Chapter 2 Monitoring and Supervision of ICDS Scheme General: Monitoring and supervision play an important role in achieving the desired objectives through a systematic process of keeping track of the performance and progress of a programme by continuously reviewing the flow of inputs and outcome indicators. The process also helps in introducing mid-course corrections and modifications whenever necessary. The term monitoring has come into greater circulation in planning and management terminology in recent years by shifting the focus from inputs to results and outlays to outcomes. Monitoring is a valuable tool and a continuous process, with both the project implementation and outcome indicators to be monitored on a regular basis, and includes availability of a plan of action, continuous or periodical feedback/information on actual performance vis-à-vis the desired objectives with planned course of action, identification of deviations and giving information and signal on deviations. 2. Existing Monitoring System The !"#$ $cheme envisages an inbuilt system of its monitoring through regular reports and returns flowing upwards from %nganwadi "entre to &roject '(s, #istrict ')s, $tate '(s and finally to the *overnment of !ndia, Ministry of +omen , "hild #evelopment. Till -../, the social components of the $cheme were being monitored by 0!&""# and the health components were being monitored through a "entral Technical "ommittee in %!!M$ which was wound up in -... for certain administrative reasons. %t present, the Monitoring and 1valuation 2nit in the Ministry of +omen , "hild #evelopment receives monthly and annual reports from the $tates. 3ut the e4isting monitoring mechanism is not ade(uate and does not capture all the aspects of implementation of the $cheme especially the (ualitative assessment of !"#$. . !e" Monitoring Set up for ICDS Scheme: There has been a vast e4pansion of the scheme and the financial outlay has been substantially increased 5almost doubled during the past two years.6 The 3.1. for /77897: for the scheme was ;s.</.=.77 "rore. !ndia>s early child development intervention, the !"#$ programme has sustained for over three decades and has been successful in many ways. 'owever, it has not yet succeeded in making significant dent in prevalence of underweight among children. The *ovt. of !ndia has, therefore, decided to set up a regular monitoring and supervision mechanism of !"#$ $cheme through 0!&""#, in addition to the e4isting M,1 2nit in the Ministry of +omen , "hild #evelopment, with the following broad objectives i6 to identify the strengths and weaknesses of the already e4isting monitoring system to determine strategy to be adopted to develop effective monitoring mechanism at all levels? i6 to study convergence of services provided under other schemes of the department? ii6 to analyse the services delivered under the !"#$ at all levels? iv6 to identify the bottlenecks/problems of the scheme and initiate action for corrective measures? v6 to test the accuracy of the data received at the national level? vi6 to prepare detailed recommendations for improving the efficiency and effectiveness of the scheme? and

vii6 to document some of the 3est &ractices at the state level. The new Monitoring and $upervision set up will be a three-tier system, monitoring at 0ational level, $tate level and "ommunity level. The functions and composition of the monitoring and supervision set up will be as under .# !ational $evel Monitoring

.#.#. 0ational level monitoring of the !"#$ scheme will be done by the "entral Monitoring 2nit 5"M26 set up at 0!&""#. The broad functions of the "M2 would be i6 Reporting & Monitoring % strong strategy would be evolved by the "M2 to have constant and effective reporting and monitoring of the services. ;eliability of data will be verified through test checks/visits. )uarterly &rogress ;eport 5)&;6 , %nnual &rogress ;eport 5%&;6 proformae have been developed to get a regular flow of information from selected !nstitutions. &roforma for )&; is at %nnexure , proforma for %&; is at %nnexure &. ii6 Organisation of Theme Based Workshops: Theme based workshops on specific aspects of the programme based on the (ualitative feedback received from the consultants and proactive $tate #irectors and functionaries of !"#$ would be conducted by the "M2, 0!&""# to strengthen certain components of the scheme. These workshops would be participated by the representatives of 0!&""# regional offices, #irectors of !"#$, "ollectors and "#&@s. $ome of the themes are i6 convergence of !"#$ , 0;'M ii6 0ew *rowth $tandards iii6 Medicine Ait iv6 'ealth , 0utrition 1ducation v6 "ommunity based Management of Malnutrition vi6 Mother , "hild &rotection "ard viii6 $elf 'elp *roup , !"#$ etc. iii6 Cross State Sharing Workshops: ;egular workshops will be conducted by the "M2 with a view to share best practices in the implementation of !"#$, which have done good work on some aspects of the programme !"#$ "onsultants approved by "M2 would visit other $tates to participate in these workshops so that during their assessment reports they would suggest changes re(uired in their respective $tates.. iv6 Review Meetings: ;eview meetings would be organised with the $tates to review , monitor state-wise (ualitative reports received from Bead !nstitutes.. v6 Visits of the Officials: The senior officials from the Ministry of +omen , "hild #evelopment, *@! and 0!&""# would visit the $tates and &rojects to have meeting with the senior officials of the $tates 5e.g. "hief $ecretaries and Ministers !n-charge of $+6 if performance is not upto the mark.

