The Virginia Department of Education (VDOE) has announced that the on-time graduation rate for Frederick County Public Schools’ Class of 2011 was 84.8 percent. The rate is for students who entered the ninth grade for the first time during the 2007-08 school year. The ontime graduation rate for the Class of 2011 at James Wood High School was 85.2 percent. The rate for Millbrook High School was 83.7 percent while Sherando High School’s rate was 85.5 percent. Virginia’s on-time graduation rate for the Class of 2011 was 86.6 percent. Of Virginia’s 329 high schools and schools with graduating classes, 192 achieved graduation rates higher than the state rate of 86.6 percent, two schools equaled the state rate and 135 were lower. In addition to releasing the on-time graduation rate for the Class of 2011, the VDOE today released updated graduation data for students who entered the ninth grade for the first time in 2006-07. Frederick County’s five-year cohort graduation rate stands at 85.4 percent. Virginia’s five-year cohort graduation rate is 87 percent. The Virginia On-Time Graduation Rate is calculated by dividing the number of students in the cohort earning a Virginia Board of Education-approved diploma in 2011 (or earlier) by the number of students who entered the ninth grade for the first time in 2007-08 (plus transfers in minus transfers out). Unlike estimated graduation rates, the Virginia On-time Graduation Rate takes into consideration student mobility, changes in enrollment, and promotion and retention policies and decisions. The Virginia On-Time Graduation Rate also provides flexibility for students with disabilities and limited-English proficient (LEP) students, who are reported as “on-time” graduates regardless of when they earn a diploma. For example, a student with disabilities who entered the ninth grade for the first time in 2005-2006 and graduated in June 2011 would be assigned to the 2007-08 ninthgrade cohort and counted as an on-time graduate.The Virginia On-Time Graduation Rate differs from the Federal Graduation Indicator (FGI) which is used in calculating Adequate Yearly Progress (AYP) ratings. The Virginia On-Time Graduation Rate recognizes all Board of Education-approved diplomas while the FGI includes only Standard and Advanced Studies diplomas. In addition, the FGI does not include special education or GED credentials which results in students earning such credentials being classified as dropouts. According

FCPS class of 2011 on-time graduation rate hits 84.8 percent
to the information released today by the VDOE, 91 percent of all students in Frederick County’s 2011 cohort have earned either a diploma or a GED. In addition, 92 percent of all students in the 2010 cohort have done the same. Assistant Superintendent for Instruction Peter Vernimb says, “Each high school cohort is different, but we are pleased that our on-time graduation rate for the Class or 2011 is slightly higher than the rate for the Class of 2010. We also are pleased to see that the five-year cohort graduation rate has increased since being reported for the first time last year. That indicates that although some students didn’t graduate with their peers after four years in high school, they continued their high school coursework and went on to earn a diploma.” Vernimb adds, “It’s important to recognize that a school or school division’s dropout rate is not the inverse of the Virginia On-Time Graduation Rate. According to the Virginia OnTime Graduation Rate formula, an on-time Virginia public school graduate is a student who earns one of five Board of Education recognized diplomas — Advanced, Standard, Modified Standard, Special or General Diploma — within four years of the first time he or she entered the ninth grade. Students earning a GED or a Certificate of Completion are not dropouts, but are not counted as on-time graduates when calculating the Virginia On-Time Graduation Rate.” The VDOE also released information on dropout rates today. The dropout rate for Frederick County Public Schools’ 2011 cohort is 6.8 percent compared to the statewide rate of 7.2 percent. That figure represents all students in the cohort who have not graduated, completed a credential or have discontinued school. Frederick County’s dropout rate for the 2010 cohort is 7.3 percent. Vernimb says, “When considering cohort dropout rates, one must recognize that they are a cumulative figure covering four or five years depending on the cohort. The 2011 cohort dropout rate is equivalent to an average annual rate of 1.7 percent. The average annual rate for the 2010 cohort is 1.8 percent. Reducing the dropout rate continues to be an area of focus and we have increased students support services and academic interventions to help students be successful. We have made some progress. In 2000, the school division’s dropout rate was approximately three percent each year and to date, we have nearly cut that in half.” Schools Superintendent David Sovine says, “As is the case with any data, the information released today by the state Department of Education highlights areas of success and opportunities for growth. One of the keys to improving the on-time graduation rate and reducing the number of dropouts is engaging students in learning each day. Our teachers and administrators are continuing to focus student engagement and the needs of each individual student in order to help all of them be successful and earn a high school diploma or other credential.” (From a realease)

One of the courses will focus on drunk driving (with .08 goggles) while the other with County Report demonstrate the dangers of texting while driving. There also will be a seat belt challenge. Teams of four students will participate in the obstacle course with the winning team receiving a plaque and gift certificates. All participants will receive coupons from area businesses. This is a great student-led initiative to inform fellow students and the community about the dangers of drunk and distracted driving.

