Agricultural Finance Corporation Limited (AFCL) is a multi-disciplinary consultancy and technical support organization specializing in agriculture and rural development segments of the economy. The company has been providing broad-based consultancy services since 1968. Of late, the company has diversified into large scale grassroots level project implementation under watershed development, livelihood promotions, organic farming, agriculture extension services, environmental impact assessments, retail microfinance operations, training and capacity building, education, skill development and financial literacy. AFCL is now serving the entire value chain of agriculture and rural development from policy advocacy to project implementation, training and capacity building to skill development in rural and semi-urban areas. The company envisages to be an institution delivering last mile connectivity to various development initiatives of the Government on Pan India basis and sharing the experience with other countries. Associations with the partners based on the principle of win-win situation are the core of the business strategy of the company. Promoted and owned by Banks and Development Finance Institutions, AFCL is a Board Driven Deemed Government Company u/s 619-B of the Companies Act, 1956. Headquartered at Mumbai, the company is operating from 12 locations in India. In its four decades of its existence, AFCL has been involved in more than 5000 consulting assignments in India and also in other countries. AFCL‟s services has been utilised by various Ministries and Institutions of the Central and State Governments and Multi-lateral funding institutions like World Bank, Asian Development Bank, International Fund for Agricultural Development, UNDP/UNOPS, DFID, Islamic Bank.

New Assignments in Panchayati Raj

Training of Panchayati Raj Functionaries in Jharkhand and Uttar Pradesh

AFCL has been awarded the task of imparting training to various stake holders under Panchayati raj in the states of Jharkhand and Uttar Pradesh. The training would be organized round year during the current financial year. The Ministry of Panchayati Raj, Government of India/ Department of Panchayati Raj, Government of Uttar Pradesh has designated AFC, as a Technical Support Institution (TSI), for undertaking facilitation of the communities in the process of preparation of Perspective District Plans in 25 districts of Uttar Pradesh under Backward Region Grant Fund (BRGF). In the process, besides other activities, AFC is involved in orientation of different stakeholders and elected members of DPC, ZP, GP and BDC members under PRI system and development. AFCL also completed the task of Training Need Analysis exercise and development of 10 Training Manual for the Panchyati Raj Functionaries in the state of Jharkhand under the GOI-UNDP-CDLG programme.

Organic Farming

Implementation of Adoption and certification of Organic Agriculture management system with Online Traceability system of facilitation of Export and Domestic Retail Chain in Gujarat, Chhattisgarh and Haryana

AFCL has been awarded task to undertake organic farming project titled „Implementation of Adoption and certification of Organic Agriculture management system with Online Traceability system of facilitation of Export and Domestic Retail Chain‟ in Gujarat, Chattisgarh and Haryana under National Horticultural Mission (NHM). Implementation, Training and Certification of Organic Farming with Traceability Records (e-Organic Agriculture ) for the facilitation of export of Horticultural Crops from the state of Gujarat (10000 ha), Haryana (Desi wheat: 1500ha) and Chattisgarh (Horticultural crops 1500 ha).

Agriculture Extension

Production and Productivity of wheat through line sowing
The Agriculture Department of UP Government has assigned AFCL a study under Enhancing Production and Productivity of wheat by proper placement of see and fertilizer through Line Sowing in Eastern UP under RKVY scheme.

Management of water logged area
As a sequel to the National Food Security Mission Scheme, Directorate of Agriculture, Govt of UP entrusted AFCL two studies on Management of Waterlogged Area due to Canal seepage in Sitapur district and Raebareli District.

Intercropping of pulses with Sugar cane
AFCL has also undertaken a project for Increasing Area and Production of pulses through intercropping of pulses with spring sown Sugarcane in major sugar cane growing areas of Uttar Pradesh under RKVY scheme.

Training and Capacity Building

Financial Literacy Programme in Murshidabad District in West Bengal NABARD has awarded AFCL a Financial Literacy Programme in Murshidabad district in West Bengal focused on rural adults especially women. The entire package has been designed to leverage on the existing infrastructure created and/or supported by Government of India and respective State Governments. This awareness programme is being implemented through Self Help Groups and Farmer Clubs. The Financial Literacy Programme has been structured to support the participants‟ progress towards meeting their savings and asset goals. The training will also provide programme participants with opportunities to develop skills and acquire knowledge necessary to effectively manage their own financial situation.

