COMMON HAMSTER ILLNESSES Many children cannot resist the cute, furry faces of hamsters, and these lovable rodents are often the first pet a child is allowed to have. However, in some pet stores, hamsters are raised in close proximity with others and, if not properly cared for, can be susceptible to illness. It’s only after the pet is brought home that symptoms may appear. Responsible pet owners must be aware of any behavioral changes a hamster exhibits, as such changes might be indicative of illness. This can be challenging, as hamsters are largely nocturnal and only awaken after children go to bed at night. Hamsters are susceptible to colds. A swollen nose and fluffed fur around the nose from wiping nasal discharge on bedding are some symptoms of a cold. The hamster may also be constipated or suffer from diarrhea. Just like cats and dogs, hamsters also may host fleas and lice, which they often catch from other pets in the house. You may have to look carefully to determine if the hamster has these pests. One of the biggest concerns of hamster owners is a condition called wet tail. Potentially fatal, wet tail is a highly contagious bacterial disease that causes extreme diarrhea. Stress is a big contributor to the onset of wet tail, which is why it is common among young hamsters getting acclimated to their new homes. Changes in diet, habitat and unsanitary living conditions also contribute to wet tail. Wet tail is best handled by a veterinarian who can offer medical advice for the best treatment possible. Not all diarrhea is indicative of wet tail. A diet heavy in fruits and vegetables those foods might cause diarrhea. Overhauling a bedroom involves different renovations. Purchasing a new mattress is among the typical upgrades when refurbishing the bedroom. detecting changes in mattress comfort can be a little more challenging. Obvious signs include sagging or lumping of the mattress, creaking and unsupportive edges. However, subtle signs can be recognized by the rest a person gets -- or rather, how little rest a person gets. Difficulty falling asleep, staying asleep or feeling unrefreshed after awakening may be signs that it’s time to replace the mattress. Back pain or stiffness can also be

indicators. Once it is determined that a new mattress is in order, individuals should purchase one that fits their sleeping needs. Size- It’s important to find the right size mattress for one’s needs. Twin and full-size mattresses should be reserved for solo sleepers, primarily children. Couples who try to squeeze onto a full mattress will definitely find themselves competing for space. Queen mattresses are

a preferred option for many couples. They can also be a good choice for single sleepers who like to sprawl out. Queen mattresses are 5 inches longer than full mattresses, making them ideal for taller people. King mattresses are the largest of the offerings. They provide 38 inches of sleeping space per sleeper (2) in the bed. That’s the equivalent of a twin mattress each. A king mattress will provide the space one needs, provided the bedroom is large enough to accommodate a king-sized bed. Support SystemMattresses are constructed in different ways, offering different levels of comfort and durability. Inner-spring: Several rows of coiled springs form the inner suspension of this type of mattress. Foam and padding cover the springs. Some innerspring mattresses have an individually wrapped coil system rather than interconnected springs. This reduces movement disturbances. Latex and memory foam: These mattresses

feature several layers of foam or latex to form the mattress. They are especially good at reducing the feeling of motion, which is a boon for couples who are often awakened by their bed partner. Softness- Depending on the position of sleeping, certain mattresses are better than others. Back and stomach sleepers should consider a firm mattress because they properly align the spine. Plus, firm mattresses are better for couples who share a bed and have different sleeping needs. They’re firm enough for back and stomach sleepers, yet soft enough to eliminate pressure points for side sleepers. Side sleepers may want a pillowtop mattress, which will be the softest of the options. This eliminates extra pressure in the hips and shoulders. * * *

According to a 2010 study conducted by researchers at the Sleep and Neuroimaging Laboratory at the University of California, Berkeley, a

midday nap might just make you smarter. The study was conducted with the help of 39 college students, each of whom was asked to learn a series of new names and faces at noon and match the faces a few minutes later. The same test was then performed at 6 p.m. that same day. A group of the participants who took a nap at 2 p.m. performed better than those students who did not nap. The latter group, in fact, had a significant decline in memory test scores. Researchers credit the nap with refreshing the brain, and they credit the study with showing that the brain’s ability to absorb new information declines over the course of a typical day. When a person naps, that decline seems to be reversed. However, researchers noted that college students, who generally do not get adequate sleep, might not make the best subject matter thanks to typically poor sleeping habits. Men and women who do get adequate sleep might not experience any improved memory if they take a nap during the day.

