CONTRACTORS’/HOMEOWNERS’ INFORMATION SHEET

Completed construction work must be inspected and approved
at various stages, not to exceed 60 days between inspections,
or as approved by your inspector. The Permit and the Inspection Record Card, containing the names of the homeowner,
and all licensed subcontractors, shall be posted at the site at
all times, and visible from the street. The city-approved plans
must be on the site, and available to the inspectors at all times.
The general procedure for order of inspections is as follows:
1. Pre-Construction Inspection – (113) Used for Large Commercial Projects or Shoring Permits.
2. Footing Inspection - (100) - Conducted just prior to pouring
concrete footings. The footing excavation, formwork, and any
reinforcing steel, must be complete and in place. Any clay soil
pipe encountered must be replaced, by a licensed plumber,
to schedule 40 PVC, ABS/DWV piping, or cast iron, under
separate permit (#4 Plumbing), and approved by the plumbing
inspector prior to footing inspection. Any pipe replaced more
that 2’ from the new foundation must also be permitted and
inspected by Wastewater Management Division. Caisson foundations require the submittal of a field report, by the engineer
of record, to the Department, in lieu of inspection.
3. Foundation Inspections - Conducted on foundation walls at
four stages:
(101) - Formwork and reinforcing steel, prior to placement
of concrete.
(115) - Setback Inspection
(103) - Finished walls, with damproofing applied, when required.
(104) - Exterior foundation wall insulation, when required.
(102) - Perimeter drain, when installed. Backfilling follows
completion of these inspections.
4. Rough Inspections - When shell or alteration framing
is completed, with utilities installed, rough inspections are
required of: Zoning, Electrical, Plumbing, Mechanical System
Piping, Ductwork, and Vents for Gas Fired Equipment or Metal
Fireplaces. Each requires a separate permit, with subcontrac-
tors scheduling inspections of their own work. All subcontractors shall have the proper license issued by the Building
Inspection Division (BID). Unlicensed subcontractors are not
allowed. Corrections required must be completed, reinspected, and signed-off by the inspector involved.
(114) - Bulk Plane Inspection - Zoning
(105) - Exterior Sheathing Inspection - Nail inspection
(112) - Basement Structural Floor Inspection – Partial frame
inspection performed before installing floor deck or sheathing.
(111)- Exterior Paper/ Exterior Lath – Inspection of exterior
weather-resistive barrier (building paper, etc, as required by
section 1402.1 & 1402.2) before installation of exterior finishes
such as siding, brick or any stucco. Metal and wire is inspected at the same time prior to the installation of stucco.
5. Frame Inspection - (112) - Conducted when frame construction is completed, following sign-off of all rough inspections.
Roof and wall sheathing must be complete with at least roofing
felt and roof jacks installed. Doors & Windows must be installed, and all framing must be exposed; baffles should be in
place, also. (Air infiltration Barrier Method # A, foam and caulk,
is inspected with frame.)
6. 2nd Story Attachment Inspection - (112) - Partial frame
inspection for 2nd story additions only. Have all connectors
that attach the 2nd story to the existing building in place. Floor
framing shall be in place without floor sheathing installed. All
rough subfloor utilities must be installed and passed inspection
before requesting a ‘Partial Frame Inspection’.
7. Insulation/Moisture Vapor Retarding Inspection – Moisture
vapor retarder is installed – Batt insulation (106), or blown-in
insulation (200) -- in place, following frame inspection.
8. Drywall Inspection - (107) - Drywall installations prior to
jointing or taping work.

9. Final Sub Inspection - Final inspections of roofing, gutters, electrical, plumbing, mechanical, heating, ductwork, etc.
(rough and final sign-offs required on each sub permit) are
required prior to final construction inspection.
10. Final Construction Inspection - (108) - Job is completed,
including shingling, siding, gutters, downspouts, splashblocks,
steps, handrails, etc. Energy compliance certificate that shows
a pass rating of “83” by a recognized energy rating program
when a builder signed the “Energy Rating Program Agreement”. Painting and carpeting do not require inspection.
If intervals between inspections exceed 60 days, the inspector
must be contacted for an extension. Inspectors are available
daily by phone, between 7:30 a.m. to 8:30 a.m.

The Automated Inspection Request System is de
signed to dispatch inspection requests for the next
working day. It will be available 24 hours daily. To
request an inspection the next business day call
before 12:00 a.m. (Midnight). Occasionally an in
spection will be scheduled for a later date due to
workload problems.

When you request an inspection, you must know
the permit number. This is the number printed
on the bottom of your permit beginning with
the year. For example, 92123456 would be the
permit number which must be entered from your
touch-tone telephone pad when requested by
the system.

You will need to know the three-digit code for the
type of inspection you want. This can be seen in
the following “Inspections Type Directory”.

The inspection code number listed below must
match the permit type (#1-R thru #12) in order to
request an inspection.
Subcontractor permits (#2 thru #12 permits) must
be issued and the job site card must be posted
before requesting an inspection for work that is
performed under a subcontractor permit.

tions with a single phone call, provided the work to be
