El presidente de Estados Unidos, Barack Obama, realizó este martes 28 de enero una nueva llamada para la aprobación de la reforma del sistema de inmigración durante su discurso ante el Congreso. Ya sabemos que está atascada desde tiempo atrás en el congreso y que podría ser el gran legado de Obama con implicaciones profundas para el futuro de este país. Últimamente me ha dado por leer algo más sobre la historia de los Estados Unidos y cada vez la certeza de la importancia de los inmigrantes para la construcción y progreso del país se afianza más en mí. Somos la herramienta más poderosa para el crecimiento. Al respecto dijo Obama el martes, “Si somos serios en cuanto al crecimiento económico, es el momento de prestar atención a la llamada de los líderes empresariales, líderes sindicales, líderes religiosos y cuerpos de seguridad y arreglar nuestro descompuesto sistema de inmigración. Republicanos y demócratas en el Senado han actuado. Sé que miembros de ambos partidos en la Cámara quieren hacer lo mismo. Economistas independientes dicen que la reforma migratoria va a hacer crecer nuestra economía y reducir nuestro déficit en casi US $1 billón en las próximas dos décadas. Y por una buena razón: cuando la gente viene aquí para hacer realidad sus sueños, a estudiar, inventar y contribuir con nuestra cultura, hacen de nuestro país un lugar más atractivo para que las empresas creen puestos de trabajo para todos. Así que aprobemos la reforma migratoria este año”. El presidente recordó que miembros de ambos partidos ya se han movilizado para lograr un camino e invocando un espíritu conciliador invitó a los miembros de la Casa de Representantes a aprobar la reforma este año. Si bien lo que más se comentó sobre el discurso de Obama fueron sus ideas sobre la generación de mecanismo que permitan la creación de empleos, también está claro que utilizó la economía como el principal argumento a favor de la reforma migratoria. Obama citó las cifras de la Oficina de Presupuesto para alegar que la reforma reduciría el déficit de EE.UU. en 1.000 millones de dólares durante las próximas dos décadas, gracias a la entrada de nuevos trabajadores en la economía y la creación de nuevos puestos de trabajo. No mencionó, sin embargo, el presidente, las deportaciones. Casi 2 millones de personas indocumentadas han sido deportadas durante su administración e incluso se ha desarrollado una política de procesar a los inmigrantes que no han cometido ningún delito y enviarlos a cárceles administradas por empresas privadas antes de ser deportados. Al quedar con record criminal, ya sabe usted lo que sucede. Pasa de ser un indocumentado a ser un criminal. Algo que no podemos dejar de mencionar en su beneficio es el DACA o Acción Diferida que permitió que miles de jóvenes obtuvieran sus permisos temporales para trabajar. Por un lado se cierra una puerta y por la otra se abre. Como algo especial, mencionamos que dentro de los invitados de la primera dama, cuya presencia suele resaltar las prioridades políticas del presidente, se encontraba precisamente uno de los “dreamers” Cristian Ávila, un soñador y beneficiario de DACA quien recientemente completó un período de ayuno de 22 días en el National Mall en apoyo de la reforma migratoria, y Carlos Arredondo, un activista por la paz costarricense-americano hecho famoso por sus actos heroicos después del bombardeo del maratón de Boston. Otros legisladores como Luis Gutiérrez, gran defensor de la reforma en la Cámara de Representantes, también invitaron a varios indocumentados. Casi que podríamos decir ¡Los indocumentados a la Casa Blanca!!!!

