Background of the Study

Car accident happens everywhere and every time, and causes damages to the people that may lead to casualty. Thus, it is considered one of the factors that contribute to the mortality rate of a population. Based on the Metro Manila Accident Reporting and Analysis System (MMARAS)’s Traffic Accident Report (2009), the traffic accidents in the Philippines are recorded by the Philippine National Police – Traffic Management Group (PNP-TMG) and Department of Public Works and Highways (DPWH). Together with the Metropolitan Manila Department Affair Traffic Operation Center (MMDA-TOC) and Road Safety Units (RUS) collect and analyse the data. Siela (2010) discussed that according to PNP-TMG(Table1 ), they categorized the road accident into twelve classifications, which are the following: driver’s error(wrong stepping and ect.), drunk driving, mechanical defect, over speeding, use of cell phone while driving, road defect, hit and run(mostly are referred as the hitting a pedestrian and running away, look at Table 4), bad overtaking, bad turning, overloading, self-accident and others(self-explanatory). For the DPWH (Table1) differentiate the commitment into three and are the following, causes human error, vehicular defect and road defect. Lastly, is the severity of accident, they are classifying into fatal (the person involved was dead), serious injury (as bodily injury that involves a substantial risk of death, unconsciousness, extreme physical pain, protracted and obvious disfigurement, or protracted loss or impairment of the function of a bodily member, organ, or mental faculty), minor injury (the one that does not immediately threaten the accident victim’s life. However, this does not mean that the injury will not require a hospital stay, rehabilitation and on-going medical care) and property damage (include harm to inanimate objects such as an

automobile, a fence, a tree, a home, or any other possession). The above traffic accident terms are defined by the Lectric Law Library (2012) The vehicles (Table1) include in the research are the following: cycle-Pedicab, motorcycle, tricycle, car, jeepney, taxi/Fx, bus, van, truck, and unknown vehicle. II. Objectives

The objective of the group is to identify the effects of car accident to the population changes in the Philippines; the impact of the car accident brought in relation to the mortality rate in the Philippines. III. Scope and Limitation

The data were mostly gathered from the government websites and some from traffic transportation related sources. Yet, the topic still limits the group to further extent their research because of not updated statistics, insufficient sources, lack of accuracy and unreported accidents. The group focused on the fatal injury arise by the accident in the whole nation, to measure and see the significance of the result to the changes in population. On the other hand, based on the facts, the group will detect the changes by the authorities to minimize the incident happening in the country. The research and data gathered were included all kinds of the people involved in the car accidents, the driver, passenger and pedestrian in determine the number of fatal, serious injuries and minor injuries. For the property damages, anything destroys by the accident excluding human.

The Table1 explains the total accident occurred is 6240 people and the mortality rate is around 12.13% which affects the total population of the country during 2006, 89,468,677 Filipinos at the year 2006, an estimation of 0.00085% from the computation of total fatal VS total population, in other word, the total population during 2006 shall be not included 757 people because of the fatal injury in the accident. Even though the numbers are seem to be small but the concerned sectors should still make some solutions to prevent the accident and reduced the number of fatal victims.

In the Table 2, the group compares the data of year 2008 to the year of 2006 look at Table1, year 2008 has increased in total number of accidents but decreased in total number of fatal, from a 12.13% down to 3.33%, and the changes in the total population during 2008, has a total of 90,173,139 Citizens, results an estimation of 0.00026%. The data may interpret that the concerned sectors had solved and improved the facilities to prevent the accidents.

In the Table3, the total accidents involved in year 2009 has increased but the numbers of fatal injuries has decreased to 370 people, the percentage is down to 0.31%, a very significant declination compared to the previous years. The total population of year 2009 is 91,703,090 citizens with an outcome of an estimation around 0.0004% car accident mortality rate changes in the total population, referred to the 2008, the percentage is increased which means, the growth of the total population from 2008 to 2009 is declined, but for the car accident mortality rate, on the other side, it increased.

The table also breaks down the types of collision during the accident and a table shows the pedestrians are also counted in the computation of total car accidents. V. Results and Discussions

The rank of the accidents from year 2006 is starting to decline, simultaneously an improvement of the government accident concerned sectors is exists, therefore the mortality rate in car accident is prevented and declined in this part.

According to Romulo A. Virola (2009), the motorcycles and the tricycles are the large number of private vehicle launch on the road and most frequent to cause accident, where the traffic accident sectors are trying to think for solutions to lessen the accident. But the sectors are already starts implement the separate lane for the public cars from the private ones, a way to lessen the accident and maybe they will going to implement a same concept of solution for the motorcycles and tricycles. Virola (2009) also mentioned that the infrastructures on the roads are improving year ly and the strict issuing of driver’s license in LTO (Land Transportation Office). For the safety of the pedestrians, the MMDA is establishing pedestrian facilities and signage to prevent accident and serve protections, the put up of sky bridges, footbridges and side ups are also work for the safety. (Road Safety, 2009) Other prevention from accidents will be the installation of steel barriers, ticketing for the motorcycles and tricycles, the setting up of more traffic facilities and the strict enforcement for the traffic violation.(Road safety, 2009) VI. Conclusion

Through the research on this topic, the group had discovered the changes in the population with the car accidents occurred. However, the number of accidents‘ impact on the population change is not that big, but the accidents brought lots of damages to the people and environment. The pedestrian involved in the accident may not be able to work again. Hence, it will not only destroy the life of one person but can also damage the overall well-being of the society if this is not taken seriously.

The government should discipline and educate the people about road safety so that people will become more aware and more careful on the road. Moreover, the government should focus on roads that are accident prone and strictly implement maximum speed limit. As citizens of the Philippines, we should also do our part in the society by becoming more responsible individuals especially behind the wheels or walking by the road. VII. References
