elcome to Maple-
wood, a bustling com-
munity just minutes
from downtown St. Paul. There’s
always something to do in Ma-
plewood, whether it’s hiking the
trails at the Battle Creek and
Phalen Keller regional parks, par-
ticipating in a naturalist program
at the Nature Center, attending
a live theater show at the Com-
munity Center or shopping at
the more than 130 stores at Ma-
plewood Mall.
Maplewood has a long, pros-
perous history. The first Europe-
an settlers inhabited the area
around 1850, and established
farms and small residential
neighborhoods along transpor-
tation routes. Maplewood’s rural
sections gradually gave way to
housing developments, com-
mercial districts, schools, medi-
cal facilities and industrial parks.
The city has always been an
attractive place for businesses
-- both small and large -- and
is home to the 3M international
headquarters.
The suburb has a library, top-
notch golf courses and 30 parks
that provide places to picnic,
run, walk, skate, bike and play
tennis, baseball or basketball.

The city of Maplewood operates un-
der the council-manager plan. All leg-
islative power is vested in the elected,
part-time city council under this form
of government. The council consists
of a mayor and four council members
who are elected at large for four-year
staggered terms.
The council adopts policies and or-
dinances and appoints a professional,
full-time city manager to carry them
out. The city manager is solely respon-
sible for the administration of city
business and may delegate authority to
promote efficient use of staff time.

O
riginally a mix of scrub oak
and prairie land inhabited by
the Dakota Indians, Maple-
wood is now a growing suburb that is
home to more than 38,000 residents.
Maplewood’s recorded history dates
back about 150 years. Before it was in-
corporated in the 1950s as the Village
of Maplewood, most of the area was
called New Canada Township.
Early efforts by European-American
pioneers to claim the land were un-
successful, in part because the Dakota
Indians laid claim to the land. Eventu-
ally, the Dakota left the area, allowing
the families to build farmsteads and
stay permanently on the land.
The railroad industry spurred the
township’s growth. The Lake Superior
and Mississippi Railroad became the
St. Paul and Duluth Railroad, which
intersected with the Wisconsin Cen-
tral Railroad. At the junction of these
railroads was a town site, Gladstone,
which was growing so rapidly that
some folks were predicting it would ri-
val St. Paul before too long.
Although their predictions never
came true, through the years, the little
villages of Gladstone, McLean Town-
ship and New Canada Township did
indeed thrive.
In the early 1950s, Minnesota Min-
ing and Manufacturing - now known
as 3M - wanted to expand and bought
a large tract of land in McLean Town-
ship outside the St. Paul city limits.
The New Canada Township Board
wanted to entice the prosperous com-
pany to establish its headquarters
there, and decided the best course of
action was to incorporate and become
a fully functioning city that provided
police and fire protection and other
municipal services.
On Feb. 26, 1957, New Canada Town-
ship officially became a village. Now
all it needed was a name. Village board
members suggested “Maplewood,” and
when one member traced a maple leaf
from his backyard, the city logo was
born.
Maplewood’s “dog leg” shape gives
the suburb a very distinct look when
one views it on a map. It had a popu-
lation of 14,200 when the village was
first incorporated, and has grown to
more than twice that size today. It’s
home to Maplewood Mall, St. John’s
Hospital, neighborhood schools, re-
gional parks, hundreds of businesses
and 3M’s international headquarters
and main research campus.

Paul, a city that keeps
its past alive and looks
ahead to a prosperous future.
Founded in 1887 as a “working-
man’s community” with indus-
tries and attractive houses that
factory workers could afford,
North St. Paul has been a place
that generations of families have
been proud to call home.
Its downtown district has several
buildings that were constructed
during the town’s early years,
including the first city hall and
Neumann’s Bar, which claims to
be the “oldest bar in continuous
operation in Minnesota.”
North St. Paul has never been
content to sit back and rest on
its laurels. Although the original
manufacturing companies are
gone, the city’s industrial park is
bustling with activity, and com-
munity leaders have led the way
on redevelopment projects both
in the downtown district and the
neighborhoods.
Inviting parks and neighbor-
hood schools are scattered
throughout the city, and Silver
Lake is a popular picnicking,
swimming and fishing spot.
Gazing down on the state High-
way 36 and nearby North High
School is the town’s signature 44-
foot snowman - the world’s larg-
est stucco snowman. A replica
of the city’s logo, its smiling face
offers a message of good cheer
to residents and visitors alike.

