Governor John Kasich signs Boater Freedom Act
Wednesday afternoon at the Lake Erie Shores and Islands Welcome Center in Port Clinton Governor John R. Kasich signed into law House Bill 29, known as the “Boater Freedom Act,” which establishes criteria for watercraft safety inspections on Ohio’s waters. This legislation should decrease the number of safety inspections that recreational boaters experience on Lake Erie and all of Ohio’s waterways. Ohio Department of Natural Resources Director (ODNR) James Zehringer attended the signing, which took place at the Governor’s Fish Ohio Day in Port Clinton. Zehringer praised the legislative efforts to craft a bill that defines when state and local law enforcement officers may board recreational watercraft for the purpose of conducting vessel safety inspections. “ODNR’s primary focus remains the safety of Ohio’s boaters, and the safety inspection program has proven to be a valuable tool,” said Zehringer. “This legislation will provide a positive step toward Ohio boaters being able to enjoy their time even more on Ohio’s lakes and rivers.” The bill, co-sponsored by Rep. Rex Damschroder (RFremont) and Chris Redfern (D-Catawba), which went into effect with the Governor’s signature, establishes that a state or local law enforcement officer will no longer have the authority to stop or board a vessel to conduct a safety inspection unless the owner or operator voluntarily requests such an inspection; there is reasonable suspicion the vessel, its equipment or its operator is in violation of watercraft or local law; or the boat is being inspected as part of an authorized checkpoint. Rep. Redfern applauded the state legislature’s passage of House Bill 29, which subjects such searches to the same laws and regulations established for motor vehicles in the state. “There is no reason that peaceful, law-abiding citizens enjoying Lake Erie should be subjected to random and arbitrary stops,” said Rep. Redfern. “We wouldn’t think to tolerate this on land because such practices are fraught with opportunities for abuse. These random stops can undermine public confidence in law enforcement. Ultimately, the perception that enforcement is unfair can also undermine the ability of officers to best do their jobs by denying them our full confidence.” Stories of boaters being stopped multiple times in the same day are somewhat commonplace in on Lake Erie, as are the citizen complaints that usually follow. Currently, random searches and inspections are at the discretion of law enforcement. Rep. Redfern’s predecessor in the Ohio House, Rep. Dennis Murray of Sandusky, introduced similar legislation last General Assembly. Great Lake states are becoming increasingly aware of the problems such stops and searches pose not only for tourism, but for the satisfaction of law-

Photo by John Schaffner abiding community members who regularly use the waterways. Michigan enacted a law based on similar legislation last year with near-unanimous support. The bill additionally exempts charter boat captains and others holding certain U.S. Coast Guard credentials and endorsements from completing Ohio’s boater education course. When testifying in support of the bill, ODNR Division of Watercraft Chief Rodger Norcross said those individuals are already educated in boater safety through the process of obtaining their license. House Bill 29 only directs the activities of state and local law enforcement agencies; it does not change the policies, procedures or other activities of the U.S. Coast Guard, Border Patrol, Department of Homeland Security or other federal agencies. Rep. Redfern’s House District is home to more recreational and commercial boaters than any other area of the state. For a fourth consecutive year in 2012, Ohio ranked among the top 10 states nationally with a record 435,310 registered watercraft, according to the ODNR Division of Watercraft. The ODNR Division of Watercraft Division and its 89 commissioned law enforcement officers are responsible for enforcing state boating rules on all state waterways, providing education programs and investigating boatingrelated accidents. State Rep. Chris Redfern (D- Catawba Island) issued the following statement in response to the restoration of $285,000 per fiscal year in state funds for Lake Erie’s Ohio Sea Grant College Program. “I am pleased to see the state’s commitment to Lake Erie’s Sea Grant College Program continue. Gov. Kasich had originally nixed this vital resource in his version of the budget, but thanks to the efforts and leadership of Assistant Minority Whip Rep. Dan Ramos, this program will be able to continue on its important mission of research, education and outreach for our Great Lake. “Thanks are in order for Senator Randy Gardner as well, who has supported the Sea Grant Program since its inception. It is imperative that we do all we can to enhance Lake Erie and Ohio’s coastal resources. “This is a wise investment and I am confident that we will find solutions to the most harrowing problems Lake Erie faces. For some reason, the recent Fish Ohio Days have been really good. Last Wednesday, July 10, was the latest installment. Governor Kasich practically bubbled over in his enthusiasm about Lake Erie. He called the shoreline here the finest in “The World”! He even specifically mentioned a recent visit to Catawba. Also participating was former Ohio Governor and U.S. Senator George Voinovich. James Zehringer, Director of the Ohio Department of Natural Resources was there also along with many State officials with the Division of Wildlife, Fisheries and Watercraft. It was a little hard to hear that the marine biologists are predicting another late summer of algae blooms in the Lake. However, they are not expected to be as bad as the ones in August of 2011.

