MPO Executive Committee September 2012 Item No. 4 ISSUE: The Tomorrow Plan Steering Committee Addition DISCUSSION AND VOTE: Discussion and vote on Steering Committee addition. BACKGROUND: Throughout the planning process, ongoing efforts have been made to integrate Capital Crossroads and the business community in general with The Tomorrow Plan. Gene Meyer of the Greater Des Moines Partnership has been working closely with the planning team to ensure the two efforts are coordinated and furthering the regional vision. Chair Angela Connolly has requested that he be added as a member of The Tomorrow Plan Steering Committee. RECOMMENDATION: Recommend the addition of Gene Meyer to The Tomorrow Plan Steering Committee. The administrative modification is subject to MPO approval but does not require a public comment period. The modification would leave $1,517,000 in STP funds for the Southeast Connector programmed in FFY 2015. The MPO staff notes the transportation reauthorization bill, Moving st Ahead for Progress in the 21 Century, may result in a reduction of available STP funds for FFY 2014-2015. In the event that reductions are required, the excess funds in FFY 2015 for the Southeast Connector would be available to be reduced, as needed. MPO Executive Committee September 2012 Item No. 7 ISSUE: Calendar Year 2013 Meeting Dates REPORT and OPTIONAL VOTE: Consider approval of 2013 meeting dates. BACKGROUND: At the request of the MPO chair, MPO staff has reviewed calendar year 2013 meeting dates originally approved in May 2012 to identify any potential conflicts. Upon review, MPO staff has identified two potential issues with the calendar approved in May 2012:  July MPO Policy Committee Meeting: The meeting is scheduled for July 25, 2013. This date falls during RAGBRAI. o Alternative Date 1: Wednesday, July 31, 2013 o Alternative Date 2: Monday, July 29, 2013 August Executive Committee Meeting: The approved date is Wednesday, August 14, 2013. The traditional date would be Wednesday, August 7, 2013. MPO staff has corrected this date in the following insert.

MPO Executive Committee September 2012 Item No. 9 ISSUE: MPO Planning Area Boundary Amendment REPORT: Report on proposed amendments to the MPO’s Planning Area Boundary. BACKGROUND: The MPO reviews its Planning Area Boundary (PAB) when updating the long-range transportation plan as well as when updating the Urban Area Boundary (UAB). The MPO approved a new UAB in August 2012. The MPO’s current PAB was approved in December 2007 during Horizon Year 2035 Metropolitan Transportation Plan’s development. At a minimum, the PAB must include the UAB. At a maximum, the PAB can be no larger than the Metropolitan Statistical Area. In practice, the MPO’s PAB incorporates all land that is anticipated to be urbanized in the next twenty years as well the boundaries of all member cities. The boundary also follows US Census geography, where possible, for data collection purposes. Due to annexations by several member cities since the last update to the PAB, there are some instances in which the municipal boundaries of member cities extend outside the MPO’s PAB. A map of these areas is included on the following page. Any changes to the PAB must be approved by the Central Iowa Regional Transportation Planning Alliance (CIRTPA). This item will appear on the CIRTPA’s September 13, 2012, meeting agenda as an informational item and come back for approval at the November 8, 2012, CIRTPA meeting. Please submit any proposed amendments for the PAB to MPO staff no later than 4:30 p.m. on Friday, September 21, 2012. The MPO staff anticipates a vote on an updated PAB to take place in December 2012 to allow time for further refinement by the MPO and for discussion with the CIRTPA. RECOMMENDATION: None. MPO Executive Committee September 2012 Item No. 10 ISSUE: US 65/Iowa 5 Interstate Designation Update REPORT: Report on efforts to redesignate the US 65/Iowa 5 corridor to an interstate. BACKGROUND: The MPO, on behalf of the Purple Heart Highway Coalition, requested the Iowa Department of Transportation (DOT) to consider designating the US 65/Iowa 5 corridor (i.e., the Purple Heart Highway) as an interstate. The Iowa DOT released a draft report analyzing the feasibility of interstate designation in June 2012. A final version of the study was provided to the MPO in August 2012. The final Interstate System Designation Summary Report is provided as a supplemental item to this agenda packet. On August 8, 2012, representatives from the MPO, the Des Moines International Airport, the Purple Heart Highway Coalition, and the Greater Des Moines Partnership met with the Iowa DOT, including Director Paul Trombino, to discuss the study and to identify steps to move forward. Director Trombino noted three primary issues to address before moving forward, including determining impacts to local farmers; analyzing any potential impacts to permitting of heavy vehicles; and, determining the proper decision making authority with the Iowa DOT and the Iowa Transportation Commission. The MPO staff and Iowa DOT staff are working to identify and begin discussions with property owners that may be affected by the interstate designation. Stakeholders present at the August 8, 2012, meeting will reconvene in early October to further discuss the issue. RECOMMENDATION: None. Report and discussion only. MPO Executive Committee September 2012 Item No. 11 ISSUE: The Tomorrow Plan Update REPORT: Update on activities related to The Tomorrow Plan. BACKGROUND: Included on the following page is The Tomorrow Plan Update’s August edition. General Update At the August 2, 2012, Choose Tomorrow outreach event, four potential future scenarios for the future of Greater Des Moines were presented. These include:     Business as usual; Business as usual – smaller lots; Future land use plans; and, Regional systems.

