Development, Consultation & Implementation
INTRODUCTION
Emergencies can occur from a number of causes, and therefore it is necessary
to implement procedures to respond to different situations.
The procedures in this document have been developed to respond to the
following emergency situations:
1. Medical Emergency
2. Fire
INTRODUCTION
These Emergency Procedures have been developed to protect staff,
contractors, volunteers and visitors in the event of a life-threatening situation,
and to promptly return to normal activities once the threat / emergency has
passed.
3. Personal Threat
4. Bomb Threat
Although these Emergency Procedures have been primarily designed for
responding to emergencies in buildings, they can also be used for emergency
situations for staff when working outdoors.

EMERGENCY PLANNING COMMITTEE (EPC)
Council has an Emergency Planning Committee (EPC), which is made up of Council
Staff. The role of the EPC is to develop strategies to respond to various emergency
situations, and to make sure that each building is provided with an appropriate
Emergency Response Team (ERT).
EMERGENCY RESPONSE TEAM (ERT)
The Emergency Response Team (ERT) provides direction and assistance to staff and
visitors to evacuate buildings.
CHIEF WARDEN
The Chief Warden makes sure that the building is evacuated and provides a brief
to Emergency Services when they arrive at the incident site.

DEPUTY CHIEF WARDEN
The Deputy Chief Warden shall assist as required, and assume all responsibilities
of the Chief Warden in their absence.
Identification Colour: White
AREA WARDEN
Area Warden(s) are provided in large Council buildings. Area Wardens ensure that
sections of buildings are evacuated and report to the Chief Warden.
Identification Colour: Yellow
FIRST AID OFFICER
The First-aid Officer carries a First-aid Kit to assist injured staff.
Identification Colour: Green
COMMUNICATION OFFICER
The Communication Officer must be competent in the use of the communication
equipment in the building. Notifies emergency services, transmit and record
instructions, maintain a log of events. Act as directed by the Chief Warden.

ARRANGEMENTS FOR PERSONS WITH A DISABILITY
Supervisors of persons (including contractors, volunteers and visitors) with a temporary or
permanent disability, that will affect their ability to hear alarms / instructions, or to promptly
evacuate a building, must make sure that the Chief Warden is informed as soon as possible.
The Chief Warden will then make arrangements to have assistance provided for that person in the
event of an emergency evacuation.
EMERGENCY EVACUATION FLOOR PLANS AND FIRST-AID
Emergency Evacuation Floor Plans are provided at the entrance and selected locations of Council
buildings, providing details of:
1. Routes of egress from the building
2. First-Aid facilities / kits
3. Fire alarm panel
4. Fire fighting equipment
5. Location of the Emergency Assembly Area
6. Emergency contact numbers
A notice providing contact details of the nearest First-Aid Officers are also posted within buildings.

Each first-aid kit has a list of all of Council’s First Aid Officers provided on the inside panel. Council
vehicles involved in construction work activities also carry first-aid kits. The location of the first-aid
kit on the vehicle can be identified by the first-aid symbol, as depicted below.

FIRE FIGHTING EQUIPMENT
In the event of a fire it is VERY IMPORTANT that the correct extinguishing agent is selected for the
right application, otherwise it could make the situation worse, or even cause severe injury or death.
The details for which applications a fire extinguisher can be used are provided on the fire
extinguisher showing green & white symbols. The most common extinguishers in Council buildings
are pictured below.