If a child writes a report about a book they read, they can earn play money to buy things from the rolling store. Gerwin said, “It’s an incentive program to teach the children about want versus need, and teaching children to budget their money.” Lakeview Estates has about 25 children that attend every week, Ida Rupp Public Library has around 20 and Bay Meadows has around 30 regular attendees. There are around 115 children in and out of the program.This is the first year the program has had three locations. “The program is a growing process,” said Gerwin. Volunteers and donations are welcome for the program. Right now the program has a need for lunch packers .To donate, volunteer or for more information contact Kristen Gerwin of the United Way at 419-734-6645.

Ida Rupp book sale donations deadline is July 19
The deadline to donate books for the Friends of Ida Rupp Public Library annual book sale is Friday, July 19. The book sale runs from 9:30 a.m. to 5:30 p.m. Friday, Aug. 2, and from 9:30 a.m. to noon Saturday, Aug. 3, in the community room of the library, 310 Madison St., Port Clinton. Membership for the Friends of Ida Rupp Public Library is only $5, and Friends can come to the members-only sale from 5 to 7 p.m. Thursday, Aug. 1. Donations of books for the sale will be accepted until Friday, July 19. Only books in good condition are needed. Magazines, textbooks and encyclopedias are not needed. The group donates proceeds from this once-a-year sale to the library for necessary materials, supplies, equipment and improvements to help the library to continue providing excellent service to the community. Recently, donations were used for the new plaza and statue in front of the library, making it an even more pleasant, inviting place to visit.

Meanwhile, a Confederate crew would sail the Michigan from Detroit to Buffalo, shelling these key Northern cities and others along the way. Ottawa County Court Appointed Special Advocates (CASA) is recruiting volunteers interested in working with and advocating for children involved in the court system. CASA volunteers are appointed by the court to do an independent investigation of the facts and people surrounding a child and be the voice of that child in the courtroom. Volunteers complete an initial 30 hour training on child development, cultural diversity, child welfare laws and requirements as well as court room procedures. Bataan Intermediate hires Halsey as new principal
The Port Clinton Schools Board of Education announced Monday morning that they will hire Geoff Halsey as Bataan Intermediate Principal. Halsey was chosen by a selection committee which included several Bataan Intermediate Teachers and school district administration. Former principal Michael Jenkins resigned at the end of the school year to take a position closer to his family. Geoff Halsey is no stranger to Port Clinton City Schools. He was a Language Arts Teacher and Dean of Students at Port Clinton Middle School for eight years. In 2004, he went to Danbury Schools to become the Director of Technological Services. Patrick Adkins, Superintendent of Schools, said, “We had the opportunity to interview several excellent candidates. We are pleased to welcome Geoff back to our Redskin family.” Halsey, who has two children that attend Port Clinton City Schools, is very excited to be the Principal at Bataan Memorial Intermediate. He said, “It is great to be returning to the school district where I spent the majority of my teaching career.” Halsey’s wife Cheryl is Fleet 6 teacher at Port Clinton Middle School. Halsey continued, “As a resident and parent in the Port Clinton City School District, I recognize the importance placed on public education and appreciate the support provided by the community. I am eager to provide my educational experiences and instructional leadership to the children, teachers, parents and district.”

