VBRRA DONATIONS ± 1000 POINTS The VBRRA Donations Management System will be concluding on Friday February 26, with most donations distributed to fire-affected families and individuals by this date. Regional Donations Coordinators will conclude their role with VBRRA at the same time. Two Senior Donations Coordinators will continue to operate throughout March to deal with any carry-over issues. Kirk Warren will manage issues in Marysville, Buxton, Narbethong, Alexandra, Mudgegonga and Gippsland, as well as the Loddon Mallee and Grampians regions. He can be contacted on 0400 414 157. Rosalind Vincent will be responsible for the areas of Whittlesea, Yarra Glen, Peninsula , Kinglake and Flowerdale. Rosalind can be contacted on 0400 375 151 On the evening of Friday 26 February, the departing Donations Coordinators will divert their phones and email to Kirk and Rosalind. We would like to take this opportunity to thank our Donations Coordinators for the fantastic job they have done, ensuring donations were distributed fairly and efficiently to those individuals and families that most needed them. FAQ What happens if I still have points? We are encouraging all eligible individuals and households to get in contact with their local Donations Coordinator or Case Manager before February 26 2010 if they haven¶t used their points and would still like to access the remaining donations. After February 26 if you have any points left you will not be able to redeem them as the donations management system will be closed. What happens if I still have not used my Ikea or David Jones voucher by February 26? You will still be able to redeem your shopping voucher after this date. Ikea vouchers have no expiry date so you can redeem them at any time and at any Ikea store. The David Jones vouchers have a shelf life of 24 months and will expire on 01 July 2011. You need to use your voucher before this date at any David Jones store. What if I need clarification on my flights after February 26?' Flights will need to be booked with the airlines by 26 February 2010. If you have any questions regarding your booking or require assistance, please contact Jamie Devenish at VBRRA on 9651 7719. Please note that changes to bookings can only be made under exceptional circumstances. All flights must have been taken by 25 June 2010. What happens if I have still not received my Tupperware pack by February 26? If you haven¶t yet received your pack, ring Tupperware on 1800 805 396 and quote the voucher number, which appears on the Tupperware letter you would have received from your Donations Coordinator. Tupperware will advise on delivery issues. What happens if I have still not received my Panasonic pack by February 26? If you haven¶t received your pack, ring Toll on 0413 888 775 and quote the voucher number that appears on your Panasonic letter They will advise on delivery issues. Can I still access the Community Service Hubs and my Case Manager after the donations management system closes? Yes, the Hubs and Case Management Service will continue to operate into 2011 CLAYTON MATERIAL AID WAREHOUSE the warehouse in Clayton will be closing early April. At this stage a date has not been set. During March there will be opportunities to visit on a Saturday for those who can't make it during weekdays. HAZARDOUS TREE PAYMENT The Victorian Bushfire Appeal Fund has extended the closing date for applications for the Safe Removal of Hazardous Trees payment to June 30, 2010. The Fund recognises that many people are experiencing difficulty in obtaining an arborists report and that additional time will allow people to gather the necessary documentation to apply for the payment.