The U.S. president, Barack Obama, made this Tuesday, January 28th a new call for the approval of the immigration system reform during his speech to Congress. We know that this reform has been stuck for some time in Congress and that it could be the great legacy of Obama, with profound implications for the future of this country. Lately I’ve taken to read more about the history of the United States, and the certainty of the importance of immigrants for the construction and progress of the country, has increasingly deepen in me. We are the most powerful tool for growth. To this regard Obama said on Tuesday, “If we are serious about economic growth, it is time to heed the call of business leaders, labor leaders, faith leaders, and law enforcement – and fix our broken immigration system. Republicans and Democrats in the Senate have acted. I know that members of both parties in the House want to do the same. Independent economists say immigration reform will grow our economy and shrink our deficits by almost $1 trillion in the next two decades. And for good reason: when people come here to fulfill their dreams – to study, invent, and contribute to our culture – they make our country a more attractive place for businesses to locate and create jobs for everyone. So let’s get immigration reform done this year.” The President reminded that members of both parties have already mobilized to achieve a path, and invoking a conciliatory spirit, invited members of the House of Representatives to pass the reform this year. While the most commented aspect on Obama’s speech were his ideas about generating mechanism to allow the creation of jobs, it is also clear that he placed the economy as the main argument in favor of immigration reform. Obama cited figures from the Budget Office to argue that reform would reduce the U.S. deficit in $1,000 million over the next two decades, thanks to the entry of new workers into the economy and the creation of new jobs. The President did not mention, however, the deportations. Nearly 2 million undocumented people have been deported under his administration, and it has even been developed a policy to prosecute immigrants who have not committed any crime and send them to prisons run by private companies before being deported. Once they have a criminal record, you know what happens next. An undocumented then becomes a criminal. Something we must mention in his favor is the DACA or Deferred Action that allowed thousands of young people to obtain their temporary work permits. One door closes, but another opens. As something special we must mentioned that among the guests of the first lady, whose presence often indicates the political priorities of the president, was precisely one of the dreamers Cristian Avila, a DREAMer and DACA recipient who recently completed a 22-day fast on the National Mall in support of immigration reform and Carlos Arredondo, a Costa-Rican-American peace activist made famous by his heroic acts after the Boston Marathon bombing. Other legislators like Luis Gutierrez, a champion of the reform in the House of Representatives, also invited several undocumented. We could almost say... undocumented to the White House!!!

Los Senadores de Delaware Townsend y Marshall y los Representantes Keeley y Miro, presentaron un proyecto de ley para que el estado emita permiso de conducir a los indocumentados.
El propósito de la propuesta de ley es llevar a cabo un estudio y hacer recomendaciones que lleven a mejorar la seguridad y la cobertura del seguro de los conductores de Delaware. La ley actual prohíbe que la División de Motores y Vehículos otorgue licencia o una tarjeta de identificación a la persona que no demuestre de manera satisfactoria que es un residente autorizado por la ley federal de Estados Unidos. En el momento actual, debido a que no son elegibles, muchos conductores están manejando sin la seguridad apropiada y sin seguro. Por supuesto ponen al resto de los conductores y a los peatones en peligro. El espíritu de la propuesta es que los beneficios de ofrecer una “Driving Privilege Card” (tarjeta de privilegio para conducir) serían, entre otros: Permitirá que la DMV esté en cumplimiento con la ley Real ID. Promoverá la seguridad y el bienestar de los conductores y peatones de Delaware, asegurando que más automovilistas delawarianos tengan la oportunidad de completar los cursos de seguridad del automovilista y obtengan el seguro adecuado. Esto ayudará a aliviar la tensión en el sistema judicial, en la aplicación de la ley y en los sistemas de respuesta de emergencia, ayudando a reducir el número de conductores ilegales en las carreteras de Delaware y el número de accidentes de vehículos de motor. Torrijos dice podría ser difícil convencerlos de que la policía no va a ponerse en contacto con el Servicio de Inmigración y Naturalización al reportar delitos de conducción. “Ellos ya tienen ese miedo, pero si tienen una tarjeta de privilegio para conducir saben que al menos están en las carreteras legalmente, mientras que si son arrestados pudiera suceder lo mismo. Ellos pueden ser reportados al INS, serán deportados y así sucesivamente”, dijo Torrijos. Los senadores estatales aprobaron recientemente el establecimiento de un grupo de trabajo para evaluar la viabilidad de la emisión de tarjetas de privilegio para conducir. El año pasado, la legislatura de Maryland dio luz verde a un sistema similar de licencia de manejar de dos niveles que entró en vigor el 1 de enero. The Baltimore Sun informa que casi 13.000 residentes indocumentados se han inscrito este mes para tomar sus pruebas para conducir. Tener un estado vecino con una ley similar podría ser una bendición para el “First State”. Actualmente, 11 estados y Washington, DC emiten alguna forma de tarjeta de privilegio para conducir para los residentes indocumentados. El único voto en contra de establecer el grupo de trabajo en la cámara alta de la Asamblea General vino del senador David Lawson (R- Marydel), un oficial jubilado de la Policía Estatal de Delaware. State senators recently approved establishing a task force to assess the feasibility of issuing driver privilege cards. Last year, the Maryland legislature gave the green light to a similar two-tiered driver license system that went into effect January 1st. The Baltimore Sun reports nearly 13,000 undocumented residents signed up to take their drivers tests this month. Having a neighboring state with a similar law could be a boon to the First State. Currently, 11 states and Washington, DC issue some form of driving privilege card for undocumented residents. The lone vote against establishing the task force in the General Assembly’s upper chamber came from Senator Dave Lawson (R-Marydel), a retired Delaware State Police trooper. Supporters of the proposal note that undocumented immigrants signing up for car insurance is critical to addressing public safety concerns But Lawson says he doesn’t think they would comply with any sort of legislation. Prime sponsor of the task force, Senator Bryan Townsend (D-Newark) shares some of Lawson’s concerns. “We can give driving privilege cards all day long, but if the Hispanic community or other communities of undocumented Delawareans don’t embrace the opportunity and also if people aren’t getting auto insurance – that’s a key part of it – then the system is not going to work as well as it needs to,” said Townsend. However, despite potential rough patches the task force may encounter if approved, Townsend says he’s had nothing but positive conversations with liberals and other conservatives alike. Should Townsend’s House colleagues create the body, the legislation sets out an aggressive agenda. The body will meet no later than three weeks after it’s approved by both chambers and will issue its recommendations by October 31st. While early support on the senate side for the task force was strong, that leaves no guarantees as to how an actual vote on legislation might turn out. Even if legislation passes through the General Assembly, Governor Jack Markell (D-Delaware) seems reluctant to take a position without further study by the task force. In a statement, a Markell spokeswoman said, “We believe the Task Force is an appropriate way to study this issue and make recommendations and we appreciate Senator Townsend’s leadership on the issue.” Finally on January 28th the House of Representatives passed SCR #36, the Safety Motorist Task Force Bill. “The Bill in a nutshell is to study the issue of the Driving Privilege Card for the undocumented to enhance motorist’s safety and insurance coverage. Now the real work begins. We look forward to everyone’s continued support through this process,” said Javier Torrijos.