Healing journey to Mt. Shasta this fall
Local Holistic Health Educator, practitioner and Green Passion Journeys director Linda Green, BA, RPP, RPE, is leading a group trip to Mt Shasta, CA, this October. Green has been leading and facilitating group trips since the early 1990’s. Her groups have traveled to various locations in Ohio, Central and South America, learning about the healing aspects of indigenous peoples such as herbalism, ethnobotany and musicology. The trip to Mt. Shasta is part of a series of trips that Green is leading titled “My favorite places”. After experiencing the magic of the mountains, trees, myths and peoples of the area last winter, she was inspired to bring a group to California this October. Mt Shasta is recognized as an energy vortex. The region is a destination for relaxation and rejuvenation with pristine glacial waters, natural mineral springs, pure mountain air and beautiful alpine scenery. The trip is scheduled for October 2-6. The group will experience low impact hiking, healing mineral waters and a traditional sweat lodge. Each day participants will enjoy morning yoga classes and the comfort of silent meditations. Lodging is in a river front cabin over looking Mt Shasta. Aromatherapy surprises, sauna and shopping in downtown Mt Shasta also are included in this journey. Green promises it to be an opportunity of a lifetime. Arts in the Park–something for everyone
Arts in the Park, sponsored by the Port Clinton Artists’ Club, will be held on Saturday and Sunday, August 3 & 4, at Lakeview Park in Port Clinton. Nearly 120 artists from Ohio and all over the Midwest will be showing and selling their original creations. The show is open to the public and parking is free. One of the oldest art festivals in Ohio, Arts in the Park is celebrating nearly 60 years of continuing to bring unique and original art to Ottawa County. Always a big attraction, the children’s area will have a variety of “make and take crafts.” Pat Catan’s Craft Centers is the sponsor of this part of the festival. Entertainment will be ongoing throughout the weekend, beginning on Saturday morning with the Lake Erie Sound barbershop quartet featuring singers from Ottawa County. Following the quartet will be local songstress Rosemary Schramm, Amanda Blankenbecker, Katie Davis and Larry Lyons. Sunday festival guests will be entertained by the Strings of Glory, featuring DaWayne and Tracie Henson, from noon until 1:30 p.m, and, from Genoa, the Packer Creek Brass Quintet will be performing from 1:30 p.m. until 3 p.m. From 3-5 p.m. Jeff Tucker vocals will end the festival. Artisans will be displaying and selling ceramics, jewelry, glass, paintings, photography, wood, mixed media, textiles and fiber art. Everyone is encouraged to come on Saturday to vote for Best in Show, which will be announced Sunday morning. Other awards will be given out on Saturday afternoon. There will be a large variety of food at the Festivalr. New this year is the local Rotary Perch wagon. Favorites include kettle corn, roasted nuts, smoothies and the Port Clinton Lion’s fare. On the second and fourth Sundays of June, July and August Log Cabin Music is held at the Adolphus Kraemer Park in Oak Harbor. Perch Fishing in the Western Basin is heating up
After many charter trips this season for walleye, it was a nice change of pace when a customer called and wanted to go after some of Lake Erie’s “gold” instead. I absolutely love perch fishing, and I was excited to finally be able to go “perch jerk’n”. We launched out of Mazurik’s boat access this past Sunday at 8 a.m. and headed to a spot between Kelleys Island and Gull Island Shoal, in about 40-42 foot of water. My electronics were showing good marks on the bottom with what looked to be perch, so we anchored upwith my Terrova trolling motor’s Spot Lock feature, baited up the hooks with some emerald shiners and started catching perch right away. Whether you use the traditional spreaders with one hook on each side of it, or my favorite, the crappie rig, which is basically two hooks inline with the main line, both using a 1oz to 1 ¼ oz weight to take it down to the bottom, you’ll catch some fish. Of course, there will be a smorgasbord of white perch, sheepshead and white bass in the mix, too. If you have children, perch fishing can be a great way to entertain them, and/or introduce them to fishing. When you get over a school of biting perch the fun is fast and furious, and their smiles will tell you that they are having a good time. Send your bait down to the bottom and keep the line taught. Then