Having an energy-efcient building stock
is a factor for meeting the RMI Reinventing
Fire vision for 2050, which aims to reduce
delivered energy use by half across all U.S.
sectors. Realizing this potential requires
radically reducing the energy use of
existing buildings through deep retrofts.
In this session, key concepts and activities
are disclosed that underlie the success of
deep retrofts in commercial buildings. The
described methodology is structured as a
multi-step process spanning fve project
phases: build the case, launch, design,
implement and verify. Retroft success stories
are presented to highlight applications of
the concepts. Real world circumstances
are considered in a project case study that
reviews project constraints, solutions and
lessons learned.

California held the nation’s frst Cap &Trade
auction in November 2012 and its second
auction is occurring as this article goes to
press. The frst auction, sold all of the 23.1
million greenhouse gas ofsets (permits) being
ofered. The permit action raised a total of
$233 million (at an auction price of $10.90
per metric tonnes). This money will go to
residential customers of the public utilities
(such as PG&E and SCE) as a “climate dividend.”
The goal of the programis to lower the State’s
emissions by creating a“market”incentive for
lowering emissions while also lowering the
Greenhouse Gas cap over time. The greenhouse
gas “cap”is also known as the entities carbon
footprint. At the auction over 20 million
permits were sold to the actual compliance
entities. These compliance entities are“carbon
emitters”with a carbon footprint of greater
than 25,000 metric tons. These“entities”
include refneries, industrial plants, and even
campuses which produce their own power
through cogeneration. This session will include
compliance entities and regulators who will
provide a comprehensive overview of progress
and problems with the auction to date.

No Cost-Low Cost Energy Savings
Opportunities
A recent study published by FirstFuel Building
Energy Analytics reported that 51 percent of
all energy savings opportunities in commercial
buildings come from projects that cost little or
nothing to the building owners. These projects
typically involve operations changes instead of
equipment upgrades. The study extrapolated
those results to the U.S. commercial building
market and estimated the total savings
potential related to low cost operational
improvements to be approximately $17 billion.
The speakers in this session will share the
results from multiple energy efciency projects
providing insight for attendees to return to
their home facilities and fnd their own low
cost energy savings projects.

Considering deep savings in buildings can
require a new take on traditional means
for assessing, impacting and verifying
performance. In this session, attendees will
learn about newapproaches for opportunity
assessment that utilize low-touch energy
analysis techniques. Efciency improvements
commonly installed in deep retrofts will be
discussed. Innovative measures that save
energy and provide added tenant value
will be highlighted. Deep retrofts require
special considerations for measurement and
verifcation (M&V) since integrated building
design must be considered holistically. These
implications on project M&V approach and

surement & Verifcation ProIessional program with the dual
