MEDEVAC Procedures for I0102
All injuries will be reported IAW BSO P5100.2J, Standing Operating Procedures For Safety. The TBS Clinic can only handle those medical situations IAW medical classifications. The majority of the time it will be best to treat the victim on scene and stabilize him there, until emergency medical services arrive. In the event of an injury requiring the victim to be evacuated to a medical facility, the following procedures are to be followed: 1) "Cease fire" will be given, if applicable. 2) AI/PSO notifies Support Primary of injury. Determination will be made by the Support Primary, assisted by medical personnel, as to the extent of the injury and medevac classification. 3) First aid will be administered while awaiting the arrival of emergency medical services or during transport to a medical facility. From 0700-1630, TBS Clinic will be the primary Medevac location for routine and priority injuries. After 1630, and for all mass casualty or urgent medevacs, Potomac Hospital will be utilized (703) 670-1363/1313 or (703) 490-5948. 4) If a helicopter is being utilized to support a field evolution, try to contact it on frequency 36.60 and use that helicopter to transport the victim if possible. During live fire, the primary pick up zone will be at LZ-Cardinal (GC 796729). Note: Military helos will be most likely used for heat and cold casualties only, because they cannot land at local hospitals, and such casualties can be accommodated at the TBS or Mainside Clinics. 5) If helicopters are not being used and the injury requires urgent evacuation, contact Range Control on 38.70 and request an urgent medevac. Range Control will coordinate with the appropriate agencies to obtain emergency medical support, which may or may not include a helicopter. Note: surface transportation may be faster due to the preparation and flight time required by the aircraft to arrive on the scene. 6) Range Control will be notified in the event of an injury judged to be either priority or urgent. At that point, Range Control will make the appropriate notifications to get emergency medical services to the scene. The primary will ensure that Range Control is kept posted on changes to the victim's condition, as Range Control will remain on the phone with 911 until the dispatched emergency service arrives on the scene. 7) The primary will ensure that all locked gates are opened for emergency services and/or request that Range Control assist with this if possible. 8) For routine injuries, evacuation is to be made as soon as possible at the discretion of the primary. Evacuation to the nearest medical facility will be affected by whatever means are available. 9) Be advised that when emergency medical services are requested via Range Control, Range Control will also notify Base Operations and TBS OOD/S-3. 10) All injuries will be reported to the TBS safety officer within 24 hours of the incident utilizing a Supervisor’s Mishap and Injury Report. 11) A Supervisor's Mishap and Injury Report is used to record details of mishaps involving property damage, injury, or occupational illness resulting from a mishap not classified as a government vehicle mishap or private motor vehicle mishap. 12) On scene A.I. will record all details of any mishap and injury to be detailed IAW the Supervisor's Mishap and Injury Report (MCB Form 5100/1). The Support Primary will ensure the report is submitted to the TBS S-3 (safety officer) via the Director within 24 hours after the incident.
