The mission of the Audit Division is to encourage taxpayer compliance by administering the income tax audit program in a timely, responsible, and fair manner. As a dedicated and innovative division, we continuously improve our administration of California’s income tax audit programs. We envision a future that includes: • Applying the best technologies to enhance the Audit Division. • Maximizing the talents of a diverse, energetic, and creative team. • Working cooperatively with all those affected by our actions. A career in audit and taxation provides you the opportunity to work on diverse and challenging audit cases. At the Franchise Tax Board, you are a member of a professional organization known worldwide for being a model tax agency. Tax Auditors As a Tax Auditor, we train you to develop strong audit and analytical skills while performing income tax audits of individuals, pass-through entities, and corporations. Tax Auditors analyze individual’s and business entities’ books, records, and business transactions ensuring they are in compliance with tax laws. Our Audit Division offers you a professional and dynamic career in audit and taxation, along with the benefits of working for the State of California. Tax Auditor Training Whether you are a recent college graduate or an experienced professional, our new Tax Auditors receive four to six weeks of initial classroom training. During this preliminary training, you become familiar with state income tax returns, the audit process, and common audit issues. The initial training is followed up with one year of on-the-job training, combined with issue-specific training, to meet the needs of your particular audit program. We also offer a mentoring program where we assign an experienced auditor to serve as your first point of contact for any questions. You continue to receive technical training to keep current with the ever-changing tax laws and audit issues. CPA Certification Program Although being a CPA is not required to be a Tax Auditor, we offer a CPA Certification Program in place if you are interested in obtaining your license. Over 70 professionals in our Audit Division have taken advantage of this tremendous opportunity to achieve their CPA certification. That number continues to grow each year. Upon passing the exam, you receive a bonus of $3,600, and you work with our CPA Internal Review Committee, who review and approve your audit hours and make recommendations for licensing. Work/Life Balance Balancing the career responsibilities with the demands of everyday life can be a difficult task. That is why the Audit Division is dedicated to creating a flexible environment that promotes both professional and individual growth. We respect the fact that our employees want their careers to be an important part of their lives, without overshadowing the other aspects we all value in life. Valuable Experience Experience in our Audit Division allows you to build a strong career foundation with the Franchise Tax Board. Whether you choose to become a technical expert in a specific audit area, promote into management, rotate positions within the Audit Division, or even throughout the department, the doors opened by your audit experience are unlimited.

/ How to Apply

A simplified guide to the State civil service exam and hiring process: Look for Exam Information The exam is a preliminary screening tool to pre-qualify you to apply for open positions. To find open exams, go to ftb.ca.gov and search for exams. Read the examination bulletin and identify if you meet the minimum qualifications of the classification. Apply for an Exam Instructions on how to apply for an exam are detailed on the examination bulletin. Complete a State application (STD 678) and mail it to the address indicated on the bulletin by the final filing date. Note: Exams for some jobs require applicants to apply and take the exam via the Internet. See the exam bulletin for details. Prepare for the Exam The examination bulletin indicates the types of testing component(s) used for the exam, such as written tests, structured (oral) interviews, supplemental applications, performance tests, Education & Experience examination (E&E), or an Internet examination. Carefully read the entire bulletin, especially the Scope section that outlines all areas that may be tested.

Receive Exam Results You will receive your examination results letter either in the mail or upon completion of the online examination. Your score, based on your performance in the examination, determines your ranking on an employment list. You may start applying for job openings as soon as you receive notice that you passed your exam. Apply for Job Openings We hire individuals within the top three ranks. Even if you are in lower ranks, you could become reachable as hiring occurs and candidates are removed from the list. Therefore, we encourage you to apply for all jobs you feel you are qualified for. To find your ranking, go to spb.ca.gov and search for eligible list disclosure. On the State Personnel Board’s website, browse job openings for the classification you are on an eligibility list for. Apply by sending your state application (STD 678) to the contact person listed in the job opportunity notice by the final filing date.

Hiring Interview You may be contacted for a hiring interview for the job you applied for. To prepare for your interview, review the duties and responsibilities of the job opportunity notice. If you are not selected, continue applying for additional job openings. Complete Probation Once you have been hired into state service, you serve a probationary period of six months to one year depending on your classification. When you have successfully completed your probationary period, you attain permanent status as a state employee.

California State Tax Compliance: As required by the department’s rules of conduct, all employees of the Franchise Tax Board must be in compliance with the California Revenue and Taxation Code (R&TC). During the background investigation portion of the hiring process, Franchise Tax Board will review return information to verify California state income tax compliance. Any failure to comply with the R&TC may prevent you from being hired by the Franchise Tax Board. If you think you may have any potential tax compliance issues, call 800.852.5711 to resolve them prior to seeking employment with Franchise Tax Board. All applicants not currently employed with the Franchise Tax Board will be subject to a pre-employment background investigation. The investigation will consist of completion of a pre-employment questionnaire, fingerprinting, and an inquiry to the Department of Justice to disclose criminal records.

/ Planning
Our strategic planning process puts us on a path of continuous improvement throughout the enterprise. The plan itself has evolved over the years into our mission and goals setting the course for our tactical initiatives and projects. Our strategic goals reflect our vision of how we see ourselves creating public value today and in the coming years: 1. Improve Customer Service We commit to providing all customers excellent service. 2. Increase Fairness and Compliance with Tax Law We work to ensure that all taxpayers pay their fair share of taxes— not more, not less—through means that are fair and equitable. 3. Increase Transparency We strive to make our organizational goals and operations more transparent so that our information and processes are more accessible and understandable to taxpayers. 4. Create a Great Place to Work, Contribute, and Learn We strive for a high level of employee engagement and innovation. 5. Demonstrate Operational Excellence We demonstrate operational excellence by delivering efficient, high-quality business results. 6. Protect Taxpayer Information and Privacy Our job of safeguarding confidential information is essential to continued taxpayer confidence and support. Our key performance measures tell us how we achieve success in meeting our goals in three critical areas—revenue, employee engagement, and customer service—making us the best that we can be!