trained and it is safe to do so.
Evacuate the building, if the emergency
evacuation siren sounds and/or you are verbally
advised to evacuate. Follow all instructions of the
Emergency Response Team. Evacuate to
Emergency Assembly Area 1 – in the car park.
VERBAL / PHYSICAL HARRASSMENT,
ABUSE & ASSAULT
Follow the steps below to manage threat / incident of physical or armed assault
- Acknowledge their feeling of frustration
- Ask them to explain their needs in a civil manner to enable you to
help them
2. GET HELP
- If the behaviour continues, withdraw and seek assistance from
supervisor, or if not available, another staff member
3. WITHDRAW
- If the person is becoming increasingly aggressive or threatens
violence, withdraw from the situation immediately
- Do not put yourself or others at risk or make the situation worse
4. TAKE REFUGE
-Try to establish a physical barrier between yourself and the
offender, such as a counter or room that can be locked
- Try to get to a safe secure place
5. PROTECT YOURSELF
- If you cannot withdraw, you are entitled to use reasonable force to
protect yourself
- Allow the offender to leave the premises
- Lock doors to prevent the offender from re-entering the premises
6. GET MEDICAL ASSISTANCE
- Initiate Medical Emergency Procedures (Page 4) if required
- Seek First-Aid if required
7. REPORT THE INCIDENT
- Report the incident to your Supervisor and the Police
- Complete an Offender Identification Form (page 11)

violence.

Follow the steps below in the event of an armed hold-up
1. STAND STILL
- Identify the situation
- Keep your hands where they can be seen and do not make any sudden or quick moves
- Stand slightly side on to the robber (A submissive position)
- Do not use the telephone or PA system.
2. OBEY THE ROBBERS INSTRUCTIONS
- Do exactly what you are told
- Allow the robber(s) to leave
- The sooner they leave, the safer for everyone
3. REMAIN CALM & QUIET
4. OBSERVE, IF YOU CAN, SAFELY
- Make a mental note of the robber’s appearance eg clothes, hair, colour, weight, scars, tattoos.
- Assess robber’s height on doorway when leaving.
- If safe, observe get-away car make, model, year & registration number.
5. STAY OUT OF THE DANGER AREA
- The robber is in control – Do not try to “out smart” them
- During the hold-up, do not investigate out of curiosity or bravado
6. STAY WHERE YOU ARE. DO NOT CHASE
- Leave this to the Police
- Observe the direction of departure
- If safe, lock the door after the robber has left to prevent them from re-entering
7. CALL THE POLICE
- When it is safe call the Police. If calling from a landline dial ”0” then “000”
- Make a full report to the Police before discussing the hold-up with other staff
8. SEAL OFF THE HOLD-UP AREA
- Evidence must not be touched
- Any interference may destroy vital clues

- Avoid shouting or provoking the robber(s)
- Be submissive and avoid drawing attention to yourself

BOMB THREAT – EVACUATION PROCEDURES
The following steps are implemented in the event of bomb threat
ANNOUNCEMENT TO STAND-BY OR COMMENCE BUIDING EVACUATION
BOMB THREAT EVACUATION PROCEDURES WILL BE ACTIVATED IN 1 OF 3 METHODS:
1. BY ALARM ACTIVATION (SAME AS FIRE EVACUATION PROCEDURES)
BOMB THREAT - EVACUATION PROCEDURES
2. BY ANNOUNCEMENT OVER THE P.A. SYSTEM (WHERE APPLICABLE)
3. ANNOUNCED BY CHIEF / AREA WARDENS
For methods 2 & 3 staff will be advised to:
1.
“Stand-by to evacuate” while any bomb threat is investigated.
In the event of staff being notified to “stand-by to evacuate” staff must follow the below
“STAND-BY INSTRUCTIONS” and wait for further notice while the threat is investigated.
Staff will then be advised to either “evacuate the building”, meaning the threat is
significant enough for staff to proceed with the evacuation of the building
(Evacuation Procedures below), or to “stand-down” meaning that the threat has passed,
and staff can return to normal activities.
or
2.
Staff will be notified to “evacuate the building” without any prior notice, in this case,
follow “STAND-BY INSTRUCTIONS” followed by “EVACUATION PROCEDURES”.

Construction Sites
While the majority of this procedure is more focused on emergency situations
within a building environment, Council controlled construction sites must not be
forgotten about and the same principals apply.
CONSTRUCTION SITES - EVACUATION PROCEDURES
All council construction sites must have emergency preparedness considered in
the risk assessment process before jobs commence, and suitable controls put in
place. For example: employees on site must be made aware of a designated
emergency assembly point, fire fighting equipment, first aid etc.

In engagement of external contractors, Council Contract / Project Managers must
ensure emergency controls form part of the contract specifications and are
implemented by the contractor.
