griculture in Nevada County can range from timber to
wine grapes. The agriculture in the area represents a
rich legacy and a proftable future.
Despite a decline in the number of acres offered for har-
vest by the federal government in recent years, timber sales
still account for a 17 million dollar share of Nevada County’s
agricultural market. Cattle is second with a one and a half
million dollar market value, followed by Christmas trees and
nursery stock ($667,000), wine grapes ($475,000) and mis-
cellaneous fruits and vegetables ($150,000). In recent years,
emu, ostriches and llama have started to dot the countryside,
for use as pack animals, meat and wool producers.
From the frst Saturday in May until the last Saturday in
October, local agricultural producers are showcased at a
Farmer’s Market at the Nevada County Fairgrounds. From
9 a.m. until noon, 50 growers offer a full range of fruits and
vegetables, honey, herbs, fowers and other organic products
for sale. In addition, there are Growers Markets happening
in Grass Valley, Nevada City and Penn Valley beginning in

rts and cultural activities are one of the hallmarks of a thriving
community, so it should be no surprise that western Nevada
County is well-known throughout northern California for the high
caliber of performance and visual artists it supports.
On almost any weekend of the year, you can choose among several
live stage performances of theatrical works ranging from high drama
to melodrama and comedy. There are over 20 local theater groups in
Nevada County.
If you enjoy live music, you also have many choices. Indulge your
passion for classical music with orchestral, ensemble and solo artist
performances offered by groups like the critically acclaimed Music
in the Mountains and the venerable Twin Cities Concert Association.
Listen to popular and folk music performed by well-known artists in
venues like the Miner’s Foundry Cultural Center, St. Joseph’s Cultural
Center, the Nevada County Fairgrounds and Center for the Arts. For
more casual outings, catch a singer at a local bar or restaurant, or at-
tend a concert at Pioneer Park or Western Gateway Park.
Western Nevada County supports several fne museums displaying
local history and modern art. There are fve movie theaters showing
frst run and repertory flms, many fne art galleries with collections
from local, regional and nationally known artists, a selection of coffee
houses, over a dozen fne quality antique shops, book stores and other
shops that are part of the local arts and culture scene.
The Wild and Scenic Environmental Film Festival is held in Nevada
City each January. This is the largest event of its kind in the U.S. The
goal of this Film Festival is to become the premiere environmental Film
Festival in the world. Each January, during the Festival, they screen
the most important and inspirational environmental flms available
today, as well as host a variety of environmental activists, flmmak-
ers, and celebrities, Wild & Scenic works to inspire audiences to make
positive changes for a healthier world.

evada County schools are some of the best in California
with excellent math and reading scores – second only
to Marin County.
Our high school students do well, too. On average, stu-
dents in the Nevada Joint Union High School District score
within the 90th percentile on the SAT test. Thirty percent of
graduating seniors attend four year colleges or universities
and another 40% choose other higher education programs.
Also, the Nevada Union Joint High School District has the
lowest drop out rate in the state.
Approximately 14,500 students attend the system’s twen-
ty-seven public schools and seven private schools. The pub-
lic schools are governed by nine different elementary school
districts and one high school district.
The school system works to meet the unique needs of stu-
dents and parents. It supports two continuation high schools
offering alternative educational programs to teens. It also of-
fers ten charter schools (the most you’ll fnd anywhere in the
U.S.) with excellent examples like the Nevada City School of
the Arts and the Twin Ridges School’s Waldorf based curricu-
lum.
Higher education is available in Nevada County. Sierra
College’s Nevada County Campus has over 3,300 students.
It offers a curriculum designed for the community’s life long
learners, including 23 different AA/AS degree and certifcate
programs. Many adult students also attend classes to up-
grade their skills or explore a new interest. Courses are avail-
able on campus, online, and on local cable television.
The beautiful campus is home to one of California’s fnest
child development centers, offering daycare as well as train-
ing for child care providers. The Sierra College Astronomy
Program selected the Nevada County campus to host a Ro-
botic Observatory. Several years ago, Sierra was chosen by
Apogee Instruments and Software Bisque, both leaders in the
astronomical community, to receive their newly developed
technology in order to advance scientifc education and re-
search. The campus also plays host to a variety of art shows,
including the acclaimed Gillian Hodge Sculpture exhibit.