vi6 S pervision Mission: +hile continuous monitoring would be an ongoing process, this would be supplemented by two Central S pervision Missions to the $tates. % core team of two officials from the #epartment, two faculty members of 0!&""# and outside e4perts will have supervision Mission in the select $tates once in a year to analyse the impact of the scheme at the field level. The approach would be holistic with emphasis on assessing both the (uantitative and (ualitative aspects of the implementation of the scheme. The team is e4pected to pin-point the areas of concern, both in the programme implementation and also in the social scenario in the $tates. These areas of concern would be focus of monitoring till these are assessed to be suitably rectified by a future supervision mission. !t will also prepare a report along with the recommendations to strengthen the monitoring mechanism at the centre. vii6 !nd ction of "ersonnel: The "M2 will be responsible for hiring a team of personnel/staff with re(uisite educational/technical/professional (ualifications and e4perts on contractual basis for accomplishment of the desired task at the "entral level as well as at the $tate/#istrict levels. viii# Consolidation of $ata: The "M2 will be responsible for identifying the major problem areas in implementing the scheme to bring out a consolidated data. %i# Research "M2 will carry out/coordinate and outsource research studies pertaining to the problems of the areas in the $tates through different agencies, if re(uired. "reparation of & idelines'!nstr ctions: The "M2 will be responsible for preparing the guidelines/instructions on the implementation of !"#$ scheme, from time to time.

%ii# Capacit( B ilding &rovision of imparting training/specialised training would be one of the roles of "M2. !t will analyse the re(uirement of training to the !"#$ functionaries as well as of other core team at all levels. !f need be, specialiCed training institutions will be contracted. The core teams carrying out monitoring of the scheme will also be trained in M!$. %iii# Conc rrent Monitoring & )val ationt @n the basis of factual feedback from the $tate Monitoring 2nits 5$M2s6 small booklet containing update information on the performance of the scheme at a glance will be brought out si4 monthly or yearly. % system of concurrent evaluation of !"#$ 5of outcomes and nutritional status of children6 at the national level through e4ternal agencies/professional bodies and also in each $tate/2T at the end of every three to five years would be established. 1valuation of 0*@ run !"#$ &rojects vis-à-vis those run by $tate *overnments would also be taken up.!ssue/area specific operational research studies and

