COLE MEMORIAL HEALTH PROFESSIONALS OFFER SEASONAL FLU TIPS Coudersport, PA- According to the Centers for Disease Control (CDC), most of the country is now experiencing high levels of influenza-like-illness (ILI). The level of influenza (flu) activity is nearly as high as peak levels seen in past “moderately severe” flu seasons. Amy Sorg, CRNP and family medicine specialist at Cole Memorial stated, “Extra caution needs to be taken to protect against the spread of flu especially for certain people who are considered to be high-risk as it may lead to mortality. This includes young children, people older than age 65, pregnant women, people with weakened immune systems or with comorbidities such as asthma, lung disease, cancer, heart disease or diabetes.” In Pennsylvania, the Department of Health (DOH) reported 3,193 flu cases were identified during the final week of December; up from 2,196 cases reported the week before. According to the Pennsylvania DOH web site, the current status for influenza activity has been labeled “widespread”, meaning there has been an increase in influenza activity in all regions of the state.

IRS Plans Jan. 30 Tax Season OpenIng For 1040 Filers
Following the January tax law changes made by Congress under the American Taxpayer Relief Act (ATRA), the Internal Revenue Service plans to open the 2013 filing season and begin processing individual income tax returns on Jan. 30. The IRS will begin accepting tax returns on that date after updating forms and completing programming and testing of its processing systems. This will reflect the

BUSY 2012 FOR AMERICAN RED CROSS WITH 113 LARGE DISASTER RESPONSES IN 42 STATES In a busy year filled with hurricanes, tornadoes, wildfires, floods and deadly windstorms, the American Red Cross responded to 113 large-scale disasters in 42 states and territories from Alaska to Florida between January 1 and December 1. Additionally, 14 Southwestern NY Volunteers deployed across the country to assist in disasters throughout 2012. “Hurricane Sandy dominated the news coverage, but it wasn’t the only disaster that disrupted lives in 2012,” said Bill Tucker, American Red Cross of Southwestern New York Executive Director. “The number of lives affected by large disasters in the past year is simply staggering. The Red Cross responded to devastating hurricanes, flooding and wildfires that wiped out entire neighborhoods, offering people shelter, food and comfort.”

Disasters struck across the country, from the East Coast to the West, and few regions were spared. Throughout the year, the Red Cross opened a total of 907 shelters and provided more than 109,000 overnight stays to help people forced from their homes. In total, more than 29,000 trained disaster workers served 9.9 million meals and snacks and distributed more than 6.8 million relief items. Health and mental health workers provided more than 141,000 consultations to help people on the road to recovery. The Red Cross also responded to tragic events that impacted people’s lives in the last year, most recently the shooting at Sandy Hook Elementary School in Newtown, Connecticut, as well as the mass shootings at the movie theater in Aurora, Colorado in July and at the Sikh temple in Oak Creek, Wisconsin in August. In all three responses, the Red Cross provided emotional and mental health support, as well as food and drinks for first responders. In June, Tropical Storm Debby marked the start of hurricane season by causing widespread flooding across much of Florida. Then in late August, Hurricane Isaac came ashore bringing with it strong winds and drenching rain that impacted Florida, Alabama, Mississippi, Louisiana and Texas as well as the U.S. Virgin Islands and Puerto Rico. In response to Isaac, the Red Cross mobilized thousands of disaster workers to help people by opening 157 shelters, providing thousands of overnight stays. Volunteers served hundreds of thousands of meals, distributed more than 140,000 relief items and provided thousands of health and mental health contacts. Hurricane Sandy made landfall along the Atlantic seaboard in late October, leaving devastation in its wake. In all, eleven states and Puerto Rico felt the impact with New York and New Jersey seeing the most devastation. The large Red Cross relief effort continues today, weeks after the storm’s landfall. As of December 1, more than 15,300 trained disaster workers mobilized to provide help. The Red Cross has handed out millions of relief items and meals, provided tens of thousands of health and emotional support contacts to people whose lives have been turned upside down. Even as relief work continues, the Red Cross will be on the ground supporting recovery efforts for some time. In early March, as many as 95 confirmed tornadoes touched down, destroying communities across the Midwest and Southeast. Tornadoes slammed through the