Feedback at that event suggested that, moving forward, the team should focus on the future land use plans and the regional systems scenarios. MPO staff will be meeting with technical staff from each community to further refine scenarios. Regional Analysis of Impedements As part of planning process for The Tomorrow Plan, the U.S. Department of Housing and Urban Development (HUD) is requiring the development of a Regional Analysis of Impediments (AI) to assess fair housing issues in the metro area. The Regional AI has a broad scope that encompasses issues of race, color, national origin, sex, religion, familial status, and disability. In addition to developing the Regional AI, HUD requires that the findings be utilized by the Steering Committee to inform the recommendations of The Tomorrow Plan. The MPO staff worked with the City of Des Moines and City of West Des Moines to develop a strategy for the completion of the Regional AI. As part of their in-kind contribution to The Tomorrow Plan, the City of Des Moines has contracted with Iowa State University to assist in the development of the Regional AI. During August 2012, Iowa State University conducted a survey of housing providers, performed interviews and focus groups, and analyzed data. A working group consisting of MPO staff, City of Des Moines staff, City of West Des Moines staff, and Iowa State University staff met on August 27, 2012, to review preliminary results from a survey and from interviews conducted by Iowa State University. The working group plans to have a draft Regional AI for review by mid-September and a final product by the end of the month. RECOMMENDATION: None. Report and discussion only. STEERING COMMITTEE UPDATE | AUGUST 2012 MEETING
DISCUSSION WITH HUD. As part of the August 2012 Steering Committee meeting, the group had the chance to meet with Shelley Poticha, the Director for the Department of Housing and Urban Development’s (HUD) Office of Sustainable Housing and Communities. Ms. Poticha discussed the progress of The Tomorrow Plan as well as future steps. She also noted that several federal partnerships are in the process of joining the Interagency Partnership for Sustainable Communities, which already includes the Department of Transportation and the Environmental Protection Agency. Agencies that soon will be part of the Partnership include the Department of Agriculture and the Federal Emergency Management Agency, among others. CHOOSE TOMORROW.
The Tomorrow Plan hosted its first future fair – Choose Tomorrow – at the World Food Prize Hall of Laureates on Thursday, August 2nd. This highly interactive open house featured Ambassador Kenneth Quinn with the World Food Prize and Shelley Poticha, HUD’s Director for the Office of Sustainable Housing and Communities. The results of Design My DSM (our online tool aimed at learning more about people’s choices for the future) and future scenarios for regional growth were presented at the event. Additionally, around 20 community groups participated in Choose Tomorrow, discussing and illustrating how the various elements already impact people’s daily lives. Sponsors for the event included the World Food Prize, the Community Foundation of Greater Des Moines, and Barry and Michele Griswell.

WHAT’S NEXT. The planning team has analyzed feedback collected at the Choose

VIEW THE Tomorrow event. This information has been posted to The Tomorrow Plan website. It is FEEDBACK important to remember that the four growth scenarios presented at various meetings were for informational purposes to help explain the impacts of a range of growth patterns. The planning team now will begin to develop a preferred final scenario by considering the potential outcomes learned in the four growth scenarios and through consultation with each community in the region. The Tomorrow Plan ultimately will be a toolbox of planning practices that communities can choose to implement to help achieve this preferred growth scenario. VIEW THE SCENARIOS

Throughout the remainder of this planning process, the team will continue to work with the public, the Partners Committee, the Technical Committee, the Steering Committee, and focus groups. To date, focus groups focused on waste, housing, food, development, arts and culture, and air quality and alternative fuels have been developed.