Homeowners fall victim to scams trying to avoid foreclosure
58, are among the hundreds of victims of mortgage modification scams that sent the state Attorney General’s Office to court seeking restitution. So far the state has targeted four southeastern Virginia businesses for illegally charging advance fees for mortgage application and refinancing assistance. But similar businesses have opened their doors throughout the state including in the Winchester area, where the foreclosure rate is the highest in the state. “Whenever there is a crisis, there is an opportunity for unscrupulous individuals to take advantage of folks who are going through difficult times. We are making it a priority to stop foreclosure rescue scammers from preying on vulnerable people,” Attorney General Ken Cuccinelli said of his office’s effort to go after these businesses. Enforcement Although the foreclosure rate in Virginia has remained low compared with other states, the percentage of houses in foreclosure has remained steady at 2 percent since March 2009, according to the Virginia Housing Development Authority. But one-third of mortgages in the state are underwater, meaning homeowners owe more than their house is worth, which can diminish their ability to renegotiate their loan, according to CoreLogic, a California-based real estate data and research company. As of July, the Winchester area has seen the highest foreclosure rate in the state at 0.45 percent, followed by 0.4 percent in southeastern Virginia, according to state housing data. Businesses have popped up statewide to provide homeowners with mortgage assistance. Some offer legitimate services, while others charge exorbitant fees and make little or no effort to negotiate with their clients’ banks, according to housing counselors who work with foreclosure clients. To combat these scams, the Attorney General’s Office negotiated settlements with three businesses, known as mortgage loan modification companies, and filed a lawsuit in July against a fourth company for illegal business practices. The lawsuits are based on violations of the state’s Foreclosure Rescue Law and the Virginia Consumer Protection Act. The former bars companies from charging advance fees for services related to avoiding foreclosure, while the latter prohibits companies from using deception, fraud, false promise or misrepresentation when conducting business. According to the Attorney General’s Office, the outcomes of the lawsuits are: • Virginia Beach-based Nationwide agreed to pay $28,000 in

But Sandra, 54, was planning to take time off from work for foot surgery, and with her husband on disability, the couple wanted to refinance their mortgage to ensure they could continue making the monthly payments on their Virginia Beach home. They heard about Nationwide from someone they knew — whom they declined to identify — and company staff members Rhonda Wyland and principle manager Jason Gillentine guar-

anteed the Edwardses that their mortgage would be modified. The couple paid $2,400 in advance for Nationwide’s services, but seven or eight months passed without any news on their application, the couple said. That’s when they saw a local television news report about Nationwide and Gillentine, who was accused of taking money from homeowners, like the Edwardses, and doing nothing to help them modify their loans. “I don’t understand why somebody like that can’t be arrested. It ain’t no telling how many people he cheated out of that money,” Sandra Edwards said of Gillentine, with whom they worked to file their application. “I could have done a whole lot of things with that $2,400.” Sandra and Randy Edwards,

restitution to less than 20 victims plus another $32,500 in civil penalties and court cost reimbursement. The victims are expected to receive their restitution in November or December. • Real Estate Resolutions LLC, based in Virginia Beach, agreed to pay almost $7,000 in restitution, civil fines and court fees. The restitution will compensate five victims for advance fees they paid. • American Neighborhood Housing Foundation, based in Chesapeake, agreed to repay more than 270 customers their advance fees, totaling $94,388. In July, the attorney general sued R.L. Brad Street LLC, also based in Chesapeake, for charging at least five customers $3,000 each before providing foreclosure rescue services. That case remains open, according to the

attorney general’s office. Rhonda Wyland, the company manager and the same woman who worked with the Edwardses, said R.L. Brad Street has been dissolved, and she declined to comment further when contacted by Virginia Statehouse News. Messages left with the other businesses or their attorneys were not returned. Risky business Most of these companies are a scam, said Jay Speer, executive director of the Virginia Poverty Law Center, which advocates for low-income Virginians and studies issues related to poverty, like housing. “They take a lot of money from people. Some of them do nothing. Some of them just delay things a little bit for you,” Speer said.