How sleep affects work (and vice versa)
People often discuss how sleep -- and often lack thereof -- can affect work performance. However, not as many people are studying how work impacts the ability to sleep. Research from the University of Pennsylvania published in SLEEP found that work time is the largest influence on how long an individual sleeps on both work and leisure days. It’s not just in North America, either. A 2005 study found that 36 percent of women in Finland had

trouble sleeping at least once a week that year; 27 percent of men in the study said the same. But just six years prior in 1999, only 26 percent of women and 20 percent of men were reporting sleep problems once a week in the country. Experts suggest the reason for this drastic change can be attributed to both occupational stress and abnormal working hours. Similar to how stress affects sleep, work has profound implications on sleep as well. When their schedule calls for it, shift workers must alter their body’s natural circadian rhythm in order to switch from sleeping at night to

day. Some employees work long hours with only short bursts of sleep available before they have to report back to work the next day. According to the Better Sleep Council, sleep deprivation currently costs U.S. businesses nearly $150 billion annually in absenteeism and lost productivity. It may pay for employees and workers to collaborate on the best strategies for improving morale and performance by matching working hours with sleeping habits. This way each gets the best of both worlds. Not getting enough sleep can impact personal health in many ways, including: * Elevated risk of getting major illnesses, including cancer, diabetes, obesity, and heart disease. * Inability to concentrate or poor decision-making. * Putting the body in a state of high alert, increasing the production of stress hormones. * Weight gain, either through stress or eating at times when the body is not accustomed to eating. * Affecting skin and other tissue appearance.

If you live in a planned community, or one with a homeowners’ association, it is your job to find out the guidelines for any home improvements. The HOA may dictate the style, size and maintenance of the fence or may not allow a fence at all. Once all the details are checked, you may have to apply for a fence permit. This way the construction of the fence and finished product will meet safety standards, and the area in which you live can provide consistent quality control. If the fence is installed by code, there is little chance it will have to be torn down or changed in the near future. Also, doing it by the book means that a neighbor can be unhappy about a fence but not have legal recourse to ask you to remove it. As an added form of courtesy, it is proper fence etiquette to put the “good” side of the fence facing the neighbors’ yards. That means the side of the fence that doesn’t show the support panels and posts. Remember, it is your fence so you are also responsible for all maintenance of the fence -- on all sides. Just because your neighbor also will be benefitting from your fence, doesn’t mean he will have to care for it. RENOVATING A RENTAL PROPERTY When the economy struggles to the point of recession, few people benefit. However, there are some businesses that thrive during a recession, using the circumstances to their advantage and actually growing business in spite of a sagging economy. One such business is rental agencies or property management companies. Even landlords with a single investment property tend to do better during a recession, when individuals might be fearful of buying a home or simply unable to afford it. Such individuals still need a place to live, however, and landlords benefit as a result. One of the best things a landlord can do during a recession is to pay more attention to their rental properties, ensuring the properties are in tip-top shape so they can get the most out of each unit at a time when the rental market is most competitive. This might require some renovations, which landlords should be making periodically anyway, regardless of how strong or tenuous the economy might be. * Update the paint. Apartments are typically empty when shown to prospective renters, and any issues with the paint job are very noticeable during such viewings. If the paint is outdated or there is any fading, update the walls with a fresh coat of paint. It’s ideal to do so whenever a tenant moves out, but landlords whose buildings have a high turnover rate likely won’t need to repaint every time a tenant moves out. When adding a new coat of paint, choose a light, neutral color to give the property a fresh, inviting look. * Replace the carpeting. Carpeting is another area prospective renters are instantly drawn to when viewing an apartment. New carpeting is always attractive to potential tenants, and landlords won’t have to break the bank to replace the carpets when an existing tenant moves out. Instead of expensive carpeting, choose a medium grade carpet with a neutral color, ideally beige or light brown, which can hide spills or stains should the next tenant prove messy and move out after the original lease terms are up. Before laying carpet, don’t forget to lay down quality padding underneath. Such padding makes the carpet feel softer and of higher quality. * Upgrade the appliances. Perhaps nothing evokes a stronger response from prospective renters than a property’s appliances. Outdated appliances make renters speculate as to what else might be outdated and if the building is well taken care of. On the other hand, newer appliances, particularly stainless steel items, create a contemporary feel and give the impression, true or false, that a landlord won’t allow the building to grow dated or fall into disrepair. When shopping for appliances, choose ones that are more basic so any eventual repairs won’t be too complicated or costly. Newer appliances enable landlords to charge more rent for a given property, and many renters would agree that such properties are worth the extra money. * Install new windows. Older buildings tend to have creaky or drafty windows, which not only makes the property colder during the winter months, but it also drives up utility costs as renters are forced to turn up the thermostat to combat drafts and cold air entering the unit. New windows can eliminate such drafts and reduce utility costs, something landlords can use to their advantage when discussing the property with potential tenants. Landlords might even be able to earn tax breaks when installing new, energy-efficient windows. Discuss if any such breaks exist with the local municipality. When it comes to renovating a rental property, landlords can make a handful of small renovations that, while relatively inexpensive, enable them to earn substantially more money from each unit over the long haul. GARDEN EXCHANGE I like to garden, but I am short on funds. My solution? Simple! Host a twice annual “plant exchange” where all the people of your community come to a designated area (usually someone’s backyard). Everyone then places their names into a hat, and places their “bumper crop plants” in a row. Some will bring seeds, handmade garden stakes, etc. Then when their names are drawn from the hat, they are allowed to go to the row and choose which plants they would like to take home with them that spring or fall. Within the time frame of five years, we have landscaped our own front yard and helped to make many other gardens beautiful as well! -Judi W.

