BRIEF OF THE COUNTRY, MALAYSIA The Federation of Malaysia consists of thirteen States, eleven of which are situated in Peninsular Malaysia, and two, Sabah and Sarawak, which are situated on the North coast of the island of Borneo (East Malaysia). The capital of the country is Kuala Lumpur. Map on page 48. The country covers a total of 330,434 square kilometers and has a population of approximately 22 million persons. The population is divided into three main ethnic groups: Malays, which constitute about 60 percent of the population; Chinese, which constitute approximately 30 percent of the population; and, Indian, which represent approximately 10 percent of the population. The national language is Bahasa Malaysia. Several Chinese dialects and Tamil are also spoken, and English is used widely. The official religion is Islam, however Buddhism, Hinduism and other religions are also practiced.

OVERVIEW OF THE MOTORCYCLE MARKET IN MALAYSIA It is estimated that Malaysia has more than 5 million motorcycles on the road, compared to over 4 million motorcars. Traditionally, Malaysian motorcycle buyers have liked smaller motorcycles in the range of 70cc to 115cc. It is estimated that approximately 85 percent of all motorcycles in Malaysia are under 115cc. Large motorcycles are available but not very practical due to road conditions (deep man-holes), and lack of courtesy among motorcar drivers towards the motorcycle users. The majority of motorcycle buyers/users does not own a car and belong to the lower and middle-income group. A significantly larger percentage of motorcycle users in Malaysia are male. Most motorcycle production companies in Malaysia are joint ventures between Japanese motorcycle manufacturers and local companies. Malaysia has five joint venture motorcycles companies involved in production. The market leaders are Honda, Suzuki, Yamaha, Kawasaki and Modenas.

THE MALAYSIAN MOTORCYCLE INDUSTRY The motorcycle industry in Malaysia comprises of mopeds, streets, cruisers and scooters in which the moped category comprises of 91% of the overall sales of motorcycles in 2000, followed by cruisers (4%), street (3%) and scooter (2%). As seen in the chart below, the motorcycle sector registered a decline of 5.1% in production and 4.2% in sales (comparing 1999 to 2000). As a result of this, there is an excess capacity, increasing to 41.2% as compared with 39.7% in 1999.

Production The overall production of motorcycles declined by 5% from 269,586 units in 1999 to 255,731 units in 2000. Modenas maintained its position as the major producer, with 100,842 units, contributing 39.4% of the total production. Modenas production constituted an increase of 5% over that of 1999 while other producers experienced a decline. The decrease in production was attributed mainly to lower market demand.

Factors Affecting Demand of Motorcycles in Malaysia The lower market demand for motorcycles is triggered by several factors: 1) Wider Roads – There has been many changes and developments in the roads and highways in Malaysia. Although there is an improvement in the transportation standards due to construction of new highways, many of the new highways connecting/linking existing major highways do not have provision for motorcycle users. 2) More Vehicles (Cars) Being Sold This Year – In spite of all the talk on economic recession, it appears that motor vehicle sales have not slowed down during the first six months of 2001. There has also been a growth in the same period in 2000. For the first half of 2001, there has been an 11% increase in vehicle registration over the same period in