orth St. Paul once had aspira-
tions to rival Chicago as the
most illustrious manufactur-
ing giant in the country. Although that
didn’t come true, the city remains a
warm, friendly suburb that feels like
home to residents both new and old.
What began as a rolling prairie and
oak savanna boomed into a prosperous
city almost overnight. Six churches, 15
factories, 100 cottages and 1,500 peo-
ple quickly established themselves in
the early days of North St. Paul.
Capt. Henry Anson Castle founded
North St. Paul in 1887 along the shores
of Silver Lake, and dreamed of the city
overtaking Chicago. He sold 40 lots for
residential development on his 1,200
acres east and south of Silver Lake.
The North St. Paul Land Company
formed and purchased the land from
Castle.
The United States experienced a ma-
jor depression in the 1890s, and North
St. Paul did not escape the financial
crisis that followed.
The suburb’s residents and mer-
chants got through it by pulling togeth-
er and remaining positive. Neighbors
held “Hard Times Parties” and “Pov-
erty Socials” to uplift the community.
In 1893, a magnificent ice palace made
of 12,000 tons of ice rose 25 feet into
the air at Silver Lake and helped shift
the thoughts of North St. Paulites away
from their financial woes.
Today downtown North St. Paul pro-
vides a glimpse of the past, and many
of the structures have vintage brick
storefronts.
Neumann’s Bar, the longest continu-
ously operating bar in the state, first
opened its doors the year North St.
Paul was incorporated in 1887. It still
has its original mahogany bar and tiny
frog pond in a front window, and re-
mains a popular gathering spot.
The North St. Paul Snowman, aka
“the world’s largest stucco snowman,”
stands at the corner of state Highway
36 and Margaret Street and is one
of the city’s most prominent land-
marks and symbols. The snowman is
a reminder of the city’s former winter
celebration of “Snow Frolics,” when
there was a giant snowman made of
real snow every year.
Driving through North St. Paul to-
day, one can still see reminders of the
city as it was when originally founded.
Although Captain Castle’s dream of
North St. Paul mirroring the accom-
plishments of Chicago didn’t come
to fruition, the community has flour-
ished.
As the song, “A Hundred Years in
North St. Paul” says:
Yes, times were a little slower then, the
trains were sometimes late,
A quarter took you 14 miles in 1888.
Though through the years a lot has
changed, and everything has grown
To me it’s still the place to be - the place
that I call home!

Ramsey County Fair: 100 years and counting
In the News
D
id you know that the Ramsey
County Fair was canceled in
1946 due to a polio epidemic
that infected one out of every 2,649
residents in St. Paul? Or that fair ad-
mission prices dropped from 50 cents
to 15 cents in 1943 as a result of the
Great Depression and World War II,
but now is free?
These are only two of the fair’s many
tales.
The Ramsey County Fair began in
1913 as an educational venue and agri-
cultural hub where farmers showcased
their best produce and livestock.
As the rural parts of Ramsey County
gave way to suburban living during
the 1950s, spurred in part by the post-
World War II housing boom, the fair
organizers had to adjust the events to
appeal to a new generation of visitors
and emphasize more creative arts ac-
tivities and shows rather than agricul-
tural exhibits.
For many years the fair took place
in White Bear Lake. But residential
growth and the expansion of the White
Bear Lake School District forced the re-
location of the fairgrounds in 1954 to
what was then known as the Ramsey
County Poor Farm in Maplewood. The
fair continues to be held at that site
near the intersection of White Bear
and Frost avenues every mid-July.
In the past, the fair included Dakota
Indian dances, military demonstra-
tions, boxing tournaments, beauty
pageants and even yo-yo contests.
Now fair-goers are more likely see tal-
ent contests, vintage car shows and
puppet-making demonstrations.
But some things haven’t changed in
the past 100 years. The fair continues
to have carnival rides, 4-H exhibits,
displays of local residents’ prized baked
goods and home-grown canned foods,
and booths featuring the “world’s
sharpest knives” and “miracle cures
for whatever ails you.”
And just as it always has, the fair
draws thousands of visitors from
around Ramsey County and the region.
They come for the amazing sights, the
tasty food on a stick, the musical en-
tertainment and the thrill of a spin on
the tall Ferris wheel, where they get a
bird’s-eye view of the county and be-
yond.
The 101st Ramsey County Fair will
take place July 9-13, 2014, and it’s sure
to offer just the right mix of the old
and the new.