The purpose of the bill is to conduct a study and make recommendations which will improve safety and insurance coverage in Delaware drivers. Current law prohibits the Division of Motor Vehicles to issue license or an identification card to the person who does not satisfactorily demonstrate to be an authorized resident by federal law of the United States. At present, because they are not eligible, many drivers are driving without proper security and underinsured. Of course, they put the other drivers and pedestrians at risk. According to calculations by the Division of Motor Vehicles DMV, and based on research of the Pew Research Foundation, about 32,500 would be the number of drivers who are unlicensed or insurance circulating in Delaware , burdening the current Delaware judicial system due to the number of arrests made for driving on state roadways without the proper Division authorization. The spirit of the proposal is that the benefits of offering a “Driving Privilege Card” would include: It will enable the DMV to remain in compliance with the Real ID Act. It will promote safety and wellness of Delaware Motorists and Pedestrians by ensuring that more Delaware Motorists have the opportunity to complete the motorist’s safety courses and obtain the proper insurance. It will help alleviate stress on the Delaware Judicial, law enforcement, and emergency responder systems by helping to reduce the number of unlawful motorists on the Delaware roadways and the number of motor-vehicle accidents. It will help enhance the dynamism of the Delaware Economy and the wellness of its workforce. Proponents view it as a safety concern. They say teaching undocumented immigrants to drive safely and mandate that they carry vehicle insurance carries benefits that ripple across society. Detractors say it legitimizes the initial act of entering the country illegally. Members of the Hispanic community who support the measure made it clear that “Driving Privilege Card” is not citizenship, it will not be an identification card and it is only a driving privilege card for Delaware Motorists. Javier Torrijos chairs the Delaware Hispanic Commission, which threw its support behind the initiative, notes one of the main problems facing similar programs in other parts of the country. “There’s no reciprocity when it comes to driving privilege cards among states,” Torrijos says. “So each state is left up to its own to basically issue these drivers licenses, and they’re taking a gamble.” Another hurdle for supporters is earning the trust of undocumented immigrant communities. Torrijos says convincing them that law enforcement won’t contact the Immigration and Naturalization Service for driving offenses could be difficult. “They already have that fear, but at least if they have a driver privilege card they know that at least they’re on the road legally, where-

‘Un Punto de Vista’ ‘A Matter Of View’