periodic social assessment would be introduced to make mid-course corrective actions. .#.2. Composition of the Central Monitoring 'nit (CM')* !I+CCD: Doint $ecretary 5"#6 in the Ministry of +omen , "hild #evelopment will be &rincipal %dvisor. !n 0!&""#, the 2nit will function under the "hairmanship of #irector and "o-"hairmanship of %dditional #irector 5T"6 of 0!&""# and one Doint #irector would act as functional !n-charge of the 2nit. Eurther, the 2nit will have the administrative , technical support from 0!&""# as per its norms. This would provide fle4ibility in engaging consultants, organising state visits, workshops and also hiring of short term consultants for specific tasks along with technical support staff. The monitoring and supervision of the !"#$ $cheme at secondary and primary level would involve 5i6 state level monitoring? 5ii6 district level monitoring? 5iii6 project level monitoring? and 5iv6 community level monitoring. &.# State $evel Monitoring %t the $tate level, various tasks relating to supervision and monitoring of the scheme will be undertaken with help of selected academic !nstitutions viC. "ommunity Medicine #epartment of Medical "olleges, 'ome $cience "ollege and $chool of $ocial +ork. $tates with /< #istricts or less may have a single !nstitution attached to them? $tates having more than /< and upto <7 #istricts may have two !nstitutions and $tates having more than <7 #istricts may have three !nstitutions attached to them. $tates having peculiar problems related to !"#$ or if the $tate situation warrants would have one additional !nstitution attached. Eor $tates having more than two !nstitutions, one of the !nstitutions would act as lead !nstitution which would be responsible for collecting, compiling and analyCing the data of all !nstitutions in the respective $tate for sending it to "M2. The lead !nstitution, as far as possible, will be one which is located in the capital of the $tate so as to have easy access and coordination with &rincipal and $tate %dvisors. !n case, the Bead and other selected !nstitutions have any functional/coordination difficulty, the same may be mutually resolved and "M2 may be informed. 0!&""#>s ;egional "entres Bucknow, !ndore , 3angalore would also act as lead !nstitutions in those $tates. ;egional "entre, *uwahati would at as lead !nstitution for 01 $tates. &.2 $tate-wise list of Bead and $elected !nstitutions approved so far is at %nnexure-7 &. ,unctions of State Monitoring 'nit (SM'): $tate Monitoring 2nit shall collect, collate and analyse the data/information from each &roject/#istrict and continue to furnish Monthly &rogress ;eport 5M&;6 and %nnual &rogress ;eport 5%&;6 to the M,1 2nit of the Ministry of +omen and "hild #evelopment as at present. !n addition, one copy of the M&; , %&; will be sent to "M2, 0!&""# and to the concerned selecte

!nstitution of the $tate. This process should start from the %&; for /778-7: 5as on =-.=./77:6 and M&; for the month of %pril, /77:. M&; formats for of %++, "#&@/#&@ , $tate Bevel are under revision. Till such time the e4isting formats may be used. &.& Composition of SM's: The $M2s, at the state level, will comprise of $tate $ecretary, !n-charge of !"#$ as &rincipal %dvisor, $tate $ecretary, 'ealth as $tate %dvisor and "onsultants of selected !nstitutions in the $tate for effective and smooth monitoring of the $cheme at the $tate level. The e4isting $tate Monitoring 2nit will continue to provide administrative /functional support. &.&.# &rincipal %dvisor 5$tate $ecretary !n- charge of !"#$6 who has overall responsibility for efficient implementation of the !"#$ $cheme in the $tate will ensure that Bead and $elected !nstitutions engaged in the monitoring and supervision of the $cheme are provided such necessary support as may be re(uired from time to time. 'e will also coordinate with $tate %dvisor 5$tate 'ealth $ecretary6 for convergence of health and nutrition services. &.&.2. $tate %dvisor 5$tate 'ealth $ecretary6 will ensure successful delivery of health and nutrition services to !"#$ beneficiaries. &.7 +rimary (+ro8ect) $evel Monitoring: Existing mechanism of monitoring at below district level would be strengthened in order to have an effective monitoring of the outcomes of !"#$ interventions. "ommunity based monitoring mechanism would be encouraged to bring in transparency and accountability in delivery of services by the %++ and to ensure reporting of correct data at the &roject/%+" level. &.5 Time schedule for submission of M&;, )&; , %&; at different levels will be as under M+9 i. ii. iii. iv. %++ to $upervisor 9 by /nd working day of the following month $upervisor to "#&@ 9 by <th of the following month "#&@ to #&@/$M2- by -7th of following month $M2 to M/+"# - by -Gth of the following month "M2, 0!&""# , $elected !nstitutions