Keeping the project requirements in mind, AFCL proposed to adopt a blended approach to learning and imparting financial literacy. The program design will be in local language i.e. Bengali. Reserve Bank of India has launched a series of Financial Literacy drives. Some material published by Reserve Bank of India in various national languages, use of role-plays etc. will be made use to make the programme more interactive and useful for participants.

DPRs/ Project Appraisal

1. Preparation of District Perspective plans and Annual Plans under BRGF in 6 district of Uttar Pradesh
The Government of India has introduced Backward Region Grant Fund to readdress regional imbalances in development. The fund will provide financial resources for supplementing and converging existing development inflows into identified districts so as to

Bridge critical gaps in local infrastructure and other development requirements that are not being adequately met through existing inflows. Strengthen, to this end Panchayats and Municipality level governance with more appropriate capacity building to facilitate participatory Planning, decision making, implementation and monitoring to reflect local felt need. Provide professional support to local bodies for planning implementation and monitoring their plans. Improve the performance and delivery of critical functions assigned to Panchayats and counter possible efficiency and equity losses on account of inadequate local capacity.
With a view to assisting the district administration in the preparation of district plans and facilitate the participatory process, the Planning Commission and Ministry of Panchayati Raj have prepared a panel of Technical Support Institution (TSIs) i.e. National level Institutions and NGOs, for joining hands with the State planning authorities and the District Planning Committee /Zila Parishad . AFCL has been entrusted with the task of preparation of district perspective plan in 6 districts of Uttar Pradesh namely Lalitpur, Mahoba, Hamirpur, Jalon, Banda and Chitrakoot.

Areas of Expertise Agricultural Extension - PPP model

Agricultural extension is the application of scientific research and new knowledge to agricultural practices through farmer education. The field of extension encompasses a wider range of communication and learning activities organised for rural people by professionals from different disciplines, including agriculture, agricultural marketing, health, and business opportunities.

The arrangements for agricultural extension in India have grown, over the last five decades, in terms of activities, organisational types and available manpower. Public sector extension, represented mainly by the State Department of Agriculture (DoA), continues to be the most important source of information for the majority of farmers. Activities of other extension agencies, be it Non-Governmental Organisations (NGOs), input agencies, mass media, research institutions or farmers associations, though increasing, are still restricted to certain regions, crops and enterprises. The performance of public sector extension is under scrutiny for quite some time and questions are being raised on its capability to deliver goods in the rapidly changing environment. Hence the need to have a Public Private Partnership (PPP) model. AFC has been playing a key role in agricultural extension which has adopted the PPP model. Areas of Expertise Natural Resource Management – Watershed & Irrigation

Natural Resource Management encompasses the management of natural resources such as land, water, soil, plants and animals, with a particular focus on how management affects the quality of life for both present and future generations. It is the sustainable management of natural resources for achieving food, nutritional, environmental and livelihood security in the country. It aims to augment social, physical, human, natural and financial capital. In NRM sector, AFC has been offering services in watershed based agriculture, rainfed farming, soil and water conservation, irrigation engineering, water resources development and management, wasteland development, land use planning, forestry, environment management and impact assessment, bio-diversity conservation and various other key areas. AFC is fully aware of the resources potential and the problems and prospects of their utilization from the grassroots level. Its experience in Environment Impact Assessment studies and preparation of Environment Management Plans as also expertise in remote sensing and GIS applications has been an additional advantage to AFC. The successful implementation of various government programmes and initiatives requires the adoption of a mission mode. Government institutions and departments in general need third party support for successful implementation of programmes in terms of overall coordination, supervision, technical backstopping and reporting inputs. Recognising the felt need of the government agencies to put programme implementation on a fast track, AFCL is in a position to offer various types end-to-end Project Management Services encompassing the entire cycle of the programme for their smooth implementation. The Project Management Services include providing guidelines for preparation of action plans, coordinate with resource institutions, capacity building and perform all management functions on behalf of the clients. 1. Management Support Group for National Vegetable Initiative for Urban Clusters