lift and drop the weight a couple inches at a time to stir up the silt on the bottom of the lake. This will attract the perch to your spot. Once you have them below your boat, you should be able to just drop the bait to the bottom and let it sit for a few seconds and you’ll feel the “tap tap” that tells you a fish is biting. The focus of sailboat racing in the Islands area in the next week will be on the Juniors. The young ladies and gentlemen who compete for their home Yacht Clubs will be in intense action along the shores of Lake Erie. First up is the North Coast Junior Regatta at Port Clinton Yacht Club on Friday, July 19. One of the requirements for qualifying for the Inter-Lake Yachting Association Junior Regatta at Put-in-Bay is that at least two regattas be sailed in Lake Erie waters. The North Coast Junior Regatta has been one of the most popular events on the Junior I-LYA Travelers schedule. It is being co-hosted this year by PCYC and Vermilion Boat Club. The “Big Event” is next week, July 22-25, at Put-in-Bay, where the best junior sailors from as far away as Grosse Pointe, MI; Erie, PA; Indianapolis, IN and Columbus will compete for four days off the shores of South Bass Island. They will compete in Lasers, Interlakes, 420s and Flying Juniors. Congratulations to Dave Ryan and his crew aboard the C&C 33 CHASSEUR for their victory in the Annual DeWars Cup trophy at Catawba Island Club.
Junior races this week
A week after the Juniors depart Put-inBay, the senior sailors arrive for Bay Week, the annual Inter-Lake Yachting Association Regatta. On Thursday, Aug. 1, feeder races known as “Deep Water Races” will head to the Island from a variety of ports, including Cleveland, Sandusky, Port Clinton, Toledo and Detroit. The regatta itself will be held August 2-4 at Put-in-Bay. For more information, log onto www.ilya.org. Finally, make plans now to attend the Green Island Race at Port Clinton Yacht Club. This annual event will be made even more special by coinciding with the arrival of the Tall Ships to Port Clinton on Thursday, Aug. 29. The Green Island Race itself will be held on Sunday, Sept. 1, a day before the 16 Tall Ships that will be located all around the western basin of Lake Erie will head to the re-enactment site to observe the 200th Anniversary of the Battle of Lake Erie and the victory of the American Fleet over the British Fleet in September of 1813. Toast of Ohio Wine Heritage Festival will begin August 9 on Sandusky waterfront
The Toast of Ohio Wine Heritage Festival, held on Sandusky’s waterfront, is growing. To celebrate the area’s heritage as the largest wine-producing region in the nation prior to Prohibition, the event has expanded to include a Friday evening event along with the Saturday wine tasting, gourmet food eating, and art show shopping. The wine festivities begin Friday evening, Aug. 9, with a wine-tasting event held at the Sandusky Greenhouse from 5:30-8 p.m. The Merry-Go-Round Museum, The Maritime Museum of Sandusky and The Sandusky Greenhouse are hosting the evening event and wine tasting. Tickets for Friday evening are $15 before August 5 and $25 at the door. The ticket includes light appetizers and wine tastes. Patrons who attend Friday night’s wine tasting event will again gain free admission to Saturday’s festival by bringing their 2013 wine glass with them. Then Saturday, Aug. 10, at the Sandusky Bay Pavilion (605 East Water Street, Sandusky) the Toast of Ohio Wine Heritage Festival, now in its ninth year, will kick off with ten Ohio wineries, gourmet food, live musical entertainment and an artist’s showcase. The festival grounds are open Saturday from noon–8 p.m. Admission for Saturday is $5 per person and includes a souvenir Toast of Ohio wine glass and two wine tastings. Admission fees benefit the sponsoring museums, the Maritime Museum of Sandusky and Merry-Go-Round Museum. Tickets will be available to purchase for exchange of wine tastings and food purchases. Wine tasting tickets are four for $3 and glass pours will vary by vendor. Food offerings will range from $1- $5. Ticket packages, including a combination of food tickets and wine tickets, also will be available for purchase, ranging from $5 to $20. The $20 package includes admission, glass, ten food tickets and ten wine tastings. Wine related merchandise and souvenirs will be sold separately. Participating wineries include Paper Moon Vineyards, Firelands Winery, Ferrante Winery, Maize Valley Winery, Viking Vineyards, Stoney Ridge Winery, Quarry Hill Winery, Myrddin Winery, Matus Winery, and Chateau Tebeau. A variety of musical entertainment and family activities will occur throughout Saturday. The Brad Walk Trio, Mankin and Gargasz and Sand Town will play during the Toast. The Maritime Museum of Sandusky and the Merry-Go-Round Museum, co-sponsors of the festival, will host tours and activities. The Lake Erie Shores & Islands once featured huge vineyards that spread from east of Sandusky to the western region near the bay because of the lakeshore climate. Halupki Festival and International Days coming to Marblehead