N
orth St. Paul and the University of Minnesota will
be teaming up for the 2013-14 academic year, as
the city was chosen to be the recipient of the uni-
versity’s Resilient Communities Project grant.
Last year, the university’s Center for Urban and Regional
Affairs and the Institute on the Environment decided to
form a group called the Resilient Communities Project,
which chooses one Twin Cities metro area community with
which to partner for nine months. This partnership helps
both the students, who receive a hands-on learning experi-
ence, and the community, which benefits from the wealth
of knowledge of the students and their professors.
The Resilient Communities Project focuses on sustainabil-
ity issues facing local communities, and is modeled after a
similar program at the University of Oregon.
Following a competitive application process, North St. Paul
was chosen out of seven cities. The city will partner with
the U of M students on a number of projects, such as fur-
thering the city’s green energy initiatives, creating stronger
neighborhood identities, community branding and expand-
ing the fiber optic cable network, among several others.
The Resilient Communities Project will match specific
city projects with university graduate and upper-level un-
dergraduate courses for fall 2013 and spring 2014. The pro-
gram will contribute an estimated $175,000 in services to
the partnership to carry projects forward.

With this mission in mind, School
District 622 provides lifelong educa-
tional opportunities for residents of
all ages. The district's wide variety of
Community Education programs serve
infants, centenarians, and everyone in
between.
From highly trained teachers in its
Stepping Stones preschool to nation-
ally recognized programs at North and
Tartan high schools, District 622 is al-
ways striving to be the best. Staff mem-
bers work with families and teachers
to choose the most appropriate school
programs and settings so children can
find success.
Elementary Schools
Each elementary school provides an
academically and socially balanced
approach to education for students in
grades kindergarten through five. For
each grade level, the district has a com-
prehensive curriculum that includes
essential outcomes, outlining what
students are expected to know and be
able to do.
District 622 offers free all-day, Mon-
day-Friday kindergarten for its stu-
dents. This initiative is part of the
district's commitment to providing a
top-notch education focused on en-
suring academic success for all. The
program is a full-day curriculum that
provides students with a strong edu-
cational base as they begin their aca-
demic careers.
Middle Schools
District 622's middle schools serve
students in grades six through eight.
The middle schools are built around
the "house" concept, in which each
grade has a majority of its classes lo-
cated in one area. A strong curriculum
is at the center of the middle-school
foundation, with grade-level expecta-
tions outlined for each subject. Aside
from traditional coursework, a number
of academic and social opportunities
are offered outside of the classroom.
High Schools
Preparing students for the future is
the core of District 622's high school
program. A comprehensive curricu-
lum is designed to challenge the inter-
ests and abilities of the diverse student
body. Whether students are bound for
college or a career, District 622 staff
work to ensure that all graduates are
prepared for that next step.
College credit is offered for full-or
part-time college attendance under the
Minnesota Post-Secondary Enrollment
Options program and through the Col-
lege In The Schools program. Both
North and Tartan high schools also of-
fer a number of Advanced Placement
classes.
Outside of the regular school day, stu-
dents may participate in athletic team
sports and numerous co-curricular ac-
tivities. In both academic and athletic
competitions, District 622 students
regularly receive state and national
recognition for their achievements.
The North St. Paul-Maplewood-Oak-
dale School District serves all of Land-
fall, North St. Paul and Oakdale and
portions of Lake Elmo Maplewood,
Pine Springs and Woodbury.
District 622 has high schools in
North St. Paul and Oakdale and middle
schools in Maplewood and Oakdale.

brary has a collection of nearly 20,000
materials. Equipped with floor-to-ceil-
ing windows, a fireplace and computer
terminals with Internet access, the
North St. Paul library provides a great
reading and research environment.
The city's Southwood Nature Pre-
serve gives residents a way to engage
with nature while maintaining a
strong sense of community. Volunteers
enjoy helping keep up the area. The
preserve's well-groomed paths provide
a great way to see the colors of each

Silver Lake Park was built in the area
where the city of North St. Paul was
first established. Tucked away in a
cozy neighborhood, the park provides
outdoor fun for the entire family.
With a beach watched over by life-
guards, playground equipment for
children's entertainment and other
outdoor fun, Silver Lake Park makes a
great place to relax on a summer day.
There are also tennis courts, picnic ar-
eas, and a fishing pier. In the winter-
time, ice fishing shacks dot the lake as
the North St. Paul Lion's Club hosts
its annual ice fishing contest.

