'
Thanks the tantalisingly interesting
letter. Hell, man; did they really try to do the
thing to you in Miami? It sure is a sick place.
And police and other officials did not really
seem to care - so I noticed when I was there.
I got the photos all right. I'll take them
to the analysts this beginning week. But, please,
tell me how much you are prepared to pay if they
•rant some money for it. They might ask me -when I
go there. I suppose you don't have the negatives,
and, of course, I don't even know if they're
necessary. Also, isn't it important to know when
these pictures wlliere taken? Do you know? -----
If I got the story right, you have a source,
Hemming, who had a photo of a CIA official called
Carswell and who thinks he may be the third tramp.
And Carswell denies this and has an alibi. - I
don't tell all this to the analysts, of course.
You mean to telephone me about the results?
It's difficult to say when they're ready, but
here is my number, anyway: 796639 (horne) and
  3 (office), both in Helsinki. We could
use telegrams or letters, too.
I promise not to take copies from the pic-
tures. I certainly would be glad if you could tell
me later what the publication deadline is and
maybe give/sell/loan a set of photos for use in
a possible ne1.rs story here. All this assuming that
something of interest comes out. Can you tell me
more 1;1bout your outcoming book? - Thanks for the
credits. 'de give you credit in our book, which is
progressing well. So you also have financial prob-
lems. Then I'm not the only one. Soon I don't

My last FOIA request.was about William
Colbys visits in Finland. He did come here sev-
eral times - I know because he personally wrote
me back and this.
New things about CIA and Finland surfacing
all the time. You know, Finland was real CIA country
in the 1950's and 60's! I contacted Julius Mader,
t-rho is very helpful and polite. He offered to give
me CIA info on all the personnel in the U.S. Em-
bassy in Helsinki, and other things like that.

Something I found on the University of Turku:
Owned and run by a private foundation. In the 60's
began to get aid from the state of Finland, and soon
this constituted the largest part of the budget. The
second biggest U. in XiNax Finland, In 1974 became a
University owned by the state, like all the other
Universities.
The rector for a long time was a well known right
wing scientist. Student body as well as the University
itself known to be close to the U.S. Embassy. Some
teachers came from the U.S.A.
In 1957 public outcry about financial difficulties
that threatened teaching and research. Then the U.S.
aid seems to begin. Some of the grants I found:
- June -58 Rockefeller Foundation gave 18 million
Finnish Marks. Something to do with medical research,
like most of the other sums, too.
- July 1958, Rockefeller, 21 000 and 5 000 $.
- July -58, Rockefeller, $ 82 000.
- Jah -64, HEW/Bethesda, Maryland, $ 14 6B6 as
continuation of former grant. .
-   -64 May, HEW/Bethesda, $ 14 000.
-Feb -66, U.S. Dept. of Agric., $ 49 859 (for
animal skin research).
- April -67 U.S. Ambassador Tyler Thompson
personally gives $ 12 600, from Damon Runyon Memorial
Fund.
-Oct -71, HEW/Public Health Service, 310 000 Marks,
continuation to support that began 12 years earlier.
-Aug -74 HEW/National Institute of Health,
$ 93 000, continuation, 'for 3 years.

Thank you for your that arrived soon after I
sent my last letter to you .
Well , if you are interested in what the Soviet
press says, I can tell you t he following. The
important   Za Rubetshom has just published
arti cles by (or on?) a Japanese journalist and
his studies about the ass ass ination of JFK. You
may know him. I don't have the clippings yet.
As I told you before, Novoye Vremya (New Times)
had a mighty interesting and accurate 3-part
on J FK murder last yea r, and Tass and APN
distributed internationally a story on the recent
Canadian TV program. They seemed to think that
it was good job and correct analysis . I have the
article.
Horizont, an East German magazine, is
a series of articles on JFK assassination, but hear
the info comes from Sam Ans on, in fact it may be:
from his book.
The Soviets ha ve promised to help us with
our book by providing us photos . - Many people
I intended to interview turn up dead . I have to
act faster. Nothing as dramat ic as you have over
there, though .
Thank you for the copy of the CIA answer to
y our inquiry. I hate to bother you so much. Well,
it is sad reading. I see that i t took almost 2
months before they even answered your letter, in
the first place .
Now what do we do? We have to decide who
gives them further instruc t ions, you or me . As
I told y ou, I also asked for info on those men and
institutions, and some more, too . Do you think
they really are not going to release anything?
I could easily f ind the date and place of birth
for the individuals , but their notarized affidavits
are bard to get since they're dead ••• Money is
no - problem either, I turn to some Finnish organ-
izations to get them f inance t his. But do I send
the money thru you or d irectly? You told me the
CIA is not friendly t owards you, but they might
be even more unfriendly with a foreigner .