In Marblehead folks will soon smell the cabbage rolls a-cookin’ and hear the lively sounds of polka music at the 57th Annual Halupki Festival. The Festival, a celebration of Carpatho-Russian foods and culture, is presented each year on the third Sunday of August by Holy Assumption Orthodox Church, 114 East Main Street (Route 163), in Marblehead. This year’s event takes place on Sunday, August 18th. The day’s activities begin with Divine Liturgy in the beautiful, historic church at 9:30 am. The choir of SS. Peter and Paul Orthodox Church in Lorain will sing at Liturgy. The parish family extends an invitation to one and all to join with them in worship. The festival begins at 11:30 a.m. with the serving of their famous Halupki and Ham Dinners, continuing until 2 p.m. At 2:30, the International Ala Carte will open, featuring halupki (cabbage rolls, pronounced hah-LOOP-key), perohi (perogies), halushki (cabbage and noodles), kolbasi (smoked sausage), pagach (Slavic pizza), and much more. Old World-Style baked goods, including nut and poppyseed rolls (kolach, or koh-LAHCH), will be sold. Entertainment gets underway at 11:30 a.m. with the Raz, Dva, Tre Russian Folk Ensemble of Lorain, Ohio, followed by polka music with the Wayne Golob Band of Sandusky and the Frank Moravcik Band of Cleveland alternating throughout the afternoon. The parish church, the oldest Orthodox church in Ohio and a historic landmark, will be open with tours for visitors. Orthodox religious items will be on display and for sale. A demonstration of the Rusyn art of Pysanky (pih-SAHN-key), or Easter egg decorating, will be given. Crafters will be showing their wares on the lawn. There will be refreshments, raffles, and fun for the kids. It all adds up to a day of fun on the Marblehead Peninsula. The Halupki Festival is held on the parish grounds of Holy Assumption Church; look for “the little stone church with the golden domes”. The festival is the central event of Marblehead International Days, a weekend series of events held this year on August 17thand 18th in the village of Marblehead. Arts Council plans trip to NYC
The Greater Port Clinton Area Arts Council announces its second annual trip to the Big Apple. Motorcoach transportation will be provided into the city to attend a performance of “Kinky Boots”, winner of Tony Awards for best chorography, best score, best actor and best musical. There will be a trip to the heart of the city, Chinatown, Ground Zero and Little Italy with options to see the Rockettes Holiday Spectacular and dinner at a quaint Italian Restaurant. Ohio boaters urged to avoid high water
After the steady rain Ohio has experienced during the past two weeks, Ohioans and visitors are reminded to avoid high, fast-moving water in rivers and streams, according to the Ohio Department of Natural Resources (ODNR). "With the increased amount of rain, extra precautions are needed to ensure that the strength and speed of a river does not exceed people’s skill capabilities or that of their equipment," said ODNR Director Jim Zehringer. “Always remember to a wear life jacket while boating. It’s a simple decision that can save lives.” While most of Ohio is expected to enjoy beautiful weather this weekend, many rivers and streams could still be near or at flood stage. These conditions pose hazards for boaters, paddlers and anglers. High and fast stream currents, downed trees that act as "strainers," undercut and eroded banks, debris and other underwater obstacles can be dangerous to people walking, wading or boating in or near a waterway. ODNR recommends "scouting" a stream before launching a boat or wading in an unfamiliar area. Boaters are urged to file a float plan with a responsible person. Capsizing or falling unexpectedly into high, fast water can be life-threatening. ODNR further advises Ohioans and visitors to properly wear a U.S. Coast Guard-approved life jacket while boating and when wading and fishing in rivers or streams. Additional safety tips on boating and fishing can be found at ohiodnr.gov.