“Retórica”
Una vez más me encuentro mirando y atentamente escuchando el discurso del presidente sobre el “Estado de la Unión”. Esta vez, sólo una palabra me vino a la mente: “retórica”. Miré en el diccionario Merriam-Webster y esto es lo que encontré sobre su definición: “Retórica: 1) el arte de hablar o escribir con eficacia: a: el estudio de los principios y reglas de composición formulados por los críticos de la antigüedad; b: el estudio de la escritura o del habla como un medio de comunicación o persuasión. 2) a: habilidad en el uso efectivo de la palabra; b: un tipo o modalidad de la lengua o el habla; también: lenguaje insincero o grandilocuente. 3): comunicación verbal: discurso”. No es de extrañar que esta palabra me viniera a la mente cuando se escuchaba el discurso impecable de Obama. En mi página de Facebook, leí que algunos decían que ¡dio en el clavo! Pero no escuché nada nuevo que me hiciera sentir emocionada por el estado de nuestra Unión. Él quiere para los estadounidenses lo que nosotros queremos para nosotros mismos. Sin embargo, sí disfruté escuchar sobre su compromiso con la declaración “América no se detiene, ni yo tampoco. Así que donde quiera y siempre que pueda tomar decisiones sin la legislación orientadas a ampliar las oportunidades para más familias estadounidenses, eso es lo que voy a hacer.” Me gusta la idea de hacer que las cosas sucedan, incluso si él no tiene el apoyo del Congreso. Aprecié su comentario sobre “Las mujeres merecen igualdad de salario por igual trabajo... Es hora de acabar con las políticas de trabajo típicas de un episodio de “Mad Men”. Este año vamos a unirnos todos, el Congreso, la Casa Blanca, las empresas desde Wall Street hasta Main Street, para darle a todas las mujeres la oportunidad que se merecen, porque creo que cuando las mujeres tienen éxito, América tiene éxito”. Me encantó esa declaración. Luego, el sentido momento que trajo lágrimas a mis ojos fue la historia del sargento de primera clase Cory Remsburg, que nunca se rindió, y no se rinde, y que en su décimo despliegue a Afganistán sufrió múltiples lesiones debido a una bomba de carretera. Remsburg dijo “Mi recuperación no ha sido fácil, nada en la vida que valga la pena es fácil”. Y la recuperación de nuestro país no será una tarea fácil, ¡pero es una que vale la pena totalmente!

“Rhetoric”
Once more I find myself watching and carefully listening to the President’s “State of the Union” speech. This time, only a single word came to mind “rhetoric.” I looked into the Merriam-Webster dictionary and this is what I found its definition to be: “Rhetoric: 1) the art of speaking or writing effectively: a: the study of principles and rules of composition formulated by critics of ancient times; b: the study of writing or speaking as a means of communication or persuasion. 2) a: skill in the effective use of speech; b: a type or mode of language or speech; also: insincere or grandiloquent language. 3): verbal communication: discourse.” No wonder this word came to mind when listening to Obama’s flawless delivery. On my Facebook page, I read some say that he nailed it! But I heard nothing new that would make me feel excited about the state of our Union. He wants for Americans what we want for ourselves. However, I did enjoy his commitment to “America does not stand still, and neither will I. So wherever and whenever I can take steps without legislation to expand opportunity for more American families, that’s what I’m going to do.” I like the thought of making things happen, even if he doesn’t have the support of congress. I appreciated his comment on “Women deserve equal pay for equal work...It is time to do away with workplace policies that belong in a “Mad Men” episode. This year let’s all come together, Congress, the White House, businesses from Wall Street to Main Street, to give every woman the opportunity she deserves, because I believe when women succeed, America succeeds.” Loved that statement. Then the heartfelt moment that brought tears to my eyes was the story of Sergeant First Class Cory Remsburg, who never gave up, and doesn’t quit and on his 10th deployment to Afghanistan he suffered multiple injuries due to a road side bomb. Remsburg said “My recovery has not been easy, nothing in life that’s worth anything is easy.” And our countries recovery will not be an easy task, but one that is completely worth it!