Funny you never received my telegram. Cift or
mafia intercept ? It was a "letter telegram"
supposed to b e in your hands in one da y. Anyway,
I don't t h ink we get any money from the Dan ish
paper because they simply stole our material -
copied it from the clipping. I haven't seen it.
The last article I wrote was about MK- ULTRA
and Finland. The CI A used about 20 Finnish ki ds
as their g uinea pigs in 1959 and 1960.

Dear Alan,
Hov1 is everything going? What about the recently
released Oswald material - is there anything new in
it? Newspapers seem to agree that there isn't much.
There was something about Oswald's access to secrets,
at least.
Please note, that in one of the hotel cards I

are written._ Only recently
I realized what they mean. S vrk means 5 days in
English - so here is another proof that Oswald knew
the length of his stay when he arrived in Helsinki.
Did you notice in the CIA and media stories, that
one agent, Austin Goodrich worked in Finland? The info
was incomplete, and I found out more. He was very \-Jell
known in Helsinki. Nobody really saw him working for
the CBS as he was supposed to, but he was active in
the Western Foreign Press Club. He wrote two books
about Finland and Helsinki, and decided to give the
money the Club earned on the books to an Helsinki
orphanage and to Finnish journalists as scolarships.
Many of my colleagues got his scolarships.
What do you think of Fensterwald's book? I had
not time to read it yet. He is a suspicious person -
so I understand after having read one of your artic-
les. -Wilt's the difference between the Assassination
Information Bureau and the Committee to Investigate
Ass-s? I decided to subscribe to Clandestine America,
it looked so good.
Many writers seem to think that the Lorenz-Sturgis

lization in Jamaica. I found out many of these things
when I was visiting Jamaica last year but I simply

This is in response to your letter of 2 January 1978
requesting information on Nessrs. Fagerho1m, Kekkonen and
Salonen and the Honka-Liitto. Your request was received in
this office on 12 January.
Upon careful review of your request, I have decided not
to initiate a search for the information you request. It
likely that some information does exist in ihe form of
newsclippings, articles available to the general public, and
the like. However, I feel that these types of records would
be of no interest to you and would involve a search cost of
several hundred dollars. Furthermore, any other records
which might exist, which are germahe to what we believe to
be your interests would be denied pursuant to Freedom of
Information Act subsections (b) (1) and (b) (3). The applicab-
ility of these subsections is explained as follows:
(b) (1) applies to material which is properly
classified pursuant to Section 1 of Executive Order
11652, and is exempt under Section S(B) of the same
Order; and,
(b) (3) applies to the Director's statutory obli-
gations to protect from disclosure intelligence sources
and methods, as well as the organization, functions,
names, official titles, salaries or numbers of per-
sonnel employed by the Agency, in accord with the
National Security Act of 194 7 and the CIA Act of 19_4_9 ,._