The $4000 payment has been made available to help residents meet the cost of assessing and removing hazardous trees on their private properties. AFTER THE EMERGENCY MP3S Red Cross is using MP3 players to share information with young people affected by emergencies. The MP3 players are intended to be distributed in the immediate aftermath of a disaster, but are available to order at anytime before or after an emergency. The After the emergency MP3s include: A 40-minute radio show hosted by Triple J's Zan Rowe Music from Aussie artists like Blue King Brown, Lisa Mitchell and Bluejuice. People can download the files or order an MP3 player that has the files as well as the normal MP3 player features at: http://aftertheemergency.redcross.org.au/get-info/newsand-events/mp3s CODE RED DAYS COMMUNITY SERVICE HUBS Community Service Hubs managed by the Department of Human Services will be closed when a Code Red Fire Danger day has been announced in their relevant Fire Danger Rating District. Consistent with Victorian government policy, the decision to implement hub closures on days declared to be Code Red is the safest option for staff and the local community. The Code Red warnings are likely to be made three days in advance. Once the final decision to close a hub is confirmed the decision will not to change. This is regardless of any subsequent change in the weather forecast. This table lists each Hub and the corresponding Fire Danger Rating District for your information. MILDER FEBRUARY CONDITIONS MEAN BURNS CAN START EARLY While Victoria is still in the midst of this fire season, fire authorities will use the opportunity created by recent rain and milder weather conditions to start preparing for the next bushfire season. The Department Sustainability and Environment (DSE) has identified Ballarat and Macedon, including the Wombat State Forest corridor, the Otway Ranges, the Dandenong¶s and Melbourne¶s water supply catchments as key priorities for its autumn burn program. Weather permitting, it is preparing to commence planned burns in these areas from later this week, with regeneration burns also planned around Marysville in the Black Range and around Alexandra in the Blue Range. Authorities will today begin issuing advice and information to communities that they may see smoke in the air during these planned burns.

[email protected]. BUSHFIRE DISCUSSION AND SUPPORT GROUPS FOR PEOPLE WHO HAVE LOST SOMEONECLOSE TO THEM These groups are for adults who have lost someone close to them in the Victorian bushfires. This may be a child, a young person, or a close relative, friend or neighbour. Similar groups for children and young people can be arranged as required. People recovering from major losses and disasters have often found it helpful and comforting to meet together in groups with others who share similar losses and experiences. Groups have now been set up in Eltham, Epping, Geelong, Kinglake, Marysville, North Melbourne and Strathewen. We are also looking at the possibility of establishing groups in Whittlesea, Ringwood and Yarra Glen. [email protected] INSPIRING ENVIRONMEN TAL SOLUTIONS ± EPA COMMUNITY FUNDING PR OGRAM EPA invites Victorian communities to propose fresh ideas and innovative solutions to the important environmental challenges we face. Proposals should tackle significant environmental issues and work with Victorian communities to bring about changes in the way people think and act around issues like climate change, pollution, air or water quality and resource use. Funding for the Inspiring Environmental Solutions program is sourced through a legislative scheme where the 'polluter pays'. Under the Environment Protection Act 1970 (Section 67AC), a company or individual found guilty of environmental pollution may be directed by a Magistrate to fund a community environmental project instead of, or in addition to, paying a fine. The total pool of funding on offer will vary each year, as funding is contingent upon the successful prosecution of pollution incidents, and at the discretion of the presiding Magistrate. Proposals accepted by EPA cannot be assured of funding within any one year, cannot be tied to a specific date and should have flexible implementation timelines. One 20 foot shipping container per registered property for 12 months free rent and insurance. Site preparation not included. BEYOND BLUE
A major aim of the beyondblue Community Support Training Program that you attended was to help you to support people in your community and yourself during stressful times. The beyondblue book Taking Care of Yourself and Your Family by John Ashfield is a great self help resource that addresses many of the common mental health issues facing individuals. The after-effects of a traumatic event like the February 2009 bushfires are not always immediately visible or apparent. Research shows that talking can make a difference. If you or someone you know would like to access the free Federal Government counselling program, talk to your GP or Victorian Bushfire Case Manager about getting a referral. If you don¶t have a GP visit the General Practice Victoria website at: http://www.gpd.org.au or for referral to a case manager call 1800 050 400. In this letter we¶re providing some further information on grief and supporting children and young people. Grief Grief is our response to loss. It is the normal, natural and inevitable response to loss, and it can affect every part of our life, but it is varied and different for different people. Some helpful hints to manage grief y keep a diary or journal y exercise to use pent-up energy - walk, swim, garden, chop wood etc. y to help with sleeplessness, exercise, limit alcohol, eat well before sleeping, and try to have a routine y some holistic or self care ideas that may assist include meditation, distractions, relaxation, massage, aromatherapy and warmth y develop your own rituals - light a candle, listen to special music, make a special place to think y allowing yourself to express your thoughts and feelings privately can help e.g. write a letter or a poem, draw, collect photos, cry y draw on religious and spiritual beliefs if this is helpful y make time for the activities you find relaxing and soothing.

