Digital Divide: The
Technology Gap
between the Rich
and Poor
EVEN AS TECHNOLOGY BECOMES MORE AFFORDABLE AND INTERNET
ACCESS SEEMS INCREASINGLY UBIQUITOUS, A “DIGITAL DIVIDE” BETWEEN
RICH AND POOR REMAINS. THE RICH AND EDUCATED ARE STILL MORE
LIKELY THAN OTHERS TO HAVE GOOD ACCESS TO DIGITAL RESOURCES
ACCORDING TO THE PEW INTERNET & AMERICAN LIFE PROJECT.

The digital divide causes a significant problem in many struggling parts of the world.
“As of 2003, only seven percent of the world's 6.4 billion people have had access to the
World Wide Web” [Ryder M, 2005].  The parts of the world that have a predominant
amount of internet access is the western world, the United States, Europe and Northern
Asia, where as access is more restricted in the poorer less developed parts of the world
such as Africa, India and southern parts of Asia.  These poorer nations are unable to
afford the initial start up cost to be able to invest into technology to allow their nation
to be able to have and maintain internet access.
This puts these countries at a competitive and economic disadvantage. This is due to
the fact that it impacts on society at many levels. By a country not having internet
access, it means that schools are unable to teach IT skills and take advantage of the
vast amount of information available on the web. With a lack of IT skills people from
these countries are unable to compete at an international level.

affect social capital.


Impact of digital divide to social capital occurs when other people
cannot access or have limited access to social networks, occurs
when other people resist change to gain access to technology,
not being exposed technology.



Ramification the of, will result in a person not being part of the
global economy. Lacking information on and struggling to
compete in digital world.

KNOWLEDGE CAPITAL


which is also referred to as intellectual capital, is the intangible asset that represents
beneficial ideas, thoughts, processes and various perceptive talents that pertain to a
company or organization.



The Socio-economic Divide has an effect on knowledge capital because citizens within a
developed country will have a vast knowledge in comparison to citizens that reside in a
developing country based on their access to the internet or even books.



The Divide in infrastructure will have an effect on knowledge capital because a poor
infrastructure will prevent people from expanding their knowledge and their skills.



The Divide in content will have an impact on knowledge capital because there is limited
content within a specific language which will limit the potential knowledge that could be
attained.



The Universal Access divide will have an effect on knowledge capital because due to the
limitations worldwide in regards to the internet will prevent the extension of knowledge.



The Gender divide will have an impact on knowledge capital because women are limited
which means that the knowledge that they could potentially obtain is restricted and
therefore the useful knowledge that women could potentially provide isn't available.

HUMAN CAPITAL


Human capital comprises of all the knowledge, various skills, special talents, diverse
abilities, experience, intellectual ability, intelligence and wisdom that is possessed
individual and collectively within a population.



The Socio-economic divide will have an impact on human capital because countries
classified as developing will have less access to the internet than a developed
country, therefore people that live within a developing country will have less access
to the internet, having a negative effect on human capital.



The Divide in infrastructure will have an effect on human capital because there may
only be a few specific locations that will allow access to the internet because of the
poor infrastructure, therefore restricting human capital.



The Divide in content will have an impact on human capital because the limited
content within a specific language will restrict the so called ‘wealth’ of human capital.



The Universal Access divide will have an effect on human capital because the access
divide limits the spread of information and knowledge, having an effect on human
capital.



1. Make digital inclusion part of wider government policy,
programmes and digital services



2. Establish a quality cross-government digital capability
programme



3. Give all civil servants the digital capabilities to use and
improve government services



4. Deliver a digital inclusion programme to support Small and
Medium Enterprises (SMEs) and Voluntary, Community and Social
Enterprises (VCSEs)



Create a common language for digital inclusion