Every day, 70 or so Mexican and Central American men and women are processed, charged, convicted, sentenced and sent to a private for-profit prison, before finally being deported. In the courtroom, you will witness a most dehumanizing court procedure: Dozens of brown men and women, inexplicably chained from the ankles, waist and wrists, all waiting to be criminally charged at incredible speeds. You will come to know that prior to this judicial procedure, each person gets but a few minutes of consultation with an attorney, on the same day they see the judge. There is no time for adequate counsel, no deliberation, and no contemplation of justice. The daily proceeding takes about 90 minutes. The operation is so flawed that the U.S. 9th Circuit Court of Appeals has already ruled twice against it. Operation Streamline is purportedly designed to give non-violent undocumented immigrants criminal jail sentences before they are deported, as a deterrent to keep them from trying to reenter the country in the future. However, we see this as a for-profit operation that criminalizes nonviolent migrants, who are only trying to survive and improve the lives of their families. Last October, 24 people have risked their freedom, taking part in actions of peaceful civil disobedience, in attempts to both shut down this abhorrent program and bring attention to the injustices that take place every day in that court room. Their willingness to risk their freedom comes from understanding the urgency of the situation, and the injustices that are imposed on migrants. Mr. President, this is why we invite you, your family, and members of administration, including Attorney General Eric Holder. We are convinced that if you witness Operation Streamline, you would be offended by the program, and would know that the right decision is to immediately shut it down. Challenges remain, including the need for a refueling infrastructure, but he says the growing demand will likely induce truck stop operators to make the needed investment. Cars are also following suit, though the numbers are small. The Washington Post cites Dave Hurst of Pike Research estimating that out of 14.5 million passenger cars and trucks sold in the U.S. in 2012, a little more than 20,000 ran on natural gas. But even more than long-haul trucks, people will need a convenient refueling infrastructure before natural gaspowered cars catch on. And even trains may be headed down the same track. BNSF Railway announced earlier this year that it is working on a new engine that will run on LNG -- ironically, to transport what it hopes will be a million barrels of oil a day, according to CNBC. But even as the U.S. makes progress in reducing carbon emissions, global CO2 emissions between 2005 and 2011 increased by 15 percent. The best way to make sure the rest of the world continues reducing carbon emissions is to remove a decades-old restriction on exporting natural gas to other countries without approval from the federal government. Not everyone is happy about the U.S. CO2 reduction success story, however. Some environmentalists see the increased availability and adoption of natural gas as a failure because it relaxes the economic pressure on government to mandate individuals and companies switch to renewable energy such as wind and solar power. Nothing creates more public support for renewable energy sources than high fossil fuel prices. Of course, nothing is worse for the economy than high fossil fuel prices, too. The day may come when we can get most or all of the energy we need from renewable sources, but that day is a long way off even under the best of circumstances. The public policy goal should be to meet out energy needs while doing as little damage as possible to the environment and the economy. Natural gas is helping us do that. With the right policies coming out of Washington and the states, we could start celebrating the CO2 reduction success story soon. The U.S. Has TaKen Another BiG Step in ReducinG CO2 Emissions

It’s too early to break out the Champagne, but you might want to start icing down the bottle. U.S. carbon emissions from electricity-generating power plants dropped 3.8 percent in 2012, to their lowest level since 1994, according to the federal government’s Energy Information Administration (EIA). The United States hasn’t won the fight to reduce carbon emissions yet, but it’s headed in the right direction. That recent reduction is not an anomaly: energy-related carbon emissions have declined in five of the last seven years, for a 12 percent reduction between 2005 and 2012. The U.S. decline appears to be part of a long-term trend due primarily to power plants increasingly switching from coal to cheap and cleaner-burning natural gas -- which emits about half the CO2 that coal does -- and to a shift from a manufacturing economy to a service economy, which needs less energy to produce its products. In addition, the Environmental Protection Agency (EPA) keeps pushing regulations that make it increasingly difficult and costly to use coal. And that reduction trend may accelerate. While power plants are the primary source of carbon emissions, vehicles also play a role. The widespread availability of cheaper and cleaner natural gas also explains why there is a growing effort to shift long-haul trucks to natural gas instead of diesel fuel. Engine manufacturer Cummins has begun building and shipping big-rig engines that run on natural gas. And United Parcel Service (UPS) intends to expand its fleet of 18-wheelers that run on liquefied natural gas (LNG) by nearly 800 percent by the end of 2014, according to the New York Times. Transportation consultant Karl Ziebarth thinks the trucking industry will have largely shifted to natural gas within five to eight years. He notes

The Child Death, Near Death & Stillbirth Commission, Vida Health Communications, Inc. and Prevent Child Abuse Delaware have launched a state wide Abusive Head Trauma Initiative entitled “All Babies Cry”®
The CDNDSC, in collaboration with Vida Health Communications, Inc. and Prevent Child Abuse Delaware are reaching out to new parents with a state wide Abusive Head Trauma initiative entitled “All Babies Cry”®. This is in an effort to combat Abusive Head Trauma (AHT or Shaken Baby Syndrome). AHT is the most common cause of death from child abuse. Estimates of the incidence range from 1,300 to 1,600 reported cases per year in the United States. In Delaware for 2012, the CDNDSC reviewed 7 AHT cases with 2 resulting in death and 5 in near death (total number of all abuse cases reviewed for 2012 was 21; AHT represented 33% of all cases reviewed). Public health communications specialists and educators at Vida, with support and funding from the Massachusetts Department of Public Health and from the Eunice Kennedy Shriver National Institute of Child Health and Human Development, recently developed All Babies Cry® (ABC), a multi-dose and strengths based injury prevention program. Using the “Strengthening Families” model’s protective factors, ABC goes beyond traditional AHT prevention and additionally aims to enhance new parents (particularly fathers’) confidence in soothing their infant and themselves when feeling stressed. ABC consists of media targeted to appeal to new parent appetites for information. It includes a brief component for in hospital viewing and more in-depth demonstrations and modeling for parents to view throughout the newborn period at home on mobile and online platforms. The CDNDSC, through a grant from Prevent Child Abuse Delaware, is now offering ABC to all new parents in the state for the year 2014. Over 13,000 new parents will be receiving this much needed information. Staffs at each hospital site have been trained to introduce the 11-minute in-hospital version of ABC to new parents and family at maternity bedside. Once ABC is introduced, staff will provide parents with a brochure that directs them to view the rest of the media and booklet online at www.AllBabiesCry.com. Vida is working in concert with the CDNDSC to provide detailed reports on how many times the ABC media is accessed online. A follow up survey will also be implemented to measure how many new parents sought out the ABC media online. It is our hope that the introduction of ABC to all new parents in the State of Delaware for the year 2014 will be proven effective.

