Bylaws
Cable 8 Productions Founded 1986 The purpose of the Cable 8 Productions bylaws is to: implement the Cable 8 Productions constitution; specify the policies and operating procedures of Cable 8 Productions, otherwise enumerated in the Cable 8 Productions constitution; specify the powers, functions, duties and responsibilities of all Cable 8 Productions officials not otherwise enumerated in the Cable 8 Productions constitutions; and serve as the organization manual for Cable 8 Productions.

Article I. System of bylaws
Section I.1 Authority
(a) No part of these bylaws may supersede any part of the Cable 8 Productions constitution. (b) If any part of these bylaws is found to be in conflict with the Cable 8 Productions constitution, it shall be amended in such a fashion that it is no longer in conflict with the constitution.

Section I.2 Compliance
(a) All members of Cable 8 Productions, serving in any capacity, must comply with the bylaws, unless such compliance is in direct conflict with the Cable 8 Productions Constitution, the rules and regulations of Washington State University (WSU) or the laws of the city, county, state or federal government. (b) Willful and/or deliberate disregard of these bylaws shall be grounds for removal from office through dismissal.

(a) At the end of each academic year the constitution and bylaws will be reviewed for errors, and changes by the exiting staff.

Section I.3 Form
(a) The Cable 8 Productions shall be divided into articles dealing with related and similar subjects. Each articles, in turn, divided into sections (b) Each chapter may be subdivided by means of use of capital letters in alphabetical order or Arabic or Roman numerals, in numerical order.

Section I.4 Amendments
(a) The Cable 8 Productions bylaws may be amended by a twothirds vote of the Steering Committee of Cable 8 Productions. (b) The Cable 8 Productions staff shall have the authority to enact the Cable 8 Productions bylaws.

Section I.5 Parliamentary rules and procedures
(a) The most recent published edition of Robert’s Rules of Order shall govern the proceedings of the meetings of the, steering committee, unless in conflict with any of the rules of procedure specifically set forth in the Cable 8 Productions constitution and/or bylaws. (b) Meeting Debate: Staff shall be allowed free debate. Once recognized by the Presiding Chair, there shall be no time limits imposed on staff. Staff shall keep debate germane and decorous. Staff shall be allowed to yield to the end of their time to those who are normally unable to gain the floor. (c) Calling the Question: Calling the question shall be acted upon as a request to the Presiding Chair. The Presiding Chair shall ask if there are objections to end debate. If any objections are made, debate shall be open immediately. (d) Friendly Amendments: A staff member may ask the sponsor of the bill and/or resolution to “friendly amend” the legislation. If any staff member objects to the friendly amendment, it will not be allowed and standard procedures for amendments are required. (e) Steering Committee resolutions are binding from year to year.

Section I.6 Meeting Voting Procedures

(a) All votes on bills, resolutions and confirmations shall be by a voice vote, unless a motion shall be made and passed for a unanimous ballot. Election voting shall follow the rules outlined in the election code of the bylaws. (b) Proxy voting by absent staff shall not be allowed (c) Any active student member shall be prohibited from casting a vote on any associated financial matter in which they have a direct conflict of interest.

Article II.

The Executive Branch
Positions

Section II.1

(a) The Cable 8 executives shall be comprised of the following positions: (i) President and general manager (ii) Chief financial officer and personnel manager (iii) Vice-president of television (iv) Vice-president of marketing and alumni affairs (v) Vice-president of special projects

Section II.2

Executive Board Members Expectations

(a) All executives will serve as liaisons for the community of Cable 8 Productions. Each executive is responsible for communicating with members of the community and adviser(s). Executives must know the contact information of each officer in order to have effective communication. Each executive is to be responsible for his/her actions and duties as a board member. (b) The executive board shall meet weekly with adviser(s). (c) To hold an executive board position, he/she must be a current undergraduate student at WSU – Pullman. He/she must be enrolled in a minimum of 9 credits, unless the executive board and adviser(s) approve otherwise, and in good academic standing with the University (minimum GPA of 2.0)

(d) It is expected that executives have advanced verbal and written communication skills, knowledge and understanding of the mission and goals of a student television broadcasting g and Cable 8 Productions. He/she is responsible for understanding Cable 8 Productions constitution and WSU resources, regulations and standards. Executives must be able to foster a cooperative work environment and possess strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community. (e) Executives must have the ability to supervise and train student members, to include organizing, prioritizing and scheduling work assignments. (f) Executives must comply with Cable 8 Productions policies and procedures as outlined in the constitution and bylaws. In addition, executives must comply with WSU business procedures, as outlined in the business policies and procedures manual, WSU policy on diversity and discrimination. (g) Executives must work enough hours to meet the needs of the position over the course of the year. (h) Executives will hold their position for one year (May to May), at which point he/she can reapply, if inclined. After being selected, executives will shadow the current position, until the end of his/her term in May. (b) An executive, as determined by the adviser(s) and steering committee shall select an executive to take over the duties of the president in his/her absence at the beginning of each term.

