TOR for Developing a Website for EHRC in Ethiopia
Background
The Democratic Institutions Programme (DIP) is a 5 years multi donor-program
that supports the PASDEP by developing the capacity of 6 key institutions in
Ethiopia (House of Federation, the Ethiopian National Electoral Board, the
House of Peoples’ Representatives, the Ethiopian Human Rights Commission
(EHRC), the Federal Anti-Corruption Authority and the Institute of the
Ombudsman). As one of these democratic institutions, EHRC benefits of funds
to carry out a number of activities (such as strengthening its institutional
capacity, raising public awareness of human rights and enhancing skills related
to treaty reporting obligations) with the final objective of bringing it in
compliance with international standards for national human rights institutions
(i.e. Paris Principles).
In order to expedite this process, EHRC and the Office of the United Nations
High Commissioner for Human Rights East Africa Regional Office (hereinafter
OHCHR) have arranged, through a Letter of Agreement, for some of these
activities to be implemented by OHCHR on behalf of the EHRC.
One of the activities is to develop a website for the EHRC, for which OHCHR, on
behalf of the Ethiopian Human Rights Commission, wants to hire a company
that can develop a website for the EHRC.
Objective
The key objective of this Terms of Reference is to work with the successful
bidder to develop a website which will be a key channel to provide information
of the works of the EHRC and on relevant national as well as international
human rights laws and issues, within and beyond Ethiopia.

Scope of the Work
In order to achieve these objectives the OHCHR will work with the company to
develop:
1) Conceptual framework, design for structure of website;

2) Design review and guidance
3) Text of site content in Amharic and English
4) Other material to be included on the site (e.g. photos, tables and maps)
5) Training for EHRC staff.
Tasks
Develop and launch the website.
1. Work with OHCHR to develop the requirements for the website and get
these signed off:
a. Outline the proposed features and functions of the Website
b. The successful bidder should work with the UNOHCHR to develop
requirements document for
i. Design of the main pages
ii. Uniform navigation menu in all the pages
iii. Functionality/content requirements as well as the
underlying technical requirements e.g. software and
hardware
iv. Set up email account related to the website to all EHRC
staff
c. This will need to be iterated and then be signed off with OHCHR
d. It is envisaged that the website design will be reviewed at a
consultation meeting with focal persons from both the OHCHR and
EHRC.
2. Construct the Website
a. Develop the front end and middleware code for the website using
clear, easily maintainable and effective code and using proven,
best practice, coding languages for such a website, with enough
capacity for the developments in the second phase which will
take place after a year.
b. Collecting materials from the OHCHR;
3. Testing and launch the Website
a. The Website should first be launched as a “soft launch” to enable
successful bidder to test the features of the site to the
satisfaction of OHCHR
b. The Website will then have a hard launch where the URL is well
publicized

c. Once the website is running satisfactorily the successful bidder
should provide the OHCHR with a full set of documentation so
that the website can be easily maintained and content updated.
4. Training
The successful bidder shall provide content updating training for the
concerned staff of EHRC as well as a training to familiarize all staff with
the website.
Expected Outputs:





Website Requirements Document
Website code tested and running in final live website environment
Email account for all EHRC staff
Full set of “as developed” documentation to the OHCHR in the use of the
website

Timeframe
The contracted company should provide design options three working days
after signing the contract and complete the whole task in three weeks after
approval of design options.
Fees
The company will be paid a 100% lump sum payment after successful
completion of the work.
Qualifications and Requirements
Interested IT companies experienced in website development can submit their
price quotations and technical proposals to the address below, before close of
business August 20, 2008.
In the proposal the bidder should demonstrate a clear understanding of the
above activities and how they will be carried out and also address the following
issues:





Include some potential outline site designs and look and feel options
What software options, hardware options, coding standards etc are
proposed to be used in the development of the site
Links to website they have already developed
Cost implications of these options