El Centro de Recursos para Negocios Hispano-Americanos está listo paracomenzar en Delaware
DOVER (30 de enero de 2014) – Un programa piloto, para ayudar a hispanos dueños de pequeños negocios a desarrollar, abrir o agilizar los negocios en Delaware, dará comienzo en marzo. A partir del 1 de marzo, el Centro de Recursos para Negocios Hispano-Americanos de Delaware será la sede de múltiples clases por un periodo de seis semanas. El centro fue elaborado por el subcomité de desarrollo económico de la Comisión Hispana de Delaware, que se formó en 2011 para ayudar a una comunidad de negocios que está creciendo rápidamente. Casi el 10 por ciento de la población de Delaware es Hispano/Latino, y ese número va en aumento. A pilot program to help Hispanic small business owners develop, open or streamline businesses in Delaware will get underway in March. The Delaware Hispanic-American Business Resource Center will host multiple six-week classes beginning March 1. The center was put together by the Delaware Hispanic Commission’s Economic Development Subcommittee, which was formed in 2011 to assist a business community that is growing quickly. Almost 10 percent of the Delaware population is Hispanic/Latino, and that number is on the rise. The subcommittee is made up of partners from the Delaware Center for Enterprise Development, SCORE, the Small Business Administration (SBA), the Small Business and Technology Development Center (SBTDC), the Delaware Center for Enterprise Development (DCED), the YWCA and private industry. The subcommittee is spearheaded by Chairwoman Sonia Aguilar from the Delaware Economic Development Office (DEDO). “The program is all about opportunity, not only for the prospective Hispanic small business owners, but also for the communities that can benefit from having them set up shop in their area,” Aguilar said. “We’re excited to help these entrepreneurs develop their business plans and take the next step toward making their dreams a reality.” A six-week course, made up of two-hour sessions each week, will be offered in New Castle, Kent and Sussex counties. The “think tank” course will uncover key points of starting a business in the Hispanic community including financing, legal structure, business licensing, and marketing. Bi lingual classes will be offered, at alternating libraries throughout the state. The end goal of the program is for participants to have a finished business plan draft to take to resource partners and move on to next step. Entrepreneurial by nature, Delaware’s Hispanic community includes many prospective small business owners, which could lead to great success for the resource center. Starting in February, a representative from the committee will be available at the Job Centers of the four anchor libraries to answer questions about the program*, discuss business ideas or concepts and enroll interested individuals. Enrollment will continue throughout the course of the class.

El sábado 18 de enero de 2014, un grupo de siete estudiantes universitarios de Delaware participaron como panelistas en el programa del comité de estudiante universitario que ASPIRA de Delaware (AOD por sus siglas en inglés) ofrece cada año como parte del plan de estudios de academia de los sábados para nuestros alumnos del último año de secundaria en transición hacia la universidad.
Manuela Restrepo, Yesenia Tolentino, Edwin Santiago, Ana Ramos, Lucero Pizano, Tiana McKim y Rocco Duran Jr. hicieron un trabajo increíble al compartir sus experiencias universitarias con estudiantes y padres de familia. Ellos respondieron preguntas y compartieron sus experiencias adquiridas que ayudaron tanto a estudiantes como a padres a superar sus miedos. El debate también los alentó a sacar el máximo provecho de su experiencia universitaria de primer año.

Ingredientes:
2 libras de carne de res baja en grasa (eye round roast), cortada en cubos 1 cucharada de aceite de oliva 1 cebolla grande, picada 1 diente de ajo, picado finamente ¼ cucharadita de sal ⅛ cucharadita de pimienta negra ¼ taza de cilantro (culantro) 1 lata (15 onzas) de tomates cocidos 2 onzas de pasta de tomate 1 lata (1 libra y 13 onzas) de maíz blanco (mote)

MEXICaN POZOLE
Ingredients:
2 pounds lean beef (eye round roast), cubed 1 tablespoon olive oil 1 large onion, chopped 1 clove garlic, finely chopped ¼ teaspoon salt ⅛ teaspoon pepper ¼ cup cilantro 1 can (15 ounces) stewed tomatoes 1⁄3 can (2 ounces) tomato paste 1 can (1 pound, 13 ounces) hominy