SALVO'S HELP WITH BACK TO SCHOOL GRANTS The Salvation Army is concerned for Feb'09 bush fire affected families with significant back-to-school expenses. Grants may be obtained from a number
of our bushfire recovery service locations. The grant of $300 per child applies to primary or high school aged children from those households who had lost their house or had severe damage to their house, or who have had their incomes substantially reduced due to the fires. Expenses covered include things like school fees, books, uniforms and shoes and the grant will be paid based on the presentation of receipts of goods purchased. Please speak to a Salvation Army worker to confirm what you may be eligible to receive. . y FLOWERDALE FORUM II Mark your calendar for 20 March, 2010 as the date for the Flowerdale Forum II. it will be held at Community Hall from 1.00pm. The first forum held in July was well attended and the community input set down the basis for the Community Recovery Plan, Flowerdale Forum II will be put on jointly by VBRRA, Murrindindi Shire Council and the FRC and will cover: y Where we are at on each item in the Recovery Plan y Displays of plans for new facilities such as the kindergarten, arts precinct, community hall (and others that may be available between now and then) y Discussions and community input on Communications, Economy, Renewable Energy and Youth These forums are crucial for Flowerdale to achieve a successful community led recovery so we want as many people as possible to attend. Further details will be provided soon, if you have any specific questions let us know in the comments section below. I will seek to find out more on details like childcare, etc. One point of reassurance is there will be no sticks or games and those facilitating will have deep knowledge of Flowerdale.

be beneficial if surveys could be returned to get an indication of what needs to be planned for the future. y A DAY TO REMEMBER The Flowerdale Community came together at Moore's Rd Reserve on the banks of the King Parrot Creek on February 7th on the first anniversary of Black Saturday. Leading up to the event we weren't sure how many people would attend and set it up as a low key event without media. As 11.00am approached it was pretty clear that it would be a big event as traffic piled up along the road to the reserve. A crowd of almost 400 people gathered, a number of whom hadn't come back since the fires. Many people said they had been thinking "will I go?" during the week unsure of how they would feel on the day but most decided to attend
The service was led by Grace Church and Chaplaincy Australia. The focus of the service was both to reflect but also to look forward. It has been a year that no one could have predicted with the loss and suffering endured by so many but also the forging of new bonds in the community. There was an opening song and a reflection followed by all attendees picking up a stone and placing it on a table with some floral wreaths, to be part of a memorial in the future.
Sharon Collins and Heather from Over the Rainbow with the jewellery making supplies Sharon Collins, who is organising the Arts work engine, made the arrangements with Heather. As we move forward with the Arts Studio, that will be at the back of the Rec Reserve, Sharon and her team are ensuring that there will be plenty of opportunities for all in the Community to use the facility. The proposed site for the Arts Studio at the Recreation Reserve A big thank you to Over the Rainbow for this donation. y ARTS & CULTURE WORK ENGINE A meeting was called for anyone interested in the arts & culture of Flowerdale to form a work engine. This group is working on how to set up the running of new arts precinct when built at rec reserve, what courses people are interested in and who maybe able to tutor. Attached to flyer is a Community Survey as to what area of interests people may have for both youth & adults. It would
Next was the song "True Blue" together with a series of photos taken by local photographer Samm Hall. As the song played tears streamed down the face of everyone there as they reflected and remembered. In some ways it felt cathartic as the emotions that had built up leading up to the anniversary were released together The service closed with the song "Amazing Grace" which provided a lift to everyone. A little snippet of the Flowerdale Community spirit was on display when local identity, Crash, tried to drive out but got stuck in a ditch, in a second five guys came to the rescue and like a well drilled Formula One team got him out of the ditch. I suppose it is just how things work up here, everybody is willing to jump in and lend a hand to get things done.