Dallas-Fort Worth area in early April and in mid-April, dozens of tornadoes ripped across the Midwest for a second time. In all, severe spring weather affected communities in 16 states, including Kansas, Illinois, Missouri, Kentucky, Indiana, Tennessee, Alabama, North Carolina, Ohio, Georgia, Iowa, Louisiana, Mississippi, Oklahoma, West Virginia and Texas. The Red Cross launched responses to provide safe shelter, warm meals and relief supplies to people forced from their homes. Disaster workers served nearly a quarter of a million meals and snacks and handed out more than 112,000 relief items like cleaning supplies and comfort kits. A string of storms with winds up to 90 miles per hour swept across Virginia, Maryland, West Virginia, New Jersey, Ohio and the District of Columbia in June, bringing with them hundreds of reports of impact from devastating winds. Millions were without power in sweltering areas as high temperatures broke records. The Red Cross provided thousands of overnight stays in more than 70 shelters, served more than 246,000 meals and snacks, and distributed about 128,000 relief items. Dry conditions fueled devasting wildfires across the western part of the country, forcing evacuations and destroying homes. In response, the Red Cross launched wildfire relief operations in nine states including Colorado, New Mexico,

Utah, Montana, Idaho, Oklahoma, Texas, Washington and California. The Red Cross provided nearly 4,000 overnight stays in shelters, served more than 159,000 meals and snacks, and handed out tens of thousands of relief items to people in need. The American Red Cross helped almost 3 million people around the world in 2012, responding to 13 disasters in more than 20 countries. These included floods in Bolivia, Peru, Afghanistan, the Philippines, Bangladesh, Nigeria and Panama. Assistance was also sent to Senegal, Burkina Faso, Chad, Niger, Mauritania, Mali and Malawi to help people affected by food shortages, as well as a drought in Paraguay. Red Cross workers are also responding to help people affected by civil unrest in Syria and a cholera outbreak in Sierra Leone. The American Red Cross responded in Jamaica and Haiti after Hurricane Sandy made landfall in those countries. The Red Cross thanks everyone who has supported disaster relief operations this year. Every nine minutes the Red Cross responds to a disaster in communities across the country, and whether it’s a hurricane or a fire in someone’s home, the Red Cross is there. The Red Cross also provides 24-hour support to members of the military, veterans and their families - in war zones, military hospitals and on military installations around the world; collects and distributes more than 40 percent of the nation’s blood supply and trains more than 9 million people in first aid, water safety and other life-saving skills every year. Who Is Responsible For Repairs During A Home Sale? Many questions arise during the home-buying process. Buyers looking at homes that require a good deal of TLC may wonder who is responsible for the home’s repairs, particularly if such repairs are needed to secure a certificate of occupancy. Depending on the situation, there is no clear-cut answer. There is no perfect home, and things that are acceptable to the current owner may not be acceptable to the buyer who is looking to become the next owner. The home-buying process is typically a careful cooperation between buyer and seller to find a middle ground. The buyer may have to make some concessions, as will the seller. Ultimately, it is this cooperation that often determines if the sale goes through or is terminated. Before any negotiations can begin regarding repairs, it is adviseable for a buyer to have an independent inspector come out and look over the home and property. Most real estate agents will suggest this be done as a first priority -- even before a contract is entered on the home. An inspection will unveil any potential problems in a home and indicate things that the buyer may not be aware of, including items that do not meet with code or could be unsafe. An inspector also may point out problems that could cause a mortgage lender to give pause. This may mean the lender will deem problems unsafe and refuse to fund the mortgage until repairs are made. A copy of this inspection report should be sent to the home seller to review with his or her attorney and real estate agent. The buyer working with his own real estate attorney and agent can petition for certain repairs to be made. Many sellers will make such repairs to ensure the purchase goes through, or they will accept a lower purchase price to compensate for the needed repairs, which the buyer will then make. Buyers might want to hire a good real estate attorney to write clauses into the contract to protect their interests. This allows the buyer to forfeit the sale and walk away