estern Nevada County has three principal government
entities providing public services to the community.
The cities of Grass Valley and Nevada City are the govern-
ing bodies and service providers for most public activities
within their boundaries, while the County of Nevada is the
governing body and service provider for all areas not within
the incorporated cities of Grass Valley and Nevada City. In

Both Grass Valley and Nevada City are charter cities and
operate with a Mayor/Council/Administrator form of gov-
ernment. Each council is comprised of fve members elected
at large on a non-partisan basis for a four-year term. The
Board of Supervisors is made up of fve members represent-
ing fve geographic districts within the county. They are se-
lected by non-partisan election to serve four-year terms.
Utility districts such as water, sewer, gas and electric vary
depending on the location of the residence. Fire districts
may also operate independently of municipal government.

W
estern Nevada County is about an hour from Sacra-
mento and an hour to some of the best ski and recre-
ation resorts in the west, including the town of Truckee. While
the historical aspect of the gold mining towns draws visitors
from all over the world, our community has grown into a di-
verse economy featuring high tech companies, a thriving arts
community, a fast growing wine region, historic downtowns
with unique retail and a variety of great restaurants.
Western Nevada County has become a wonderful back-
drop for meetings, conferences and events. Grass Valley and
Nevada City have long been a destination for tourists and
visitors to our community. There are over 150 hotel/motel
rooms within downtown Grass Valley with conference space
and banquet facilities. Grass Valley and Nevada City com-
bined have close to 400 rooms available with a variety of ven-
ues for conferences, meetings, weddings, etc.

ew western Nevada County residents are employed
by gold mines anymore, but the “prospecting” spirit is
alive and well. Many people sacrifce higher paying posi-
tions in the urban areas for a much higher “quality of life.”
In the transition, some rethink their career paths and cre-
ate new and innovative ways to earn a living in their new
environment. This may account for the high percentage of
“home based” businesses in Nevada County. According
to recent statistics, over 70% of the businesses are “home
based.”
A variety of new businesses have developed here over
the last few years. Nevada County entrepreneurs have cre-
ated companies offering high-tech manufactured products
to sophisticated glass-blown products used in the medical
industry.
Local employees are ready to meet these creative chal-
lenges as well. Eighty-six percent of the highly skilled em-
ployee base has a high school education or better and 22.5
percent have bachelor’s degrees or higher. Some individu-
als choose to combine their new country lifestyle with a
more traditional career path. Twenty-two percent of the
workforce commutes to larger-company jobs in nearby ur-
ban areas like Roseville, Folsom and Sacramento. Others
work for local employers.
The Grass Valley/Nevada County Chamber of Com-
merce works with the Nevada County Economic Resource
Council assisting with retaining businesses in Nevada
County. The Chamber believes that good jobs are vital to
our community and that increased job opportunities will
strengthen our overall economy and add to the enrichment
of our community.

f all the foothill communities established during the Cal-
ifornia Gold Rush, Nevada County is unique. The busi-
ness spirit and technology driven industries continued after
the gold ran out. Always looking for new and better ways,
a cluster of technical frms have found a home here. Many
that can trace their roots to the Grass Valley Group, which
created world famous video switchers. These new frms are
alive and doing well in Nevada County. While some of these
new ventures stayed in the broadcast video business, others
have branched out to embrace telecommunications, the Inter-
net and graphic arts.
Nevada County’s high quality of life and ready pool of
creative talent has lured many small companies to Nevada
County. Today high-tech companies include medical devices
manufacturers, medical glass blowers, fber optic equipment
suppliers, software developers, and web page designers.
Nevada County is also the home for several research and de-
velopment labs.
Nevada County’s telecommunication infrastructure contin-
ues to expand, enabling global access to e-commerce. Grass
Valley, Nevada City and Truckee have DSL access. Many
business parks in the region have broadband fber optic ac-
cess to the Internet. Multiple local Internet Service Providers
provide competitive access to the Internet, for home-based
businesses in rural areas.
Innovation and creativity are not new to Nevada Coun-
ty. From the 1849 Gold Rush to the 1990’s rush to embrace
digital technology, innovation and creativity have been the
hallmarks of business in Nevada County. Throughout the
county engineers and entrepreneurs in business parks, high-
tech labs, historic lofts and spare bedrooms, are creating to-
morrows must have products.

