ORGANIZATIONAL OVERVIEW
Woodland Hills calls itself a “proud champion for children.” The organization, located in Duluth, Minnesota, is dedicated to empowering, healing and teaching responsibility to children and adolescents. Woodland Hills enjoys an outstanding reputation as a multifaceted agency providing a continuum of services for young people that promote behavioral, mental and chemical health as well as physical well-being. Woodland Hills was founded in 1909 as St. James Home of Duluth, an orphanage run by the Catholic Diocese. In 1971, the organization restated its mission, changed its name to Woodland Hills and began operating as a Residential Treatment Center. In 1982, The Chisholm 30, a highly successful residential consequence program was founded. Woodland Hills Day Treatment, a program for youth at risk of being placed out of their homes, was added in 1990; a short time later, Neighborhood Youth Services, a free voluntary program for young people in Duluth’s Hillside neighborhood, was established. Semi-Independent Living, emerged in 1998 as a semi-independent home for males and expanded its services in 2004 with housing for adolescent females. The agency’s continuum of care expanded in 2009 with its addition of Residential Treatment for Mental Health. Today, a staff of 150 provides residential and community-based services to adolescents from ages 12 to 21 with the same passion and commitment as when the organization was founded. DULUTH, MINNESOTA

Duluth, Minnesota is a city for all seasons. It has been rated by Money magazine as one of the top four Midwestern small cities, based on livability and Outside Magazine ranks it in the Top 10 Outdoor Towns in the U.S. and a Top 10 Dream Town. Duluth is located at the westernmost point of the Great Lakes on the north shore of Lake Superior, halfway between Minneapolis/St. Paul and the Canadian border. The City serves as the county seat of St. Louis County and has a population of over 86,000 and population of 184,000 within a 30 mile radius. A popular regional destination, 3.5 million visitors are attracted to Duluth each year. Duluth is home to the College of St. Scholastica, the University of Minnesota-Duluth, Lake Superior Community College, Fond du Lac Community College and across the bay, the University of Wisconsin-Superior. As the world’s largest, farthest-inland seaport, more than 1,000 vessels arrive in the port each year. The Aerial Lift Bridge is Duluth’s most famous landmark.

In June, Grandma’s Marathon, one of the largest marathons in the U.S., features a beautiful point-to-point course that starts just outside of Two Harbors and runs along a 26.2 mile stretch of the scenic north shore of Lake Superior. In July, the majestic Tall Ships arrive and dock along the waterfront, Bayfront Festival Park and Harbor Drive.

There is something to do any time of the year. Golfing, skiing, hiking, biking, skating, fishing, snowmobiling, sailing, are readily available through venues within and surrounding the city. Interestingly, Duluth has more parks and green space (11,000 acres) than any U.S. city. In addition to the city’s rugged charm, Duluth is a cultural center that boasts a far from ordinary level of outstanding fine art and performance offerings. Some of the venues include The Duluth Playhouse, Zeitgeist Arts, Duluth Art Institute or any number of performing venues on the campus of the University of Minnesota Duluth and The College of St. Scholastica. The Duluth Superior Symphony Orchestra performs at the DECC’s Symphony Hall. The Bayfront Blues Festival is one of the largest annual outdoor music events in the Upper Midwest.

OVERVIEW OF THE POSITION
With an annual budget of around $10 million and reporting to the Board of Directors, the Chief Executive Officer will provide strategic and tactical leadership for all aspects of the organization. The CEO will have responsibility for fulfilling the Woodland Hills mission, working through staff, volunteers and other stakeholders. He or she will oversee all programs, finances and human resources, as well as the administration and development of the staff in a complex, multi-programmatic organization. There are more than 150 staff at Woodland Hills, assisting the organization in the achievement of its mission. This position is available as part of a planned succession for Richard Quigley, longtime CEO of Woodland Hills, who has announced his retirement. Mr. Quigley will continue in his position at Woodland Hills through April 2014, but will also be available as a valuable resource during the transition of the new CEO. A tenured group of managers have provided consistent leadership at Woodland Hills over the years. Key staff positions within the organization are: Chief Operating Officer, Director of Human Resources, Clinical Director, Director of Residential Services, Agency Relations Director and Chief Financial Officer. In the last year, the Chief Financial Officer and Director of Human Resources have successfully transitioned to reporting to the Chief Operating Officer. This has afforded the CEO more time to focus on strategy and external relations.