Negotiating with a bank for a lower interest rate or extended repayment period can take two to three months without any guarantees, she said. Mortgage lenders don’t make it easy. They lose paperwork. Someone different answers each time a homeowner calls. Lenders renegotiate the terms for clients who may not be a good candidate, but reject changes for qualified homeowners, Noakes said. “Beware. Don’t pay anyone to help you,” she said. Lenders don’t want to foreclose, but for homeowners who are months behind on their payments and have ignored past due notices and phone calls, that is the only option, said Bruce Whitehurst, executive director of the Virginia Bankers Association, which lobbies on behalf of the banking industry.

“The most important thing that any borrower who is behind on his or her mortgage can do is call whoever is servicing your mortgage,” Whitehurst said. The mortgage company will detail the options available, including loan modification, he said. Many loans are modified, allowing the people to stay in their house and avoid foreclosure, which is the bank’s goal, Whitehurst said. According to the bankers association, more than 25,000 loans were modified between April 2010 and May 2011 and another 31,000 repayment plans were initiated in Virginia. Despite the warnings, homeowners, like the Edwardses, are lured into loan modification scams. The couple never did receive a loan modification and although they are making their mortgage payments, it’s been rough now that both are on disability, said Randy Edwards. The Edwardses, who expect to receive just $600 in restitution, said they should have tried to work with their lender first. “We learned a valuable lesson. If it’s too good to be true, it is,” said Randy Edwards.

Loan modification scams are a widespread problem in Virginia and across the country. Mortgage lenders have exacerbated the problem by mishandling homeowner’s pleas for help, he said. In the northern Shenandoah Valley, Lorie Noakes has worked with homeowners who have paid $500 to $1,800 to have a company renegotiate their loans unsuccessfully. Then they turn to her, said Noakes, executive director of Blue Ridge Housing Network, a nonprofit first-time homebuyer program. The agency began offering free foreclosure counseling several years ago when ballooning mortgage payments and rising interest rates were common. Today Noakes’ clients struggle to pay their monthly mortgage bill because they are unemployed or have lower-paying jobs, she said.