Dear Alan,
Thanks for the letter. Well, there are many things
to tell and ask you, I try to remember all.
- I t alked with a Soviet official who contacted their
here. They read everything about Oswald and
Kennedy, but say that the case has only historical inter-
est. They believe that Oswald was an agent and they "be-
lieved from the beginning'' (=the assassination?) that he
did not act alone. I tried to check carefully the info we
have (CIA man in their consulate etc.). They said that
"as far as we know your information is correct, we don't
note any mistakes ••• " This is not much, but these are
touchy things and they seem reluctant to help me for-
ward. They said I could always travel to the Soviet Union
but I wouldn't find any documents there. They simply did
not believe the FOIA thing. They said it is impossible to
get documents from an organization like CIA. They said
also that my info "isn't exactly new". Their papers write
pretty much on the JFK assassination. Did you read the
articles of Iona Andronov in the first 3 numbers of Novoye
\remya this year?
A - I figure Soviets and especially Cubans - when their
diplomats now move into 'V-lashington - might be willing to
help official (=Congress) assassination investigators.
- I have contacted people travelling in that train
with OsTtrald. There was a lot of drinking and noise on the
train that night. One Finnish professor remembers 2
English speaking   but he could not say if they
were travelling together. That second American man on the
passenger list interests me, because he is, as you see,
a 30 years old student. Oswald was also a "student". Only
tha:t man came thru Sweden but Oswald didn't, says the
list.
- Dagens Nyheter sent me their only piece of news
on Oswald and Sweden. I'm sending you a copy. I says in
part: "After an unsuccesful try to get Soviet visa in
Helsinki he travelled to Stockholm, where he lived in a
hotel. Two days later he was able to continue directly
to Mos cow. This means that the Soviet Embassy gave him
a visa." Seems that the neHspaper never bothered to
check this bullshit, By the way, nobody can take a train
from Sweden to USSR because there is not any.
As I told you last time, Aftonbladet told that
Oswald was in Stockholm twice, probably to arrange his
papers and celebrate his b:hthday - which was in Hoscow,
of course.
- Is that word "turn" really important? Reliable
officials tell me that there was supposed to be a stamp
on the other side of the doc. It would give us the date
but nothing else, I guess . If it was written 18 years
ago it is impossible to interview the official.

- One thing woth noting: WCR says that Oswald bought
10 Russian travel vouchers in Helsinki. But it isn't
simple as that; You have to apply for them, too, and
generally it took a week to get them, because Moscow
decided on them. Oswald got his at once, so somebody
helped him there, too.
- And: How could Oswald have visited the Russian
consulate in Stockholm that Saturday he was supposed to,
because in 1959 Soviet consulates were open 10 - 11 .30
a.m. weekdays only (and probably every other day)?
-What do you think of Robert Morrow's book
"Betrayal"? I see that Morrow witnessed in front of
the congressional committee.
- I don't think misstakes in his spelling were
tips to anybody. Didn't Oswald have some kind mf flaw?
Seems he simply could not write his own name correctly.
I have no hard evidence that hotel Torni was a stopover
place for spies. People just say so. After the war
the Soviet supervisory committee and Sovmet officeru
lived in the hotel.
-Don't you think we should try FOIA to find out
more about hotel Torni and the University of Turku?
The problem is that we don't have an American corres-
pondent there, so you are the only one who could help
me, I guess. CIA split the Finnish trade union movem-
ent in the beginning of 60's. It would be awfully
interesting to aee what kind of documents they have.
Please try to get doc'-s on ·the- trade union "Suomen
Ammattijarjesto", the front organization "Jarjesto-
tuki11 or men like Jaakko Rantanen, Cllavi Jarvela and
Reino Heinonen. That-uni_on is also known as "SAJ".
I would pay you any cost or trouble this causes you.