Conversations with him, along with a work-related project that involved the food industry’s “bible” of perishable food storage guidelines, taught me a lot about storing meats and other items. A basic rule of thumb is that meat doesn’t deteriorate or “age” in a deep freeze (a freezer that never cycles off to prevent frost build-up). However, meat and other items do age in a frost-free freezer; every partial thaw during an “off” cycle ages the food. Therefore (barring poor storage conditions prior to your purchase), even if you buy meat at its “best used by” date, you can store them up to a year in a deep freeze or up to three months in a frost-free freezer. You can actually store stuff in the frost-free freezer for up to six months, but their age will begin to show in their taste after about three months. Naturally, how you store the food also makes a difference in both environments. -TB

FENCE ETIQUETTE PREVENTS DISPUTES People fortunate enough to own their own plots of land often choose to fence in their pieces of paradise. Fences serve many purposes: to designate property boundaries, keep pets or children contained in a safe environment, corral livestock, offer privacy or add aesthetic appeal. Although installing a fence may seem like the right idea for you, going about it the wrong way may lead to problems among neighbors, particularly if you live where the houses are relatively close to one another. Some homeowners find fences become the final point of contention among disagreeable neighbors or create tension with a neighbor with whom you previously had a good relationship. Being courteous with fence plans is the way to avoid any animosity along the way. There are certain things you must do and should do if you plan to erect a fence. Most people find neighbors appreciate being informed of any decisions you are thinking of making to the property that can affect their views or their adjoining property. Before drawing up fence plans with a contractor, talk to the neighbors on either side of your home and gauge their receptiveness to a fence. At this point, you may want to consider offering to make the fencing project a joint deal to save money should the neighbors decide to install a fence as well. Contractors will often discount if they have several customers doing an installation at the same time. Property owners can save by splitting the costs of the shared walls of the fence where their property lines meet. Explain your case for the fence. Most neighbors are receptive to the idea if they know the reasoning -- especially if the desire for a fence is not to keep them at bay. It’s hard to protest a fence that is a safety precaution for children. If your neighbor already has a fence, you must ask whether you can connect your fence panels into the support post on your shared side. Once you notify your neighbors as a courtesy, there are certain steps to take that will prevent any legal disputes down the road. Even the most easy-going neighbor could grow aggravated if the fence is put up carelessly or ends up partially on his property. The best way to prevent this is to apply for a new, professional property survey and have property lines indicated with paint or wood markers. Each town or city has different regulations with regard to fencing, so it is important to learn the ropes or hire a contractor who is familiar with the rules. It might be illegal to install fences directly on the property line. The law might require the fence be installed a few inches inward. There also may be rules about how high fences can be in the front of the home, sides and back. Corner lot properties may have added regulations depending on whether the fence could prove a visual obstruction to drivers.