Procedimiento:

Caliente el aceite en un 1. a olla grande. Sofría la carne. 2. Agregue la cebolla, ajo, sal, pimienta negra, cilantro y agua suficiente para cubrir la carne. Cubra la olla y cocine a fuego lento hasta que la carne esté blanda. 3. Agregue los tomates y la pasta de tomate. Continúe cocinando alrededor de 20 minutos más. 4. Agregue el maíz blanco y continúe cocinando a fuego lento 15 minutos más, revolviendo ocasionalmente. Si está muy espeso, agregue agua para diluirlo. Alternativa: Se pueden usar pechugas de pollo deshuesadas y sin pellejo en lugar de la carne de res.

Procedure:
1. In a large pot, heat oil. Saute beef. 2. Add onion, garlic, salt, pepper, cilantro, and enough water to cover the meat. Cover pot and cook over low heat until meat is tender. 3. Add tomatoes and tomato paste. Continue cooking for about 20 minutes. 4. Add hominy and continue cooking for another 15 minutes, stirring occasionally, over low heat. If too thick, add water for desired consistency. Variation: Skinless, boneless chicken breasts may be used instead of beef cubes.

Saturday Academy Program
On Saturday January 18th, 2014, a group of seven college students from Delaware participated as panelists for the college student panel program that ASPIRA of Delaware (AOD) offers every year as part of the Saturday Academy curriculum for our senior high school students in transition to college.
Manuela Restrepo, Yesenia Tolentino, Edwin Santiago, Ana Ramos, Lucero Pizano, Tiana McKim and Rocco Duran Jr. did an amazing job at sharing their undergraduate experiences with the students and parents. They answered questions and shared their lessons learned stories which helped both students and parents to overcome their fears. The discussion also encouraged them to get the most out of their freshman college experience. AOD Saturday Academy program offers a comprehensive curriculum which includes; resources & tools, courses and one on one assistance by professional (volunteer) coaches, to guide high school senior students to transition to college. We assist and support their educational aspirations, career goals, guide them with the admission process, among others topic. We also believe that parent involvement is the keystone for a successful transition process for our students. For that reason, the Saturday Academy program provides a parental engagement program for parents. This program is led by Dr. Jari Santana-Wynn, a Child & Family therapist and AOD’s Vice-Chair, facilitated the session about effective communication strategies for Saturday Academy students and their parents. This presentation emphasized the importance of communication in parent-child relationships, students’ self-esteem, and consequently their academic and professional success. Dr. SantanaWynn also elaborated on the barriers to effective communication, challenging topics for parents and students facing a transition to college, and strategies for tackling these topics in a non-conflictive manner that can result in increased trust, fair compromises, and positive outcomes.

