Electoral Boundaries Committee Minutes Monday, June 16, 2014 DRAFT

Attended: Committee Members: Dr. Rick Swalm, Mrs. Sue Tiernan, Mr. Bret Binder; Other Board members: Mrs. Robin Kaliner, Mr. Chris McCune, Mrs. Maureen Snook

Mrs. Tiernan, committee chair, opened the meeting and the minutes of the of  the April 22 Committee meeting were approved (3‐0). The following points were made by committee members: Dr. Swalm explained the process used to develop the maps, 3 were developed by West Chester University and the 4th map is a variation of the of  the other 3. Map 4 has the following components: a.

Equal regions in population

b.

One high school in each region

c. d.

One middle school in each region 3 or 4 middle schools in each region

Mr. Binder prefers Map 1 for the following reasons: a. b.

Has socio‐economic diversity Likes 3 region option but preference is for Map 1.

Mrs. Tiernan supports option 4 for the following reason: a.

Looks ten years down road for 3 equal regions.

Questions by non‐committee board members: ‐Mrs. Snook asked what the process was for publicizing meetings and input from the public. How was the 4th map defined, it appears to have many zig‐zags? What happens if populations if  populations shift? Is there research to support student achievement?

‐Mrs. Kaliner would like additional public input before voting. ‐Mr. McCune asked if the if  the boundaries could be smoothed out. ‐Mr Murphy suggested that the findings be presented at a general board meeting for public comment. Community comments: ‐Is the borough split?

‐Why only 1 map coming out of committee? of  committee? ‐What has the cost been so far? ‐Would the region change have an impact on a potential new board member? ‐Why should we split the borough? We should keep it together. Committee member comments: ‐Mrs. Tiernan spoke about public input at meetings along the way. ‐Dr. Swalm spoke about balance with population and regulations. State regions must be within 10% of  each other. Also, there was no reason to look at research for student achievement either way: at‐large or by region.

‐The recommendation was made to move Map 4 to full board for approval, vote 2‐1 (with Mr. Binder voting ‘nay’.)

‐Dr. Swalm stated that the board would have to ask for an exception to have 4 people in one of the of  the regions for the first voting cycle. Dr. Swalm also stated the only costs would be for our solicitor to submit the map to the court of common of  common pleas. Non‐committee member comment: ‐Mrs. Snook suggested that the map as well as an explanation on how the cycle works be posted on the website. Outcome: The map along with the above table will be on the June 23 board agenda for board action. A resolution will be developed.