The city of Maplewood offers a
wide array of opportunities to en-
hance the body and mind, with more
than 30 parks, a variety of lakes, a
nature center with interpretive pro-
grams and a performing arts theater.
Ramsey County's newest library
is also in Maplewood. The Minneso-
ta chapter of the American Institute
of Architects named the library one
of its seven Honor Award winners
in 2007. The library is conveniently
located next to the Maplewood Mall
and is a great way to escape and re-
lax.
Preserving the past is also impor-
tant to Maplewood residents. The
Bruentrup Heritage Farm build-
ings were constructed in 1891 and
are located on County Road D. The
Maplewood Historical Society hosts
monthly activities at the living-his-
tory farm.
Maplewood is also rich with en-
tertainment and dining opportuni-
ties. There are nightclubs and a va-
riety of restaurants, from national
chains to family-owned eateries.
For those who prefer outdoor ad-
venture, Maplewood's park system
offers playgrounds, picnic tables
and grills, ball fields, woodland and
shoreline trails, and bird watching.
There are interpretive exhibits
and a floating boardwalk at the Ma-
plewood Nature Center. Through-
out the year, naturalists and expe-
rienced volunteers lead a host of
seasonal programs for visitors of all
ages. If you're looking for a better
understanding of land, water, and
wildlife, the Maplewood Nature
Center is the place for you.

Battle Creek is the perfect spot for outdoor and na-
ture enthusiasts to observe nature and relax in a quiet
woodland area. There are over 750 acres of oak woods,
meadows, creeks and woodlands. Battle Creek is home
to a variety of wildlife, such as woodland warblers,
great-horned owls, pileated woodpeckers, white-tailed
deer, red fox and raccoons.
With a mix of summer and winter activities, Battle
Creek provides entertainment for all ages, including
biking, hiking, inline skating and cross country ski
trails, plus bird and wildlife viewing. It also boasts ex-
tensive playground equipment, a large picnic grounds,
an outdoor aquatics center and a dog park.

Lake Phalen Regional Park is fully equipped for all
manners of outdoor entertainment. The 494-acre park
is one of Minnesota's most popular fishing destinations,
stocked with walleyes and tiger muskies on a regular
basis. Boat rentals and a full swimming beach make it
easy to appreciate Lake Phalen's beauty. A trail around
the lake is perfect for biking, walking or skating. Other
amenities include an 18-hole golf course and an amphi-
theater that seats 100.

Aldrich Arena has variety of

meeting rooms, a PA system, ample

offered. The arena seats over 3,400
and can be tailored to fit most every
need - even if that need is not ice-

On Wednesday mornings during
the summer months, people from
around the area buy fresh-picked
produce at the local farmers mar-
ket located on the north side of the
arena's parking lot. Come winter,
area high school hockey games are
held in the arena. And each spring,
Aldrich is the site of graduation cer-
emonies for schools around the east
metro.

The North St. Paul Historical Soci-
ety operates a museum with all kinds
of local objects of historical signifi-
cance, from records and recollections
of the town's 1887 founding through
its present. The Society also presents
monthly lectures and presentations of
interest, from looks at specific aspects
of the area's past to firsthand recollec-
tions of historic worldwide events.
The historical society's brochure
offers a tour of historic spots in the
community, from Capt. Henry Cas-
tle's homesite to the longstanding
schools, churches and businesses that
have contributed so much to local life.
The museum, chock-full of accessi-
ble, interesting items, is open Fridays
from 1 to 4 p.m. and Saturdays from
10 a.m. to 1 p.m. Groups can call to

side attraction known as the "World's
Largest Snowman" at the corner
of Centennial Drive and Margaret
Street.
Built by the North St. Paul Jaycees,
this jolly landmark was the brainchild
of the late Lloyd Koesling, a town bar-
ber. The finishing touches were put
on the 44-foot-tall stucco snowman in
1974, and every day the statue greets
thousands of Highway 36 passersby.
