When the project is located at a height of more than 1000 meters above sea level.CONDITIONS FOR SCIENTIFIC STORAGEGodowns built under the scheme shall be structurally sound on account of engineering considerations andfunctionally suitable to store the agricultural produce. The general conditions for scientific construction will be s follows:T h e c o n s t r u c t i o n o f g o d o w n s h a l l b e a s p e r C e n t r a l P u b l i c W o r k s D e p a r t m e n t / S t a t e P u b l i c W o r k s Department specifications or any other standard specifications laid down in this behalf. The godown shall be properly ventilated, shall have well fitted doors, windows and ventilators and shall be waterproof (control of moisture from floor, walls and roof etc.)The godown structure shall have protection from rodents.The godown shall have protection from birdsThe openings of godown such as doors, windows etc. shall be designed in such a manner that the godowncan be sealed for effective fumigation etc.T h e g o d o w n c o m p l e x s h a l l h a v e a n e a s y a p p r o a c h r o a d , p u c c a i n t e r n a l r o a d s , p r o p e r d r a i n a g e , arrangements for effective control against fire and theft and also have arrangements for easy loading andunloading of stocks.The entrepreneur may obtain a licence to operate the godown, if so required by the concerned State Govt.under the State Warehousing Act or any other relevant laws. The rural godowns of 1000 tonnes capacityand more should get accreditation from Central Warehousing Cooperation (CWC) as soon as accreditationscheme is introduced. NABARD will formulate guidelines on the subject in consultation with CWC.Credit Linked Assistancee) Subsidy under the scheme is linked to institutional credit and will be available to only such projects asare financed by commercial banks, cooperative banks regional rural banks ADFCs, scheduled PCBS, NeDFT and other institutions eligible for refinance from NABARD. Loan to the entrepreneurs from banksfor the construction / renovation / expansion of godowns, etc. would carry an adequate long term repayment period.f) Assistance under the scheme shall be available on capital cost of construction of godown only. Bankswill, however, be free to finance in addition to storage, allied facilities like consumer shop, agri clinics,weighing , grading packaging and quality certification , warehousing etc. to meet various requirement of thefarmers.Insurance will be the responsibility of the owner of the godown to have the insurance for the godown.SUBSIDYRate of subsidy shall bea) 33.33 % of the capital cost of the project in case of projects for SC/ST farmers / entrepreneurs and their cooperatives subject to a maximum ceiling on subsidy of Rs. 50 lakh. b) 25% of the capital cost of the project to all categories of farmers, agriculture graduates cooperatives andState / Central Warehousing Corporations subject to a maximum ceiling on subsidy of Rs.37.50 lakh.c) 15% of the capital cost of the project to all other categories of individuals, companies & corporationsetc. subject to maximum ceiling on subsidy of Rs.22.50 lakh and25% of the capital cost of the project for renovation of godowns of cooperatives with assistance from NCDC.Capital cost of the project for the purpose of subsidy under the scheme shall be calculated as follows : a) For godowns up to 1000 tonnes capacity - Project cost as appraised by financing Bank or actual cost or Rs. 2000 per tonne of storage capacity, whichever is lower. b) For godowns exceeding 1000 tonnes capacity - Project cost as appraised by Bank or actual cost or Rs.1500 per tonne of storage capacity, whichever is lower. However, for godowns

exceeding 10,000 tonnescapacity the subsidy would be restricted to that admissible for capacity of 10,000 tonnes only.c) For renovation of godowns by cooperatives with assistance from NCDC project cost as appraised byBank / NCDC or actual cost or Rs. 5000 per tonnes of storage capacity, whichever is lower. No beneficiary shall draw subsidy for the godown project or any of its components from more than onesource.The capacity of godown shall be calculated @ 0.4 tonnes per Cu. Mt.RELEASE OF SUBSIDYSubsidy for the projects under the scheme shall be released through NABARD for projects financed by Cbs,Cooperatives and Regional Rural Banks, ADFCs, SCBs, SCARDBs, NEDFI and scheduled PUCBs andother institutions eligible for refinance from NABARD and through NCE for projects financed by NCDC or by Cooperative Banks in accordance with its eligibility guidelines.ADJUSTMENT OF SUBSIDY IN BORROWER’s ACCOUNTPledge Loan Facilityg ) T h e f a r m e r s k e e p i n g t h e i r p r o d u c e i n t h e g o d o w n s s h a l l b e e l i g i b l e t o a v a i l p l e d g e l o a n o n hypothecation of their produce. The terms and conditions governing pledge loans viz. margin rate of interest, period of pledge, amount etc. will be as per the guidelines issued by RBI / NABARD and as per normal banking practices followed by the financial institutions.Trainingh) A general awareness programme on the scheme for the farmers and a training programme for theentrepreneur for construction, maintenance and operation of Rural Godown will be organised by the National Institute for Agricultural marketing, Jaipur (NIAM) and other national / State level institutions.i) Rural godowns constructed in Food Parks promoted by the Ministry of Food Processing Industries shallalso be eligible under the scheme for assistance.Implementation Period j) The scheme shall be implemented during 2001-02 and during 2002-2003 with an approved outlay of Rs.334.43 crore and with financial assistance of Rs. 90 crores from Government of India.K) The scheme will be applicable to all projects for construction / renovation /The financing bank has to submit a proposal for subsidy. How to submit a proposal for subsidy : The financing bank has to submit through their RO / ZO a copy of following document to (i) NABARD,Regional Office, NABARD Tower, Opp. Municipal Garden, Usmanpura, Ahmedabad 380 013 and (ii)Senior Marketing Development Officer, Directorate of Marketing & Inspection, 1st Floor, Near GandhiBridge, Shahpur, Ahmedabad - 380 004 (Ph. 9579 5660965.i ) P r o j e c t R e p o r t a n d L a y o u t P l a n a p p r o v e d b y E n g i n e e r i i ) L a n d d o c u m e n t s iii)Loan sanction letter issued by competent authorityiv)Brief coverage on technical feasibility and financial viabilityv ) P r o o f o f c a t e g o r y - W h e t h e r f a r m e r or trader / SC/ST or Generalv i ) A f f i d a v i t o f t h e b e n e f i c i a r y t h a t h e h a s n o t a v a i l e d / s h a l l n o t avail subsidy for the project from any other source