Fire prevention week: protect your family from fire!
What’s the best way to protect your family from fire? Be ahead of the game, of course. With more than 360,000 home fires reported in the United States in 2009, according to the National Fire Protection Association (NFPA), your best defense is a good offense. That’s why the Winchester Fire and Rescue Department, Friendship Fire Company, Rouss Fire Company, Shawnee Fire Company, and South End Fire Company are teaming up with NFPA October 9-15, 2011, to let our community know: “It’s Fire Prevention Week: Protect your Family from Fire!” This year’s campaign focuses on preventing the leading causes of home fires -- cooking, heating and electrical equipment, as well as candles and smoking materials. Additionally, it urges people to protect their homes and families with life-saving technology and planning. In 2009, 2,565 people died in home fires. Nearly all of these deaths could have been prevented by taking a few simple precautions like having working smoke alarms and a home fire escape plan. Fire is a dangerous opponent, but by anticipating the hazards, you are much less likely to be one of the nearly 13,000 people injured in home fires each year. The Winchester Fire and Rescue Department offers the following tips for protecting your home and family from fire: • Stay in the kitchen while you are frying, grilling, or broiling food. If you leave the kitchen for even a short period of time, turn off the stove. • Keep anything that can burn at least three feet away from heating equipment, like the furnace, fireplace, wood stove, or portable space heater. • Have a three-foot “kid-free zone” around open fires and space heaters. • Replace or repair damaged or loose electrical cords. • If you smoke, smoke outside. Use deep, wide ashtrays on a sturdy table. • Blow out all candles when you leave the room or go to bed. Avoid the use of candles in the bedroom and other areas where people may fall asleep. Preventing home fires is always our number one priority, but that is not always possible; Community Residents need to provide the best protection to keep their homes and families safe in the event of a fire. This can be achieved by developing an escape plan which you practice regularly and equipping homes with lifesaving technologies like smoke alarms and home fire sprinklers.” The following tips will help keep your family safe if there is a fire in your home: • Install smoke alarms inside each bedroom, outside each sleeping area, and on every level of the home (including the basement). • Interconnect all smoke alarms in the home so when one sounds, they all sound. • Test smoke alarms at least monthly and replace all smoke alarms when they are 10 years old or sooner if they do not respond when tested. • Make sure everyone in your home knows how to respond if the smoke alarm sounds. • Pull together everyone in your household and make a plan. Walk through your home and inspect all possible ways out. Households with children should consider drawing a floor plan of your home, marking two ways out of each room, including windows and doors. • If you are building or remodeling your home, consider installing home fire sprinklers. Virginia to become campaign battlefield in 2012?
By Jonathan Lucci Frederick County Report In a previous article I wrote about the huge spotlight that will be on Virginia for both sides in the upcoming 2012 Presidential election, due to the tough economy and the President’s unpopularity in the industrial Midwest. This week I want to look at what might happen in March when the Republicans of the state cast their votes for the Republican nominee. Virginia historically has not been that important in the primary process, due to its late date. However, it did have some importance in the 2008 Democratic nomination struggle. 2008 saw a bitter, drawn-out struggle between Hillary Clinton and Barack Obama. Obama had won Iowa and South Carolina, while Hillary had shocked everyone with a comeback win in New Hampshire. The two were essentially tied when Obama went on a string of several unanswered victories in February that included a big win in Virginia. It is entirely possible that the contest will be decided by March, with someone winning Iowa and or New Hampshire and wrapping it up early. This would indicate severe problems for President Obama who is counting on a bloody and negative Republican primary fight. However, the recent outcry for New Jersey Governor Chris Christie to get into the race (he has chosen not to) shows how unhappy and unexcited with the field the Republican tea party base. This discontent means that the primary voters, who tend to be from the party’s base, could have a hard time deciding between the different contenders that they don’t particularly like. Should Virginia become important, it would likely be a two person race similar to the Obama/Hillary battle in 2008 and it would likely have become negative. Most political campaigns start out positive, but by March the knives would likely have come out as the contenders struggle to one up the other. It would also likely involve Mitt Romney, the weak frontrunner who appeals to moderates, and a conservative member of the tea party like Rick Perry or Michelle Bachmann. Mitt Romney would likely campaign heavily in the Northern Virginia area, where an influx of Democrats also includes many upper middle class suburban Republicans who voted for Obama in 2008 and would probably like Romney’s moderate stances and consider voting for him. These voters would also be more likely to be uneasy with the positions of a Bachmann or Perry that they might consider extreme. Rick Perry and Michelle Bachmann would be very likely to make an appearance in Frederick County where the voters are very conservative, while Romney would probably visit Winchester where more Obama Republicans reside. Frederick County itself would be tough for Mitt Romney to win unless his argument that he is the best bet to beat the President wins over conservative voters. The fear of a second Obama term, something that looks increasingly unlikely but still possible, could jolt some tea partiers into voting for Romney. Regardless of who the contenders are, a March competitive primary would likely be annoying to anyone who despises endless political commercials. However, to political junkies it will be heaven on earth.

Up to your neck in hot water?
Use these tips to cut your water heating bills down to size
water, turn down the thermostat on your water heater, insulate your water heater, and buy a new, more efficient water heater. A family of four, each showering for 5 minutes a day, uses 700 gallons of water a week; this is enough for a 3-year supply of drinking water for one person. You can cut that amount in half simply by using low-flow aerating showerheads and faucets. • • Insulate your water heater to save energy and money. • Look for the FTC EnergyGuide label. Water Heating Tips • Repair leaky faucets promptly; a leaky faucet • wastes gallons of water in a short period. Insulate your electric hotwater storage tank and pipes, but be careful not to cover the thermostat. Insulate your gas or oil hot-water storage tank and pipes, but be careful not to cover the water heater’s top, bottom, thermostat, or burner compartment; when in doubt, get professional help. Install aerating low-flow faucets and showerheads. Buy a new water heater. While it may cost more initially than a standard water heater, the energy savings will continue during the lifetime of the appliance. Although most water heaters last 10-15 years, it’s best to start shopping for a new one if yours is more than 7 years old. Doing some research before your heater fails will enable you to select one that most appropriately meets your needs. Lower the thermostat on your water heater; water heaters sometimes come • from the factory with high temperature settings, but a setting of 115ºF provides comfortable hot water for most uses. Drain a quart of water from your water tank every 3 months to remove sediment that impedes heat transfer and lowers the efficiency of your heater. The type of water tank you have determines the steps to take, so follow the manufacturer’s advice. • • • If you heat with electricity and live in a warm and sunny climate, consider installing a solar water heater. The solar units are environmentally friendly and can now be installed on your roof to blend with the architecture of your house. Take more showers than baths. Bathing uses the most hot water in the average household. You use 15-25 gallons of hot water for a bath, but less than 10 gallons during a 5-minute shower. Consider the installation of a drain water waste heat recovery system. (From SVEC website)