5i6 $M2s will furnish the %&; by /<th %pril every year to M/+"#, "M2, 0!&""# , $eleced !nstitutions in the $tate. 5ii6 The Bead !nstitutions will furnish %&; to "M2, 0!&""# by =7 %pril every year. F.8 The $tates should make earnest efforts to on-line update the data wherever such facility5web site6 is available at &roject, #istrict or $tate level. "omplete and accurate data should be updated for M&;, )&; and %&; as per time schedule indicated in the preceding para for upward transmission and downloading. 7. 3as2s to 4e carried out 4y the selected Institutions <.- The selected !nstitutions would carry out the following tasks 5i6 5ii6 "ollate and analyse the data and reports received from the #istricts and $tate 'ead(uarters on the performance of !"#$ $cheme on predetermined set of indicators. "ollect data through field visits to selected !"#$ &rojects in the area assigned to it and furnish the data/reports to the lead !nstitution for the $tate. Every Institution shall a6 Hisit the !"#$ &rojects b6 Baunch $upervision Missions c6 Monitor %nganwadi +orkers Training "entres/MBT"s.

<.-./. The details of above mentioned tasks are as under. (i) i. ;isit to ICDS +ro8ect : !t is essential for the "onsultants to have comprehensive and accurate information about the functioning of urban, rural and tribal !"#$ projects in the $tate in which they are located so as to make (ualitative and (uantitative assessment of !"#$ correctly. !n order to provide assessment report of the !"#$ projects it has been decided that "onsultants would visit atleast -7I of #istricts, one &roject and five %nganwadi "entres every (uarter on rotational basis, make assessment, test the accuracy of data 5on sample basis6 based on progress reports and furnish to "M2 detailed recommendations for improving efficiency and effectiveness of !"#$ $cheme. $uch visits would also enable the "onsultants to identify the projects where the "entral Mission teams could visit. The visits should be planned in advance and the "#&@ of the project concerned informed accordingly. #uring the visit to !"#$ project, the "onsultants are re(uired to collect baseline information about the project area as also the system of delivery of package of services, coverage of the target group, problems faced

by the project functionaries in the delivery of services, support they receive from the local community etc. iv. !n the interest of coordination and economy of time and effort, as far as possible, visit to !"#$ project and visit to %+T"/MBT" for purposes of monitoring should be combined. The initial visits to !"#$ projects may be undertaken preferably in projects where !M;, Malnutrition and other indicators are poor as per district/state data record. The "onsultants may either prepare a comprehensive report about the !"#$ project visited by them or prepare separate write-ups on different aspects of the programme as obtained in different projects for (uality aspects. $uch documents would provide a basis for discussion during state level advisory meeting. The selected !nstitution would send the report to the 5i6 Bead !nstitution of the $tate? 5ii6 "M2, 0!&""#? and 5iii6 &rincipal $tate %dvisor. @ne copy may be retained as office copy.

The proforma to be used by the "onsultants to collect information from the !"#$ projects during their visit is given at %nnexure - 5. ii) $aunch one or t"o State Supervision Mission every year, preferably during the months of $eptember-#ecember and %pril- Dune. The team for $tates supervision mission in case of one 9 !nstitution would comprise of three members, with two !nstitutions four members and more than two !nstitutions five members. 3ased on the feedback received from the "onsultants, the $tate $upervision Mission Team will visit selected !"#$ &rojects, %nganwadis, MBT"s and %+T"s. The $tate $upervision Mission will primiarly focus on coverage of beneficiaries, service delivery system, maintenance of records and registers and follow-up action. !t will identify the strength of %++s and gaps in the programme implementation, including community awareness and participation. %fter the visit and observation of activities, a brief discussion should be held with #&@/"#&@/$upervisor/%++ on main points of observations and suggest workable solutions, keeping in view the factors like literacy rate of women, socio-economic problems of the community, topography of the area, support available to %++ by local community and other project functionaries etc. The Mission will also assess the skills of MBT"s and %+T"s, efficiency of !"#$ functionaries in programme planning and implementation and give suggestions/recommendations on training content enrichment. &roforma for $tate $upervision Mission is placed at %nnexure-<. iii) Monitoring of %ngan"adi .or2ers 3raining Centres=M$3Cs