A large part of the crowd then gravitated back to the Flowerdale Hotel. The Hotel was an integral part of the Flowerdale story, it was the place that people went when they realised that the fires were too intense and it was also where the locals famously made a stand to fight back the flames to save the school, the hall and the hotel. It also became the hub of the relief effort and the place where community meetings were held daily for the first six weeks as the locals self organised to get things happening. There was plenty of sharing of stories and experiences and as the day wore on it became a celebration of new friendships and bonds that had been forged by the events of Black Saturday. Many people said to me that before the fires most of the people in the community were "nodding acquaintances" now they were lifelong friends. That spirit was in the air yesterday and we lok forward to 2010 as the community recovers with a strong sense of purpose, confidence and togetherness. y COMMUNITY HALL RENOV ATION ON THE MOVE Things are now moving on the Community Hall Renovation project funded in the Statewide Recovery Plan. In addition to the renovation to the existing building DHS are looking to extend the hall so they can remove the portable buildings and operate from the extension. This will provide the community with additional facilities when the relief services finish some time in the future. The Department of Human Services and the Office of Housing have appointed an architect/project manager and the project kick off meeting was held on 20th January. The renovation to the existing hall includes: y Air Conditioning y New Blinds and Curtains y New Toilets y Interior and Exterior painting y Children's Playground y Undercover BBQ Area y Landscaping y Sound System, Lighting and Data projector y New Tables and Chairs y Fence y Signage y Upgrade the driveway and turning lane y General repairs to the stage and interior Designs for the extension will be drawn up in the next few weeks and we will provide more details about the proposed design and timing as they come to hand. Once finished it will be a vastly improved community facility. It is great to see another recovery project getting traction. y VBAF CONFIRMS FUNDING FOR FLOWERDALE PROJECTS We have received written confirmation from VBAF (Victorian Bushfire Appeal Fund) for a range of projects and events in the first round of of funding released to Communities. The funding is as follows: Community Hall upgrade $118,000 Community Garden/ Arts Precinct $20,000 Community Events $39,500 Summer Events $12,500 Memorial Events $25,000
The funding will be administered by Regional Development Victoria and we will provide more details as they come to hand. It will be good to see some new projects get moving. y MURRINDINDI SHIRE AP PROVES USE OF JARARA FOR THE NEW COMMUNITY HOUSE Some more good news to kick off the year is that the Murrindindi Shire Council has approved the use of the land at Jarara as the location for the new community house. For non locals Jarara was the former location of the Community Centre and Kindergarten that burnt to the ground on Black Saturday. The Community House Committee in conjunction with the Flowerdale Recovery Committee submitted a grant application to the Federal Government Jobs Fund in May 2009 and in October, the Department of Education, Employment and Workplace Relations approved a grant of $1.67m to build a new Community facility. With the Kindergarten and Early Child Services facilities now being amalgamated with the School the Jarara land was available and after a number of Council meetings the land was made available. The important thing is that given that Flowerdale is a very long town, about 11kms between the two "Welcome to Flowerdale" signs, there was effectively no community facilities at the Southern end of the town where most of the community lives. This multi-purpose facility will provide the opportunity for a wide range of activities and services to be provided to the community. The confirmation of the land being available also means we can get the project moving. Thanks to all involved to date. y FLOWERDALE COMMUNITY SAFETY PLAN 2009/10 Attached to Community Update is Safety Plan for the community which has been compiled through CFA and work engine. If you have any queries or have suggestions please contact Judy Baker on 57801435. y CONSTRUCTION BEGINS ON ARTISTS' STUDIO One of the areas raised at the Flowerdale Future Forum was the establishment of an Artists' Studio, Mens Shed and Community Garden behind the recreation reserve. The provision of an Artists' Studio, Community Garden and Mens' Shed was included in the Flowerdale Community Recovery Plan submitted back in August 2009. A building permit was issued on Monday 22 February, 2010 and work commenced on Tuesday 23rd February. The plans can be seen at http://www.scribd.com/doc/27647253/Arts-Precinct. It is a big file so may take time to load. The artists studio will provide a facility for local artists to work from together with materials. It will also provide the opportunity to bring in visiting artists as well as a place where people can learn to create art. We also have received a significant donation of Jewellery making equipment which will mean it is also accessible for those who may not see themselves as artists but want to participate in some creative therapy. The Salvation Army will donate materials for use in the studio and it is anticipated that the studio will be up and running by May. Funding for the studio came via the "Rebuilding Together" statewide recovery plan. The idea was originally generated by long term Flowerdale resident and artist Peter Byrne and was driven by the Arts Work Engine convened by Sharon Collins. Well done to all involved.