The Dept. of Agriculture and Cooperation (DAC) has issued guidelines for a program under Rashtriya Krishi Vikas Yojna (RKVY) for implementation of “The Vegetable Initiative for Urban Clusters” during 2011-12 with an outlay of Rs. 300 crore. The program aims at enhancing production, productivity and profitability of vegetables in the country through off-season production under protected cultivation for generating income round the year and offering at competitive price to the consumers. The task of management, including end-to-end solutions to plan, monitor, support and report on the programme, has been entrusted to Small Farmers‟ Agribusiness Consortium (SFAC), a specialized agency promoted by the Department of Agriculture and Cooperation, Ministry of Agriculture, Government of India. The agency will address all concerns related to both the demand and supply side of the vegetable sector in one city of each states, which is either the state capital or any other city with a population of over one million and enhance vegetable production and productivity, nutritional security and income support to vegetable farmers. SFAC has engaged AFCL to deliver a range of technical and management services through the creation of a Management Support Group (MSG), comprising experienced professionals with expertise in project management, horticulture, monitoring and evaluation and statistics to support the NHM Division in DAC in the roll out and monitoring of the program. AFCL will provide the technical manpower in coordination, supervision, technical backstopping and reporting inputs.

Areas of Expertise Quality Control of Civil Works
In recognition of the growth of infrastructure in poverty alleviation, Government of India has taken up massive programme for construction of rural infrastructures under Flagship Programmes. The thrust of XI Five Year Plan has been on social inclusion coupled with provision of improved livelihood opportunities. It is necessary that these works are subject to quality audits by an independent agency to certify that the civil works adhere to quality parameters, cost norms and time schedule. AFCL having been associated with MGNREGP (previously NREGS/NFFWP), Comprehensive District Agricultural Plans (CDAP) under RKVY, Sarva Shikshana Abhiyan (SSA), Integrated Child Development Scheme (ICDS), Total Sanitation Campaign (TSC/NGP), Backward Region Grants Fund (BRGF) programmes etc is in a position to offer services for third party supervision monitoring and quality control of civil works of rural infrastructures. Quality control of Civil works of SSA
Agricultural Finance Corporation has been associated with task of quality control of civil works undertaken in Bihar and Karnataka under Sarva Shikha Abhiyan (SSA), Ministry of Human Resources, Government of India. The SSA, Karnataka, has entrusted the task of Third Party Technical Audit and Quality Assurance of SSA Civil Works of the year 2008-09 in Belgaum Division, Karnataka, consisting of the districts of Belgaum, Dharwad, Bijapur, Bagalkot, Haveri, Uttara Kannada, Gadag. Under the Total Literacy Programme launched by Government of India, the main tasks carried out by AFCL include: (i) monitoring the progress of work and assessing the quality of material and work carried out by the SDMCs, which includes physical verification of the works and evaluation of technical specifications

adhered to in the works; and (ii) ensuring quality standards and reporting deviations if any to the concerned authorities and to assist the SDMCs to follow the technical guidance. AFC has also evolved a set of guidelines, training modules and other related tools for assessing the quality of materials as well as work carried out by the contracting firm/s, School Development Management Committee (SDMC) and as well for monitoring. The Technical Audit and Quality Assurance of Civil works to be carried out in Bihar and Karnataka.

Areas of Expertise Policy Advocacy
Policy advocacy refers to strategies and initiatives that lead to the establishment of new policies, improve existing policies or induce circumspection in respect of those policies that attempts to diminish resources and opportunities especially for vulnerable groups of people. Policy advocacy usually seeks to engage various sectors of the government that includes public servants, bureaucrats, political appointees, elected officials and legislators. AFCL by virtue of its experience in various sectors is in a position to play the policy advocacy role that would enable the Government to firm up or fine-tune its policies. Policy Advocacy generally consists of the following stages: a) Analysis, b) Strategy, c) Operationalisation, d) Mobilisation, e) Action, f) Evaluation and g) Continuity. However, AFC‟s role would be confined to Problem Analysis, Strategy - focussing on specific goals and to position the advocacy effort with clear paths to achieve those goals and Evaluation - measure regularly and objectively what has been accomplished and what more remains to be done. New Assignments in Panchayati Raj