5a6 MBT"s impart training to $upervisors. %+T"s impart training to %++s/'elpers. The "onsultants should carefully study the contents, pattern and methodology of training of %++s/$upervisors and be conversant with the working of the %+T"s/MBT"s. The suggestions given by them in this area should be specific and related to the syllabus. The syllabus of !"#$ functionaries is available on the website www.wcd.nic.in 5b6 The reports of visits of %+T"s/MBT"s should be on rotational basis so that that same %+T"s are not visited repeatedly and others are not left out completely. !n case there is only one !nstitution in a $tate, it may decide the %+T"/MBT" to be visited. !n a $tate where there are two or more selected !nstitutions, the lead and other selected !nstitutions should mutually decide the specific %+T"s/MBT"s to be monitored in a given area, under intimation to "M2. % list of %+T"s and MBT"s is at %nne4ure :. 5c6 1ach %+T" selected for monitoring during a given year should be visited by the "onsultant only once a year. % separate file should be maintained for each %+T" containing the details of the visits in each area. 5d6 The lead !nstitution may organiCe an annual meeting of &rincipals, !nstructors of %+T"s/MBT"s to discuss the usefulness of the monitoring system, and take other suggestions for improving the (uality of training. 5e6 The information may be collected as per the proformae prepared by 0!&""# which is placed at %nnexure->. &roformae for the purpose of monitoring the %+T"s/MBT"s has been developed in two parts 9 one for the collection of data and the other for observation during training course. The proforma should be carefully filled in by the visiting "onsultant themselves. The report of the visits should reach "M2, 0!&""# before /-st of the month in each (uarter ending. 5f6 The task of monitoring of %+T"s through visits assumes importance in view of the fact that a large number of %+T"s/MBT"s are located in small town and rural areas and do not have an easy access to e4perts and resource persons for consultation. Eurther, many of them do not have ade(uate infrastructural facilities such as staff, library, e(uipment, hostel accommodation etc. necessary for providing effective training of %++s./MBT"s !n view of this, it has been decided that the institutions will act as $tate ;esource "entres for providing the necessary guidance and support to %+T"s/MBT"s on a systematic basis. 5g6 The %+T"s in the $tate should be divided among the "onsultants of the institutions for purposes of monitoring and providing continuous guidance and support to them. 1ach "onsultant will be responsible for the functioning of the %+T"s/MBT"s assigned to him/her. 1ach "onsultant will visit each %+T"/MBT" assigned to him/her at least once a year to maintain continuous contact and correspondence in between their visit so as to help them provide (uality training to %++s/$upervisors. !n states having more than one institution,

the Bead institution in consultation with "M2 may be re(uested to divide the %+T"s/MBT"s between each institution so as to avoid duplication of work and ensure proper monitoring of the group of %+T"s / MBT"s. Hisits should be planned in advance to ensure that the "onsulants visit the centers when the training of %++s is in progress. 7.#. . The selected !nstitution shall intimate the name and complete address of each "onsultant to the 0!&""# immediately after the "onsultant is engaged. <.-.F. The lead and other !nstitutions may also be re(uired to furnish such data, information and report on any or all aspects of !"#$ $cheme as may be necessary in the e4igencies of public interest. <.-.<. The "onsultants of the lead and other !nstitutions shall be members of the $tate Monitoring 2nit. The consultants should have i6 ;esearch and training e4perience of at least <--7 years in +omen , "hild health, 0utritionand development. &reference may be given to those consultants who have worked either in ;"' programme or in !"#$ programme. Must have published five articles/supervised two &.*. thesis on the subject $hould be willing to spare - to / hours every day for !"#$ work.