Section II.3 Descriptions

Duties, Responsibilities and Job

(a) President and General Manager (i) Under general direction, the President serves as the chief executive officer of the student television station, Cable 8 Productions and associated activities including station operations and program development. Provides leadership and direction in the areas of strategic development and funding programs and activities, and compliance with all rules and regulations governing WSU registered student organizations (RSO).

(ii) The President must represent Cable 8 Productions at community and business meeting and present information to University committees on behalf of Cable 8 Productions. (iii) The President serves as chief advocate on behalf of the station to potential donors, including foundations, corporations, capital campaign participants, program sponsors, underwriters and individual donors. The president must actively participate in strategic funding initiatives. (iv) The President coordinates and cooperates with appropriate departments of the university and other agencies in the development of programs in accordance with the policies of the staff and steering committee, and consults with respective agencies on matters relative to the mission of student television. (v) The President shall work with the entire executive board establish and implement short- and long-term organizational goals, strategic plans, policies and operating procedures. (vi) The President shall monitor and evaluate programmatic and operational effectiveness and effects changes required for improvement. (vii) The President shall act as the Presiding Chair of weekly staff meetings, steering committee meetings, and each semester’s general meeting. Acts as tiebreaker in all staff, steering committee and executive board decisions. (viii) The President must maintain working relationships with ASWSU, the Murrow College of Communication and other University and community offices. (ix) The President designs, establishes and maintains an organizational structure and staffing to effectively accomplish the organization’s goals and objectives; recruits, trains, supervises and evaluates unit staff. (x) The President oversees the development of annual operating and capital equipment budget. (xi) The President oversees and manages the integrated day-today operations of the station, to include program development and productions, outreach and educations, marketing and funding, finance and human resources, broadcast engineering and operations regulatory compliance and reporting.

(xii) The President performs miscellaneous job-relation duties as assigned. (xiii) The President must be knowledgeable of marketing and development strategies, techniques, processes and available resources. In addition, the President must have skill in examining and re-engineering operations and procedures, formulating policy and developing and implementing new strategies and procedures. (xiv) The President must have the ability to utilize advertising and/or sales promotion techniques. (xv) The President must have knowledge and understanding of all facets of broadcasting operations, methods, techniques, facilities and equipment. (xvi) The President must have knowledge of contracts and grant development and management. (xvii) The President must have integrated knowledge of television broadcast operations, programming, production and marking. (xviii) The President must have skill in budget preparation and fiscal management. (b) Chief financial officer (CFO) and personnel manager (i) The CFO and personnel manager oversees all financial activity of the station, Cable 8 Productions and associated activities including underwriting and advertising development, maintenance of all budgets and financial records, and facilitator of station expenditures. The CFO is responsible for keeping and maintaining records of all student members and will facilitate crew relations. (ii) The CFO and personnel manager facilitates all station expenditures including, but not limited to; executive stipends, production expenses, station promotion costs, capital equipment purchases and office supplies. (iii) The CFO and personnel manager oversees and facilitates all fundraising and development. (iv) The CFO and personnel manager is responsible for all records for the organization, including meeting minutes and personnel records.

(v) The CFO and personnel manager must advocate on behalf of the station to potential donors, including foundations, corporations, capital campaign participants, program sponsors, underwriters and individual donors; and actively participates in strategic funding initiatives. (vi) The CFO and personnel manager is responsible for establishing and implementing short- and long-range advertising and underwriting goals, strategic financial policies, plans and budgetary procedures. In addition, monitors and evaluates programmatic and operational effectiveness and effects changes required for improvement. (vii) The CFO and personnel manager develops and maintains the annual operating and capital equipment budgets. (viii) The CFO and personnel manager must perform miscellaneous job-related duties as assigned. (ix) The CFO and personnel manager must have informational research and recordkeeping skills. (x) The CFO and personnel manager must have skill in budget preparation, fiscal management, knowledge of contracts and grants development and management. (c) Vice-president of television (i) The VP of television serves as the executive producer of all regularly scheduled original programming and facilitates the operations of the student television station, Cable 8 Productions. The VP of television provides leadership and direction in the areas of program development and production, facilities management, station operation and crewmember orientation and training. (ii) The VP of television oversees and manages the integrated day-to-day operations of the station including broadcast engineering and operations, programming and traffic, program development and production and regulatory compliance. (iii) The VP of television ensures and maintains the consistency and quality of the on-air look and programming of Cable 8 Productions. (iv) The VP of television coordinates support and equipment involved in production of television programs.

