ADDRESS THE FF:    Improve access of poor communities to quality healthcare and social services Increase nurse‟s employability with enhanced clinical and preventive health management competencies Augment the nursing workforce in rural and unserved/underserved communities and health facilities through a competency based learning and deployment project Address the proliferation of the so-called “volunteer nurses”

KEY AREAS OF RESPONSIBILITY: HOSPITAL      Nsg care services related to MNCHN strategies Safe and quality nsg care with focus on medication, including IV therapy, BEmONC Care of clients with common and priority clinical condition Health education and communication Ethico moral, legal and documentation/ reporting responsibilities

EVALUATION:  MNCHN Pantawid Pamilya Program  A. Maternal Health Services -Pre-natal care -Post-natal care -Family planning  B. Child Health Care Services -EPI -Nutrition -Dental Health Program LEGAL ASPECT:  AO NO. 2010- 0036 -The Aquino Health Agenda: Achieving Universal Health Care for All Filipinos

10, 000 nurses shall be deployed in 1221 municipalities 4Ps- DSWD‟s Pantawid Pamilyang Pilipino Program or Conditional Cash Transfer BEMONC – Basic Emergency Maternal Obstetric and Neonatal Care 2.3 million household will benefit from it





DURATION:    12 months A. 6 mos in hospital – Clinical Health competency B. 6 mos in RHU – Public Health competency

BENEFITS:    Certificate of Competency and Employment Allowance of P8,000. 00 / month GSIS accident insurance

NEONATAL ‘E’ FUNCTIONS:   Three BEmONC neonatal „E‟ interventions + Management of LBW or premature newborn

MNCHN SERVICE DELIVERY NETWORK: 1ST TIER:    Community level service providers RHUs, Health Centers, BHS, Women‟s Health Team Led by a nurse or midwife

GENERAL PRINCIPLES:     Every pregnancy is wanted, planned and supported. Every pregnancy is adequately managed throughout its course. Every delivery is facility based and managed by skilled birth attendant Every mother and newborn pair secures proper postpartum and postnatal care with smooth transitions to women‟s health care package for the mother and child survival package for the newborn

Second Tier:     Default BEmONC facility Core district hospital Geographically isolated and disadvantaged areas / densely populated areas Ideally, one hour travel from any residence within the city Recommended to be accessible within 30 mins 24 hour basis Staff: atleast one physician, a nurse and a midwife

ACHIEVED BY:     1. Health Service Delivery 2. Health Regulation 3. Health Financing 4. Governance for Health   

THIRD TIER:    CEmONC – public or private facilities Ideally, accessible within 2 hours travel from any residence Recommended to be accessible within one-hour travel time 24 hour basis with emergency standby capacity Staff: atleast one OB/ surgeon, 1 pediatrician, 1 anesthesiologist, 6 nurses, 1 MT, 6 midwives

BEmONC OB FUNCTIONS:       Parenteral administration of oxytocin in the third stage of labor Parenteral administration of loading dose of anticonvulsants Parenteral administration of initial dose of antibiotics Performance of assisted deliveries Removal of retained products of conception Manual removal of retained placenta 4Ps

 

Pantawid Pamilyang Pilipino Program Poverty reduction and social development strategy Conditional cash grants to extremely poor households Social assistance Social development P 6,000. 00 a year or P500 per month per household

NEONATAL ‘E’ FUNCTIONS:    Newborn resuscitation Treatment of neonatal sepsis/infection Oxygen support

CEmONC:

 

P 3,000. 00 for one school year or 10 months Families with 3 qualified children: P 15, 000. 00 annually Atmost, 5 years.
