In the quite terrain of the Mountainous Region of Cordillera, known as Nambucayan, Tabuk, Kalinga was born a child Named Wesley G. Salibad to parents, Simeon Gasadan Salibad Sr. and Segundina Gunaban Salibad both of native Royal Blood of the Guilayon tribe in Kalinga. As a child to adulthood and to present times, Wesley held on to his hopes and dreams that one day soon he will be back to his ancestral land with a mark of heroism in protecting the Indigenous Peoples¶ rights in this part of the world in the Philippines. Also work for several companies/schools and a leader of humanitarian civic action of various organizations/association in the whole Luzon and Mindanao area. He pursued to finish a Degree in Bachelor of Science Marine Engineering Quezon City PMI Colleges and after many years again back to same school and finish his Bachelor of Science Marine Transportation Manila, PMI Colleges after a 3 year Leadership Training Course at Wesleyan Bible College in Rosales, Pangasinan manifesting his dream to become a leader. And finally finish Associate in Bible Diploma International Baptist Theological College Mandaluyong City. He joined the Philippine Navy Reserved Officer from the Rank of ENS and become Instructor of Graduate Military Assistance (GMA) at the Philippine Marines Camp and become a Commandant/Teacher of Ramon Pascual Institute in Paranaque, and was able to transfer and joined the Philippine Coast Guard and become the Command Chaplain of 109th Squadron unit 1st district Manila and earned the Rank of CDR status as a Reserved Colonel. Full pledge Commander in the PCGA.

Setting up the Miner's Association in his ancestral land and later on officially called Salibad Miner s Association, Inc. in 1999, is one among his many pursuits of being a LEADER. Chosen to be the President of the Association, he never stop searching, hoping the Association s goals and objectives shall be realized sooner or later. Big leap of his Leadership, is his appointment as Regional Chairman for Cordillera Administrative Region of an NGO, called BEDCO-CEDGO ( Cordillera Economic Development Governance) and Chairman for Investment and Acquisition Board of the said NGO. Then finally received the position as the Central Committee Chairman for the whole Luzon Area of the Organization and presently connected to CTD Group International Resources Corp. as Technical Consultant on Community Affairs. This man is called to serve GOD, people and country . . . Born to LIVE his DREAM . . . . ..

How the Association came into being . . .
The SALIBAD MINERS ASSOCIATION, INC. was created as a result of its member s concern to protect their rights and interest as mining claimants of their own ancestral land and territory. It comprises of inhabitants/tribes of the Kalinga province who discovered that indeed their land possess quite abundance of mineral resources. The Association s name was adopted in 1999 in memory of the SALIBAD clan Whose land ownership is covered /embraced in the activities for search of the mineral resources since 1969 . Membership to the Association is open for every resident of the province and provinces of the Cordillera Region to offer equal opportunities to each and every member in pursuit of alleviating their standard of living. LOCATION
Tabuk City is located centrally in the Cordillera Region, capital of Kalinga province, Northern Part of Luzon and features a rough mountainous terrain with still pristine forests. It is bounded on the north by the sub-province of Apayao, Cagayan and Isabela on the east, Mountain Province on the south and Abra on the west. Largely consisting of the Central Cordillera mountain ranges, the southern and northwestern portions of the region present sharp-crested mountain ranges the elevation of which varies from 3,000 to 5,000 feet above sea level and interlocking flat lands, plateaus and valleys. Toward the north- eastern portion, the mountain peaks gradually taper into rolling hills that interlock wide tracks of flat lands and flood plains along the main rivers.

CLIMATE
The climate of the entire Kalinga areas falls under Type III classification of the Bureau of Weather. Relatively dry season occurs from late February to the end of May. The rest of the year is generally wet. Typhoon frequently occurs from July to November. The records of the Weather Bureau reveal that the rainy season is at its peak from October to January when 50% of the annual rainfall is equally distributed. The average rainfall during this period ranges from 64.4 to 91.18 mm. The warmest months in the area are from April to July with an average temperature ranging from 27 to 31 degrees Celsius. From August, the temperature becomes gradually cooler until January when the daily average temperature is usually recorded at 17 degrees Celsius. At best the climate in this area of the country, is moderately warm and is considered mild.