(v) The VP of television assures the effective use of technical equipment and personnel so that all planned elements in the production are properly combined to achieve the highest quality completed product possible within the allocated budget. (vi) The VP of television oversees the orientation of new members and further development of current crewmembers involved in program production, station operation and other functions of Cable 8. (vii) The VP of television manages process of developing and integrating pilot proposals into the on-air program schedule. (viii) The VP of television seeks out new opportunities in programming and station development for Cable 8 Productions. (ix) The VP of television must perform miscellaneous job-related duties as assigned. (x) The VP of television must have video production and editing skills. (xi) The VP of television must have creative decision making skills and knowledge of contracts and production management. (xii) The VP of television must possess knowledge and understanding of all facets of broadcasting operations, methods, technique, facilities and equipment. (xiii) The VP of television must have integrated knowledge of television broadcast operations, programming and production. (d) Vice-president of marketing and alumni affairs (i) The VP of marketing and alumni affairs serves as the official spokesperson of the student television station, Cable 8 Productions and associated activities, including development of the organizations integrated marketing plan and oversees all internal and external communications. (ii) The VP of marketing and alumni affairs is the primary media relations liaison and official press spokesperson for Cable 8 Productions.

(iii) The VP of marketing and alumni affairs coordinates crew recruitment and retention efforts, including organization of the start of semester general meeting (marketing efforts, agenda development and location scheduling and setup). (iv) The VP of marketing and alumni affairs works with the president, VP of television and VP of special projects to develop long and short term integrated marketing communication goals. (v) VP of marketing and alumni affairs must approve all external communications. (vi) The VP of marketing and alumni affairs designs, establishes, and maintains an organizational structure and staffing to effectively accomplish the departments marketing goals and objectives. (vii) The VP of marketing and alumni affairs oversees and facilitates all television programs, pilots, special projects and station promotion and branding. (viii) The VP of marketing and alumni affairs maintains relationship with Cable 8 Productions alumni, including newsletter, mentor program, organization of events, etc. (ix) The VP of marketing and alumni affairs oversees and facilitates all online media, including public Websites, social and networking media and video hosting sites. (x) The VP of marketing and alumni affairs is responsible for finding and submitting Cable 8 Productions programming in competitions, including local and national competitions. (xi) The VP of marketing and alumni affairs represents Cable 8 Productions at all University and College of Communication recruitment events. (xii) The VP of marketing and alumni affairs must perform miscellaneous job-related duties as assigned. (xiii) The VP of marketing and alumni affairs must have skill in examining and re-engineering operations and procedures, formulating policy and developing and implementing new strategies and procedures. (xiv) The VP of marketing and alumni affairs must have the ability to utilize advertising and promotion techniques and have creative decision making skills.

(e) Vice-president of special projects (i) The VP of special projects acts as the executive producer of all special projects for the student television station, Cable 8 Productions. The VP of special projects is responsible for seeking out special programming opportunities on the WSUPullman campus and surrounding communities. The VP of special projects oversees and facilitates such projects though development, production and post. (ii) The VP of special projects acts as the executive producer of all special projects, including, but not limited to, the ASWSU debate and meetings, community events, movies, documentaries and all contract productions and commercials. (iii) The VP of special projects reviews and facilitates all special project proposals and requests from external groups. i.e. movies, documentaries, contract productions (iv) The VP of special projects coordinates with the CFO and personnel manager to ensure all contract products and commercials are produced in a professional and timely matter. Must work with the CFO and personnel manager to manage the budget for all contract productions. (v) The VP of special projects coordinates support and equipment involved in production of television programs related to Special Projects productions. (vi) The VP of special projects assures the effective use of technical equipment and personnel so that all planned elements in the production are properly combined to achieve the highest quality completed product possible within the allocated budget. (vii) The VP of special projects works in conjunction with VP of television and VP of marketing and alumni affairs to develop and produce on-air promotions. (viii) The VP of special projects performs miscellaneous job-related duties as assigned. (ix) The VP of special projects must possess video production, editing and creative decision-making skills. (x) The VP of special projects must have integrated knowledge of television development and production.

Article III.

Staff
Positions

Section III.1

(a) The Cable 8 staff shall be comprised of the following positions: (i) Sales manager (ii) Special events coordinator (iii) Web master (iv) Social media Strategist (v) General promotions manager (vi) Show promotions manager (vii) Awards and publications coordinator (viii) Special projects executive producer (ix) Special projects director (x) Special projects technical producer (xi) Director (general television program) (xii) Producer (general television program) (xiii) Assistant director (general television program) (xiv) Assistant producer (general television program) (xv) Programming/traffic manager (i) Production Manager

Section III.2

Staff Members Expectations

(a) Staff members will serve as liaisons for the community of Cable 8 Productions. Staff members are responsible for communicating with members of their team, the community and the executives. Staff members must provide contact information to all executives in order to have effective communication. Each staff member is to be responsible for his/her actions and duties as a board member.