The Island Alphabet by Sarah Booker
A new book of photos and verse by Sarah Booker honors her family home of Put-in-Bay. Every letter of the alphabet features a Put-in-Bay sight and story. Booker’s goal is “to touch everyone who comes to the island, stays on the island or is from the island.” The book started as a poem dedicated to the diverse group of people that call South Bass Island home. Booker knows the island well, as her mother’s family has been here nearly 80 years. Her parents met on the island when her father was with the Coast Guard and her mom worked in the fisheries. For now “The Island Alphabet” is available only at The Keys and at Local Color on South Bass Island.
South Bass Light Station
From 1897 through 1962, the South Bass Island Light Station, situated between the Marblehead and Green Island lighthouses, guided ships through the south passage of Lake Erie. The lighthouse was placed on the National Register of Historic Places in 1990. The Ohio State University has used the property since 1967 for its Stone Laboratory programs on Gibraltar and South Bass Island. Different from the typical lighthouse with a tower and separate keeper’s quarters, the red brick slate-roofed South Bass Island lighthouse has living space and attached tower. Except for porch enclosures, it remains essentially the same as when it was first constructed. The lighthouse is at the southern tip of South Bass Island, just south of the Miller Ferry Dock. The grounds are open to visitors and on Mondays and Tuesdays through Aug. 13, from 11 a.m.-5 p.m., it is open for tours. The tour cost is $3 for adults, $1 for children 6-12. The Bay Bridge 5K
The old Bay Bridge off Bayshore Drive in Danbury Township was the sight for the inaugural Bay Bridge 5K Run/Walk on Saturday. Sponsored by Bodi N Balance, the 5K was a benefit for the Wounded Warrior Project, and was followed by Warrior Fest at Harbor Light Landing. In addition to the unique starting point location, the 5K featured a category for barefoot running. Anthony Heinauer was the first overall finisher in the field of 100 plus runners and walkers. New Scoreboard to light up Rocket Stadium
Thanks to three very generous donors, Oak Harbor High School’s Rocket Stadium will have a brand new scoreboard beginning in the fall of 2013. The new FairPlay scoreboard is eight feet larger than the previous one, and features all LED lighting which will prove to be far more energy efficient and require far less maintenance from the district. The International Brotherhood of Electrical Workers (IBEW) donated the lion’s share of the money required for this project, while the Oak Harbor Athletic Booster Club and Tri-Motor Sales donated sizable amounts as well. These three donors covered the entire cost of the new scoreboard. Installation of this new scoreboard will begin in mid to late July, depending on the weather, and will be done by the BentonCarroll-Salem School District Maintenance staff. Several more community donations of time and materials are currently being worked on to help with the installation. Director of Athletics Drew Grahl commented: “Thanks to IBEW, the Oak Harbor Athletic Boosters, and Tri-Motor Sales for being a part of this exciting upgrade to Rocket Stadium.”
