As administration of the colleagues-faculty member do not discriminate againts or harass colleagues,they respectand depend the free inquiry of associates in the exchange of the criticism and idea, faculty member show due the respect for the opinions of the other. 4. As memder of an academic institution-faculty member seek to be effictive teachers, scholars and adminastrators. Althogh observe the stated regulations of the institution,provede the regulations do not contravene academic freedom,they maintain thier right to criticize and seek revision.

As member of thier community- faculty memberhave the right and obligationof other citizens,mesure the urgency of these obligationin the light if thier resposibilities to thier decipline, to thier students, to thier profession and to thier institution. When they speak or acts as private person, they avoid creating the impression of speaking or acting for thier college or university.As citizens egaged in a profession that depend upon freedom for its health and integrity. The traditional and popular conception of teacher as second parents make the profession, especially in the philippines, the most repected and esteemed,but one of the least compensated. These men and women who serve in the goverment are called public officials , because they help the goverment in seving people to whom goverment owes xistence they are alsocall the civil servants because they are deliversof basic service to the trnsacting public. Professionalism- public officials and employees shall perform and discharge thier duties with the highest degree of excellence,professionalism, intelligence and skills.they shall enter public service with utmostdevotion and dedication to duty. They shall endevor to discharge wrong perceptions of thier role. Justness and sencerity- public off and socials and employees shall remain to the people at all time. They must act justness and sincerity and not discriminate againts anyone, especially the poor and the underprivilaged.they shall, at all times respects the right of others and shall refrain fromperforming acts contrary to law,good morals, good costums, public policy, public order, public safety, and the public interest. Political neutality- public officials and employees shall prove the service of eveyone without uffair discrimanation ad regadless of party affliatiionor freference. Rresposeveness to the public-public officials and employeesshall extend promp, courteous and adequate service to the public uless provided by law, or when required by the public interest public officials and employees shall be provide the informationof thier policies and procedures in clear and understable language. Nationalism and patiolism- public officials nd employees shall at all time be loyal to the republic of the filipino poeple,promote the use of the locally produce good, resources and technology and encourage and appreciationand pride of country and people. Comitment to democracy- public officials and employees shall commit themselves to the democratic way of life and values,maintain theprinciple of public acountability, and manifest by deeds,, the suprremacy of civilian autority over the military they shall all the times iphold the constitution and put loyalty to country above loyalty to person or party. Simple living- public officials and employees and thier families shall lead modest lives appropriate to thier posotion and income. They shall not indulge and intravagant or ostentatious display of wealthin any form.

Duties of public officials and employeesfrom receipts  Acts promply and letter request- employees shall, within 15 working days thereod, respond to letters telegrams or other means of comunication sent by the bullic. The reply must be contau the action taken on the request. Submit annual performance report- all heads or other responsible officers and agencies of the goverment shall, within 25 working days from the end of the years render of the performance of the report office. Process of ducuments and papers expeditious-all officials papersand documents must be processes and completed within the resonable time for the preparetion thereof, and must contain as far as practicable not more than 3 segnatuories. Acts immediately on the public’s personal transaction – all public officials and enployeesmust attend to any one who wants to availshimself of the service of thier offices and all the time act promptly.