ince 1958, Sierra Nevada Memorial Hospital (SNMH) has
proudly served as the sole healthcare provider for west-
ern Nevada County. The hospital is a licensed, 121-bed acute
care facility.
SNMH is committed to offering comprehensive services to
meet the needs of the community in a compassionate, cost ef-
fective manner. Services include comprehensive cancer care,
advanced diagnostic imaging, cardiovascular services, inpa-
tient and outpatient surgery center, rehabilitation services,
24/7 emergency care, and much more.
Recognizing the value of preventive medicine, the hospital
opened its wellness center more than 10 years ago to provide
health education and services for the community. This in-
cludes classes on weight loss, nutrition, disease management

(CHW), the largest not-for-proft healthcare provider on

Celebrating 51 years of
caring for Nevada County
G
rass Valley’s history is part of the colorful lore of the
California Gold Rush. The frst notations about the area
are from the late 1840’s when a party of men searching for
cattle came upon a “grassy valley.” Shortly after, prospectors
from Boston, searching the foothills for gold, pitched their
tents along Wolf Creek in “Boston Ravine.”
As word spread about the gold rush, prospectors fooded
the foothills. The small settlement began looking like a vil-
lage. Then in 1850, a settler by the name of George McKnight
discovered gold in the quartz rock along Gold Hill and the
real boom began.
By 1851, thousands of people were living in the bustling
town now known as Grass Valley and in the nearby town of
Nevada, (later renamed Nevada City when Nevada became
a state).
Soon, people discovered that the real gold riches were in
the underground quartz, not in the streams. They started
now famous mines like the Empire, the Northstar and the
Idaho-Maryland. As the underground mines grew, skilled
hard-rock miners from Cornwall and Ireland arrived. They
settled into their new hometown of Grass Valley while mine
owners and managers lived in nearby Nevada City.
Over the next 100 years these mines extracted more than
$400 million in gold, making Grass Valley California’s most
prosperous mining town. Unfortunately, gold mining de-
clined in the 1950’s, and eventually all of the hard-rock mines
were closed.
The two towns soon recovered from this loss. People be-
came anxious to leave the big cities, and were attracted to
the small town lifestyle, the wonderful quality of life and
the fascinating history of the area. These people built their
own small businesses and started a new economy. Today, the
towns thrive and the beautifully restored historic buildings
in the downtown areas remind us of the days gone by.

ties…” This colorful phrase captures the essence of
the quality of life in beautiful western Nevada County.
If you ask residents what is so special about their com-
munity, they’ll probably begin by telling you about the land-
scape – the charming historic gold rush towns surrounded
by rolling hills and towering green pines, the graceful oaks
shading pastures in the lower elevations, the snow-covered
Sierra peaks in the background. They will tell you about the
quality of life that makes Nevada County unique.
With an average elevation of 2,500 feet, the area enjoys a
mild, four-season climate. Skies are generally a brilliant blue
from May to October with average temperatures ranging
from 70 to 90 degrees during the daytime, cooling off to the
50’s in the evenings.
The rainy season from November to April is also mild.
Daytime temperatures typically rise to the 40’s and 50’s and
nighttime temperatures drop into the 30’s. The average rain-
fall is 55 inches per year. While light snow may fall a few
times each year, it rarely lasts very long.
Each year, hundreds of families and retirees take advan-
tage of the ultimate golden opportunity by choosing to make
western Nevada County their new home. Leaving behind
the congestion, clutter and crime of the urban areas, they are
charmed by the casual country lifestyle, fnding small town
friendliness, community celebrations, civic and special inter-
est clubs, farmer’s markets, outdoor fun, recreational oppor-
tunities and cultural events for everyone to enjoy. Time Mag-
azine, in its December 8, 1998 edition, named Grass Valley as
one of California’s “ Hot Small Towns” and Nevada City was
featured in The Great Towns of America.
Even with all of its rural appeal, the community is not iso-
lated. The California State Capitol, Sacramento, is only an
hour’s drive away. San Francisco is 150 miles to the west. To
the east, the fun and excitement of Reno and Lake Tahoe are
within easy driving distance.