Kalinga has a total population of 154,145 based on the latest census.

PEOPLE AND CULTURE

Ilokano is the dominant dialect spoken in the lower parts of Kalinga. There are 47 Kalinga dialects spoken in 47 tribes in Kalinga alone. Filipino and English are widely understood in all parts. There are many sub tribes in the province. The strong sense of tribal membership and filial loyalty results to occasional tribal war. The people of Kalinga are the most extensive rice farmers of the Cordillera peoples, having been blessed with some of the most suitable land for both wet and dry rice farming. Except for the Ifugaos, the Kalingas are the most extensive terrace builders in the country. The Kalingas are also skilled potters with pot making concentrated in the lower Chico River Valley. They are also excellent in basket and loom weaving and metal works.

POLITICAL SUBDIVISIONS
The province is composed of seven (7) Municipalities: Balbalan, Lubuagan, Pasil, Pinukpuk, Rizal, Tanudan, Tinglayan. And one (1) Chartered City Tabuk, in Kalinga.

INDUSTRIES
Loomweaving, rattan basketry,in Lubuagan and banana chips processing in Tabuk; animal feeds prodcution in Rizal; rattan furniture in Conner and Luna; gold jewelry manufacturing and coffee preprocessing in Tabuk, also the trading center.

The first exploration conducted in the Cagayan Basin had been based o reported oil and gas seep in the area. A series of shallow wells located close to the oil seeps were drilled in 1936 but all resulted in dry holes. The Philippine Oil Development Company (PODCO) drilled the first well of the post-war period. The well targeted the surfacedelineate Tumauini , Isabela, Anticline, which also proved to be a dry hole. Other Exploration companies followed the lead of PODCO and drilled a number of wells but there were still no significant hydrocarbon discoveries found in the basin. Several wells were drilled from 1956 to 1977 near Tabuk, Kalinga that were all considered as dry well with either oil or gas shows. Because obviously they missed the Mark in exploring the Guilayon tribe which located in Nambucayan The presence of the Natural Oil seepages. The previous contractor of Geophysical Survey Exploration Contract - 82, South China Resources Inc., conducted geological survey from December L994 to January 1995 that included the eastern part of Kalinga Province. This study, contracted to COMEXCO Inc., verified the existence of oil and gas seepages, identified potential hydrocarbon source rocks and potential carbonate reservoirs in the northern part of the Cagayan Basin.

Basin Evolution
Cagayan Basin, which encompasses the entire Cagayan Valley and the eastern portion of the Central Cordillera, is bounded by the Central Cordillera to the west, the northern Sierra Madre to the east, the Aparri Sub-basin in the Babuyan Channel to the north and the Caraballo Mountains (Nueva Vizcaya ridge) to the south. The sedimentary fill of the basin consisted of carbonates and clastics that range in age from Eocene to Pleistocene. The basin evolved into an elongate, asymmetrical basin as a result of the various phases of tectonic deformations arising from the subduction of the Pacific Plate westward and the subduction of the Eurasian Plate eastward against the emerging Philippine Sea Plate. It evolved from a back-arc extensional basin associated with a probable aborted short-lived spreading episode. Geophysical studies indicate that the west flank of the basin dips steeply to the east while the east flanks gradually on laps the Sierra Madre Mountains. Aggregate thickness of the sediments in the basin is over 10,000 meters.

