Department of Information Technology (DIT) under the Ministry of Information Technology, Government of India is the Central department responsible for all administrative functions relating to formulation, execution and implementation of IT policies in India. The Directorate General of Employment & Training (DGE&T) in Ministry of Labour is the apex organisation for development and coordination at national level for the programmes relating to vocational training including women’s vocational training and employment services. DGE&T also operates vocational training schemes in some of the specialised areas through field institutes under its direct control. Development of these programmes at national level, particularly in the area concerning common policies, common standards and procedures, training of instructors and trade testing is the responsibility of the DGE&T. Ministry of Corporate Affairs
The Ministry is primarily concerned with administration of the Companies Act, 1956, other allied Acts and rules & regulations framed there-under mainly for regulating the functioning of the corporate sector in accordance with law. The ministry is also responsible for administering the Competition Act, 2002 which will eventually replace the Monopolies and Restrictive Trade Practices Act, 1969 under which the Monopolies and Restrictive Trade Practices Commission (MRTPC) is functioning. Besides, it exercises supervision over the three professional bodies, namely, Institute of Chartered Accountants of India(ICAI), Institute of Company Secretaries of India (ICSI) and the Institute of Cost and Works Accountants of India (ICWAI) which are constituted under three separate Acts of the Parliament for proper and orderly growth of the professions concerned. The ministry also has the responsibility of carrying out the functions of the central government relating to administration of Partnership Act, 1932, the Companies (Donations to National Funds) Act, 1951 and Societies Registration Act, 1980.

Ministry of Panchayati Raj is responsible for the work of advocacy for and monitoring of the implementation of Constitution (73rd Amendment) Act, 1992 and the Provisions of the Panchayats (Extension to the Scheduled Areas) Act, 1996, to ensure that the State Panchayati Raj Acts adhere to the provisions of the said Acts and are implemented in letter and spirit. The Ministry, inter-alia, ensures that they hold timely elections, set up State Finance Commissions and implement their recommendations, constitute District Planning Committees and empower them suitably to ensure grass-root level planning to feed into State and Central level Planning effectively.

National e-Governance Plan
The Government approved the National e-Governance Plan (NeGP) in May 2006. The Plan envisions to “make all government services accessible to the common man in his locality through common service delivery outlets, and ensure efficiency, transparency and reliability of such services at affordable cost to realise the basic needs of the common man.” It consists of 27 Mission Mode Projects (MMPs) and 8 Support Components to be implemented at the Central, State and Local Government levels. To achieve the vision of providing government services at the doorstep of the citizen, a common service delivery platform is being created. The three important elements that form the basis of this service delivery framework are, State Wide Area Networks (SWANs), Common Service Centres (CSCs) and the State Data Centres (SDCs).

The Unique Identification Authority of India (UIDAI) has been created as an attached office under the Planning Commission. Its role is to develop and implement the necessary institutional, technical and legal infrastructure to issue unique identity numbers to Indian residents. The role that the Authority envisions is to issue a unique identification number (UID) that can be verified and authenticated in an online, costeffective manner, and that is robust enough to eliminate duplicate and fake identities. The first UID numbers will be issued over the next 12-18 months counted from August 2009. The first number would be issued between August 2010 to February 2011. Over five years, the Authority plans to issue 600 million UIDs. The numbers will be issued through various ‘registrar’ agencies across the country.

The Information Technology and Communication Department, Government of Andhra Pradesh, plays a crucial role in policy formulation in IT sector, conceptualising and initiating various e-governance initiatives, stipulating standards for compliance, promoting investments in IT sector, facilitating growth of IT enabled services through proactive measures and providing a strong communication backbone in the State of Andhra Pradesh. Department of IT and Electronics, Government of Uttar Pradesh aims to use IT as a vehicle for economic development and to create a high tech society with a high quality of life in Uttar Pradesh. The objectives of the department are accelerated development of IT industry in the state and increase both domestic and export earnings in the software and hardware sectors; create SMART government, using IT for speedy, transparent accountable and efficient conduct of the government systems and services; encourage and accelerate the use of IT in schools, colleges and educational institutions in the state; and bring IT within easy reach of the common man. The Directorate General of Employment & Training (DGE&T) in Ministry of Labour is the apex organisation for development and coordination at national level for the programmes relating to vocational training including women’s vocational training and employment services. Ministry of Corporate Affairs
The Ministry is primarily concerned with administration of the Companies Act, 1956, other allied Acts and rules & regulations framed there-under mainly for regulating the functioning of the corporate sector in accordance with law. The ministry is also responsible for administering the Competition Act, 2002 which will eventually replace the Monopolies and Restrictive Trade Practices Act, 1969 under which the Monopolies and Restrictive Trade Practices Commission (MRTPC) is functioning. Besides, it exercises supervision over the three professional bodies, namely, Institute of Chartered Accountants of India(ICAI), Institute of Company Secretaries of India (ICSI) and the Institute of Cost and Works Accountants of India (ICWAI) which are constituted under three separate Acts of the Parliament for proper and orderly growth of the professions concerned. The ministry also has the responsibility of carrying out the functions of the central government relating to administration of Partnership Act, 1932, the Companies (Donations to National Funds) Act, 1951 and Societies Registration Act, 1980.

National e-Governance Plan
The Government approved the National e-Governance Plan (NeGP) in May 2006. The Plan envisions to “make all government services accessible to the common man in his locality through common service delivery outlets, and ensure efficiency, transparency and reliability of such services at affordable cost to realise the basic needs of the common man.” It consists of 27 Mission Mode Projects (MMPs) and 8 Support Components to be implemented at the Central, State and Local Government levels. To achieve the vision of providing government services at the doorstep of the citizen, a common service delivery platform is being created. The three important elements that form the basis of this service delivery framework are, State Wide Area Networks (SWANs), Common Service Centres (CSCs) and the State Data Centres (SDCs).

The Unique Identification Authority of India (UIDAI) has been created as an attached office under the Planning Commission. Its role is to develop and implement the necessary institutional, technical and legal infrastructure to issue unique identity numbers to Indian residents. The role that the Authority envisions is to issue a unique identification number (UID) that can be verified and authenticated in an online, costeffective manner, and that is robust enough to eliminate duplicate and fake identities. The first UID numbers will be issued over the next 12-18 months counted from August 2009. The first number would be issued between August 2010 to February 2011. Over five years, the Authority plans to issue 600 million UIDs. The numbers will be issued through various ‘registrar’ agencies across the country.