evada County is home to wineries where you can dis-
cover the distinctive favors of our mountain grown
wines.
Topography, climate and soils combine to make Nevada
County wines distinctive, complex and varied. Blessed by
warm, sunny days, afternoon Sierra breezes and cool nights,
this high altitude Mediterranean climate helps us create high
quality wines.
Savoring handcrafted wines with over a dozen varietal
wines being produced, you will fnd a wine that’s the perfect
partner for your palate. Wine grape production in Nevada
County is expected to double in the next few years, from 200
acres to nearly 400 producing acres. Local vineyards com-
pete favorably with the more famous winemaking regions of
Napa, Mendocino and Sonoma Counties.
Some of the white wines, available locally are: chardon-
nay, chenin blanc, muscat blanc, semillon and viognier. Red
wines include cabernet franc, cabernet sauvignon, pinot noir,
syrah, sangiovese and zinfandel. Nevada County’s mild cli-
mate with few early frosts and a warm, dry fall season allow
grapes to reach maturity with perfection. Nevada County
vineyards harvest between 600 to 1,000 tons each year, pro-
viding 37 to 63 thousand cases for wine enthusiasts to enjoy.

T
he outdoor activities and magnifcent splendor of west-
ern Nevada County are indicative of the high quality of
life in our community. Outdoor enthusiasts fnd plenty of
options for exercise, family fun and outdoor relaxation.
The community proudly boasts of two important state
parks within the region – the Empire Mine State Park and the
“Malakoff Diggins” State Park. These two sites provide very
different views of gold mining history through their excellent
interpretive programs. They also have many acres of trails
for hiking, mountain biking or horseback riding.
Much of the land along the Yuba River, which some say
represents the very heart of the county, is open for the public
to enjoy. In the summer, children and adults splash in the
river’s many swimming holes, casually pan for gold among
its boulders or relax at one of its sandy beaches.
Grass Valley, Nevada City and Penn Valley provide the
community with a collection of maintained facilities as well.
There are two public swimming pools, ball felds, tennis courts
and, of course, for the children there are swing sets, sliding
boards and merry-go-rounds. Condon Park in Grass Valley
has a disc golf course and a nationally recognized skate board
park as well as a sport ftness trail. Western Gateway Park in
Penn Valley also has a disc golf course and a ftness trail that
can also be used for hiking and mountain biking.
The Independence Trail, which runs along an old fume
path off of Highway 49, is designed for the enjoyment of all,
including people with disabilities. This easy and accessible
trail affords everyone beautiful views of the river, a waterfall
and wildlife.
The Pioneer Trail along Highway 20 is maintained for
horseback riding and is also used for mountain biking and
hiking. Farther up the highway, adventurers fnd many more
places for cross-country and downhill skiing, camping, back-
packing and exploring in the majestic Sierras. Even the not
so adventurous can have a wonderful outdoor experience
just driving the Yuba-Donner Scenic Byway.

County is hard to beat!