(b) Staff members are required to attend meetings relevant to their position, as outlined as in their job descriptions, at the discretion of Presiding chair of that said meeting (c) To hold a staff position, he/she must be a current undergraduate student at WSU – Pullman. He/she must be enrolled in a minimum of 9 credits, unless the executive board and adviser(s) approve otherwise, and in good academic standing with the University (minimum GPA of 2.0) (d) Staff members are responsible for understanding Cable 8 Productions constitution and WSU resources, regulations and standards. (h) Staff members will hold their position for one academic semester, at which point he/she can reapply, if inclined.

Section III.3
(a) Sales Manager

Staff Members Duties and Responsibilities

(i) The sales manager is responsible for developing and managing the local and national base of Cable 8 Productions through underwriting and advertising. (ii) The sales manager shall train local sales associates and oversee all local and national sales transactions between Cable 8 Productions and clients.

(iii) The sales manager must produce and update all local and national sales material, including a rate card and other sales related material. (iv) The sales manager will work as the executive producer along with the assigned special projects member to ensure the production of commercials are suitable and meet the expectations of the clients. (v) The sales manager must have the ability to build a cohesive and compelling case for support and engage leadership in the philanthropic process. (b) Special Events Coordinator (i) The special events coordinator serves as the head event planner for Cable 8 Productions and is responsible for planning, organizing, coordinating and executing Cable 8 events. (ii) The special events coordinator is responsible for overseeing and coordinating marketing for any Cable 8 events. (iii) The special events coordinator works with the VP of marketing and alumni affairs to plan Cable 8 events for each semester. (iv) The special events coordinator completes projects assigned by the VP of marketing and alumni affairs. (c) Web Master (i) The Web master creates an online presence for Cable 8 Productions. (ii) The Web master is responsible for maintaining and updating the official Cable 8 Web site, Cable8.org. (iii) The Web master is responsible for maintaining and updating all social media Web sites, such as Facebook and Twitter. (iv) The Web master is responsible for uploading Cable 8 material, including shows, promotional clips and special events, on Web hosting sites and embedding them on other Web sites, including Cable8.org and the alumni networking site.

(v) The Web master works with the VP of marketing and alumni affairs to maximize online resources and develop and execute strategies to expand Cable 8 audience and increase its presence online. (vi) The Web master assists the promotions manager and special projects coordinator with any online events or campaigns. (vii) The Web master completes projects assigned by the VP of marketing and alumni affairs. (d) Social Media Strategist (i) The social media strategist is responsible for establishing a strong online presence of each show, utilizing social media and digital skills on the web. (ii) The social media strategist is responsible for interacting with the shows, blogging about content, updating social media outlets with show information and facilitating awareness and promotion for each show online. (e) General Promotions Manager (i) The general promotions manager oversees all promotional campaigns for the station overall, events and special projects. (ii) The general promotions manager manages and oversees a team that works to design promotional campaigns and oncampus advertising, and ensures that the quality of promotions and PR for the station and/or shows. (iii) The general promotions manager completes projects assigned by the VP of marketing and alumni affairs. (iv) The general promotions manager coordinates any on-campus promotions including posters, fliers and classroom announcements. (f) Show Promotions Manager (i) The show promotions manager serves as the direct liaison between the television department’s directors and producers and the promotions team.

(ii) The show promotions manager manages and oversees a team that works with the directors and producers to design promotional campaigns and on-campus advertising, and ensures that the quality of promotions and PR that is tailored toward each specific show. (iii) The show promotions manager is responsible for planning one promotional event each semester for each show as well as maintaining strong communication between the producers and directors and the promotions department. (g) Awards and Publications Coordinator (i) The awards and publications coordinator finds all accolades for which to submit Cable 8 material. (ii) The awards and publications coordinator completes projects assigned by the VP of marketing and alumni affairs. (iii) The awards and publications coordinator works with the show producer and director to coordinate and submit material for national and local awards and competitions. (iv) The awards and publications coordinator is responsible for the composition and delivery of the P.L.U.G.E., the monthly alumni newsletter. (v) The awards and publications coordinator works with the promotions manager, special events coordinator and VP of marketing and alumni affairs to compose press releases about Cable 8 events, campaigns, shows, etc. (h) Special Projects Executive Producer (i) The special projects executive producer is responsible for finding events or other projects that appeal to the Cable 8 audience. This can include, but is not limited to concert events, short films, lectures and other performing arts. (ii) The special project executive producer seeks opportunities to work with other Registered Student Organizations on campus and other WSU department contracted work projects. (iii) The special projects executive producer seeks out and locates various projects that can be aired on Cable 8. (iv) The special projects executive producer must have knowledge about current and upcoming WSU events.