Training of Panchayati Raj Functionaries in Jharkhand and Uttar Pradesh

AFCL has been awarded the task of imparting training to various stake holders under Panchayati raj in the states of Jharkhand and Uttar Pradesh. The training would be organized round year during the current financial year. The Ministry of Panchayati Raj, Government of India/ Department of Panchayati Raj, Government of Uttar Pradesh has designated AFC, as a Technical Support Institution (TSI), for undertaking facilitation of the communities in the process of preparation of Perspective District Plans in 25 districts of Uttar Pradesh under Backward Region Grant Fund (BRGF). In the process, besides other activities, AFC is involved in orientation of different stakeholders and elected members of DPC, ZP, GP and BDC members under PRI system and development. AFCL also completed the task of Training Need Analysis exercise and development of 10 Training Manual for the Panchyati Raj Functionaries in the state of Jharkhand under the GOI-UNDP-CDLG programme.

Organic Farming

Implementation of Adoption and certification of Organic Agriculture management system with Online Traceability system of facilitation of Export and Domestic Retail Chain in Gujarat, Chhattisgarh and Haryana

AFCL has been awarded task to undertake organic farming project titled „Implementation of Adoption and certification of Organic Agriculture management system with Online Traceability system of facilitation of Export and Domestic Retail Chain‟ in Gujarat, Chattisgarh and Haryana under National Horticultural Mission (NHM). Implementation, Training and Certification of Organic Farming with Traceability Records (e-Organic Agriculture ) for the facilitation of export of Horticultural Crops from the state of Gujarat (10000 ha), Haryana (Desi wheat: 1500ha) and Chattisgarh (Horticultural crops 1500 ha).

Production and Productivity of wheat through line sowing
The Agriculture Department of UP Government has assigned AFCL a study under Enhancing Production and Productivity of wheat by proper placement of see and fertilizer through Line Sowing in Eastern UP under RKVY scheme.

Management of water logged area
As a sequel to the National Food Security Mission Scheme, Directorate of Agriculture, Govt of UP entrusted AFCL two studies on

Management of Waterlogged Area due to Canal seepage in Sitapur district and Raebareli District.

Intercropping of pulses with Sugar cane
AFCL has also undertaken a project for Increasing Area and Production of pulses through intercropping of pulses with spring sown Sugarcane in major sugar cane growing areas of Uttar Pradesh under RKVY scheme.

Training and Capacity Building

Financial Literacy Programme in Murshidabad District in West Bengal NABARD has awarded AFCL a Financial Literacy Programme in Murshidabad district in West Bengal focused on rural adults especially women. The entire package has been designed to leverage on the existing infrastructure created and/or supported by Government of India and respective State Governments. This awareness programme is being implemented through Self Help Groups and Farmer Clubs. The Financial Literacy Programme has been structured to support the participants‟ progress towards meeting their savings and asset goals. The training will also provide programme participants with opportunities to develop skills and acquire knowledge necessary to effectively manage their own financial situation. Keeping the project requirements in mind, AFCL proposed to adopt a blended approach to learning and imparting financial literacy. The program design will be in local language i.e. Bengali. Reserve Bank of India has launched a series of Financial Literacy drives. Some material published by Reserve Bank of India in various national languages, use of role-plays etc. will be made use to make the programme more interactive and useful for participants.

1. Preparation of District Perspective plans and Annual Plans under BRGF in 6 district of Uttar Pradesh
The Government of India has introduced Backward Region Grant Fund to readdress regional imbalances in development. The fund will provide financial resources for supplementing and converging existing development inflows into identified districts so as to

   

Bridge critical gaps in local infrastructure and other development requirements that are not being adequately met through existing inflows. Strengthen, to this end Panchayats and Municipality level governance with more appropriate capacity building to facilitate participatory Planning, decision making, implementation and monitoring to reflect local felt need. Provide professional support to local bodies for planning implementation and monitoring their plans. Improve the performance and delivery of critical functions assigned to Panchayats and counter possible efficiency and equity losses on account of inadequate local capacity.
With a view to assisting the district administration in the preparation of district plans and facilitate the participatory process, the Planning Commission and Ministry of Panchayati Raj have prepared a panel of Technical Support Institution (TSIs) i.e. National level Institutions and NGOs, for joining hands with the State planning authorities and the District Planning Committee /Zila Parishad . AFCL has been entrusted with the task of preparation of district perspective plan in 6 districts of Uttar Pradesh namely Lalitpur, Mahoba, Hamirpur,

Jalon, Banda and Chitrakoot.