2000. Coinciding with the increased volume was a higher production output of 14% more than the first six months of 2000.

The affordability of locally manufactured cars I.e. Proton Tiara and Perodua Kancil also plays a role. The Malaysian car manufacturer, Proton (2 authorized distributors, Proton Edar and EON) and second Malaysian car manufacturer, Perodua have been very active in Reseach and Development (R & D). Both manufacturers have been constantly introducing new models to the automotive market for the past 2 years. The latest addition to the Proton line is the new Juara Multi Purpose Vehicle (RM40,000) and Waja (RM63,000). Perodua on the other hand has the Kancil (RM 24,000 ++) Kenari (RM43,000), the newly launched Kelisa (RM39,000) and another new model codenamed ‘ X-690’to be launched in 2002. Furthermore, due to the abundance of replacement spare parts for local made cars, the cost of maintenance is brought to a minimum. From the graph above, we can see that the locally manufactured cars dominate approximately 80% of the local market due to its affordability. There are much fewer motorcycle sale branches, motorcycle repair shops, aftermarket motorcycle performance parts shops and motorcycle tuning shops compared to that of automotive/motorcar. The used motorcycle market is almost insignificant compared to the abundance of used car dealers. The used car market in Malaysia is growing rapidly due to the favorable demand and perception on used car. 3) Fatal Road Accidents Involving Motorcycles – The rising road accident rates in Malaysia have been a concern for many Malaysians. death toll on the Malaysian roads by its goal of thirty percent by the year 2000. The majority of deaths were motorcycle riders and passengers. Even when special enforcements by the Ministry were made, with operations like ‘ Ops Static’ , the number of accidents and death toll has not been significantly decreased. 4) Fuel Prices in Malaysia Among the Lowest in the Region – According to the latest comparisons, petrol in Singapore cost RM3.29 (S$1.499) a litre, Thailand RM1.52 (16.79 baht), the Philippines RM1.43 (16.49 pesos) and Brunei RM1.16 (B$0.53). In Malaysia, the petrol price was at RM1.10 a litre, making it the second lowest price in the region, behind Indonesia’ s controlled price at RM0.47 (1,000 rupiah) a litre. With effect from 1 October 2000, the Government has approved an increase in domestic retail pump price of premium grade petrol at RM1.20 a litre. Even with this price increase, the petrol price in Malaysia is still among the lowest in the region. This makes it very attractive to own a car in Malaysia. 5) Easier Credit Facilities and Lower Interest Rate for Hire Purchase of Passenger Cars - Due to the weakening financial markets and fierce competition, the banks and finance companies have been reducing their criteria for credit facilities and offering special incentives for hire purchase of passenger cars, including very low interest rates (4-5.5%), longer loan periods and larger loan amounts. For a used car, it is possible to get up to 80%-90% loan and for new cars, between 80100% loan of the purchase amount. 6) Motorcycle Theft – According to the latest report by a major insurance company, motorcycle theft claims have increased. A total of 14,394 (or 40 per day) motorcycle theft claims were incurred in the year 2000 as compared to 13,466 in 1999. This represents over RM52 million (USD13.68 million) in claims paid out in year 2000 as compared to RM50 million (USD13.16 million) the year before. Similarly, automobile thefts have also increased by 25% from 3734 private cars, equalling RM192 million (USD 50.5 million) in 1999 to 4548 private cars in 2000, equalling RM240 million (USD63.15 million). Motorcycle thefts are 3 times more common compared to automobile. This is because an automobile is physically larger and is harder to break into due to the availability of many aftermarket security devices to safeguard the vehicle. The security devices are less effective on a motorcycle

because of its physical size, which allows for the motorcycle to be easily transported away.

Motorcycles will sustain in the Malaysian market owing to the following factors: 1) Traffic Congestion - Due to the increase in motorcars on the road, traffic problems will arise, leading to congestions. Motorcycles will remain useful for commuting, especially within the city. It remains the favourite choice for company despatch. 2) Rural Undeveloped Roads - There are still many rural ‘ kampung/village’areas with small or undeveloped roads. Certain states with narrow roads (Perak and Penang; see page 10) makes for a good use of the motorcycle. 3) Parking Rates - The parking rates for motorcars in Malaysia are reasonable compared to other developed and developing countries, however, motorcycles park free of charge in most areas in Malaysia. In major towns, the hourly parking rates for motorcars can get quite expensive but most building still provide parking spaces for motorcycles at free of charge. This remains an attractive incentive for cost savings. 4) Preferred Choice for Lower Income Group - The lower income group still depend heavily on motorcycles for transportation. However, with the Asean Free Trade Agreement (AFTA) projected for 2005, imported motorcars and motorcycles will be cheaper and more affordable. The true picture of the effects of AFTA is still unknown. Capacity Utilisation The installed capacity of the Motorcycle sector was 450,000 units in year 2000, while capacity utilised was only at 58.8%, compared with 60.3% in 1999. The decline in production level is again attributed to lower demand. Employment Due to the decline in Motorcycle production levels, the motorcycle sector has seen an employment reduction of 8% to 2,137 employees in 2000 from 2,325 employees in 1999. The employment rate for 2001 has not improved. The cause of lower employment in this sector is due to cutbacks from the decline in production, resulting from lower demand. Sales In the first quarter of 2001, motorcycle sales dropped by 14.1% to 57,069 units from 66,475 units in the same period last year, indicating a continuing

contraction in the Malaysian motorcycle market. The overall sales of motorcycles decreased by 4.2% to 247,977 units from 258,805 units in 1999. The mopeds dominated the motorcycle market, with a share of 90% of total sales.

