DRAFT November 5, 2011 MALAYSIA STANDARD FOR CLEANING PERFORMANCE Introduction As a science, cleanliness can be measured and that the measurement will be objective, quantitative and repeatable for a given set of criteria. However in practical terms cleaning is subjective and that its measurements are based on a given standard. While subjectivity gives the impression of wide difference in opinion on values and the definition of clean between the service providers in the cleaning industry and the building owners and managers or the professional associations in the real estate industry a standard which specifies the quality of services and the measuring system that determines the quality of cleaning service can reduce such subjectivity and form a platform for those parties involved to move to a performance based system. Traditionally service providers in the cleaning industry are subjected to a ‘head count’ system and unilateral imposition of unsound measurement standards and systems which discourage improvement in productivity through skill upgrades and better employment benefits, automation and mechanization and the medium of Information Technology. The move to performance based system with sound measurement standards and systems will lead to a better cleaning performance through increased productivity and better understanding and acceptance by all the building owners and managers and their cleaning service providers.

Objective : 1. To established a minimum standard for cleaning performance which is agreeable by both the service provider and it’s client. 2. To improved safety and health level in cleaning activities. 3. To upgrade the professionalism of service provider. 4. To standardized measurement for cleaning performance in the industry. 5. To assist and be a reference point in monitoring cleaning performance among service provider. 6. To upgrade the overall level of cleanliness in Malaysia with the objective of CLEAN MALAYSIA.

Purpose 1

DRAFT November 5, 2011 The Malaysia Standard for Cleaning Performance is to specify quality measurement of cleaning services to performance standards In measuring quality of cleaning service it is based on visual inspection of selected elements of cleaning units and the degree of comformance to cleaning standard which is classified into standard immediately after cleaning, standard in-betwwen cleaning and unacceptable standard.

2.0

Scope Applies to the quality of cleaning services in commercial building encompassing office premises, shopping complexes and other premises of similar activities. It DOES NOT include public amenities building.

3.0

Definitions 3.1

Commercial Buildings Commercial buiding includes office buildings, shopping complexes and other buildings carrying out similar actoivities. It excludes food courts, canteen, food preparations area and public utilities buildings such as mosque.

Conditions for Inspection The inspection of the quality of cleaning service is based on the cleaning performance to be agreed between the client and service provider. The followings shall be specified: a) The limitations on the kind of service and applicable locations b) The types of cleaning or the coverage of the service c) The level of Quality Standards to be achieved after each cleaning which can vary depending on the time of the day, volume of traffic or conditions of the building. If measuring device is to be used, it shall be clearly stated. d) The frequency inspection to be carried out by building owners or managing agents in the presence of service provider’s representative at minimum frequency of once a week. e) Types of reports and methods of reporting, f)

Inspection Criteria of Standard The system of inspection hall specify for each item the qualitative criteria to be employed in the inspection. The system shall include qualitative criterion, instruments and methods used ( if any ) and accuracy of observation through the timing of inspections. The inspection criteria is defined as follows : 6.1 Unacceptable Standard 6.2 Standard in between cleaning 6.3 Standard immediately after cleaning 6.4 Impossible to clean or unreachable to clean Inspection should be carried out as soon as possible after completion of each cleaning. Where inspection is carried out in between cleaning, then allowances should be given for immediate pollution. Inspection is visual or if necessary with the aid of special measuring instruments and in accordance with the quality benchmarks. It shall be carried out on elements in inspection units selected by sampling, by checking for the absence of pollution or opposite, the presence of certain attributes.

Selection of Sample Sample size and frequency The minimum sample size should be determined by the frequency of inspection and the total area /size of the cleaning contract. Whereby the total area/size is divided by the number of frequency per month. Example : a) By area /size of premise Total Size Frequency Sample Size

The inspection shall be carried out in accordance with the quality benchmark given in Annex B and Clause 6.

Ad Hoc Inspection Building owner may conduct ad hoc site inspections.

Compliance Complies with the required quality level agreed between the parties, the building owners / manager and service provider.

DRAFT November 5, 2011 In order to achieve the desired level of cleaning the service provided should have access to the minimum list of machinery and equipment. They should provide the most efficient and cost effective ways of cleaning. The minimum list should be agreed between the building owners and the service providers.

12.0

Chemicals The service providers are to use approved chemicals in the execution of the cleaning works. Each chemical should have a MSDS andto be used in accordance to the manufacturer’s recommendation with regards to dilution, application and safety precautions

13.0

Health and Safety The Service Provider shall ensure a safe environment for its employees at all time. All Safety & Health Act provisions and any subsequent amendments should be fully complied particularly on usage and storage of chemicals, Personal Protective Equipment. and access equipment. It is also expected that all cleaning operatives only use recommended safe methods in the execution of the cleaning works.

14.0

Training The service providers should ensure that their employees receive training on cleaning performance assessment, cleaning science, methodology and supervision in order to facilitate competency and understanding in job performance and assessment. Training providers and certification should be approved by Department of Skill Development or PerbadananSumberManusiaBhd(PSMB) under the Ministry Of Human Resources Malaysia or its equivalents.

ANNEX B Quality Benchmarks

The proposed quality benchmarks are specified in Table B.1 for the various elements. There are two sets of benchmarks for each element in order to take into account the possibility of re-pollution when inspections are not carried out immediately after cleaning as compared to inspection immediately after cleaning without possibility of re-pollution. The elements which are cleaned according to the minimum cleaning frequency should be free from dust and stain when inspection is carried out immediately after cleaning.

ANNEX C Method of Assessment

C.1

Performance Level

The Performance Assessment sheet is a tabulated list (See Table C.1) of Inspection Units,their respective Elements for each area / blok to be inspected and Cleaning tasks for each elements. The assessment is done for each Element of an area / blok with the Cleaning Tasks as a guideline in determining whether inspection is carried out immendiately after cleaning or inbetween cleaning. Building owner / manager or it’s representative in the presence of service provider or it’s representive shall randomly select the areas or blocks to be inspected. Where possible inspection should be carried out immediately after cleaning where the Standard Immediately After Cleaning is applied. Should inspection be carried out after cleaning is carried out with the possibility of the area / block being used, then the Standard in-between Cleaning should be applied. The recording of the inspection is by rating the level of conformance to the Performance Standard as follow; Observation

The level of Cleaning Standard is subject to the frequency of cleaning tasks agreed between the building owner / manager and the service provider. When frequency of cleaning is less, the time frame for in-betwwen cleaning will be longer which means that the acceptable level of cleaning performance which is the Standard In-Between Cleaning will be longer. The pollutions due usage in-between cleaning will be present for a longer period of time. The suggested Cleaning Schedule (See Table D.1) is to achieved the minimal level of cleanliness for a commeciaql building.