<.-.G. The lead !nstitution, in addition to carrying out the tasks/functions assigned to selected !nstitutions, shall collect, collate and analyse the data and reports received from other !nstitutions in the $tate and furnish to the "M2, 0!&""# the re(uisite reports on (uarterly and annual basis. Eor the year ending =- st March, the report would be given both for the last (uarter of the year and %nnual &rogress ;eport for the year. This process should start from %&; for /778-7: 5as on =-.=./77:6 and M&; for %pril, /77:. Eormat for )&; is at %nnexure ? and for %&; is at %nnexure -&. 5. ,inancial Support to Selected Institutions 5.#. 1ach !nstitution including Bead !nstitution may engage ma4imum three "onsultants for which 0!&""# shall provide funds J ;s. G777/- per "onsultant per annum, upto ;s. =7,777/- per annum for field visits, state visits and monitoring, and ;s. -.77 lakh per annum for space and utility , other services. . 5.2. The funds shall be released by 0!&""# to in suitable installments every year. Eirst instalment representing about <7I of total entitlement for year will be resleased in or around May. ;emaining <7I will be released on receipt of audited statement of accounts and $tatement of 14penditure 5$@16 for the previous year. The format for $@1

will be circulated in due course. The $@1 should be submitted by =7 $eptember every year to enable 0!&""# to process release of balance funds. <. ,inancial Guidelines for visiting the 3raining Centres and ICDS +ro8ect and su4mission of expenditure statement. <.#. 1ach "onsultant may finalise the dates of visit to !"#$ projects/Training "entres in consultation with &rincipal %dvisor/$tate !"#$ %dvisor. The first visit to !"#$ &roject/Training "entre should be done by the "onsultant himself. 'e may also depute the faculty working under him for repeat visits. The funds released to the !nstitution shall be utiliCed for the following purposes i. 'onorarium of "onsultants to $elect !nstitution/Bead !nstitution ii. Hisit to !"#$ &rojects and Training "entres for their monitoring and iii. &articipation in $tate$upervision Missions iv. ;ecurring e4penditure for utility $ervices. <./ The funds will be utiliCed as under i. @onorarium to the Consultants: The rate of honorarium has already been fi4ed. Therefore, on completion of each (uarter and after submitting the )&; to "M2, they may like to draw the amount. ii. ;isit to ICDS +ro8ects=3raining Centres T%/#% to the "onsultants for visits "onsultants may avail of any of the following mode to travel to visit the !"#$ project/training centre  #epartmental Transport &@B and #% to #river or per kilometer charges may be claimed according to the !nstitution>s rules/$tate *ovt. rules.  03 The list of above items re(uired by !nstitutions may be sent to "M2 before making purchases. !t may be noted that no re(uest of purchase of %ir conditioner, *enset, room coolers, water coolers, Mobile phones etc. would be entertained.   0o re(uest for increase in the ceiling of ;s.- lakh would be entertained. 0o institutional/administrative changes should be charged and included in the $@1.

Maintenance and su4mission of %ccounts : A.# 1very !nstitution should open a separate account in the name of 'ead of the #epartment or &rincipal or 'ead of the !nstitution in respect of funds released by 0!&""# for monitoring and supervision of the !"#$ $cheme. A.2 !nstitutions or @rganiCations receiving grants should, irrespective of the amount involved are re(uired to maintain subsidiary accounts of the *overnment grant and furnish to the %ccounts @fficer a set of audited statement of accounts. These audited statements of accounts should be furnished of 0!&""# after utiliCation of the grant-in-aid or whenever called for. .A. The accounts of all grantee institutions or organiCations shall be open to inspection by the sanctioning authority and audit, both by the "omptroller and %uditor*eneral of !ndia under the provision of "%* 5#&"6 %ct -.8- and internal audit by the &rincipal %ccounts @ffice of the Ministry of #epartment, whenever the institution or organiCation is called upon to do so and a provision to this effect should invariably be incorporated in all orders sanctioning grants-in-aid. >. Memorandum of 'nderstanding (M0') 1very selected !nstitution and 0!&""# shall sign a M@2 in the format placed at %nnexure-##.