CORNED BEEF AND CABBAGE A STAPLE OF SAINT PATRICK’S DAY Saint Patrick’s Day is rife with tradition. Community parades, Irish music and, of course, a few adult beverages are just a few of those traditions, each of which helps make Saint Patrick’s Day a beloved holiday for men, women and children regardless of their heritage or religion. Another Saint Patrick’s Day tradition is cooking and enjoying Irish cuisine, including Corned Beef and Cabbage. For those entertaining a few friends this Patty’s Day, consider the following recipe for “Corned Beef and Cabbage in Guinness,” courtesy of Food.com. CORNED BEEF AND CABBAGE IN GUINNESS Serves 8-10 4 pounds flat cut corned beef brisket 1 12-ounce bottle Guinness draught (do not use Guinness stout as it will turn bitter) 1 medium yellow onion, peeled and cut into wedges 3 garlic cloves, minced 1 bay leaf 1/4 teaspoon ground cinnamon 1/8 to 1/4 quarter teaspoon ground cloves (to taste) 1/4 teaspoon ground allspice 1/4 teaspoon ground black pepper 1 head cabbage, cut into wedges, rinsed and drained 6 medium white potatoes, peeled and quartered 1 to 2 pounds carrots, peeled and cut into 3-inch pieces 1. Rinse corned beef under cold water and pat dry. 2. In a Dutch oven, or other large pot with cover, brown corned beef well on all sides over high heat. 3. Pour Guinness over the meat and add enough water to just cover the brisket. 4. Add the onion, garlic, bay leaf, cinnamon, cloves, allspice, and pepper to the pot. 5. Bring pot to a boil and skim off any foam. 6. Reduce heat to a simmer. Cover pot and simmer for 3 hours. 7. Add carrots, then potatoes and then the cabbage wedges to the pot. 8. Cover pot, and continue cooking until meat and vegetables are tender (about 20 to 30 minutes). 9. Remove meat and vegetables to warm serving platter/dishes, leaving the cooking liquid/sauce in the pot. 10. Over high heat, bring the cooking liquid to a boil, and cook until

the amount of liquid is reduced by half (about 10 minutes). 11. Slice the corned beef; serve with the vegetables and the sauce on the side. Note: Corned beef should always be sliced across the grain.

IRS Extends Deadline for Estates to File Estate Tax Return
to Make Portability Election Benefiting Surviving Spouses WASHINGTON — The Internal Revenue Service recently issued guidance that allows certain estates of married individuals who died during the first six months of 2011 an extension of the deadline to make the portability election. The portability election passes along a decedent’s unused estate and gift tax exclusion amount to a surviving spouse. An extension is available to estates of married individuals with assets of $5 million or less, but only if the decedent died in the first six months of 2011, and the executor files Form 4768 requesting an extension no later than 15 months after the decedent’s date of death. The extra time is available to an estate even if the estate did not request an automatic six-month filing extension on Form 4768 prior to the regular nine-month filing deadline. As a result, these estates will now have until 15 months after the date of death, rather than the usual nine months, to make the election by filing an estate tax return on Form 706. Thus, the first estate tax returns for estates eligible to make the portability election (because the date of death is after Dec. 31, 2010) are now due on Monday, April 2, 2012. Affected estates should submit both a properlyprepared Form 4768 and Form 706 to the IRS no later than 15 months after the decedent’s date of death. Further details are in Notice 2012-21, posted on IRS.gov.

IRS Has $1 Billion for People Who Have Not Filed a 2008 Income Tax Return
WASHINGTON — Refunds totaling more than $1 billion may be waiting for one million people who did not file a federal income tax return for 2008, the Internal Revenue Service announced today. However, to collect the money, a return for 2008 must be filed with the IRS no later than Tuesday, April 17, 2012. The IRS estimates that half of these potential 2008 refunds are $637 or more. Some people may not have filed because they had too little income to require filing a tax return even though they had taxes withheld from their wages or made quarterly estimated payments. In cases

where a return was not filed, the law provides most taxpayers with a three-year window of opportunity for claiming a refund. If no return is filed to claim a refund within three years, the money becomes property of the U.S. Treasury. For 2008 returns, the window closes on April 17, 2012. The law requires that the return be properly addressed, mailed and postmarked by that date. There is no penalty for filing a late return qualifying for a refund. The IRS reminds taxpayers seeking a 2008 refund that their checks may be held if they have not filed tax returns for 2009 and 2010. In addition, the refund will be applied to any amounts still owed to the IRS, and may be used to offset unpaid child support or past due federal debts such as student loans.