There will be also a Men¶s shed and Community garden as part of this precinct at the Recreation Reserve. 1. Introduction The ³Flowerdale Community Safety Plan (Draft)´ has been dev eloped by the Communi ty Recovery Committee. Community Safety has been identified as a high priority during the extensive community consultation process that has occurred, since Bl ack Saturday. In our fi re shocked state it wi ll requi re an effort to get our heads around ³W hat if it happens again´. We need to start the process happening and that¶s what our ³Saf ety Plan´ provi des, and it¶s a start, we wi ll be developing this document as an on going process. Township Protection Plans and Neighbourhood Safer Places ³Places of Last Resort´ You would have heard in the media the above terms, the government and agencies are putting in a lot of effort to get these things happening for the 52 identifi ed Communities at risk, thi s fire season. Flowerdale is off the radar at the moment because forest fuel loads on Mt Disappointment and Mt Robertson are at an all time low. The chance of getting a Neighbourhood Safer Place ³P lace of Last Resort´ that wi ll meet the guidelines is al so not going to happen this season.
2. Fire Risk at Flowerdale 2009 ± 10 Fire Season Ev en though the chance of forest fire is low this season it is not to say that we don¶t have our own fi re ri sk situations. The Community Recov ery Committee has identified the following fi re risks for this season:

Coonan¶s Reserve (on the way to the Recreation Reserve/Village) remarkably escaped fire last season and has a l arge build up of fuel. It is al so the main access to the Recreation Reserve and Vill age. A fire starting in this area could easily threaten the Village and residents of Upper Ki ng P arrot and Spring V all ey Road.
The good rainfall thi s spring has given us a lot of grass gro wth and i t won¶t be long before i t dri es. Hopefully much wi ll be cut for hay or grazed to reduce the problem, but this won¶t happen on the road sides or v acated burnt building blocks, unless these are physi call y cut. Grass fires that originate to the north of us can reall y run fast on a hot northly wi nd day. This has happened on previous years and the Black Saturday fi re did nothing to reduce the risk for thi s year. The onl y thing Black Saturday did to improve a scenario li ke thi s, is that the escape routes on Whittlesea Road and Breako¶day road now have much less fuel on them. Neighbourhood Safer Place ³Place of Last Resort´ Thi s fi re season, there will NOT be a designated Nei ghbourhood Safer P lace ³Place of Last Resort´. If you¶re not prepared for another fire LE AVE EARLY. Get all of the information for Fire-Ready and learn about the new Fire Danger Ratings and how you should prepare your Fire Plan.