(v) The special projects executive producer works with director(s) to create professional produced products. (vi) The special projects executive producer facilitates good working relations between WSU and outside vendors. (vii) The special projects executive producer must have knowledge of contract and production management. (i) Special Projects Director (i) The special projects director is responsible for executing the vision set forth by the producer for the show in question. (ii) The special projects director must be flexible on creative process to fit any production that comes along. (iii) The special projects director must execute production to the best of his/her professional ability. (iv) The special projects director must work with producer(s) to create professional produced product. (v) The special projects director needs to be able to adapt to any type of productions. (vi) The special projects director must have knowledge of contracts and productions management. (j) Special Projects Technical Producer (i) The special projects technical producer is responsible for assisting in executing the vision set forth by the producer for the show in question. (ii) The special projects technical producer must be flexible on creative process to fit any production that comes along. (iii) The special projects technical producer must execute production to the best of his/her professional ability. (iv) The special projects technical producer must work with producer(s) to create professional produced product. (v) The special projects technical producer needs to be able to adapt to any type of productions. (vi) The special projects technical producer must have knowledge of contracts and productions management.

(vii) The special projects technical director assists the special project executive producer, VP and client in working to create a production that fits the needs and desire of the client and that is feasible. (k) Director (general programming) (i) The director is responsible for the operations at the taping site. (ii) The director works with the producer to carry out the vision of the show, train crew and supervise the set-up and striking of the show’s set. (iii) The director works in conjunction with the producer of the designated show to facilitate talent auditions. (iv) The director assists with the facilitation of selecting on-air talent for the show. (v) The director assists with the facilitation of recruiting and training of the crew members for the show. (vi) The director supervises the set-up, striking and lighting design of show tapings. (vii) The director must complete a minimum of six episodes I order to fulfill a semester contract. (viii) The director is responsible for post-production of the show. (l) Producer (general programming) (i) The producer is responsible for the show’s preproduction (oversees the entire show, from preproduction to postproduction) (ii) The producer trains crew members, writes the scripts (or selects a writing team), arranges guest appearances, designs the set and finds props. The producer works with the director to select an assistant-producer, and other desired positions. Ultimately, the producer is responsible for all of these elements and must manage those in the designated positions. (iii) The producer works in conjunction with the director to select and coordinate on-air talent and coaches on-air talent and instills a team concept to the program.

(iv) The producer coordinates training of associate producers and reporters. (v) The producer facilitates the content of each episode, including the arranging of guest appearances, planning of segment content and timing of the episode. (vi) The producer coordinates the design of the set and collections of props. (vii) The producer has the ability to, but is not required to; develop agreements with business for trade-out and/or promotion considerations. Trade-outs must be approved by the executive board and Cable 8 adviser and must be in writing. (viii) The producer supervises the set-up, striking and lighting design of show tapings. (ix) The producer labels finished tapes and delivers the tapes to the master control room or to the programming/traffic manager. (x) The producer works with the programming/traffic manager to determine the length of the show and the number of breaks in the program. (xi) The producer must complete a minimum of six episodes in order to fulfill a semester contract. (m) Assistant Director (general television program)

(i) The assistant director shall be appointed through an application and interview process carried out by the director and producer of each show. The process is overseen by at least one member, approved by adviser(s) to ensure everything is fair and balanced. (ii) The assistant director is responsible for aiding the director with technical responsibilities including but not limited to, recording and editing segments, scouting locations, set up, lighting and set design, and training of crew. (n) Assistant Producer (general television program)

(i) The assistant producer shall be appointed through an application and interview process carried out by the director and producer of each show. The process is overseen by at least one member, approved by adviser(s) to ensure everything is fair and balanced. (ii) The assistant producer is responsible for aiding the producer with content and production organization responsibilities including but not limited to, being in contact with talent and writing crew, organize meetings, creative planning concerning the overall aesthetics of the show including wardrobe, set and graphics, and work with talent to improve their writing and performance on camera. (o) Programming/traffic Manager (Master Control Coordinator) (i) The programming/traffic manager oversees the creation and distribution of programming for Cable 8 Productions. (ii) The programming/traffic manager is responsible for maintaining communication regarding programming with the staff, steering committee and Northwest Public Television. (iii) The programming/traffic manager is responsible for the facilitation and maintenance of organization of current and archived program tapes. (iv) The programming/traffic manager schedules all programs and creates and distributes the weekly program schedule. (v) The programming/traffic manager coordinates with KWSU-TV regarding regularly schedules programming and seeks out alternative programming options (ie: 355 and 455 projects, classic re-runs, archival shows, etc). (vi) The programming/traffic manager must inform the executive board, staff and steering committee of all programming changes. (vii) The programming/traffic manager checks that all breaks are correctly labeled and fixes those that are incorrect. (viii) The programming/traffic manager stores already aired programs in the master control room and archives old programs that do not have class re-run status in the “Media Materials” in the Holland Library.