Occurrence of Oil and Gas Seeps
Aside from the investigated oil seep in Tabuk, there were other reported oil and gas seeps in the Cagayan Basin that are confined to the more westerly foothills of Tabuk and Cababalwan areas. Several unverified oil and gas seep have been reported from the lower reaches of the Cagayan River near where it empties into the Babuyan Channel. Another unconfirmed oil seep has been reported from the shores of Palanan Bay, on the east side of Luzon, where the San Mariano Embayment meets the present coastline. Several gas seeps are said to exist in the center of the valley along the Cagayan River. However, it is suspected that these are biogenic in origin, having been formed by the decaying vegetation in swampy areas. Strong tectonic movements have produced these basement to surface faults that served as conduits for oil seepages from the adjacent source kitchen areas. Of the western seeps, oil emanations are numerically more abundant than gas. The southern ones, near the Topac Wells, consist of mud volcanoes with films of oil on the exuding mud. The northern oil seeps are said to be much more active, the oil reportedly seeping into small pools close to creeks

LABORATAORY RESULTS OF TABUK OIL SAMPLES
The oil from the sampled area demonstrates characteristics of a crude oil that has been generated by terrestrial type of organic matter having high pristane/phytane ratio of 8.8. Terrestrial type of hydrocarbon source is classified as Kerogen Type I. it is a rare type of high grade, algal sediment, commonly lacustrine, containing sapropelic organic matter (OM). Sapropelic organic material is essentially structureless vegetable mud or slime (alginite), containing polymerized material of lipid and protein deviation. Lipids, derived from spores, cuticles and similar plant constituents, have hydrocarbon contents (more than 10%). Sapropelic OM is associated with aquatic sedimentary facies, both marine and lacustrine. Its yield of volatiles is much greater than that of humic material. Thermal alteration yields water-insoluble biomolecules, especially lipids that are derivatives of chlorophyll and are extractable from cells by organic solvents. They are efficient producers of paraffin hydrocarbons.

This refers to your letter dated 19, 2010 acknowledging our verbal conversation during our first meeting last June 18,2010 held at Greenbelt -1 Makati City with the presence of the Honorable Ma. Eleonor F. Dela Cruz, Asec. Department of Finance. That perhaps the decades of looking and waiting for the right foreign investors will come to an end and this might be the answer of our prayers through the help of God, that our dreams and desire of the SMAI will prosper through the instrument of the affiliate of MCCCP of the United Kingdom. In this regard, we are happy to accept your offer of partnership to our Oil and Gas Projects in the Province of Kalinga, particular in Nambucayan, Tabuk City. The SALIB AD MINERS ASSOCIATION INCORPORATED is an association of prospectors and locators of all kinds of Mineral deposits for development. It is duly registered to the Philippine Law with the Securities and Exchange Commission on December 07,1999 under Sec. Reg. No. A199918802. In behalf of the Officers and Members of the association are native of the Province of Kalinga belonging to the Guilayon tribe and other tribes of the City of Tabuk and Municipality of Pinukpuk. They belong to the Cultural Minorities. Indigenous P eople of Cordillera Administrative Region (CAR). They resides and occupy the parcels of lands for decades consisting on an area of 844,000 hectares and spread out covering the two (2) Provinces of Kalinga and Mt. Province. That is connected to the Cagayan Basin. The Department of Energy (DOE), particularly the Oil and Gas Department conducted Oil and Gas investigation and sampling twice in 1999 and 2005. As per results of the said Oil seep investigation and samplings, there are indications of a potential hydrocarbon reservoir or Oil accumulations in the area, also known as the Kalinga and Cagayan Basin. The investigations results, as well as other relevant and material documents are here to attached for your information and perusal. In a recent decision of the Supreme Court of the Philippines, in G.R. No. 127882, it held ³ given the inadequacy of Filipino Capital in technology in large scale EDU (Exploration Development and Utilization) activities, the state may secure the help of Foreign Companies in all relevant matter especially financial and technical assistanceprovided, that all times, the state and right of full control´ the foreign assistor or contractors assumes all financial, technical and entrepreneurial risk in the EDU activities, it maybe given reasonable management, for it is the desires of the association to have the humanitarian or social concerns to relocate their houses from the mines site to a chosen place where they will stay for the rest of their lives and to maintain all Road Networks and building schools, hospitals, housing, offices bank houses which is part of the goodwill and Optional, Marketing, audit and other prerogatives to project its investments and enable the business to succeed´ It is in this light that we are inviting your group to join us as partners in this endeavors.
