June 5, 2011 Alderman James Cappleman 4544 N. Broadway Chicago, IL 60640

Dear Alderman Cappleman: As the president of the Clarendon Park Local Advisory Council, I am writing to share with you the real facts about Clarendon Park and TIF money so everyone makes a wise and informed decision when they vote on the Maryville TIF. I want to clarify the misinformation being spread by Sedgwick Development and highlight why our park would be harmed by this massive project. Our park and any development using TIF funds deserves a thoughtful, community planning process instead of rushing into a flawed project with a $50 Million taxpayer price-tag. What does the park really get in exchange for the $50,000,000 Sedgwick has requested? Not much…Sedgwick paints a rosy picture about all the park improvements the $6 million will bring. The truth is very simple—it will cost $7 million just to bring the fieldhouse up to code. Consider these facts: the project proposed by Sedgwick would infringe on precious parkland by building a high-rise and underground parking at the vacant DCFS site and overwhelm the neighborhood with more than 800 residential units in a depressed housing market. I’m not suggesting we ignore our park. Rather, go back to the Wilson Yard TIF and do a complete, detailed report on how the $112 Million was spent and the economic benefits. The community deserves to know how much of that money has been spent, what’s been committed and not spent, and how much money is in the TIF? For example—we believe the recent Wilson Yard TIF $3.5 million given to Uplift school to build a rooftop green house should be reallocated to build a community green house at Clarendon Park.

Remember…. Clarendon Park has always been eligible for Wilson Yard TIF money; it follows the same TIF guidelines as Millennium Park, that received $94 million from the West Loop TIF. Clarendon Park didn’t receive any funding simply because the former alderman and Department of Planning & Development refused our request for Wilson Yard TIF money to restore our park.
We thank you for bringing residents together and giving us a voice in the truly open community planning process,

Katharine Boyda Clarendon Park LAC President CC: Clarendon Park Neighborhood Association Uptown Coalition For Responsible Development