(ix) The programming/traffic manager oversees the facilitation of training, managing, scheduling and recording of master control operators for Cable 8 Productions. (x) The programming/traffic manager assigns students shifts as operators and maintains a master schedule, along with recording attendance of operators. (xi) The programming/traffic manager facilitates communication with board operators in order to monitor progress. (xii) The programming/traffic manager reviews daily logs to make sure shifts were covered, commercials aired and any issues addressed. (xiii) The programming/traffic manager is responsible for the continued airing of programming and the finding a replacement for the shift, if an assigned operator does not report to a shift. (p) Production Manager (i) The production manager is responsible for all station operations in Studio A. (ii) The production manager must check the studio and adjoining control room every day to ensure that all the equipment is clean, running properly and receives discrepancy reports, if needed. (iii) The production manager reviews all discrepancy reports before giving them to the Murrow College engineer. (iv) The production manager must deliver a report of the status of equipment malfunctions to the staff and steering committee weekly. (v) The productions manger must have knowledge and understanding of proper maintenance of equipment and be able to monitor and preserve Cable 8 Productions equipment. (vi) The Production manager must schedule equipment that is to be checked out by staff members for the purpose of Cable 8 Productions. (vii) The Production manager will assist in providing technical critiques of all programming to encourage the high standards of quality that Cable 8 promotes.

(viii) The Production manager will work with the VP of television to provide training in the use of field and studio equipment when the need becomes apparent or is requested by a staff member.

Article IV.

Election Codes
Election Committee

Section IV.1

(a) At the third staff meeting of the spring semester, the sitting President/GM will nominate three graduating members from staff to serve on the election committee. The president shall select one member to chair the committee. The steering committee will approve the President’s nominations through a majority vote. Additionally, the current President/GM shall sit on the committee and advise the election committee members. The President/GM shall attend all meetings but will not hold voting rights. (b) The election committee is in charge of voting, validation, the refining of candidates and deciding the rules on fliers and conduct. (c) Election Procedures for Election of the President & General Manager (d) Two weeks after the forming of the election committee, applications will be available for one week. Applications shall be available outside the Cable 8 Office, the mail office of the Murrow College and online. If there are no candidates at the end of the week, the election committee will conduct a search for suitable candidates. The election committee shall first seek qualified candidates from the Murrow College, then from the College of Business. If no suitable candidates are found, they will open the position up to all students at WSU, Pullman campus. Application will be due in the Cable 8 mailbox located in CADD on the last business day at 4:30 p.m. of the week issued. (e) If at the end of the application period, there is only one candidate for President/GM, the entire staff may confirm the candidate in the position by a 2/3 majority vote during the weekly meeting. In the event that a 2/3 majority vote is not reached, the election committee shall seek out additional candidates. The election committee shall follow the same procedures as outlined in section 4.02 (a).

(f) All of the candidates will give speeches not exceeding three minutes in length each, at that week’s staff meeting. (g) If there are more than three candidates for President/GM, the election committee will narrow it down to three candidates through a review and interview process. It is up to the election committee to decide how they will do this. (h) Campaigning will begin the Monday after speeches are given. The election committee shall decide on rules and regulations for campaigning prior, and will make those rules and regulations known to the candidates on or before the night speeches are given.

Section IV.2

Election Committee Powers and Duties

(a) The election committee must interpret the election codes whenever necessary. After each election is completed in its entirety, the election board must submit to the staff and steering committee a list of all decisions made by the election board. That interpretation shall be binding, subject to subsequent appeal to the steering committee. (b) The election committee has the power to enforce the election code by issuing written and/or verbal warning to the person(s) in violation. In addition, the committee can remove any campaign and/or election material in violation and file formal complaints of election code violations or requesting a special session of the steering committee to consider immediate disqualification of a candidate. (c) The election committee must inform the active staff membership that an election is forthcoming and advertise such an event. (d) The election committee must coordinate filing procedures for candidates and appoint election clerks and ballot counters as needed. (e) The election committee must act in a resource capacity with regard to the election does for all interested parties. (f) The election committee prepares voting ballots, provides sample ballots to all interested parties and coordinates polling and ballot tabulation on days of election. (g) The election committee must notify all candidates of the election results within one day of the final tabulation, and must post the results of the election for the general public.

(h) The election committee must inform candidates of formal complaints regarding election code violations filed against them within 36 hours of the filing of the complaint. (i) The chair of the election committee shall act as prosecutor of all election code violates against candidates in all hearing before the executive board.

Article V.

Vacancy
Executive Board Member Vacancy

Section V.1

(a) When a position on the executive board is vacated through either resignation or removal, the remaining executive board shall make available applications to members of the staff to fill the remaining term. Applicants shall go through an interview process with the executive board and the adviser. The executive board shall select the best-qualified candidate, and will require conformation form the steering committee. (b) In the event the president/GM resigned or is removed from the position, the adviser(s) shall select an existing member of the executive board to become president/GM with the conformation of the steering committee through a 2/3 vote. In the event that a 2/3 majority is not reached, the executive board shall form an election committee and shall follow normal election procedures as outlined in the election cods. The election committee has the power to streamline this process as deemed necessary.

Section V.2

Staff Member Vacancy

(a) When a staff position becomes vacant, the executive board shall seek out a replacement, and will have full power to find a suitable replacement that is fully qualified for the vacant position.

