I. Description
The DOLE has its massive Labor- Management Education that espouses and
inculcates adherence to labor laws, harmonizes work relations and provides tools and
techniques for global competitiveness.
In a changing workplace, Labor Relations (LR) harmony & industrial peace are
still the desirable end goals. These can be best achieved by organizations that are
secured because:
They know the rules (the LR step);
They deal with fairness, reasonableness, respect (the HR step); and
They are productive (the Productivity step).
This seminar is DOLE’s contribution in the labor education and advocacy aspect
to address the challenge of business competitiveness in the workplace. It is a one-day
course for employees, supervisors/employers or mixed employees and
employers/supervisors.
Other specialized modules may be requested by firms as follow-up to the LHP
based on their respective needs (e.g., LMC, Family Welfare, Grievance Handling,
Sexual Harassment, Drug Free Workplace, Occupational Safety & Health seminars,
etc.)

OBJECTIVES

enable them to provide emergency response in case of calamity or
disaster
2. To know the roles and responsibility in case of disasters
3. To understand the concept of fire behaviour, safety, prevention and fire
fighting techniques as to the other event as well like Tsunami,
Earthquake and Typhoon.
4. To learn the basic rescue and emergency medical operations
5. To come up with workable emergency preparedness action plans in the
workplace

RATIONALE
Surigao City is a geographically located in an area considered vulnerable
to calamities whether human-made or natural. The disaster like fire, drought,
earquake, epidemic/outbreaks, typhoon, tsunami, floods and other calamities
may occur anytime of the year to loss of lives as well as public and private
properties.

In response to these consequences, YDM Job Contractors together with
Nickel Asia Corporation (NAC) with their affiliated areas which are Hinatuan
Mining Corporation (HMC) and Cagdianao Mining Corporation (CMC) in
cooperation with Bureau of Fire Protection (BFP) have intensified its
prevention campaign through seminars and trainings.
III.
DESCRIPTION OF THE EMERGENCY EVENT
FIRE is considered the most ruthless agent of destruction that man and nature
has ever faced. Not only does it inflict damage to human life and property. It can also
cause irreparable damage to the environment. Aside from suffering, agony and anguish
it brings to the families. This program provides safety against fire emergency.
EARTHQUAKE (also known as a quake, tremor or temblor) is the result of a
sudden release of energy in the Earth's crust that creates seismic waves.
The seismicity, seismism or seismic activity of an area refers to the frequency, type and
size of earthquakes experienced over a period of time. Surigao City mostly affects this
type of phenomenon. This cannot be minimize nor prevent for this is a natural
catastrophe, however, there are safety precautions that need to remember when this
occurs which will be tackle by the speaker.
TSUNAMI is a series of water waves caused by the displacement of a large
volume of a body of water, typically an ocean or a large lake. Earthquakes, volcanic
eruptions and other underwater explosions (including detonations of underwater nuclear
devices), landslides, glacier calvings, meteorite impacts and other disturbances above
or below water all have the potential to generate a tsunami. Tsunami waves do not
resemble normal sea waves, because their wavelength is far longer. Rather than
appearing as a breaking wave, a tsunami may instead initially resemble a rapidly
rising tide, and for this reason they are often referred to as tidal waves. Tsunamis
generally consist of a series of waves with periods ranging from minutes to hours,
arriving in a so-called "wave train". Wave heights of tens of metres can be generated by
large events. Although the impact of tsunamis is limited to coastal areas, their
destructive power can be enormous and they can affect entire ocean basins. Surigao
City is facing Pacific Ocean, it means that it is an open sea, and even though, there is
still no history of tsunami, there are times that PAG-ASA sent warnings of tsunami alert
for those who are living in the coastal area of the city.
TYPHOON is a West Pacific tropical cyclone, similar to the North Atlantic cyclone
otherwise known as a hurricane. In fact the only differences between a typhoon and a

hurricane is where on the planet they occur, they form the same way and have the
same destructive power. Another difference between a typhoon and hurricane, besides
the location, is that typhoons do not have a season and if the weather conditions are
right they can develop any time.