from the contract should an issue arise. The rules often change when buying a home that is a short sale or in foreclosure. A home that is in distress is typically in this situation because the current owners cannot afford to pay their mortgage, and thusly, are not able to afford repairs. According to Think Glink, a moneymanagement Web site, buyers may try to negotiate repairs with the seller, but they shouldn’t assume that sellers (or lenders in the event of a bankowned home) are responsible for the repairs. Generally speaking, most short sales and foreclosures are sold “as is” and may even specify that repairs and requirements for the certificate of occupancy are the buyer’s responsibility. A buyer also can ask to have the home price reduced to cover the repairs. But foreclosures are often already deeply discounted. Buyers should know that, for a home that is not in foreclosure, there are some repairs that should ultimately be the responsibility of the seller. CARING FOR YOUR SKIN IN WINTER (NAPSA)-For many, cold weather can mean dry, irritated skin. In fact, it's estimated that almost 20 percent of people in the U.S. suffer from severely dry skin or eczema-a general term that refers to skin that is inflamed, swollen and irritated. Red, itchy, irritated skin that doesn't properly retain moisture is a common symptom of eczema. Fortunately, there are ways to help prevent eczema and treat it when it flares up. TREAT IT GENTLY It's important to keep skin hydrated, especially when the temperatures cool down, and one of the easiest ways is to choose a rich yet gentle body moisturizer. "Look for products containing urea and lactic acid, as well as ceramides or shea butter," says Dr. Joshua Zeichner, Director of Cosmetic & Clinical Research in the Dermatology Department at Mt. Sinai Medical Center in NYC. "Expensive does not always mean better, and you can find an effective moisturizer in your local drugstore." HELP YOUR HANDS (AND FEET) Frequent hand washing and use of antibacterial gels during flu season may prevent a cold but can cause dryness and irritation to skin, so try to moisturize each time after you wash. COOL IT WITH HOT WATER Nothing feels better than a superhot shower on a cold day, but it can actually harm the skin, stripping it of essential oils and leading to skin dryness. Stick to cool or lukewarm showers or baths and soak for only 10 minutes or less to avoid damaging the skin. Also, choose a hydrating body wash, such as Cetaphil Restoraderm Skin Restoring Body Wash, which uses advanced technologies to help restore the skin barrier function and retain moisture. Pat-don't rub-dry with a soft towel. SEEK PROFESSIONAL ADVICE If your skin isn't improving, it might be time to see a dermatologist. Be careful in the snow because UV rays can reflect off the white surface and burn unprotected skin. The next time you're at the grocery store, try these tips: • Buy fresh produce when it's in season-it's less expensive and tastes better that way. Also look at frozen and canned fruits and vegetables. They often cost less than fresh and may be more nutritious. • Compare unit prices, most often found on a small tag on the shelf under the item. Compare the cost of different-sized containers and different brands. • Read food labels. Consult the "% Daily Value" to find out if a serving of food is high (20 percent or more) or low (5 percent or less) in a nutrient. Choose foods with lower percentages of saturated fat and sodium. • Choose whole grains. They keep you full longer. Look for the word "whole" (such as "whole wheat" or "whole grain flour") in the first ingredient. Other common whole grains include brown rice and oatmeal. DEC’s Office of Environmental Justice (OEJ) will award more than $1 million to organizations serving communities that face multiple sources of environmental risks. “The EJ grants boost areas that are disproportionately affected by a high concentration of pollution sources,” DEC Commissioner Joe Martens said. “Under the leadership of Governor Cuomo, these grants will ensure that financial resources are distributed to communities where the impact will be the greatest, and I encourage community organizations across the state to apply for an EJ grant.” EJ grant awards will range from $2,500 to $50,000 to help