You told me about Oswald and Helsinki. I asked about
your book Coup d'etat in America, and finally did
find it in one bookstore in New York - and I'm glad

icles for Helsingin Sanomat, the biggest newspaper
in Finland, where I work as a permanent staff writer
at the foreign desk. My big.article about Lee Harvey
Oswald might interest you, but I'm not sending it
to you, because it is in Finnish,naturally. It is
mainly about Oswald in Helsinki, and I used some of
the informatio-n you gave me, too. Susan Borenstein
at the Chilean Solidarity Center in New York is going
to have ii translated, I think.
You were pretty busy when I called you, but I
hope you'd have time. to write me and tell some more
things. You said you have some riew documents of the
C.I.A. How did you get them? What is in them, more

Oswald you m·er'ltioned? Are there any stamps from Fin-
land in the paS'port of Oswald?
I sure would like to help you somehow. Is there
any research I could do here? I've done quite a lot
already, called police and government ministers etc.
I hue copy of Oswald's hotel book, where te gives
his name as Lee Harry Oswald, student. first

Many thanks for the letter and interesting
documents. \fuen does your book come out? - I'm
sending some   now.
Take a look at doc 2 I put the numbers
on the documents). It p ·· s that Oswald knew
when he would be leaving Finland already the
night he came in. Somebody has written the word
"turn" on the paper. I don't know what was on tre
other side other than a stamp.
Looking carefully at all the cards one finds
out among other things that Oswald writes his
middle name in 3 different ways, that he gives
2 different arrival days in Finland, that he
came in the first hotel at 24.00, Oct. 10.,
that he left to the U.S.A from two hotels the
same day - there has-to-oe a misunderstanding
fiere, because He see, that he really l eft for
the Soviet Union Oct. 15. Does he give his home
address and birth place correctly?
Doc 6 is photo of 2 pages of his other
hotel guest book. There seem to be many mistakes
there, too.
We see also, that the Warren Raport gives
wrong day for Oswald Aoving from the first hotel
to the second. It happened Oct. 12. In doc 4
they started to write that he left for Stockholm,
then. they wrote that he left for the USSR.
Look at doc 1. It passenger list, or
part of it of course, from the train, filled
at the Vainikkala border station. (Flight lists
do not exist anymore.) Some interesting
seemed to travel with him. Could you find out
about the Americans mentioned in list? I try to
contact some of the Finns. Some Soviets are on
the list, too. The last column is about visas.
On the diplomat list the name Golub really
appears. But the interesting thing is, that on

the·next year's list (printed June 1960) his
name does not appear anwmore. So Golub left
Helsinki very soon.
Beside doc 6 there are from a
Helsinki newspaper the day after JFK murder.
They quote the Swedish paper Aftonbladet, and
the whole thing is pretty messy, but in short
they say that Oswald was in Sweden twice. He
came through Sweden, then he went bacR-there
for some trouble with his papers, and to
celebrate his 20. birthday. Which of course
is impossible. But what     about Dagens
Nyheter? Which paper did Nxk CIA use after all,
Aftonbladet (social democrat paper) or Dagens
Nyheter?
By the way, speaking of the 201 files, did
you notice what Philip Agee says in his book
on page 57: "Files are maintained on all agents,
and they always begin with the number 201 -
followed by a number of five to eight digits.
The 201 file contains all the documenmthat
pertain to a given agent and •.• "
One funny thing: I finally found out that
the Finnish Secret Police has a file on Oswald
that has a lot of material in it, too. They gave
me an official answer: It is a bunch of clippings
from the Helsingin Sanomat (the paper where I
work) and nothing else:
Does all of this make any sense to you? What
should we do next? I'll at least contact those
Finns and the 2 Svredish newspapers. How could I
get information from the CIA under the Foi Act?
Or could you help me? I think it's very important.
First we should ask about the University of Turku
in Finland (or Turun yliopisto) where Oswald was
supposed to go. It is known to be close to the
American Embassy, being a private institution, and
around the time Oswald came here they received
(publicly) a lot of money from the US - government
as well as Rockefeller Foundation. And what does
CIA have on itsm infiltration and dividing the
Finnish labour movement? For Example the union "SAJ•,
or their front organization "Jarjestotuki", or men
like Jaakko Rantanen, Olavi Jarvela or Reino Hei-
nonen.
Other questions coming to mind: Are there any

