The Mid-Atlantic is faced with enormous challenges and opportunities as a
result of super storm Sandy. At least 17 states were affected and estimated dam-
ages of $62 billion dollars translate to rebuilding and improving the buildings
and Iacilities utilizing the latest in energy eIfcient technologies. The rebuilding
efforts must include the risk of climate change and creating smarter and greener
cities.
The United States is competing in a global race for the clean energy jobs of
the future and clean technologies. The 2013 Obama Administration is commit-
ted to an all-of-the-above energy strategy that includes critical investments in
innovation and production of clean energy technologies, in clean energy jobs,
promoting efforts to reduce our dependence on foreign oil, and strengthening
our national security.
GLOBALCON 2013, presented by the Association of Energy Engineers
(AEE) and hosted by Philadelphia Gas Works (PGW), is the one place where
building owners, facility managers and energy professionals can get up to speed
on the latest policies of the new administration, compare supply side and de-
mand side options, and learn about leading edge technologies from combined
heat and power to LED lighting to renewable energy solutions.
Energy Policy & Trends
In light of current events we are faced with many challenges addressing our
nation`s energy policy including a divided Congress, impending fscal cliII`,
and budget cuts. Floyd DesChamps, Senior Vice President of Policy at the Alli-
ance to Save Energy will address the future outlook of energy policy moving for-
ward under the Obama Administration. Attendees will also learn about changes
in energy eIfciency programs due to Iederal spending cuts and major energy
initiatives being pushed by Congress and the 2013 Administration.
High Performance Buildings
Following several years of development, demand response has now started
transforming wholesale markets and reducing costs for ratepayers. Susan Co-
vino, Senior Consultant of Emerging Markets at PJM Interconnection, LLC, will
address updates on the PJM Demand Response Markets and Laurie Wiegand-
Jackson, President of North America Power Partners, will address demand re-
sponse programs across the U.S.
In a new session on Smart Buildings, you will learn the techniques cur-
rently available for collaboration between building systems, facility managers,
and building occupants to achieve short-term and life cycle cost reductions,
energy conservation, and user satisfaction. Attend this session and hear from
experts Nick Stecky, President of NJS Associates and Peter Winslow, Professor
of Sustainability & Environmental Engineering at Rutgers University School of
Engineering.
Combined Heat & Power
The Mid-Atlantic Clean Energy Application Center has put together an in-
formative session on CHP again this year at GLOBALCON. This session will
address the new issues that will impact the future growth of CHP in the Mid-
Atlantic region. Attendees will discover the role oI CHP in the benefcial use
of shale gas from an economic development perspective, the reliability support
provided by CHP for an ageing infrastructure as highlighted during hurricane
Sandy as well as power generation options, costs and environmental impact and
the place CHP holds in our future energy environment.
Renewable Energy
The Sustainable Energy Fund developed a session on renewable energy,
covering the status of renewable energy generation technologies and deployment
throughout the United States, the latest updates on renewable energy credits, net
metering, time oI use rates, public fnancing and tax credits, and lessons learned
in renewable energy deployment, from small scale distribution, to campuses, to
large-scale distribution of renewable energy technologies.
Hear from experts Jack Christensen, Manager of Facilities and Energy Man-
agement Operations at the Pennsylvania Turnpike Commission, and Tim Bigler,
Senior Market Strategist for Hess Corporation, on pragmatic, compelling chal-
lenges and cases for compressed natural gas. Attendees will hear the challenge
to transforming a state owned highway into a green corridor, responding to the
need for manufacturing commercial and private CNG vehicles, and accelerating
the commercialization of CNG.
Deregulation: Critical Issues
Competitive selection of natural gas and electricity has had a dramatic effect
on the job of the energy manager. Not only must they pay attention to consum-
ing less energy, but they also must continue to watch the future cost of energy,
and take advantage of opportunities as they become available. A session on
deregulation will focus on the current issues and opportunities available to the
energy manager with regards to purchasing energy in the competitive market-
place and understanding the risks associated with it.

The 2012 Presidential and Congressional elections
have produced pivotal choices in energy policy. What
future direction in energy policy can be expected
following the elections? What changes has the election
produced in Congressional leadership on energy issues,
following the retirement of Senate Energy & Natural
Resources Committee Chairman Jef Bingaman (D. N.M.),
and the emergence of new leadership on the House and
Senate Energy & Water Appropriations Subcommittees?
Will there be a change in policy direction at the
Department of Energy? Will Congress tackle major
energy legislation in the coming months? Finally, what
will be the long term consequences for energy policy of
budget cuts and defcit reduction legislation? Among
other topics, the panel will address:
1. What is the future of funding for energy efciency
programs in light of deep cuts in federal spending?
2. What are the most likely major energy initiatives
that will be pursued by the Administration in 2013?
3. What will be the impact on energy policy of changes
in Administration and Congressional leadership?
4. What is the right balance between basic research
and development program funding and funding
for deployment programs that beneft low income
citizens like the weatherization assistance program,
or the State Energy Program, which allows the states
to develop initiatives that ft the needs of their own
population?
5. What is the future of new Building Technology
programs such as the “Better Buildings Initiative?”
6. What are some of the major energy policy initiatives
happening at the state level?
7. What is the future of programs such as PACE

