New Delhi – ND2011-17 Case of identity fraud detected at New Delhi Post by student dependent applicant (IMtel 276377) In under
s.37(1)(b)

Post received an allegation stating that a client had entered Australia
s. 47E(d)

The application was lodged through the eVisa facility and was approved. Investigations by Post found that the applicant had previously been unlawful in Australia, had applied unsuccessfully for a protection visa (having gone through all levels of appeal), had been detained and removed incurring a debt to the Commonwealth. Post has subsequently received information from the POI in respect to the name of an agent who was allegedly paid to facilitate the student dependant visa. POI also alleged that this agent is currently in Australia under a different identity and is facilitating entry into Australia of other persons who have previously applied for protection visas onshore. Identity fraud is a significant risk in the Indian caseload given how easily genuine documents with fraudulent details can be obtained. Longer term, robust biometric processes embedded in Indian identity documents and in DIAC systems will be the only effective combatant. Recent reports from DIAC Victoria regarding their liaison with VIC roads indicates that deficiencies in passport issuing processes are being exploited by persons with an adverse immigration history to re-enter Australia. Action by Post: • • Persons of concern have had their visas cancelled and they have been MAL records created. Post will undertake further investigations to uncover the involvement of the agent.