stamps from Finland in Oswald's passport? Has
anybody bean able to find out if it really was
the floor plan of the Cuban Embassy in Mexico
Oswald drew in his little notebook? Is Oswald's
access to U-2 secrets still classified materi al,
like Joachim Joesten says in one of his books?
Getting Soviet cooperation is very
difficult. Of course we can always try, so send
me any material that might be helpful. We have to
try through the Communist Party of Finland, or
probably the Moscow correspondents of Finnish
media could help. I'll some people next week.
But they don't want to speak much. Cuba even
denied my visa although I have B&ft been in Cuba
before. But this time they did not want to tell
me anything about the Cuban r efugees and CIA.
Can you get me the address of Philip Agee?
Do you have anything against that I'd write
an article for some American paper ( and mention
y9ur name, too)? I've been thinking of writing
a letter to Rolling Stone, New Times or Willage
Voice and ask what they think. On the other hand
I may not have enough material for a scoop, es-
pecially if you write besides books, too.

Thanks for the letter. Hope you could read my book.
Look carefully and you see that we mention you and
your book many times. Progress in Moscow is going
to publish the book in Russian in 1980: Thew gonna
have pictures, too, so your photos are getting a
lot of publicity .•.
Yeah, I don't think the institution is going
to do the photoanalysis anymore although they took
copies and promised to try. We had to cri.tJ..cize
them slightly in our book, and now they know in any
case that we're left wing.
Try not to throw any more tomatoes for the time
being. Mankind you, for research and writing.

articles in newspapers?
Speaking about developments in the Soviet press,
do you have the japanese article by Nobuhiko Otshiai
that was published in the beginning of 1978 in the
Soviet newspaper Za Rubezhom? It is all very inter-
--esting, mainly because the Soviet published it -
stressing, though, that the article is a subjective
view but the facts show. that influential monopoly
groupings are behind the Kennedy assassination.
De Mohrenschildt was' a friend of N.O. and died
when he tried to intervielv him again. N.O. writes
about the Cabell brothers putting part of the blame
on them. Also Garrison and New Orleans are prominent
in the series of articles. Plus Ferrie, Shaw. CIA
destroyed Garrison and his case. Marcelle-Ferrie-
Lansky. He writes pretty much about Dallas, too, and
mentions the unknown men detained the day of assass-
ination. Oswald and Hunt in Mexico. The double Oswald.
Motives for the murder: JFK againts Steel, for
civil rights; Bay of Pigs, detente, Vietnam. Mafia
in Cuba. RFK against Mafia.
He also writes about the 16 persons that during
a few years died in unusual circumstances.
I don't think there would be anything new for
you in the articles, but there certainly is much

I have not received a new letter rrom you

My representative spoklwith the Soviet
Embassy people and they in turn had spoken about
my information and articles with a prominent
Sovie·t journalis-t (he seems .to be Victor Louis,
who has been in Helsinki f.ex. because of the
"missine agent Shadrin" case, as you may know).
The Soviets say they do not have any
in co- operation ·Hi th us. They say all
of these thines have been investigated years
agp. Well, what about Golub, we asked. (We
did not mention his name but asked about a
supposed CIA agent in their consulate at that
time, and they seemed to know whom we meant.)
"That has been investigated thoroughly at
thatx time", trey answered. In plain English
that means, that they knew about Golub a long
time ago and know the reas on Golub had to
leave Helsinki. Otherwise they would have said,
of course, that no, this is imperialist pro-
our Embassy was not infiltrated.
Then one entirely different thing: I
heard from two different sources that William
Colby himself has been in Finland, probably
many times, and he h ad s ome operation to
accomplish here. Would you happen to know
how I could secure more info about I

According to a reliablo source. OSWALD stayed at the
Torni Hotei ill Helainki from 10 to 11 October 1959 and then
moved to the Klaus Hotel whare ho stayed until
lS October, apparentiy waiting for a visa to ba is aued him by
the Conaulate in Helsi:nki. He traveled to the USSR by

train. crossing at Valnilt.'tala. on 15 October.