elcome to beautiful Nevada County! From the Sierra crest
to the oak-studded foothills at the edge of the Sacramento
Valley, it’s truly a slice of heaven. Carved over millennia by the
Bear River and the Forks of the Yuba and dotted with jeweled lakes
among the granite peaks, the stunning terrain beckons you to visit,
explore History and Nature, and stay.
As we look back at the local real estate market for 2009, there are
some interesting numbers in the rearview mirror. Three important
trends stand out as encouraging indicators that our local market is
stabilizing, or at least experiencing a signifcant pause in the dra-
matic correction of the last 4 years.
Median Price – After 3 full years of steep declines in median price,
from a high of approximately $450,000 in Q4 2005 to approximately
$290,000 in February 2009, the median price has been stable around
$300,000 for most of the year, with an expected seasonal decline of
around 8% in Q4. It should be borne in mind that a substantial por-
tion of the apparent 35% decline in prices since the peak is simply
due to the fact that the more expensive homes are not selling well
and the lion’s share of homes sold have been modest properties
under $350,000.
There is a slight uptrend in seasonally adjusted median prices
over the last 10 months, and this is the longest uptrend since 2005.
Unit Volume – Seasonal changes in the number of homes sold
are the norm, with the peak usually coming in the second quar-
ter, following a low in the frst quarter. Normally, the difference
between low and peak volumes in a given year is less than 50%,
usually a lot less. This year, the increase in units sold from Q1 to
Q2 was over 100% and in December, was still 97% above the low
point in March. This refects a general recognition by consumers of
excellent pricing, the most favorable interest rates in decades, and
signifcant pent up demand. During 2009, an increasing portion of
this volume was due to sales of distressed properties.
There has been a signifcant increase in unit volume during 2009,
more than at any other time since 2004.
Distressed Sales – In a normal or rising market the percentage of
distressed sales (Short Sales and REO) is quite low, usually 5% or
less. During 2008, as the number of homeowners facing challenges
increased dramatically, this percentage rose into the double digits.
In Q1-Q3 2009, this trend accelerated to nearly 50% in Q1, tapered
off in Q2, peaked at nearly 60% in August and has hovered around
40% in Q4. During this period, the available inventory of REO hov-
ered around 5% of total inventory, while Short Sale inventory has
been 10-15%. So, a steady 20% of inventory has been responsible
for up to 60% of sales. What this means is that there has been an
increasing supply of distressed properties, and the market is ab-
sorbing them very effectively, so effectively that the inventory at
any given time has been relatively constant.
During 2009, the increasing supply of distressed properties has
been snapped up by savvy buyers.
2009 has been very dynamic in the Nevada County real estate
market. Overall unit sales as well as sales of distressed properties
have increased dramatically, while median prices have stabilized
and shown signs of modest increases over an extended period. All
of these trends are bucking the usual seasonal variations in one way
or another, indicating unusually strong market forces.
When we look back on 2009-2010 in fve years or so, will we be
smiling or kicking ourselves about how we responded to the cur-
rent opportunity?

Newcomers to the Grass Valley area are often pleasantly
surprised to learn that this rural community has so many
modern conveniences. Grass Valley and Nevada City both
offer a small town atmosphere but possess all of the necessi-

Shopping in downtown Grass Valley amid the historic

feehouses.
Antique shopping in western Nevada County draws tour-
ists and residents alike, with over a dozen antique shops in
Grass Valley and another half dozen in Nevada City. Each
shop offers a variety of high quality antique furniture and
collectibles.
The major retailers at the Pine Creek and Brunswick area
shopping centers supply you with your daily needs like food,
home improvement supplies and household items. Four ma-
jor grocery chains are located here, as well as several high-
quality locally-owned food outlets, even supplying exotic
ingredients for the most discriminating gourmet cooks!
In between the food stores, you will fnd other well-known
stores like J.C. Penney’s, K-Mart, Ben Franklin, Rite-Aid and
many other smaller retailers selling lingerie, quilting sup-
plies, leather goods, sporting equipment, gifts and greeting
cards to name just a few. Whatever your need it can be found
right here in western Nevada County.