By failing to file a return, people stand to lose more than refunds of taxes withheld or paid during 2008. Some people, especially those who did not receive an economic stimulus payment in 2008, may qualify for the Recovery Rebate Credit. In addition, many low-and moderateincome workers may not have claimed the Earned Income Tax Credit (EITC). The EITC helps individuals and families whose incomes are below certain thresholds. The thresholds for 2008 were: $38,646 ($41,646 if married filing jointly) for those with two or more qualifying children, $33,995 ($36,995 if married filing jointly) for people with one qualifying child, and $12,880 ($15,880 if married filing jointly) for those with no qualifying children. Tax planning for higherincome taxpayers is more complicated. Generally, you must reduce your otherwise allowable itemized deductions if your adjusted gross income exceeds a specified threshold amount. However, the phase-out of itemized deductions and personal exemptions for higher-income taxpayers is eliminated through 2012 by the Tax Relief Act of 2010. The failure to take the alternative minimum tax (AMT) into account may also jeopardize your tax planning strategy, as the AMT continues to negate many itemized deductions. The Tax Relief Act of 2010 increased the AMT exemptions amounts for the 2010 and 2011 tax years, which provides some relief from this tax burden. Although maximizing your itemized deductions is an important aspect of tax planning, there are other issues that you may need to consider in light of your overall tax scenario. Currently, the likelihood of your business being involved in a worker classification or employment tax audit is increased because the IRS is aggressively attempting to reduce the “tax gap,” which is the annual shortfall between taxes owed and taxes paid. Employment tax noncompliance is

These agreements provide a centralized, uniform means for the IRS and state employment officials to encourage compliance with federal and state employment tax requirements. In addition, for the 2008 through 2010 tax years, the IRS plans to examine 6000 randomly selected employers’ Forms 941, Employer’s Quarterly Federal Tax Return, as part of the National Research Program (NRP). Because the existing worker classification rules are complex and ambiguous, much uncertainty surrounds their interpretation and application. The lack of a single, definitive test for classifying workers as either employees or independent contractors contributes significantly to the worker classification problem. For Those Who Paid Independent Contractors Therefore, understanding the difference between an employee and an independent contractor is very important. If you are an employer, you are required to withhold and contribute a matching amount of FICA and Medicare taxes from your employee’s income. However, if your workers are independent contractors, you are only required to report payments of $600 or more on a Form 1099-MISC (Miscellaneous Income). Failing to make the right classification could cost you money. If you have workers who make substantial financial investments in tools, equipment, or a place to work, or undertake some entrepreneurial risks, they are probably independent contractors. However, when you control and direct the workers who perform services for you as to the end result and how it will be accomplished, you are probably involved in an employer-employee relationship. pendent contractors, failing to withhold income and employment taxes from their wages can result in severe penalties and interest, in addition to the back taxes owed. Of course, penalties for intentional worker misclassifications are harsher than they are for inadvertent mistakes. Your benefit plan may also be in jeopardy if any eligible employees have been misclassified as independent contractors. Since these employees have been excluded from plan participation, your retirement plan may lose its tax-favored status. The problem is compounded when excluded employees seek restitution for lost benefits not only due to their exclusion from the benefit plan, but also for health coverage and other employee benefits. For Those Who Paid Statutory Nonemployees As you probably know, compensation paid to certain workers considered nonemployees is not subject to income tax withholding, FICA or FUTA taxes. Generally, qualified real estate agents and direct sellers are considered statutory nonemployees. For non-

employee classification purposes: Qualified real estate agents must be salespersons (or the person who recruits, trains or supervises salespersons); licensed real estate agents; and compensated based upon their sales or other output, rather than the number of hours they worked. Direct sellers must sell or solicit the sale of consumer products to a customer, or to a buyer for resale, in the home or other non-permanent retail establishment. Workers who perform services related to the delivery or distribution of newspapers or shopping news are also considered direct sellers. For Those Who Paid Statutory Employees As you probably know, sometimes workers are specifically designated as employees by the Internal Revenue Code even if the facts do not suggest an employer-employee relationship. Generally, the following types of workers are considered statutory employees: •Full-time traveling or city sales representatives; •Agent-drivers or

commission-drivers; •Life insurance sales representatives; and •Home workers. However, there are distinct rules for each worker type, and their employment tax treatment also varies. In addition, statutory employees must personally perform substantially all of the services required under your contract. These workers cannot have a material investment in your facilities, and your relationship with them must be ongoing. It would be beneficial for you to verify that your workers are properly classified. It is also important to review your employment tax records and procedures, to ensure that they are in compliance with IRS guidelines, especially in the event of an audit.