Producers

Modenas, Malaysia’ s national motorcycle producer, was strong in the mopeds segment, due to its price advantage. However, overall Modenas, which serves mainly the domestic Malaysian market, lost market share to its competitors and its share of the Asean market decreased to 4.2% from 5.5% The decrease in sales was partly due to competition, as a result of shifting consumer preference to motor vehicles, following easier credit facilities and lower interest rate for hire purchase for passenger cars. Exports Exports of the sector decreased to RM131.4 million (USD34.58 million) from RM140.6 million (USD37 million) in 1999. Modenas started to export the first Malaysian made motorcycle in 1997 with a volume of 1,133 units. The number has increased to 10,782 units in 1998 and was exported to Cambodia (its major market), Greece, Turkey, Argentina, Mauritius, Egypt, Botswana, Singapore, Malta, Vietnam and Iran. In 1999, Modenas exported 7,735 units of motorcycles, valued at RM33.7 million (USD8.87 million). Modenas currently exports only one model, Kriss 110 Electric Starter. Imports

Imports by the sector increased to RM10.9 million (USD2.87 million) from RM9.6 million (USD2.53 million) in 1999. The biggest source of imports was Japan, at RM7.7 million, followed by Singapore and the United States of America. Most of the imported motorcycles consisted of CKDs (Completely Knocked Down) for motorcycle with engine capacity of more than 50 c.c. but not exceeding 250 c.c., which were assembled locally. Motorcycle Registered The number of newly registered motorcycles in Malaysia increased by 8.3% to 390290 units in 1999 compared to 363186 units in 1998. However, only an increase of 5.4% (274131 units) was recorded for the year 2000. For motorcycles with smaller cc, there is a greater concentration in the states of Penang, Perak and Johor while the higher ranges can be found more in the capital of Malaysia (Kuala Lumpur) and Selangor followed by Penang and Johore. Owners of higher range motorcycles are normally car owners also and the motorcycle is regarded as a weekend hobby or a “ second car” . Higher range motorcycles also incur heavy import duty (100%-120%) and we do not expect much relaxation from the government in the near future as they are considered luxury goods. Therefore, these owners are more of the higher range income and this reflect the concentration of this type of motorcycles in major cities/towns such as Kuala Lumpur. In comparison, the demand of the lower range of motorcycles is for individuals with a lower income (who cannot afford a car) and therefore is more evenly spread among all the states. MAJOR DEVELOPMENTS In 2000, the manufacturers concentrated on improvements of current models and facelifts. Modenas is currently undertaking R & D efforts towards producing a more energy efficient and low pollution vehicle. In addition to that, Modenas has also embarked on a cost reduction programme to remain competitive. The Department of Environment is the process of ratifying a regulation on motorcycle emission, which is based on the EU standards. The draft of the regulation was formulated with consultations with industry associations, namely the Motorcycle and Scooter Assemblers Association of Malaysia and Persatuan Pengimport Kenderaan Melayu Malaysia, as well as Modenas.