ith all of the recreational and cultural activity going on
in western Nevada County, it’s easy to fnd something
to do. (When combined with the unique and exciting special
events that take place, residents sometimes cannot even pack
everything in that takes place on weekends in the area). 2010
will bring an exciting event as the AMGEN bicycle race will
begin in Nevada City on Sunday, May 16, 2010. This event
will bring thousands of professional cyclists and visitors to
our community.
Every season brings unique offerings. Summers are by far
the busiest! The fun begins in June with the Nevada City
Bicycle Classic and the California Bluegrass Festival. Follow-
ing this, Music in the Mountains Summer Festival opens with
two weeks of classical and pop concerts.
Old-fashioned festivities including a parade through down-
town streets, food and entertainment at the fairgrounds, and
a spectacular freworks display make July 4th truly memora-
ble. Grass Valley’s Thursday Night Market & Street Festival
and Nevada City’s Summer Nights draw locals and visitors
alike for the great food, entertainment, shopping, and unique
street vendors.
Everyone would agree, however, that the summer’s best
event is the Nevada County Fair. The beautiful Nevada
County Fairgrounds, with its majestic tall pines, is a perfect
environment where you can enjoy lively entertainment, wild
carnival rides and delightful and delicious food and exhibits.
The fair deserves its fame as one of the ten best county fairs
in the United States!
Fall, winter and spring have their own special celebrations
in Nevada County. The Draft Horse Classic and Harvest
Faire brings the beautiful Clydesdales and wagon teams to
the Nevada County Fairgrounds each September. Dramatic
fall colors paint the landscape in October and November and
are their own special event. The holidays are celebrated with
craft fairs and remembrances of Christmas past during Cor-
nish Christmas and Street Fair in Grass Valley and the Victo-
rian Christmas celebrations in Nevada City.
Some residents of Nevada County state that there’s more
going on and more to choose from in this charming and
unique community than they’ve experienced anywhere else!

onnecting people within and to the community through
the High Noon Senior Nutrition Program and support
services, education, recreation, and special events at the Gold
Country Community Center.
The Home Delivered Meals component of the High Noon
Senior Nutrition Program is the center’s largest program.
While there are other food distribution agencies, High Noon
Senior Nutrition is unique in the area it serves because we
deliver hot, ready-to-eat, noon-time meals to the recipient’s
home, often placing it on the tray or table where they are wait-
ing. This delivery does not require the mobility that securing
food from other sources does. This is particularly important
for those who are connected to oxygen or chair-bound. There
is a suggested contribution of $2.75 as share of cost for this
meal but it is not required.
The meals are delivered by volunteers. This pool of over
50 drivers also provide daily social contact with someone
who might otherwise be isolated. They can notice a change
in physical or mental conditions. They also provide links to
other services while building relationships that are important
to the recipients.

evada County has always been a place of innovation.
For example, were you aware that Atari developed its
frst home computer video games here? How about the fact
that the frst commercial air feld was operated in Grass Val-
ley? Or did you know that electronic medical dosing equip-
ment was frst developed and manufactured here? This spirit
of innovation goes hand in hand with a strong, vibrant local
economy.
Essential to the ongoing economic health of any communi-
ty is a strong job base, providing challenging and rewarding
employment opportunities for local residents. Several Ne-
vada County organizations, in an effort to enhance these im-
portant opportunities have formed a private/public partner-
ship, the Nevada County Economic Resource Council (ERC)
to serve as the areas lead economic development entity.
The ERC embodies the notion of community collaboration
and partnership. Far from serving any one interest, ERC’s
founding members include four area Chambers of Commerce:
Grass Valley/Nevada County, Nevada City, Penn Valley and
Rough & Ready; the Grass Valley Downtown Association;
the Nevada County Contractors’ Association; the Nevada
County Board of Realtors; the Nevada County Farm Bureau,
the Sierra Economic Development District; Sierra College; the
Nevada County Arts Council; the Nevada County Business
Association; the City of Grass Valley, the City of Nevada City;
and the County of Nevada.
The majority of the ERC’s work falls to three distinct pro-
grams. First, the ERC works with area employers in order to
support their retention and ultimate expansion.
The second program responsibility of the ERC is the attrac-
tion of new employers into Nevada County. ERC markets the
Nevada County area as one of California’s fnest locations,
providing a quality environment for working and living. At-
traction work centers on several targeted business groups,
including the video industry, high-defnition television, sci-
entifc glassblowing and information processing.
The third program is growing business from the talent
pool that calls Nevada County Home. These highly trained
and spirited business people are assisted by the many pro-
grams of the ERC.