Article VI.

Hiring Procedures
Staff positions

Section VI.1

(a) The executive board shall be in charge of the hiring process of the Cable 8 Productions staff. The executive board shall create and distribute staff applications with a list of open positions that can be applied for.

(b) Applications will be available for a two week period and will be due in the Cable 8 Productions mailbox, located in CADD, on the last business day of the two week period at 4:30 p.m. At the close of the application process, the executive board shall schedule interviews for the following week. The executive board shall compile a list of questions for each position to be used in the interview process. At the completion of the interview process, the executive board shall father to review the applicants and fill all open positions. Applicants selected must meet the minimum qualifications of their job position. After the executive board has filled all positions, all hired staff shall receive a phone call to confirm or reject an appointment. (c) In the event of a position not filled, the executive board shall seek a suitable candidate to fill the position. (d) Hiring Time Table (e) For spring staff positions: The executive board shall begin the hiring process by the third week of October, and must have a new board in place by the last staff meeting before Thanksgiving break. (f) For fall staff positions: The executive board shall begin the hiring process two weeks before the beginning of Spring break, and have application available at the return of break, with a new board in place within two weeks after applications are due.

Article VII.

Dismissal
Staff and General Members

Section VII.1

(a) In the event that a member is found to be in violation of Section 1.02, he/she will receive a letter of reprimand form the CFO/personnel manager and be required to meet with the CFO/personnel manager and anyone else deemed necessary by the executive board to resolve the problem. The person in violation will be allowed to retail his/her position and project they are currently working on.

(b) In the event of a second offense, the person in violation will receive a letter of reprimand from the CFO/personnel manager, and be required to meet with the CFO/personnel manager, president/GM and adviser(s) to resolve the problem. In addition to the written reprimand, the person in violation will be suspended from and Cable 8 and current projects they are currently involved in. The suspension will last for the rest of the semester. Any unfinished projects will be reassigned and no credit will be given. (c) In the event of a third offense, the person in violation shall receive written notification of termination for Cable 8 Productions for one year. In addition, he/she will remain a member not in good standing with Cable 8 Productions and will not be allowed to hold any type of leadership or management position within the organization. (d) Prior to disciplinary action, the adviser(s) must be notified and included on all decisions of discipline. In the event that a member is dismissed from Cable 8 Productions, the director of the Murrow College must receive a letter notifying them of the termination and the justification thereof.

Article VIII.

Payment and Stipend
Executive Board

Section VIII.1

(a) Only the executive board shall receive an annual stipend paid in equal parts following the universities payment schedule. The stipend shall be approved by the adviser and determined by the annual budgetary process.

Section VIII.2

Staff members

(a) No staff member shall receive any monetary compensation for work done for Cable 8 Productions, except in the event of a paid contract production, where the CFO/personnel manager shall determine a set amount for all involved in the production.

Section VIII.3

Sales Commission

(a) The sales associates shall receive a commission based on the sales of underwriting, advertising and other forms of revenue The sales associate who completes a transaction with a client will receive an 8% commission for the first sale, 10% commission for sales thereafter. In addition, a 2% bonus will be given for a sale to a returning customer.

(b) Commission payout will be given at the end of each semester for those who have made a sale over the semester. Commissions will only be paid if the customer has fulfilled their part of the sales agreement. (c) Compensation for Non-Monetary Transactions (i) No monetary commission shall be given for non-monetary transactions. In the event of a non-monetary transaction, the CFO/personnel manager will work with the respective sales manager to determine appropriate compensation.

Article IX.

Financial
Funding

Section IX.1

(a) Cable 8 Productions will not purchase any consumable products for shows, unless approved by the CFO and Personnel Manager after reviewing the budget. This will include, but is not limited to food for crew and makeup for talent. (b) Cable 8 Productions is prohibited from buying gifts for crewmembers. (c) During the spring term, the CFO/personnel manager and President shall develop an operations budget for the following school year to be presented by the CFO/personnel manager and President to, and approved by, the S&A committee(s). (d) At the beginning of each semester, the show producer(s) and director(s) must complete a show budget and present it to the CFO/personnel manager for approval. (e) The CFO/personnel manager shall be responsible to keep accurate records of receipts and expenditures, as well as revenue generated by the organization. The CFO/personnel manager will also work with the departments, which oversee the various Cable 8 accounts, to ensure proper processing of the Cable 8 budget.

Section IX.2

Sales Policy

(a) Cable 8 Productions will not enter into a contract for advertising with an advertiser of alcohol, tobacco or illicit drug productions. Cable 8 will not advertise or promote any illegal or illicit products.

(b) Any change to the Cable 8 Productions rate card or sales policy shall be done by the current semester’s sales team and the CFO/personnel manager and will be presented for approval to the steering committee.

Article X.