Test your home for dangerous radon levels, studies link radon to lung cancer
As January draws to a close and National Radon Action Month ends, Delaware’s Division of Public Health (DPH) asks: did you test your home for radon? According to both the EPA and the American Lung Association, radon is the leading cause of lung cancer for non-smokers in the nation. Lung cancer in non-smokers is the sixth-leading cause of all cancer deaths combined; responsible for nearly 20,000 lung cancer deaths every year. DPH’s radon program encourages Delawareans to test their homes for radon every two years. The test is generally easiest and most effective in cooler weather months, when houses tend to be closed up for warmth. If elevated levels of radon are found, it can be eliminated by installing a mitigation system that removes the gas from around your home’s foundation, preventing radon gas from entering your home. Homeowners can call DPH for a list of trained and certified contractors, or download the list by visiting: www.RadonSafeDelaware.org. A highlight of National Radon Action Month in Delaware is the publication of Delaware in-home radon testing data by the DPH’s radon program. The publication identifies geographic areas where in-home radon is more likely to be elevated. Its purpose is to alert all Delawareans, but particularly those in potentially elevated level areas, to test for radon. The data published is based on the review of recent and historic in-home radon testing data, along with federal agency publication guidance. Using radon test data, DPH produced a map to aid in showing geographic areas of increased radon risk. The radon interpretative map is available at www.RadonSafeDelaware.org. Radon is an invisible, odorless, tasteless and radioactive gas that occurs naturally in rocks and soils throughout the world. This gas may be found in homes and buildings; even new construction can contain radon. Since newer homes are often more airtight than older ones, they can allow higher concentrations of radon to accumulate. According to information published by the U.S. Geological Survey (USGS) and the U.S. Environmental Protection Agency (EPA), the two general areas in Delaware that exhibit the highest potential for elevated radon in homes are in New Castle County, and appear to be associated with granitic rocks in northern New Castle County and certain unconsolidated sediments in southern New Castle County. have measurable radon levels and should be checked.” The EPA indicates that homes at or above radon action level of 4 picocuries per liter (pCi/l) are considered to be elevated, and steps should be taken to reduce the concentration. Radon test data from inside homes, specifically in basements, and to lesser extent first floors, has been collected nationally since 1985. County Executive Tom Gordon and County Council President Christopher Bullock are pleased to present a minority-owned business forum to be held on Thursday, February 20 in an effort to diversify the various vendors and contractors that do business with the County. This forum is designed to provide minority-owned businesses with insight on how to conduct business with the County and how to become a registered vendor. The County Executive agreed to host this forum for the second straight year at the request of Council President Bullock. “Millions of dollars are going out to out-of-state contractors and we cannot allow that to continue,” County Executive Gordon said. “That is a long-term recipe for disaster. We must give back to the New Castle County businesses that pay their fair share of taxes.” “The business of America is business,” Council President Bullock said. “This forum will provide an opportunity for Minority owned businesses to participate in the overall mission of County Executive Tom Gordon’s vision of economic inclusion in New Castle County. “We welcome this emerging partnership,” he added. “Together we can grow”. The forum is being coordinated by the New Castle County Department of Administration, which oversees procurement of services. Chief of Administrative Services Tonney Gardner, the department head, said information has been spreading about the forum by word of mouth. “This forum is designed to provide insight to minorities on how to conduct business with the county and become a registered vendor,” Gardner said. “I look forward to a great turnout.” Minority businesses must be registered with the State Office of Supplier Diversity in order to do business with the County, Gardner said. Carter announced today that Delaware will start processing taxpayers 2013 State of Delaware Personal Income Taxes beginning this Friday, January 31, 2014. Citizens are encouraged to file online for free at www.delaware. gov. This year’s filing deadline is April 30, 2014. Delaware’s free online filing system is available at www.delaware.gov with no income qualifications. The system is offered by the Delaware Division of Revenue and offers many advantages, most not available if filing a paper return: • • Faster Refunds: On average, refunds from e-filed returns are issued two to four weeks faster than paper-filed returns. Flexibility: Taxpayers can file their taxes electronically and then schedule any payment due closer to the April 30th deadline. • Convenience: The system is extremely user-friendly and available 24 hours a day, 7 days a week. • Choice: Taxpayers may pay their State of Delaware taxes using a credit card or by debiting their bank account. By law, Delaware taxpayers should receive their W-2 employment forms by January 31, 2014 for any job worked during the 2013 calendar year. Those who haven’t received a W-2 by January 31st should contact their employer immediately. Because Delaware does not maintain reciprocity agreements with other states, it is important for anyone who is not a Delaware resident – but who has worked in Delaware – to understand that they must file a Delaware tax return. CHARLIE & KIwI’s EVOLUtIONARY ADVENtURE Opens January 25 Special exhibition explores evidence for how evolution works Go on an evolutionary adventure and discover the link between dinosaurs and modern birds at Charlie & Kiwi’s Evolutionary Adventure, on display January 25 - May 26, 2014 at the Delaware Museum of Natural History. Using a kid-friendly storyline, Charlie & Kiwi’s Evolutionary Adventure follows a boy named Charlie as he works on a book report about kiwis, a flightless bird found in New Zealand. To understand how kiwis evolved, Charlie travels back in time to the age of the dinosaurs. Visitors will learn with Charlie by unraveling puzzles, playing games, exploring computer interactives, and observing live birds. The exhibition tackles the subject of evolution in a way that appeals to kids of all ages with drawings by Peter Reynolds, the award-winning illustrator of Judy Moody and other children’s books. Charlie & Kiwi’s Evolutionary Adventure allows visitors to: • Find similarities in the skeletons of an Archaeopteryx, a bird that lived 150 million years ago, a Bambiraptor, a dinosaur that lived 75 million years ago, and a modern-day crow • Use a computer interactive to change a dinosaur into a flying Archaeopteryx • Distinguish between two different color variations of live budgies (parakeets) • Measure the beak size of several finches in a computer interactive game and determine whether each bird is likely to survive a season in which there are only big, tough seeds to eat • Learn about the evolution of kiwis through an animated movie illustrated by Peter Reynolds, an award-winning children’s book illustrator • And much more, including discovery box activities, puzzles and games Charlie & Kiwi’s Evolutionary Adventure, funded by a generous grant from the National Science Foundation, is a project of the New York Hall of Science, the University of Michigan, the Miami Science Museum and the North Museum of Natural History & Science.