local organizations with projects that address environmental and/or public health concerns. Ten percent of the total EJ grant will be designated as “Green Gems Grants” where individual groups will be awarded $2,500 to $10,000 to be used exclusively for community-based monitoring, stewardship and education projects involving community gardens, parks and other open space. Funding for the EJ grants comes from the Environmental Justice Community Impact Research Grant program. Launched in 2006, the program concentrates on communities that have historically been overburdened by problems such as a high density of contaminated sites, noise, air and water pollution, health problems and lack of green space and waterfront access. A wide variety of projects can be supported by this grant program, including community gardens and green roofs, air and water quality monitoring, lead poisoning prevention, urban forestry, subsistence fishing education, environmental education for urban youth, inventories of local pollution sources and green worker training. Grant applications are due Friday, March 8, 2013, and awards are expected to be made in early summer. During the last grant round in 2011, DEC awarded 24 grants totaling more than $1 million. What are you thinking about right now? I was in the Washington, DC area to speak, driving through some of what I’m convinced is the eternal road construction there. So here I am driving slowly in traffic when I see beside me this huge motor grader running about 35 mph on what will be a road. Food Safety Measures That Can Prevent Illness Diet and exercise are synonymous with a healthy lifestyle. When coupled with routine exercise, a healthy diet is even more effective at sustaining long-term health. But just because the foods you eat might be healthy, that doesn’t always mean they’re safe. Food that is contaminated can lead to illness and possibly even death. For instance, even a small bite of food that’s contaminated with the botulism toxin can cost a person his or life or lead to paralysis. While a mistake with regards to food safety can prove costly, there are ways to prevent those mistakes. The following are some food safety measures men, women and children can take to ensure their food is safe for consumption, courtesy of the United States Department of Health & Human Services. * Always wash your hands before preparing or eating food. Germs on your hands can contaminate food. If you’re preparing a meal, always wash your hands before the preparation begins and wash them again in between handling multiple foods. For example, if you are handling raw meat, clean your hands before you touch other foods you will be preparing, such as potatoes or vegetables. Wash hands with soap and running water for at least 20 seconds. * Do not thaw food on the counter. Thawing food on the counter can be quite dangerous, as harmful germs multiply very rapidly at room temperature. Instead of thawing food on the counter, place food in the refrigerator, defrost it in the microwave or submerge food in a pot of cold water. * Do not let food cool before placing it in the refrigerator. Perishable foods that are not immediately refrigerated invite illness-causing bacteria, which can grow in as little as two hours or as little as one hour if the temperature is above 90 F. Instead of leaving perishable items on the counter, refrigerate them within two hours if not immediately. * Do not taste food to check if it is spoiled. The bacteria that causes food poisoning has no taste, so tasting food to determine if it has spoiled won’t do you any good, but it can cause serious illness if the bacteria is present. If you aren’t sure about a certain food, simply throw it away. To learn about safe storage times for the refrigerator and freezer, visit www.foodsafety.gov/keep/charts/storagetimes.html. * Wash any plates or cutting boards that held raw meat. Raw meat as well as poultry and seafood have germs that can spread, especially if you use the same plates or cutting boards for raw meat as you do cooked meat. Thoroughly scrub any dishes that held raw meat before using them for anything else. * Do not wash meat or poultry. Some recipes, especially those for Thanksgiving turkey, advice home chefs to wash meat or poultry before cooking. However, doing so can spread bacteria to the sink, countertops and other kitchen surfaces. Despite what a recipe suggests, never wash meat, poultry or eggs. * Do not eat foods with uncooked eggs. Eggs should always be cooked thoroughly, as they may contain harmful bacteria, including salmonella. Foods that contain uncooked eggs, such as raw cookie dough, while a tasty treat for many people, are potentially very dangerous, exposing you to harmful bacteria that could result in serious illness. * Marinate foods in the refrigerator. Marinating foods is very popular, especially during the barbecuing season. However, marinating foods at room temperature, when harmful germs in meat and bacteria can multiply rapidly, should be avoided at all costs. When marinating meat, poultry or seafood, always do so in the refrigerator. * Do not use leftover marinade on cooked foods. When marinating, there is typically a significant amount of marinade left over. However tempting it may be to add a little extra flavor by reusing that marinade once the food has been cooked, doing so is very dangerous, as the germs from the raw meat, poultry or seafood can spread to the cooked food.