SEMINARS
About the Workshop:
Commissioning is the process of ensuring that building sys-
tems are designed, installed, functionally tested, and capable of
being operated and maintained according to the owner’s opera-
tional needs. Commissioning also can restore existing buildings
to high productivity through renovation, upgrade and tune-up
of existing systems. This program will examine all aspects of
building commissioning, including project scheduling, roles and
responsibilities of the project team, new building commission-
ing, retro and recommissioning of existing buildings, system by
system commissioning requirements, TAB and verifcation pro-
cedures, the LEED rating system, building code issues, and com-
missioning tools and technologies.
The CBCP exam will be administered at the close of instruc-
tion on day three of each seminar -- only to those who have quali-
fed in advance to sit Ior the exam by submitting a completed
CBCP application and fee.
Please Note: In order to qualify to sit for the CBCP exam, you
must submit your completed CBCP application, along with a
$300 application fee. For information on obtaining your CBCP

AEE is Now an Approved Training Provider in the American Institute of Architects Continuing Education Systems (AIA/CES) Registered Provider Program
The AIA requires that registered architect members earn 18 Learning Units (LUs) hours of continuing education annually (8 hours of which must be related to Health, Safety, and Welfare topics and 4 of those 8 in
Sustainable Design) to remain in good standing. Architectural boards in 40 states, 10 Canadian provinces, and 19 countries have implemented mandatory continuing education (MCE) for re-licensure. Statistically,
architects hold multiple state licenses. Most states with MCE requirements recognize the AIA/CES as the primary source of professional development for their licensed architects. This allows AIA members to present their
AIA/CES transcripts (and non-members AIA/CES Certifcates oI Completion) to licensing boards to satisIy state requirements. In becoming an AIA/CES Registered Provider, AEE is committed to a system-wide, top-down
commitment to quality professional continuing education and sound administration. The AIA/CES offers providers of professional continuing education myriad opportunities to award CES Learning Units (LUs) and provide
valuable information and guidance, while bypassing the time-consuming process of registering their courses with individual states.
AEE is an Approved Training Provider Under U.S. Green Building Council’s Education Provider Program for GBCI’s Mandatory Credential Maintenance Program (CMP)
The Association of Energy Engineers is an approved training provider under the U.S.Green Building Council (USGBC) Education Provider Program (EPP). The purpose of EPP is to facilitate access to high quality
professional development courses which further enrich the knowledge and understanding of green building theory, techniques, and trends for building professionals. Each approved course is reviewed by third party-
trained reviewers, and meets the criteria and guidelines established by the USGBC ProIessional Development Committee. Many courses oIIered by AEE have been oIfcially approved Ior credit under USGBC`s Education
Provider Program for GBCI’s Credential Maintenance Program (CMP) for LEED® professional credentials.
ACORE Recognizes AEE’s Renewable Energy Professonal Seminar and REA Certifcation
The American Council on Renewable Energy (ACORE) and the Association of Energy Engineers (AEE) recently signed a memorandum of understanding to recognize the Fundamentals of Renewable Energy:
Technologies, Applications, & Strategies training seminar as well as the Renewable Energy ProIessional (REP) certifcation exam. ACORE will appoint an oIfcial to the Renewable Energy ProIessional Certifca-
tion Board, and provide feedback as to course content as the renewable energy marketplace changes. ACORE’s involvement brings added critical insight into renewable energy policy developments,
market trends, and technology innovations.
About the seminar: Traditional energy audits are based upon the
evaluation of existing energy consumption, on-site data collection
from energy consuming equipment, and reporting of common en-
ergy conservation opportunities. These audits can typically lead
to 10% energy savings. The goal of the advanced energy audit is
to reach beyond the typical equipment replacements, and develop
a plan which considers additional areas such as indoor air qual-
ity, code compliance, operation and maintenance, risk mitiga-
tion, commissioning, and investment-grade details. This four-day
course provides auditors with the knowledge and tools needed to
develop enhanced recommendations leading to increased client
energy savings.
The Masters Level CEA exam will be administered at each
seminar site beginning at 8:00 am on the morning following the
fnal day oI instruction -- only to those who have met qualiIying
criteria to sit for the exam and have submitted a completed

FREE Retroftting Existing Facilities Ior Improved Operational Control,
Energy EIfciency and Regulatory Compliance
Tuesday, March 5, 2013 / 1:00 pm–3:00 PM
Compared with new facilities, existing buildings and plants often have leg-
acy equipment which waste energy, require more maintenance, and incur more
downtime. A complete rip-out and replace strategy is cost prohibitive and very
disruptive to ongoing operations and occupants. New non-invasive technologies
now allow Ior retrofts that take minutes to install, require no downtime, and
deliver substantial savings with investment payback of less than 18 months. This
presentation will cover actual case studies and savings data related to HVAC,
lighting, steam, air quality monitoring, and compressed air retrofts.