I met Philip--Agee inoHamburg·. He is intrigued by the JFK
assassination but does not know anything about it. He said

Louis Wollfr researched the Helsinki diplomatic lists for us,

following CIA men served in the Helsinki Embassy: Robert M
Fulton, Frank Friberg, Melvin Walter Jokinen. The chief of

We've just bec::n informed that one of America's authorities in this fi eld, Pro-
fessor Melvin Mencher of the Columbia University Graduate School or'
J ournalism in New York, will be vi siting Helsinki on Thursday, April 6. I thought
you mi ght like to j oin us at the America Center on April 6 at 6 :00 p.m_ for a
drink or two .md to hear Mencher's comments on thi s interesting
topic.

t icle in the Columbia J ournaiism Review about the so-called " Arizona Proj ect"
which investigated corruption in Arizona in 1977. Professor l\fencher is a fonner
Feiiow at Harvard University. Before j oining the faculty at Columbia,
he worked for several American newspapers. He has w6ttcn extensively in
magazines and professional j ournals in the United States on vari ous aspects
of American j ournal ism.

I,m leaving for Poland the day after tomorrow. It
will take about 10 days, and right after that I'll
start pressing those photo analysers. I went to Norway
for two days and heard very interesting things about
Finland and CIA there - my paper is not willing to
publish my stories, t hough. I called E.H.Cookridge in
London and he told me more. I got the Scandinavia-
chapter of William Colbfs book, and now it all begins
to make sense. Colby was active in the 50s' creating
a "resistance movement" in Finland and 3 other Nordic
countries, arms caching etc. It is part of a bi gger
picture. I found out many of the same men used Finland
and Finns to do sabotage and spying a gainst Soviet
Union. I met former agents. Britain, Norway, CIA and
Gehlen and nazis were involved, at least. Finnis nazis
had prominent places in the system.
I heard thru 2 defectors - Peck and Campbell - that ,
NSA is operating super secret listening stations in
Finland. (I have not spoken to them personally, yet.)
I kMX know there are some in Norway, but this surprises'
me. Please don't tell anybody yet, but tell me what you

They admit that Mader s eems to have access to CI A

break their relations with him.
We argued about Epstein. He seemed t o think that
Epstein knows this s tuff and has found the truth even
if he is a fink.
Weissman ha s is supposes , that

there. He did not think much of the Rocky , Ford and
HEW money.-He says they don't make mistakes and that
there was only one mistake in Agee 's CIA Diery. He

book, including descriptions, there seems littl e doubt that " Mike"
was Hunt.

overlooking the Dallas assnssination point was E. Howard Hunt.
He and the released without charges shortly nfter-
wards. Three witnesses told the ·warren Commission that they
thfmght the shots which kiJ.Ied Kennedy came from this grassy

Hunts's involvement in the Kennedy assassination was mentioned
by New Orleans District Attorney jim Garrison, who had attemp-
ted an independent investigation. Fjn'ally, the New York
publishing company "Third Prerr" put out a book by Michael
Canfield and Alan \'Veberman, "Coup d'Etat in America" which
s"ilggests more bluntly-ti-i'a'fldld Camille Gilles that Hunt took part
in masterminding the assassination of President John F. Kennedy.
From the Federal Detention Centre at Eglin (Florida), Hunt filed
a S z . 5-million suit against publisher Joseph Opkapku and two
  thi s book.

The story of Howard Hunt is instructive for a number of reasons.*)
First of all we can the rnnge of media manipulation in which
the CIA engages in the National Press Building which houses
scores :11nd hundreds of \Vas'hington bureaus .of U.S. and other
newspapers, magazines, radio and television stations. It doesn't
shun tmvel magazines either. It disguises itself as public rel at ions
firms. We can sec the type of agents the CIA employs for its
manipulations: the fi gure, actions and .deeds of Hunt is a personi-
fication of the virtual '!_bscnce of any d!vidi!!,g __ bctwecn propa-
gn nda operations and burglary, blackmail and actions leaving traces
of real blood. The Hunts represent the most dangerous category
of agents. by the CIA either directly to t!'tc news media or
to the adjoining fi elds of publicity and public relations.