PROSPECT AND OUTLOOK OF THE INDUSTRY The outlook for the motorcycle industry is a not as bleak as it seems. With the moderate economic growth forecasted for 2001, the motorcycle industry is still expected to grow, in terms of production and sales. As the motorization rate for the motorcycle industry is the highest in the ASEAN region, with 223 motorcycles per 1000 people, the industry’ s growth will largely depend on its ability to export. In this regard, efforts need to be intensified to diversify its current market. The industry must also prepare itself to remain competitive, once the market is liberalized through implementation of AFTA (Asia Free Trade Agreement). The motorcycle market in Malaysia is yet to reach its saturation stage especially for the moped segment. Moped is the primary mode of transport for MALAYSIA –MOTORCYCLE MARKET Pg. 10

people with earning below RM1,000 a month including those who are in the government sector, direct workers in the industrial and manufacturing industries, workers in the agriculture industry and lower level staff in the private industry. With the government effort to boost the industrial/manufacturing industry and the increase in the demand for agriculture products, the demand for moped will continue. As for other segment, the most potential segment is the 150cc - 250cc segment. This segment provides the alternative to moped. The demand will come from those in the higher income bracket but yet unable to afford a car. Greater efforts will be required to support the development of a strong motorcycle industry cluster to facilitate the industrialization process. In order to achieve economies of scale for both the motorcycle and component manufacturer, the export-oriented strategy will continue to be implemented. The efficiency and competitiveness of the industry will have to be improved to further tap market opportunities in the regional and global markets. To support this, the key strategies will be to develop capabilities and production technologies, improve R&D and design work as well as to strengthen the distribution network and marketing expertise. Locally produced components and parts will be upgrade through joint R&D activities and technical collaborations between component manufacturers and larger firms. This gives a great opportunity for foreign countries to be part of the R&D and to form technical collaboration with local producers for the mutual benefit of both parties. This effort to undertake and to forge strategic alliances with global motorcycle and component manufacturers will enable the local motorcycle sector to achieve world-class standard and capabilities. GLOBALISATION AND MARKET LIBERALISATION The globalization and the market liberalization provide both the opportunity and threat to the Malaysian motorcycle manufacturer and the motorcycle industry. The opportunity can be viewed from the perspective of potential growth in the manufacturing output for export market. ASEAN countries alone provide a potential demand of 3.5 million units of motorcycle. The biggest segment is the small cc (100 - 125cc) moped with an estimated 2.7 million units. Competitive specifications and price are the major factors fur success. On the other hand, it is also a threat to the Malaysian motorcycle industry if the manufacturers are unable to reduce cost to remain competitive with that motorcycle from the neighbouring nations such as Thailand and Indonesia.

Modenas and Honda control almost 87% of the 4 stroke moped, and the balance is shared by Suzuki (10%) and Yamaha (3%). LOCAL PRODUCTION OF MOTORCYCLES There is one national motorcycle manufacturer and three motorcycle assemblers in Malaysia (all Japanese models). Since 1999, MODENAS, the national motorcycle manufacturer has started producing JAGUH, the 175 cc Made-In-Malaysia bike in addition to the series of KRISS motorcycles and 10,081 units were sold in Malaysia. Modenas is the national motorcycle project with technical input from Yamaha. Kawasaki has closed their factory and stopped their assembly work since 1998. The other assemblers remain and have increased their production in 1999 compared to the previous year. After a slow 1998, the local motorcycle manufacturer, MODENAS, once again regained its position as the top producer (35.7% share) compared to HONDA (32.7%) with an increase in production of 72.6% compared to the year before. YAMAHA also increased its production by 43.4%, with a 16.8% share of domestic production. The higher range of motorcycles assembled in Malaysia are the YAMAHA XV535 which has a cylinder capacity of 535, HONDA VT 600C (583.1cc). The KAWASAKI EN500 with a cylinder capacity of 500 has ceased to be produced in Malaysia.

During this period, these riders will have to place their “ P”plate above or below the headlights and above or below the registration plate at the rear. Other conditions for probationary riders are: 1) ensure that the proportion of alcohol in his breath, blood or urine is at 0.00 level. 2) at all times carry his probationary driving licence while riding

Those who fail to display their “ P”plate and other conditions could be fined up to RM 1000 and jailed up to 3 months for the first offence. They will also be given a 10 demerit point penalty under the Kejara Demerit System for failure to display the “ P”plate and 5 demerit points each for the violation of the other two conditions. Probationary drivers who record 10 demerit points will have their licence revoked. The type of probationary driving licence for motorcyclists are: B1: B2: B3: more than 500 cc not more than 500 cc not more than 250 cc

Converting a foreign driving licence to a Malaysia probationary driving

licence