PRIMARY RESPONSIBILITIES
   Develop and implement the organization’s strategic plan by articulating organizational goals focused on maintaining stability for current programs but also plans for organizational growth and innovation. Promote and develop excellence in the Woodland Hills staff. Hire and retain qualified and capable team members and sustain and build a positive internal culture that makes Woodland Hills an attractive place to work. Be a servant leader. Motivate and inspire staff and external supporters through visionary leadership, setting clear direction and clearly communicating Woodland Hills’ mission and principles. Be a positive and frequent presence amongst the adolescents being served by Woodland Hills.

Maintain strong and effective relationships with all functional areas at Woodland Hills, ensuring the coordination of activities between functions and programs, the efficient implementation of services and programs, and the establishment of responsibilities and procedures, as needed, for achieving the organization’s goals and objectives. Build positive relationships with external constituencies, such as governmental representatives and agencies, business leaders and non-profit partners and fellow service providers. Grow the fundraising function. Partner with the Board of Directors, staff and volunteers as the organization designs, strengthens and implements new and expanded efforts to increase donor support. Collaborate with the Board of Directors and staff in making strategic and timely decisions. Involve key team members whenever possible and delegate decisions to appropriate levels. Be an active and articulate advocate for Woodland Hills to further the understanding and support of Woodland Hills in the greater community. Manage with good business skills and instincts and effective operational, marketing and financial management skills. Evaluate current operations and support services; lead an approach toward adopting best practices in all functions. Enthusiastically live the values of the Woodland Hills organization, evoking a respect and passion for the potential of all people and a spirit of cooperation to assist all persons in achieving their dreams.

QUALIFICATIONS
The ideal candidate for this position is an experienced and visionary leader with a concern and passion for the empowerment of all people, especially a belief in the potential and giftedness of each adolescent. The successful candidate will be a person of high ethical standards and integrity. He or she will bring proven multi-functional leadership experience, exemplary financial management skills, and a strong commitment to raising the visibility, financial security and impact of Woodland Hills. Other experiences such as fundraising, community/government relations and partnerships will all be valued components of this role. A minimum of a Bachelor’s Degree is required with a Master’s degree and professional clinical licensure preferred. Experience with programmatic leadership, fundraising, advocacy, and community partnerships are key qualifications. Other preferred skills and experience include:   Previous experience leading an organization of at least $10M in revenues as CEO, President, Executive Director or COO. Demonstrated financial acumen and skills, including the ability to understand, assimilate and discuss the financial measures of a complex non-profit such as Woodland Hills. Experience operating in a highly complex organization along with an ability to provide oversight for multiple sites, programs and funding sources.

Broad thinking skills, especially the ability to understand industry trends and think strategically about achieving the organization’s future goals. The ability to innovate and improve the organization’s structure and processes to achieve “best practices” and react to challenging economic times. The ability to attract and solicit financial resources for the organization, including enhancing a culture of philanthropy within the organization; this includes identifying and implementing strong program plans and strategies that attract donors and gifts. Exemplary interpersonal skills including the ability to engage and interact with key leaders from the community’s businesses, government, nonprofit organizations, foundations and other target audiences. The interpersonal presence to be the face of Woodland Hills to the broader public. Ability to quickly learn and master complicated federal, county and state government regulations and rules relating to this industry. The skill and experience to motivate, coach and develop staff to meet objectives including addressing challenges, identifying issues and developing solutions. Experienced skills with a track record of providing visionary and inspirational leadership to staff at all levels. The ability to work effectively with diverse communities and a strong appreciation for the value of diversity in an organization. Previous experience working positively and productively with a Board of Directors.

A well-organized and competent executor of plans and strategies. The CEO will be skilled in financial budgeting, planning and seeking the most effective ways to provide excellent services to clients.