WinTran Route Changes Begin
In an effort to improve customer service to City transit passengers, several minor changes have been made to the Amherst Street, Northside and the South Loudoun Street bus lines. These route changes began Monday, October 3rd. Two additional stops will be added at the WMC Campus (the Diagnostic Center and the Wellness Center). There will be a minor change in the route when heading back to the transfer station. Jonathan Lucci Frederick County Report The storied rivalry of James Wood and the Sherando Warriors was renewed on Friday night when the Warriors almost snatched defeat from the jaws of victory, allowing a late fourth quarter rally by the Colonels. For most of the game the Warriors looked as good as people have been saying they are, only to falter near the end of the game. However, Sherando showed up when it really counted to stop the Colonels from pulling off the upset. The Warriors success on offense was fueled by Joe Ojo, who won player of the game honors by racking up the yardage and scoring three touchdowns. The Colonels seemed as if they had no answer to Ojo’s bursting speed and power as the raced up and down the field. Ojo was humble in victory and certainly the big guys on the offensive line helped him put together such a great performance. Ojo certainly gave credit to his offensive linemen concerning his success. For most of the game the Warriors were able to contain James Wood from rivaling their own offensive production. Then with less than five minutes remaining in the struggle the Colonels scored and brought the game to within one score. However, it did not seem that this injected the necessary urgency into the Sherando sidelines, considering the time remaining on the clock. Then the Colonels recovered an onside kick and it seemed to shock the Warriors. The Colonels took the ball down the field with critical conversions and eventually worked themselves down to the Warrior 4 yard line. Overtime looked more than a little likely as the Sherando Warriors seemed to be wilting under the pressure of such a nerve-wracking ending. The possibility existed of course that the Colonels would go for the kill and attempt a two point conversion if they scored. Certainly that possibility must have weighed heavily on Coach Bill Hall’s mind as he contemplated how to hold against four attempts by the Colonels to score within the 5 yard line. At this critical moment the Sherando Warriors stiffened their defensive efforts and desire to defeat their rivals. Several passes fell incomplete and brought up a fourth down from the four yardline with only 3 seconds left on the clock. The game hung in the balance, yet another chapter in the rivalry that has seen so many games come down to the wire. The James Wood quarterback dropped back and looked for an open receiver, but found one in the endzone. He scrambled, avoiding Warrior defenders and look desperately for an open man. He was hit and let the ball go as he went to the ground, the ball falling harmlessly on the grass. The Warriors stormed the field, celebrating their first tight victory of the year and their first district win as well. Coach Bill Hall was adamant with his players that they need to learn to finish. Ï’m proud of them for weathering the adversity at the end there,” said Coach Hall after the game. Like most rivalry games there was quite a bit of talk between the players and fans but Sherando delivered. “It’s better done than said,” said wide receiver Lucas Tunison. The Warriors victory came after a hard week of practice and two weeks of waiting for the chance to take down James Wood. “We worked hard all week, and this is what happens when you work hard,” said quarterback and team leader Jalen Brisco. Next week the Warriors encounter their other county foe as the Handley Judges travel to Arrowhead stadium.

Are Strays a Threat to Housecats?
DEAR PAW’S CORNER: We have several apparently stray cats that can be seen wandering the neighborhood in the early morning and at night. I’m not sure where they came from, but there is a large stand of pine trees and scrub behind our subdivision. I’m afraid to let my cats out even during the day, as I worry they could come in contact with or be attacked by one of these strays. What can I do? — Gary in Tampa DEAR GARY: Contact your local animal-control office about the stray cats. They may be a colony of feral cats — cats that have lived their entire lives apart from humans. If so, they most likely can’t be socialized. This is an ongoing problem in Florida, particularly, as feral cat colonies grow in suburban areas. And yes, it makes going outside somewhat dangerous for your housecats. If possible, keep them indoors at all times. If you have a screened enclosure, they can hang out there, as long as the screen has no holes that would allow them to escape. Keep your cats’ immunizations up to date, as diseases like FIV (feline immunodeficiency virus) and rabies are common among feral cat populations. If one of your cats is attacked or you see it in contact with a feral cat, take your cat straight to the vet. Now, it is possible that animal control will not trap the cats wandering your neighborhood. Or, they may catch them, yet you’ll see more cats turn up. What some animal welfare groups are doing — since shelters are full already — is trapping the cats, having them spayed or neutered and given immunizations, and then releasing them back to their colony.
