Manager of Finance and Accounting
Job Summary Under the general direction of the President and CEO, the Manager of Finance and Accounting has the responsibility for the implementation and monitoring of financial, accounting, insurance, audit and investment functions of the organization. The Manager of Finance and Accounting ensures that business functions of the organization are carried out in a consistent and legal manner based upon organizational policies. The Manager of Finance and Accounting is a member of the management team and supervises the accounting department. Core Functions Supported:

Administrative and Business Management

Tasks, Duties and Responsibilities  Administer fiscal policies, standards and procedures as approved by the Board of Directors  Prepare monthly financial statements for Management and Board of Directors. Attend Finance Committee and Board of Directors meetings  Prepare financial reports for contract compliance  Maintain relationship with bank, including opening accounts, providing bank signature cards, and monitoring cash requirements  Maintain accurate and complete fiscal records as a basis for managing, controlling and evaluating the financial health of the organization  Monitor and maintain records on all legal matters, including government contracts, leases, loans, property records  Provide support to other staff and management team members  Work with the President to develop the annual operating budget. Review budgets for grant applications  Prepare for and oversee the annual audit process and Form 990 tax return preparation. Ensure that audit requirements are met under circular OMB A-l33  Review insurance policies annually and update as needed (liability insurance, D&O insurance, Workers Compensation insurance and key-man insurance)  Ensure that proper documentation is maintained for grant compliance  Review accounts payable for proper expense coding  File all government reports and taxes  Provide guidance, advise, and supervision on specific grants regarding fiscal administration and accounting, and develop a work flow, communicating direction between program administrators of the grant, manage relationships across CIS of Delaware regarding financial matters.  Attend meetings, events, conferences, trainings, etc. as requested by CIS of Delaware  Perform other duties as assigned Position Requirements  Bachelor’s degree in accounting or finance, or specialized competencies gained from extensive experience within the accounting field  3-5 years of financial management experience, including financial reporting, budgeting, and cash management  High level of competency in all areas of accounting  Computer software proficiency in accounting, spreadsheets, word processing, and presentation software  Ability to prioritize and meet deadlines  Ability to work independently  Ability to work with and manage staff  Ability to maintain system integrity and confidentiality
FLSA Status: This position is exempt under the professional exemption of Fair Labor Standards Act. The incumbent with in this position is responsible for managing the Finance and Accounting function, which is a recognized function within CISDE. This position directly supervises the work of one part-time employee. The incumbent’s recommendations regarding the employment status of other personnel are given heavy weight in decision-making. This position is also exempt under the administrative exemption of the Fair Labor Standards Act. The employee is primarily engaged in non-manual work related to management of core operations in the company or personal office. The employee is expected to exercise discretion and judgment in matters involving department operations, personnel decisions, financial management and other matters of significant importance to CIS of Delaware. This position meets and exceeds the salary exemption criteria set by FLSA regulations WORK ENVIRONMENT: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