Ownership
Show Ownership

Section X.1

(a) All productions done with Cable 8 Productions fund and/or equipment shall become the sole property of Cable 8 Productions. Cable 8 Productions shall retain all ownership and hold exclusive distribution rights. (b) Only the executive board shall be allowed to authorize the sale of and distribution of Cable 8 Productions original programming. (c) Any public transmissions of Cable 8 Productions property including, but not limited to broadcast, cablecast, internet distribution, and podcasting, must be approved in writing by the management, and only the executive board may grant this authority.

Article XI.

Studio, Office and Equipment Usage
Studio

Section XI.1

(a) Only staff members and the executive board shall have access to the studio and scene storage, and are solely responsible for the studio when in use. No non-staff members may be in the studio without the supervision of a Cable 8 Productions staff member. A Cable 8 staff member must be present at all times when either scene storage and/or the studio is open for a Cable 8 production. (b) Studio time shall be initially scheduled with the following priority: (i) Academic classes (ie: BDCST 455, 355, 150) (ii) Cable 8 organization level projects (iii) Cable 8 regularly scheduled shows (iv) Cable 8 special projects

(v) Cable 8 recruitment events or other projects (c) Cable 8 regularly scheduled shows will schedule specific days and times, and will be agreed upon between the show and the VP of television and production manager. Newly scheduled shows and events shall not override previously scheduled shows and events without the expressed permission of the president and adviser.

Section XI.2

Equipment

(a) Before any equipment may be checked out the user must be properly trained and have signed the insurance agreement which must be updated every semester by the executive board. The insurance agreement will include a list of all Cable 8 Productions equipment that can be checked out and the declared value of each piece of equipment. (b) Before any equipment may be checked out, the user must submit a request detailing the equipment desired with a 24 hour period. The request may be submitted to the production manager via email ([email protected]) or during the production managers office hours. (c) Non-staff members must receive pre-approval from the specific show producer or director and must inform the production manager of this. (d) Equipment checkout shall normally be given on a first-come first-served reservation basis. However, contract productions and other special situations may supersede prior reservations with the approval of the president and production manager. Equipment checkout shall be a 24-hour period. Extended use may be granted, but requires one week’s notice to the production manager for reservations longer than 24-hours. Equipment shall only be used for Cable 8 projects, including regular scheduled shows, special projects, commercial production, contract production and other projects as approved by the president and adviser. All equipment shall be inventoried and accurate records maintained for all check out/in transactions.

Section XI.3

Office Use

(a) Office computer are for the conduction of Cable 8 Productions business and are not for personal use. Cable 8 Productions shall follow the university’s office computers and network resources rules governed by WSU computing and network use policies located at http://infotech.wsu.edu/about/policies/computeruse.html. Office computers are not a secure or reliable location to store documents or files. All business files should be stored on the Cable 8 server, crew Web site or in iNews. Office supplies are for Cable 8 use only, not personal use, including but not limited to printing personal documents like class term papers. (b) The Cable 8 office shall be a place to conduct Cable 8 business only and is not a place for personal meetings. Members shall be conscientious of others who need to use the resources of Cable 8.

Section XI.4

Edit Suites

(a) Edit suites and computers are for the conduction of Cable 8 purposes only. (b) Only the executive board, staff members and those that are approved by the executive board after training, are allowed access to the edit suites. (c) No non-staff members may be in the edit suites without the supervision of a Cable 8 Productions staff member. A Cable 8 staff member must be present at all times when the edits suites are open.

Article XII.

Records and files
Terms of Files

Section XII.1

(a) Cable 8 Productions shall follow the WSU policy of record retention and will keep all record in lockable file cabinets in the executive office.

Article XIII.

Code of conduct
Conduct

Section XIII.1

(a) Cable 8 Productions shall follow the University’s code of conduct and policies.

(b) Cable 8 Productions shall compile with University alcohol and drug policies.

Section XIII.2

Meeting Etiquette

(a) Staff members shall come prepared and be engaged in the meetings. (b) The use of laptops, cellular phones, ipods or any other devices is at the discretion of the presiding chair. (c) Any staff member who is disruptive to the meeting may be asked to leave the meeting at the discretion of the presiding chair.

Section XIII.3

Quality

(a) Cable 8 programming shall progress over the series of taping and meet the standards, at the discretion of the Executive Board and advisers (b) Cable 8 programming shall comply with all FCC regulations and censorship rules as follows (i) No promoting excessive alcohol usage, illicit drug use or partying (ii) No extensive use of foul language

Article XIV.

Breach of bylaws and/or constitution
Consequences

Section XIV.1

(a) For the first offense, one will be issued a friendly reminder warning by the executive board. (b) For the second offense, one will be issued a formal documentation of warning by the executive board (c) For the third offense, another formal warning will be issued, stating that the member's behavior has not changed and has been given several verbal and formal warnings by the executive. The behavior exhibited by the member is not in compliance with the code of bylaws and constitution, and the member may subject to probation or removal from Cable 8 Productions.
