Dear Governor Cuomo and the Members of the New York State Legislature,

I am writing to you on behalf of the Rochester Intercollegiate Council (RICC), a coalition of nine colleges
and universities in the greater Rochester area, to urge you to support New York State Assembly Bill
A.6090 and New York State Senate Bill S.4280 to amend the insurance law, the vehicle and traffic law,
the general municipal law and the transportation law, in relation to transportation network companies.
The implementation of Assembly Bill A.6090 (Cahill) and Senate Bill S.4280 (Seward) will benefit the
students enrolled in institutions of higher education in a variety of ways, and create an avenue for
mobility and long-term investment for young professionals in the Rochester community. RICC has
recently voted in favor of these bills and would appreciate your support in building our local economy
and making Rochester a more appealing area for our students to stay post-graduation.

Far too often, colleges and universities in the Greater Rochester area do not have the means to provide
their students adequate transportation to their campuses and around the city of Rochester. For those
institutions with a large commuter population, such as Monroe Community College and Rochester
Institute of Technology, students have a difficult time simply getting to campus. This presents a very
conspicuous issue - these students cannot get to their classes. Ridesharing will create a secure backup
option for students that need to get to and from campus, and open up an opportunity for those
students with cars to make some much-needed additional income in their spare time.

The impact of ridesharing and transportation network companies in New York State will extend far
beyond the classroom and campus. The possibility of reintroducing expanded transportation networks
will generate economic and community-wide benefits throughout the Greater Rochester area. Students
at Rochester colleges and universities receive a more enriching education when they experience realworld applications of their anticipated careers, and ridesharing will allow them to begin creating
stronger institutional ties between their university and the city. Not only will this promote a beneficial
perspective of the City of Rochester for the students, but a more mobile student and young professional
population. This will allow for tremendous contributions to the Rochester economy as these students
expand their buying power off-campus and towards local businesses.

As expressed by advocacy groups such as MADD, there is also potential to decrease the levels of
impaired driving and to ensure the safety of members of both students and residents of the greater
Rochester community. A ridesharing study conducted by Temple University found a 3.6-5.6% decrease
in drunk driving incidents within nine to fifteen months of introducing transportation network
companies in various US cities. Car-sharing services provide cheap and easy alternatives to get home,

which could help decrease Monroe County’s DWI conviction percentage - one of the highest rates
among the large counties in New York State.

We look forward to further discussion on Assembly Bill A.6090 (Cahill) and S.4280 (Seward) and hope to
work together to re-allow ridesharing services in New York State and help bring our students closer to
the Greater Rochester community.