The Community Recovery Committee is considering the Flowerdale Public Hall as a possi ble Neighbourhood Safer Pl ace ³Place of Last Resort´. To improv e the fire safety of the hall area we will be pushing for at least 50,000 L fi re water storage and a fire pump to be i nstalled as soon as possi ble. 4. Other Community S afety Issues Communi cations, that¶s one thing that let us down badl y i n February, it i s an integral part of Community Fire Safety, thi s is being considered by the Communicati on Community W ork Engine. 5. Fire Brigade and Community Safety Linear Fire Breaks The following features offer possible control lines. E fforts should be maintai ned to reduce the fuel loads and removal of dangerous trees such that they can be safely used for that purpose:

An Introduction
TreeProject recruits volunteers to grow a minimum of 500 seedlings for individuals, landcare or other groups in each annual growing season. Growers are provided with µgrowing kits¶, complete with seeds, potting mix, tubes, boxes, fertilizer and instructions to take home. Seedlings are grown to be ready for planting in either autumn or spring. TreeProject¶s role is to match volunteer growers with our registered landholders, and provide on going support to the volunteers through the growing season. When the seedlings are ready, landholders need to organise with their volunteer growers to pick up their seedlings. Landholder can grow their seedlings themselves, we will provide a self -growers kit and instructions.
REGISTERING WITH TREEPROJECT ²To order seedlings landholders need to register with TreeProject. PLANNING AND PREPARATION ² Landholders need to plan what, where and when to plant, and do any necessary site preparation. This may inclu de weed control, fencing and ripping. We advise landholders to contact their local landcare group, for site specific advice. ORDERING SEEDLINGS - Seedlings cost $140 for every 500 plants for individual landholders, landcare groups and community groups. Orders close the end of October. Seedlings have to be locally indigenous species, but can be trees, understorey species or grasses. SOURCING SEED ² Landholders have the choice of providing their own seed, or to source the appropriate seed from their r egional seed bank or seed collector and send it to TreeProject for propagation. TreeProject can help landholders order their own seed. COLLECTING YOU OWN SEED - Many landholders choose to collect their own seed, which they send to TreeProject for our volunteers to propagate. Most collect it from their property or local remnant vegetation. If you are collecting seed you will need to identify the species to ensure they are local - and consider local grasses and shrubs as well as trees. Your Regional Landcare C oordinators or the Department of Sustainability and Environment will advise you. GROWING YOUR OWN SEEDLINGS ² Landholders have the option of growing their own seedlings, with materials provided by TreeProject. For $140 per 500 plants,
TreeProject will provide the potting mix, forestry tubes, fertiliser, mulch and comprehensive instructions ± everything you need. Growing kits can be collected on our distribution days in either November or January, from our depots in Melbourne, Bendigo or Geelong. If you have your own seed, please keep it and sow at the appropriate time. However, if you do not have any seed, you can order it yourself from a regional seed bank,
ARRANGING COLLECTION OR DELIVERY OF YOUR SEEDLINGS Landholders need to keep in contact with thei r volunteer growers, and when the time comes, arrange to collect their seedlings from them. Most landholders will have a number of volunteers growing their seedlings.
It¶s always a good idea to ask your growers if they are interested in helping plant out their seedlings ± many growers love the opportunity to see the plants they have nurtured go into the ground. Some may also deliver the plants to you, so ask in advance to make the organisation easier.
FUNDING FOR PLANTINGS ² Government funding exists to assist landholders with the cost of regenerating their land. Landholders can get help with fencing, site preparation, tree guards and seedlings. Your Regional Landcare Coordinators or the Department of Sustainability and Environment can advise you about fund ing opportunities and provide assistance with the applications

Dental Service Expressions of interest needed for a free dental service to commence in Flowerdale. It is aniticpated that a weekly service will commence in April on Saturdays. Weekly Tennis Coaching at Flowerdale
Coaching: Is now provided at the Flowerdale courts by coach Colin Grace (0412 757 842) on Mondays between 2-9 pm. One-hourly sessions with 4 to 6 players per group cost $10 per person per session. Please contact Colin if you are interested. Mixed Doubles Evening Competition: A very sociable family event. All matches are played on our courts in Flowerdale on Tuesday, Wednesday and Thursday evenings from 6.15pm. All th interested individuals are encouraged to enroll before 12 August to join the next round commencing late August. Ladies Doubles Competition: Played on Monday from 10am. The Club currently has two teams playing in the local Broadford District competition. Junior Competition: Commencing on Saturday mornings in term 4.
