documents in the name of Mamangin including the PDOS certificate, visa, itinerary ticket, and employment contract. Be that as it may, a public official or employee must comply with what the SALN requires to be disclosed and absent any clear showing of mere oversight, inadvertence or the like will not exempt anyone from liability under the law.‖ Judge Mendoza-Ramos also added that ―a public official or employee being a public servant has the duty and obligation to disclose all his wealth as well as liabilities whenever called to public service. Such requirement is a compliment to the constitutional mandate that public service is a public trust and public officials must live a simple life.‖ Both accused were acquitted, however, from the separate charges of perjury. This was disclosed by Inter-agency Council Against Trafficking (IACAT) Secretariat Atty. Neil Simon Silva during a forum with the theme: ―Stop Trafficking Now: Iligtas Ating Kababayan, Human -Trafficking ay Labanan,‖ organized by the Department of Social Welfare and Development (DSWD). ―It is still few, but the wheels of justice are grinding,‖ the DSWD, co -chair of IACAT, said. Silva also revealed that most of those convicted were handed down the maximum penalty of life imprisonment and fines ranging from P1 million to as high as P8 Million. Most of those in the list of convicted human traffickers were involved in sex and cyber-sex trade preying on the underprivileged either by force, fraud or through a promise of big money. ―This should serve as a stern warning to those who are involved in human trafficking.‖ Silva added. Also during the forum, DSWD, presented its major intervention for victims of human trafficking and their families. Dubbed Recovery and Reintegration Program for Trafficked Persons (RRPTP), it provides victims with adequate recovery and reintegration services, psycho-social counseling, temporary shelter and other support services. From January to March 2013, a total of 651 victims of trafficking were served. Of this number, 560 were referred to residential care facilities for temporary shelter assistance in the DSWD managed centers Haven for Women/Girls and Marillac Hills and in facilities managed by local government units. The remaining 91 cases were reintegrated into their respective families and communities. The DSWD also said that it intensified its information campaign against trafficking through the ―Iligtas Mo Ako‖ cinema plug. The plug features two modes of trafficking, namely: sexual and labor trafficking. It aims to visually present to the moviegoers the terrible and traumatic effects of human trafficking. The cinema plug, which will run for six months, also strongly appeals to the audience to help stop human trafficking by reporting cases that they know of to the hotline numbers (02) 9319141 or the IACAT Action Line 1343.

In 2012, Republic Act 10364 or the Expanded Anti-trafficking in Persons Act was enacted for a stronger anti-human trafficking measure, amending Republic Act 9208 or the ―Anti-Human Trafficking in Persons Act.‖ |TOP|
