1. GENERAL
1.1 Scope
1.1.1 Programmable logic controllers (PLC) shall be supplied in strict accordance with:

1.2 KBR Documents, Codes, and Industry Standards
The following documents are referenced herein and form part of the Order. Additional KBR documents, when
applicable, will be listed on the Requisition. KBR will be referred to as the Purchaser. The issue dates of
Purchaser documents shall be as specified in the Requisition. Current editions of the industry standards
including all mandatory addenda in effect at the time of the Order shall apply unless otherwise indicated.

2. DESIGN AND MATERIALS
2.1 General
2.1.1 The controller shall be capable of executing as a minimum, the following command functions:

2.1.2 PLC central processing unit (CPU) and I/O modules shall be suitable for mounting in a non-hazardous
control room environment. Ambient temperature range is 65 to 90oF (18 to 32oC) at 60 to 95% relative humidity.
The PC cards shall have conformal coatings for protection against harsh chemical environment.
2.1.3 Dual (Redundant) power supplies shall be self-cooled and be provided with indication of proper operation
of the system. Each power supply shall be capable of providing 150% of load. Power supplies shall be diode
bridge isolated/short circuit protected. Redundant power supplies for the field devices shall be provided.
2.1.4 Power is available at 120 V, 60 Hz from plant power distribution systems.
2.1.5 The PLC system shall have screw terminations for the Purchaser's wiring connections. Terminals shall be
marked for polarity, test connection, etc., and shall be protected against accidental contact. Terminal
connection size shall be able to accept size 12 AWG cable for interconnection. All I/O modules shall be wired to
terminals and tagged at both ends. Tagging methodology shall be provided during detailed engineering phase.
Shield/drain wire shall be terminated in cabinet.
2.1.6 Design and materials not specified shall be in accordance with manufacturer's standards suitable for the
operating and design conditions.
2.1.7 PLC system shall provide an independent set of external contacts to contacts to alarm in case of PLC
hardware malfunction.
2.1.8 Supplier shall supply the required communication module and accessories to be able to communicate
with DCS which supports the modbus protocol.
2.1.9 For remote I/O application, communication media shall be fiber optic or communication cable. Fiber optic
is the preferable method. Supplier shall provide all required accessories with modem for this communication
interface.
2.1.10 All I/O wired terminals in cabinet shall be provided with disconnect type of fuse terminals.
2.1.11 Power to all externally powered devices such as DC solenoids interposing relays shall be provided with
proper fuse coordination.
2.1.12 Proper cooling fans and louvers with dust filter shall be provided.
2.1.13 AC and DC power ground bar with lug connections to outside grounding grid shall be provided.
2.1.14 Supplier shall provide and mount in cabinet, surge suppressor for inductive loads.
2.1.15 Cabinet size, color shall be per Specification Page 5.
2.1.16 Low power signal shall be segregated from high power signal in cabinet wiring.
2.1.17 Documentation shall be provided per SDR-I3530.

2.1.18 The Supplier shall provide a laptop computer for programming and configuring the PLC. The Supplier
shall install the licensed program development on this laptop. The laptop shall be tested during FAT. The
laptop shall be of latest model with enough hard drive capacity, memory, floppy drive and CD ROM as minimum.
This laptop shall be quoted as a separate line item.
2.2 Requirements for Central Processor
2.2.1 The controller shall be provided with a protection against overload current and line voltage spikes.
2.2.2 The CPU shall retain memory in the event of power failure or internal malfunction. The memory back-up
time period shall be between 4 to 6 months.
2.2.3 The CPU shall be provided with on line self-diagnostics and status indicators.
2.2.4 The CPU shall be provided with 40k words of user memory as a minimum.
2.2.5 The backup CPU shall be provided to switchover automatically in case of failure of primary CPU.
2.3 I/O Module Requirements
2.3.1 Discrete outputs from the PLC shall be energized on true logic.
2.3.2 All individual I/O channels shall be individually fused and electrically isolated from the main frame CPU.
2.3.3 The controller shall be provided with protection against overload current and line voltage spikes.
2.3.4 The I/O types, operating voltage, and quantity shall be as specified on Page 5 of this specification.
2.3.5 The Supplier shall provide any dropping resistors necessary for analog modules operating with 4 to
20 mA. Inputs specified as 4 to 20 mA shall be isolated two wire type, 2U as defined in ISA S50.1. Inputs
specified as 1 to 5 V shall be grounded external to the PLC.
2.3.6 The Supplier shall supply 25% installed spare I/O and cabinet space for future expansion.
2.4 Software Requirements
2.4.1 The PLC shall be capable of executing and supporting user programs written in relay ladder or IEC 1131
function blocks. The programming software shall be Microsoft Window compatible to run in PC.
2.4.2 The system shall be capable of adapting to program changes without affecting the hardware. Programs
shall be protected from accidental changes by use of passwords and/or keylock switches.
2.4.3 The logic programming and I/O configuration printout capability shall be provided.
2.4.4 Software shall be provided to record the user logic programming on 3 1/2 inch floppy disks or CD ROM.
2.5 Logic Programming
2.5.1 Supplier shall provide all necessary hardware, cables, and software necessary for the Purchaser to
implement the user logic programming.
2.5.2 Programming software shall be furnished on 3 1/2 inch floppy disks or CD ROM.

3. PERFORMANCE
3.1 General
3.1.1 The PLC shall be capable of executing the user logic a minimum of 10 times per second.
3.1.2 Analog I/O shall have 12 bit minimum analog to digital or digital to analog conversion. Accuracy shall be
± 0.5% of full scale or better.
3.1.3 The factory Acceptance Test (FAT) documentation shall be supplied by the Supplier. Complete point by
point check should be performed, and all interlocks shall be tested. Tests to be performed by Purchaser with
the assistance from a Supplier qualified Project Engineer. Supplier shall supply all the hardware/simulators
required for the FAT and the technical support needed during test.
3.1.4 The PLC Supplier shall ship the main cabinet that has the main processors to the DCS Supplier's factory
to allow testing of the PLC/DCS interface. The PLC Supplier shall provide an engineer at the DCS Supplier's
factory to support testing of the PLC/DCS interface.
3.1.5 For Site Acceptance Test (SAT), the Supplier shall supply field support by qualified personnel to certify
installation, verify cabling, grounding and power up the system.
3.1.6 The Purchaser will be responsible for the programming and configuration of the PLC application software
in accordance with logic diagrams and narratives provided by the Purchaser. The Supplier shall supply qualified
engineer for support.
3.1.7 The Supplier shall provide a schedule of courses for training engineers, operations, and maintenance
personnel. Supplier shall advise of courses required for this project.
